People living in the downtown area, people are being told to shelter in place as authorities search for the attacker. Barricades have been set up around the downtown area. Happening now, House Democrats and republicans are trying to call notable figures as part of a hearing on Police Reforms and safeguards. This is an opportunity to discuss the current roles and response abilities of Law Enforcement, specific terms in relation to Public Safety. And we will ask her about how the city is trying to stop the spread of coronavirus in the future. Police in vallejo are investigating a shooting that injured at least four people. The shooting happened at a north vallejo neighborhood about 10 00 last night. There was a Childs Birthday Party underway when the shooting happened. When Police Arrived at the scene, they say they found three people with gunshot wounds. The chronicle reports one of the victims was taken to a Childrens Hospital in oakland. A fourth victim drove himself to the hospital. We are working to get an update from police about potential suspects as soon as we have more information. Well bring it to you. Two homes were destroyed by a large fire in vallejo that started just before 2 00 it morning. The flames spread to another home and a car, we are told the house also caught fire six or seven months ago and was in the process of being rebuilt before this mornings fire. Firefighters tell ktvu it appears that several people who were homeless may have been inside the home when the fire started. Time now is 7 06. As more parts of the state reopening, authorities are keeping an eye on a spike in cases of coronavirus. It was somewhat expected that loosening restrictions and making testing more available would mean cases would go up, but Health Officials are worried that people arent taking to the dangers of this virus seriously anymore. Yesterday, california reported an increase of more than 2100 cases and 44 deaths since sunday. Thats actually a decrease since june 5th, but the state did see a large spike from june 3rd to june 5th. Santa clara county is among nine counties across the state being washed. The deferment of Public Health is helping the counties so they can manage their operates. Napa county isnt on that list but its also seeing an increase, and authorities are saying memorial day gatherings could be to blame. The county would see 1 1 2 new cases every day, and in the last week they are seeing four new cases per day. As of yesterday there are 157 confirmed cases of coronavirus in the applicant appeared 55 are active. One increase was linked to a family that lives together and was in contact with other relatives nearby. Another tested positive went to a crowded graduation party. Another went to church. Napa county says right now they have the Hospital Capacity to take care of patients but may need to upgrade resources to manage more Contact Tracing. Officials urge people to be careful, because they say the virus isnt going anywhere. You know it seems as if the reopening of sectors is confused with the fact that covid19 is not the problem. And i think its really important to get the message out there you still have to do social distancing, physical distancing. And other protective measures, such as wearing face coverings. Health officials are keeping their eye on the number of protests for george floyd. They say it is still too soon to determine how many cases have come from those protests. The Berkeley City Council passed a measure to ban the police from using tear gas, pepper spray, and other chemical agents on protesters. Council member robinson, tweeted, its a permanent ban. Now the police are saying four adults and one child were shot, and two women actually died. Police were called, about 10 00 last night. They found wounded people at a home on cynthia avenue. One victim actually drove himself to the hospital. Reportedly, the incident happened during or after a childrens birthday party. We are still waiting to more information. The police still have not told us if they have any information about a motive, or about suspects. But well bring you more details from this incident in north vallejo, as soon as we get more information. Happening now, the House Judiciary Committee is holding a hearing on Police Practices and accountability at the capitol. She is the sister of a federal police officer, who was killed during a night of protests here in oakland. George floyds brother is set to testify, i believe he is first on the schedule to speak after all the congressional leaders finish their introductions. But first, the committee spoke about the need for this discussion on Police Practices and the need for reform. To those who do not believe it, please look at the tragic statistics. African americans are more than twice as likely to be shot and killed by police each year. And black men, between the ages of 15 to 34, are approximately 10 times more likely to be killed by police than other americans. Reporter now as you mentioned, another witness who was scheduled to testify is Angela Underwood jacobs, the sister of a Security Officer killed outside the oakland Federal Building during one of the earlier protest nights. There are calls for Police Reform, lawmakers in both parties want to site of action, including a ban on chokehold. We are going to pass the most aggressive reforms in the country, the transference he of disciplinary records, banning chokehold sounds like something that would make sense, kind of a National Registry of tracking how often does this occur has democrats unveiled their justice and policing act that includes a ban on chokehold, as well as other changes to hold the police more accountable. In two weeks, the house is expected to vote on that Police Reform bill. This bill has been carefully thought out. And there are so many different areas of abuse. The Senate Republicans are meeting now, they are developing their own p lease Police Reform plan. More demonstrations are planned across the bay area today. Some of the largest local protests yesterday happened in the east bay. Demonstrators held an event in berkeley, calling it the stand with black youth protest and march, getting at central park, continuing down Martin Luther king jr. Way to civic center park. In oakland, more than one an 100 came to honor the lives of george floyd, breonna taylor, and ahmaud arbery. Organizers say the deaths are the latest examples of systemic violence against black people. Time is 7 37. Health professionals are keeping an eye on the possible spike in cases of the coronavirus from activities memorial day. Santa clara county, sacramento, and san joaquin are among the nine counties statewide that are closely keeping an eye on a noticeable rise in cases or hospitalizations. Police are still not saying if they have rge fire in vallejo that started shortly before 2 00 this morning, the flames spread from one house to another home, we are told the house also caught fire about six or seven months ago and was in the process of being rebuilt. Firefighters tell us it appears several Homeless People may have been inside the home when the fire started. The exact cause of the fire is still not known. Statewide, there was a large spike of new coronavirus cases from the 28th to 30th, and again from june 3rd to fifth. Since june 5th, overall california has watched after a noticeable increase, including santa clara county. The state is now hoping counties manage outbreaks. Napa county isnt on the list that is seeing an increase after memorial day, where many likely gathered to honor the holiday. In the last week they are seeing four new cases per day. One increase in positive cases was linked to a large family that lives together and was also in contact with other relatives nearby. Another person who tested positive went to a credit graduation party, and another went to church. Napa county says right now they have the Hospital Capacity to take care of patients but may need to upgrade resources to manage Contact Tracing better. You know, i think if we get to the point where it looks, you know, the numbers are really suggesting that its going to be beyond our Hospital Capacity or contract Contact Tracing capacity, we would be consulting. Health officials are also keeping an eye on numbers following weeks of protests for george floyd. They say its still too soon to know if a major increase in cases, the state is monitoring counties, and if there is an increase that goes above the threshold, they may have to come up with a plan to lower cases. Hours later, he was behind bars. Shortly after the remains were discovered, chad daybell was taken into custody. This is the latest twist in a case that has perplexed authorities for months.
