I think this is just a consideration, like Governor Newsom said, and the school year is going to open back up again in 2020, we just dont know when. So what he said today come about whether the School Year Opens as planned, at the end of august versus if it opens up a month early at the end of july, that something hes going to take into consideration, because a lot of our children have had learning impacted because of covid19. And we want to make sure we can get them back up and running as soon as possible. So this is not a decision they are going to take lightly, theyre going to take into a lot of consideration to make sure our schools physically are safe for our children tomajor disruptions with learning at the school year. What changes do you think need to be made so that schools can start accepting students once again . Will i think thats going to depend on the state, obviously, but california has done pretty well during this particular wave of coronavirus. Like we mentioned earlier, things are stabilizing. So i think we will have to see different models, which ones best fit our state and we are going to have to figure out staggered schooldays. Maybe one day on, one day off see you can have a smaller amount of students in the school, physically. We can also probably see a decrease in class sizes. Maybe there are 10 or 15 students in each class so we can maintain the six feet of distancing and , eating lunch clotting and li for children and younger ages and at recess. Washing hands and disinfecting services multiple times a day but we probably wont see too many assemblies or sports starting back up immediately. I think we need to gain the confidence of our parents and all of this, because families have to feel confident and secure in getting their kids physically backtoschool. We will need to have a lot of emotional support from educational support for our children. I think attendance policies will have to be a little bit more lax. If families think that it will be better by staying at Home Learning virtually and remotely, that is still an option for them. I think that will be very important as we try to open the schools backup. That is a long list of changes you just mentioned. Talk a little bit about what that can do for a child who is used to going to school a certain way, encountering certain people in a certain atmosphere and as you mefrom al affect change. Of course. I think the best thing we can hold onto in this case is children adopt wonderfully. They are used to change and adapt very fast. This will become the new normal, at least for a period of time, before we can get a vaccine and immunity and we are safe to allow all of our children to go back to school at the same time. I think if we bring it about in a positive way our children would take it in a positive way. I dont think we should worry about what could go wrong because we are doing this for their safety. Tell me, who benefits the most what you think, from the Pandemic Unemployment Assistance Program . How much money are folks likely to get . Reporter so the pandemic unemployment assistance is really intended to be the benefit for the Small Business owners, the true independent contractors who wouldnt qualify for Unemployment Insurance. Its also for people who have either exhausted their claims, have insufficient earnings or perhaps have been a false statement penalty in the past. How does an independent contractor, lets say a gig worker or rideshare driver, someone who does that sort of work, how are they going their is related to the coronavirus pandemic. So interestingly in california we have a b5, which has been in effect since january 2020. So rideshare drivers, gig workers, really should be considered to be employees and not independent contractors and should be applying for Unemployment Insurance. For those who are applying for pandemic unemployment assistance, they actually are just self certifying the fact that they have lost income due to the coronavirus pandemic. Okay, so the program, i understand it rolls out in three different phases and the payments are sort of going to fluctuate over time period what exactly does that look like . Whats the reason for that . Thats correct. Program should become available today in california, but it will be backdated to the very beginning of the program, which goes back to february 2nd 2020. And then between the end of march and the end of july, workers will see a boost of 600 additional dollars every week. And after july it will go back to the minimum amount. The minimum amount in california is calculated to be 167. For those who actually exceed a threshold of over 70,000 you could then go back in this process hasnt been established yet, but they will go back and they will in 450 a week. So let me ask you your, calioverwhelmed with millions o unemployment claims as it is right now. How worried are you about this agency adding an entirely new program to the mix right now . Yeah, its certainly not an ideal time. We are already seeing the system being tremendously impacted by the number of unemployed persons, up to 3 million in california who have applied in the last several weeks. An additional 2 million will be incredibly hard for the system. Luckily i think this process of pandemic unemployment assistance is being streamlined and should be implemented much faster. Payments are being made available in a much shorter time frame than with Unemployment Insurance. Thats good at least. We have to leave it there. I appreciate your insight on this topic. This area of High Pressure will move out of the region and as it does temperatures will cool off into wednesday. There is no real major warmups in our forecast at all over the next few days. Let me start off by saying this event takes the nations response to come together to work through these issues. And so i was a little surprised when i heard her comments, but we had a good discussion, as we explained to her, the information she had was incorrect. And its about where we go from here and how we Work Together to continue to support San Francisco. Yeah, the mayor saying yesterday that she had been given inaccurate information from a third party on the third party was now being investigated. Talk a little bit about what fema is providing to San Francisco. So we are providing resources to the whole state of california and San Francisco through me three major lines of effort. The first major line of effort as we set up an air bridge from overseas manufacturers and about 80 of the medical supplies, ppe is manufactured overseas. We have about 100 planes wouldve come into the United States to expedite the movement of that ppe as it typically takes about 30 days by cs and now by air. Have existing Companies Directly for that. The second thing were doing is seeing manufacturing capable in the United States with contracts to them and additional Manufacturing Capabilities overseas. The third thing they are doing is price gouging with supplies and sees that input. Talk a little bit about the challenges that exist with getting cities, including san a situation where we are ad. Suppn resources just in time. Ppe manufactured overseas, those plants are set up to provide just enough to get to your home depot or whatever the place you go by them a and whats on the shelf is whats there. And whats behind that is whats coming on that ship. So what happens is at the beginning of this event there was a 200 demand with what was available and that has now gone up to, in some cases, 600 . What has to happen is the manufacturing people can always do that. Is not always retwiddling equipment comments bring in additional workers 24 sevengoin demand is going up. Once this happens, naturally there is a shortage that happens for resources like ppe. What we are trying to do is use a method to speed up and increase the volume. Its good to have you here today. In terms of broadening the screening for people who have been infected previously coronavirus, how big of an impact you think this could make . Right now we dont really know a lot about this virus, so i think it may be a little premature to us to people will be protected with an antibody, that they might not after the infection. A couple of problems, one is we dont know enough about the virus to really say for sure you will be protected. Based on other types of coronavirus, like the first sars coronavirus, there some evidence that the protective antibody may last for about a year, but after that no, there is no evidence, but the main issue is the performance of these tests. Right now we dont have an Antibody Test thats 100 accurate. So if i may just go through some numbers, if you have, say 10,000 people in the news decide to go back to work or not, lets say 200 people are, lets say 2 of those people are indeed infected, right, lets say you have a test of 95 sensitive, you have to pick up 190 of those who are truly infected. And then there 100 people who arent infected. And if you do testis with 90 specific he will still have 400 people who test positive who test positive, about more than 60 of those are false positives. You going to allow these people to go back to work if there are more than 50 of the tests are false positive . This is the problem, when you have a relatively low percent of the people infected, you have to have a test thats 100 accurate, so this is something people should be cautioned about. Yeah, because we keep hearing this test is one of the key indicators in terms of where we can begin to reopen the economy. But doesnt having more people take this Antibody Test, isnt it going to give us a better snapshot, a big picture view of how much of the virus would have spread in the community . Yes, thats the only utility of this test, it will give you an indication of how many people got infected and what proportion of the population indeed got infected. But its not going to help you decide whether somebody can go back to work or not. Okay, real quick, but the test is 119, thats what Quest Diagnostics says. Should not be covered by insurance . Again, something the Insurance Company has to decide. From what i just told you about the adjusted performance of these tests, if it was 100 accurate, 100 sensitive, i think that would help the economy so maybe the Insurance Companies would be willing to pay for it. But you know, if we have some doubts about these issues, that im not sure if they would be willing to pay for it. Okay, yeah seems like some benefits more broadly to society. Then we will cool things off heading into your forecast for tomorrow. Taking a look at some of the highest from this afternoon at walnut creek 90 degrees, hillsboro 87, San Francisco maxed out downtown in the lower 70s, 71 degrees. As far as the plan tomorrow, it will be a cooler wednesday. Some clouds with some fog in the morning and temperatures with hotspots today in the low 90s and maybe lower 80s for tomorrow afternoon. Heres the plan tomorrow morning, this forecast model is picking up on some low clouds and fog. Then into the afternoon hours a big batch of high clouds moving in and theres the eventual temperature range. Low 60s with the beaches, lots of 70s and the warm spots, close to 80 degrees.
