trees from the middle of the street. at 1:30 sunday afternoon, they saw trouble. >> there was a crack and then we heard the sound. >> reporter: a branch from a eucalyptus tree toppled onto an suv and luckily, the driver wasn't hurt. alameda firefighters went door- to-door to warn neighbors to leave for their safety. >> we took our neighbors in and we've been sitting around and watching the wind and the trees. sure enough, we heard a boom. >> reporter: two eucalyptus trees had come down, narrowly missing the roof of a 95-year- old neighbor's home. no one was hurt. >> somebody said timber. it went boom. i saw the tree across the highway. it was unbelievable. the wind had that tree like a little twig. >> reporter: the winds were bringing down trees and power lines bay area wide with skyline boulevard in the oakland hills to the berkeley hills and even low-lying areas like alameda. several parks were closed. the oakland zoo closed, as well. ensign fiscal, a window on the millennium tower shattered raining glass onto the street below. no one was hurt by the flying glass in san francisco yesterday and in castro valley, we asked pg&e when power will be restored and we are working to get that detailed information. it will be several hours on right now, the electrical wires are in a tangled mess on the side of the avenue where the tree came down. the latest from pg&e said that as of noon, this noon, still 7000 customers are without power. allie rasmus in castro valley. the north bay wind advisory is extended. >> meteorologist rosemary orozco shows us how strong they been blowing. over the last 24-36 hours, it has been gusty with it being hazardous for many folks in some areas are reporting gusting close to 80 miles an hour or so. a live look at the golden gate bridge, the wind has calmed down but the north bay is seeing very breezy conditions and the weather service has decided it will extend the advisory for our north bay mountains today. looking at the strong gusting over our area for sunday, 80 miles an hour in some spots and san jose at 40 and san carlos at 43 and sfo, 46 miles per hour. the wind, as you know, fairly widespread and the hills are strong with mount st. helena, 87 miles per hour and mount diablo, 75 and in the oakland hills, 62. it wasn't only the bay area. in areas of this era, 100-mile per hour wind plus reported over the sierra crest and it was over the last 36 hours with squaw valley gusting at 100 miles per hour. the system that came through did not bring rain, unfortunately, but wow, all the wind. mount diablo is recording a wind gust to 45 miles per hour and middle peak, 25 miles per hour and oakland north, 25. looking closely at the north bay, santa rosa has a wind gust of 30 and fairfield reporting 35. the north wind makes it really, really tough for folks traveling east to west because if you are going this direction, you have the wind coming at you from this direction. it will be happening today with the wind blowing over the north bay. over the central and south bay, it has come down considerably. the other story is the warm- up. temperatures are in the low 70s because of that wind and when i come back, a look at the afternoon highs and what you can expect for the rest of the week. the oakland fire department is investigating a deadly fire that started in east oakland overnight. cristina rendon reports. >> reporter: the people living inside said up to seven people were staying here and only four were home at the time of the fire. unfortunately, one person did not make it out. >> i opened the kitchen door because i heard crackling and popping. the fire was crawling across the ceiling. black smoke was going through the house. it was in an instant. >> reporter: 4:15 monday morning, the 911 calls came in with flames shooting into the night sky from a home in east oakland where several were staying. >> i ran through the kitchen door and i saw fire coming through. i ran and grabbed some plastic and put it through the house and i ran back up and the whole house caught fire so fast. >> reporter: the two-alarm fire was attacked from the roof of a neighboring home with neighbors knocking on doors to evacuate people. >> we ended up having one patient, a male that was transported to the hospital, 76 with smoke inhalation. >> reporter: a person died in the house and the friends of the man said his name was billy and he was well-known in the neighborhood. >> a close friend to everybody, a really good guy. >> reporter: flames threatened a neighboring home but that family was allowed back inside. officials said there were plastics and petroleum-based materials that burned in the fire and it is under investigation and the red cross is helping people that were displaced. in oakland, cristina rendon, ktvu fox news. the investigation is under way in san jose after a person was killed by a light rail train. the sheriff said the man was walking on the tracks around 5:45 this morning and was hit by a southbound train running parallel to highway 87. the train service was stopped. the light rail station was closed while investigators were at the scene. a deadly coronavirus outbreak is growing with more than 40,000 cases now confirmed around the world. here is more from atlanta. >> reporter: more than 40,000 infected and the deadly coronavirus is spreading. china reporting a big spike in confirmed cases with over 900 now confirmed dead. travel restrictions are in place with all passengers coming to the u.s. from china being screened by the cdc and possibly quarantined. the world health organization said this outbreak has not reached a level of a global pandemic and they urged world leaders not to restrict travel or trade. >> 99% of people who get the coronavirus are in we have a vaccine that is highly effective and it's challenging the new virus. >> reporter: chinese americans across the country are celebrating the lunar new year and some events have been scaled back with officials urging the public to limit exposure. most proceed as scheduled, including a huge celebration in new york over the weekend. >> chinatown has always had this and it would have been sad if they canceled it. i think we are fine. >> reporter: the w.h.o. is holding a special conference tuesday to coordinated the international response to the outbreak. in atlanta, ktvu fox news. a bay area nonprofit organization is sending 2 million masks and isolation valves to china. they have stockpiled in case of disaster. the masks are hard to find and expensive in china. >> they didn't and they are expected to arrive and be in the hands of healthcare workers in china by friday. students at berkeley high school plan to walk out of class to protest what they call a failure by the school administration to properly address sexual assault accusations per the students said the school district failed to report or adequately address an attempted sexual assault on the berkeley high campus and have taken moments into their own hands. graffiti listed names of, quote, boys to watch out for, labeling selma as sexual assaulter's. the school district is not commenting but said it's a chance to buy the property they live in if the owner decides to sell. >> right now, the housing market is not working for average people and we have to do some small things to try to get it back under control. >> the seller would have to offer the home at fair market value and if the renter or a nonprofit could match that or the highest offer, they could buy the home. president donald trump has delivered his new budget plan for the 2021 fiscal year to congress. it aligns with many in the campaign priorities including major cuts. so far, democrats don't like it and won't support it and ray bogan has more. >> reporter: president trump 2021 budget proposal is hot off the press with promises of major savings and reforms on the cover. overall, the white house proposes $4.8 trillion in medicaid but the white house describes them as savings. >> the idea that he will rebuild this country by cutting essential investments, it gives people a path forward and it's a dangerous path for the country. >> nancy pelosi said the budget is a statement of values and once again the president shows how little he values the good health, financial security and well-being of hard-working american families. as written, the proposal has little chance of passing the democratic-controlled congress and those lawmakers will now have to craft their own proposal and from there, both parties will have to negotiate a deal. ray bogan, fox news and washington. teachers and san ramon voted to authorize a strike if they can come to agreement with the district. the san ramon valley education center made the announcement that 98% of the members voted in favor of authorizing a strike. they are trying to make sure students have the best support, class sizes and in addition, more counselors and security firefighters and sonoma county investigate a deadly fire in the sonoma county community of bodega. the fire started before midnight in a home where the home was in flames and fire fighters could not pull out the victim until the fire was under control. officials say the victim was a man in his 70s. in thailand, there was a mass shooting where 29 people were killed on saturday and 60- hertz. investigators said a soldier from the thailand army went on an 18 hour shooting rampage. he got into an argument with his commanding officer and was shot and killed by security forces after a daylong standoff. a severe storm is bringing major flooding to europe. many are hunkering down and some are determined to take advantage of it. >> reporter: storm tiara pummeled parts of northern europe with hurricane force winds and heavy rain, causing major travel chaos across the continent with the storm bringing widespread flooding and wind up to 90 miles an hour, prompting the national weather service to issue more than 200 flood warnings in the u.k. the floods overtook small towns, submerging cars in water and halting traffic on major roads. authorities are urging millions to stay indoors but some are criticizing the governmental response. >> reporter: two busy airports each grounded more than 100 flights on sunday and this plane struggled to land safely at heathrow airport amid the and the golden gate bridge looks beautiful from this vantage point with temperatures way up, unseasonably warm weather, even expected to break a few records having to do with this pattern set up over california. you can see how the ridge pushes the storms up and over with a system dropping on the backside of california before it sinks south. the southern edge is actually getting rain but for us, we have wind. for some, it is windy with a look at areas in the north bay and a reading over mount st. helena, winds at 40-45 miles an hour or so with widespread readings of 20-30 miles an hour. if we go to the inner east bay, mount diablo reports 39 and in the hills north and south, 20-25 and the advisory has been extended through tuesday morning for the north bay mountains with winds gusting at
