reporter: councilman joe fitch will assess they are under a mass evacuation plan because of the wildfire. thousands had to leave the camp fire with limited escape routes. today they are still reeling from last year's public safety power shut off. >> half of our internet carriers were out, half of our cell phone carriers were out and all of our land lines were out. >> reporter: is one reason why california is launching today the wildfire safety advisory board. >> this board will provide an additional layer of advice and insight to be able to make the best decisions for consumers and california. >> reporter: the advisory board will provide wildfire expertise to the public utilities commis which until now has never had a division of wildfire safety. >> it has scientists, experts and utilities and it will be thinking for california about what it is we should be doing in the future to mitigate the risk of wildfire. raymond california spending close to $1 billion to cut down dead trees and beef up cal fire's resources to respond to wildfires. but the state will have to do much more in the way of outreach. >> have you even heard of this board? >> i have not. >> reporter: paul roche runs the colfax market and is concerned about public safety power shut off. >> we lost so much products. power was out for five or six days. >> reporter: building up colfax with more generators as part of the plan. like many communities in the area, colfax is trying to be proactive to make sure the next wildfire doesn't happen here. >> two state lawmakers introduced legislation today to prevent wildfires and power outage in california. republican james gallagher and jim nielsen represent the area devastated by the camp fire in 2018. there legislation would provide hundreds of millions of dollars in additional funding to improve education management and utility infrastructure. lawmakers say those are the two main factors on catastrophic wildfires and plan shut off. in san francisco judge terry l.jackson became the first black woman appointed to the states first district court of appeals. commission on judicial appointments voted unanimously to approve her today. she is currently an adjunct law professor at uc hastings and the usf school of law. as just another first for judge jackson. back in 2002 she was the first black woman appointed to san francisco's an update now on the woman who was hit and killed yesterday by a car, fleeing from police and berkeley. we learned today the victim was a 58-year-old homeless woman. her name is not been released. she was along university avenue when a car fleeing from police came up under the sidewalk and hit and killed her. the driver then sped away toward interstate 80. the car is described as a gray four-door nissan sedan. san francisco police are looking for a young man who went missing nearly 2 weeks ago. he was last seen in the afternoon of january 8 in the corona heights neighborhood. his family reported him as missing january 9. he was last seen wearing a white shirt and gray sweats. police say his disappearance does appear to be suspicious. not orange county were a three-year-old boy has been released from the hospital after he was attacked by a mountain lion yesterday. this video shows the mountain lion up in a tree in the whiting ranch wilderness park east of irvine. the lion jumped out of a tree and grabbed the three-year-old who was on a walk with his family yesterday afternoon. the boy's father through a backpack at the mountain lion. as you can see, the mountain lion grabbed the backpack and went up the tree. >> any father would react this way. obviously it was my thinking. there have been mountain lions in the past within whiting ranch . fortunately they are rare, but
