The house voted to send the articles and approve the seven democrats who will argue for the president s removal in the third trial of a United States president in history. He invited foreign interference in our elections and jeopardized our national security. He did this for his personal gain. The only emergency is that there is a 2020 election in which the democrats cannot stand the fact that the president is going to one again. The vote comes as democrats released new evidence from an soargt of rudy giuliani, lev parnas the focus now shifts to the rules of the senate trial and if rules will be included. The house will have time on the senate floor to read the articles aloud then chief Justice John Roberts will swear in all of the senators as jurors saying that they will be impartial jurors in this process, then we see clerical and procedural things, the president is supposed to be at an economic four um overseas, the white house has not said if he will be going. Moms for housing took over the long vacant home back in november to raise awareness about housing and homelessness. Wedgewood properties which owns the home won a court fight to evict the group. She is one of the impeachment managers, congresswoman thank you for joining us here on the phone. Talk first about your role as an impeachment manager and what the strategy is going to be to lay out the strongest possible case for impeachment p against President Donald Trump in the senate. The job of the managers is so go over to the senate and to make the case. The house voted to impeach President Donald Trump on two counts, one abuse of president ial power and two, obstruction of congress, we will go through the case that we made in the house. What ever additional evidence that has surfaced since that time. We hope that the senate will allow additional documents and witnesses to be produced. We were stone walled on some of that. Then in response, the president will have the same amount of time to rebut our case and the senators will have to headache a decision. You were a staffer during the investigation into president nixon, a member of the Judiciary Committee during the impeachment of president clinton, how do you hope that your experience lens itself to this team and what is different about this process. My roles were very different and the cases were very different, on the nixon impeachment i had been working for my predecessor, don edwards, a member of the Judiciary Committee, i had gone back to california to go to law school when working for him and i was sent back to washington, dc to work on the bankruptcy bill that he was working on, that did not last too long, i was not in charge of anything, i was a law student. I ended up writing one of the articles of impeachment that the lawyers did not want to write but nixon was not impeached by the house because he resigned after the house Judiciary Committee voted to impeach and after republican members of the house and senate told him he would be impeached in the house and that he would be convicted in the senate including Barry Goldwater who told him he could not support him. This is a different situation, misuse of president ial power to effect an election in the nixon case, in the case of clinton, he lied about sex, that was wrong, probably it was a crime but it did not involve the misuse of president ial power, thats what the impeachment clause is for in the constitution, its to protect the public from the misuse of president ial power that undercuts the structure of the constitution. Lying about sex does not meet that standard. In this cause we have another president who has in fact misused his president ial power. In this case involving a Foreign Government to get a benefit for his election. The question before the senators ultimately is, is that a high crime or misdemeanor . If you look at the nixon case it falls very much in line with that. Having seen what you have seen over the course of history and these two prior impeachment processes what do you tell the senators that you are about to go before, how significant and important is it for them to remain impartial in this process. Tomorrow they are going to take an oath. They are going to swear to god that they will be impartial and i hope that they talk that oath seriously, they need to look at the evidence and vote accordingly, you cannot ask for more than that. I have a question about what happened today. We keep watching this video over and over again, after the house is transmitting the articles to the senate. Can you talk about the mood. I have not seen the video, i was a participant not an observer. Can you talk about the mood and the vibe in washington, dc today . Walking over i got choked up. This is a serious matter. That the president has engaged in this behavior and brought us to this point, its so upsetting and distressing that we find ourselves at this point in history. All of us felt the solemnness of the occasion and the weight that is on us to seek the truth and to have a fair trial and to seek justice. Congresswoman it has been nearly a month since President Donald Trump was impeached in the house now these articles are finally being delivered to the senate. What do you believe was accomplished in withholding the articles of impeachment for all of this time. A couple of things, first, the idea that it was a long time ignores the fact that it was christmas and hanukkah. Unless senators wanted to do a dismissal on Christmas Eve there was not going to be a lot of work done over that Holiday Season that everybody had made plans to go home with their families for christmas. For this brief time here in january we learned a couple of things, we, mr. Bolton has offered to testify and says he has new information. The witnesses are one thing but the documents are more important. Witnesses can be clever in answering the questions but the documents do not lie. I do not know if you saw the lev parnas documents but its shocking information and he just dumped a load of documents on the committee. They are sorting through it and will release what is not classified. I think that would not have occurred had we not given time for it to happen. It makes it very clear to the senate that they have to get the documents and hear from some witnesses to make sure that they have the whole truth. We have spoken a lot about your experience in this, at the end of the day why do you think that the speaker picked you to be in the group of seven managers. I did not apply for the job or ask to be appointed but when she asked me to do it i did not feel that i could say no. We will leave the conversation there. We really appreciate you taking the time. A fire station closed for good today in union city. Firefighters said closing the station could put residents at risk. We talked with the mayor and firefighters today. We are live from union city with this debate. Reporter the fire station has been handling emergencies in union city for the past 19 years but it is closed permanently effective today. Before firefighters departed they left behind this warning to the community. Fire station 30 which served the southern end of union city since 2001 closed for good. Firefighters packed up and left. The biggest warning is for the citizens of union city. City leaders said that the citizens will be fine, they said that the fire station is upped utilized. They average a third of the number of calls as the others in town. If we kept the station open we would be in serious trouble in just a few years time because we would have to live off the reserves. Reporter but firefighters from the Alameda County fordepartment said that the savings come with a safety risk, the closure means nine fewer firefighters in town. When we have a fire or a medical emergency or a woman who is in labor our resources are going to be so thin we are not going to have Response Times that are adequate. The city said that the nearest fire station is 2 miles away and a small percentage of Response Time will increase. We are not sacrificing Public Safety based on the proximity of the next closest fire station, this area will receive extent fire Response Time. Some neighbors were concerned. We feel better. Reporter others understood the decision to close it. There is another fire station nearby, i am not that concerned. China has agreed to buy products from the United States and to stop stealing intellectual property. There is also a one for china they have been removed from the United States list of currency manipulators. I hope that the United States will treat fairly Chinese Companies and their trade and investment activities. But Chuck Schumer is critical of the agreement. He said it does not end chinese preference of state owned enterprises. President Donald Trumps phase one trade deal with china is a historic blender, several harmful policies and practices are unaddressed. The phase one trade deal is more of a truce but the important issues, many of them have been deferred into the phase two negotiations. President donald trump said he is leaving tariffs on chinese goods in place until phase two is complete and they will start to negotiate that as soon as phase one takes effect 30 days from now. For more on the trade teal we are joined by professor joel call, a professor at ushastings college of law. What did President Donald Trump gain here . He gained a modest amount in regard to the promise from the chinese that they would not insist on Technology Transfers of United States intellectual property and that they would also afford some protection for us intellectual property and also the chinese promised that they would buy 200 billion worth of goods and services from the United States over the next two years but that is probably going to be very difficult to actually especially enforce, in a funny way what the president has done is to lock this Chinese State capitalism. What that depends on is the chinese governments manipulation of their own economy and the continuation of subsidies to their producers, it does not remove any of the tariffs that United States businesses and United States consumers are continuing to have to pay on chinese imports. 375billion worth of chinese imports are still going to be subject to 25 tariffs which costs us families up to 1,000 on average, while the chinese trade deal is a truce and it has accomplished some things that the president sought its not likely to have a Significant Impact on our economy. Thats interesting that you say that, he is saying its going to bring more jobs and raise the gdp, do you have an estimate on how many jobs this teal will bring. I cannot imagine it will bring a single job, its a relatively small amount for the United States economy. Its 200 billion of additional purchases from china over the next two years if the chinese follow through on this which i have a hard time believing that they will. Its not eep clear that our farmers can provide the amount of agricultural exports that are anticipated in this agreement. This is just phase one, it is significant that we have is part of this deal completed but looking forward to phase two, what do you expect. I do not know. I cannot read the mind of the chinese, i do not see a great willingness on the part of china to make significant concessions here and i do not see, in the meantime how this helps United States manufacturers and United States farmers that are be hurt been the continuation of chinese tariffs on United States ex pours. For example 57 of what the United States sells to china is still subject to tariffs and United States companies that buy inputs that they incorporate into United States products, they will still be subject to high tariffs from the United States, it hearts United States prices at home and it hurts the prices of our exports. I do not see how any of this is going to work to the benefit of the average United States consumer or increase jobs for americans. We are going to have to leave it there for you. Other shelters have increased adoption rates by more than 100 . They believe the technology will help decrease overcruding in the shelter and give the dogs a chance at finding their new families. Any help that helps the animals not be put down is fantastic. The governors proposed budget next year includes 50 million for californias Animal Shelters. Joining us now to talk more about how the money is going to be spent is the director of advocacy at the San Francisco spca, this could be a major infusion of funding throughout the state. First of all we are thrilled that the governor ear marked 50 million to help shelter pets in the state of california. It will go to fund the uc davis shelter medicine program, they are leaders in the world in shelter medicine and vet medicine. It will help them provide training and resources and expertise to shelters across california, another great part of the program that the governor is putting forward is that its going to have targeted Assistance Funds, so shelters that may or may not have the Resources Available for them will have access to the funds to move forward. I guess that sounds like shelters in lower income communities that do not have as much funding on hand. They potentially stand to benefit financially with this state funding. Absolutely, the mechanics of who will be eligible is still ton worked out but the intention is that those comeups that are underserved and strapped for cash in order to meet their life saving goals will june communities like San Francisco already enjoying life saving success. The governor said his goal is to make california a no kill state. How does investing like this in our states shelters help to achieve that goal. I think that the important part is that he tapped the absolute experts uc davis, their program is second to none and they have been doing this for decades. They know how to lift up Animal Welfare in shelters. Having this pool of money, the Assistance Funds to help lift up communities that do not have those fups and to give them expertise and resources will be a life saving goal. This is something that the Animal Welfare movement has wanted for decades. Many californians believe that no adoptable animal in california should be killed. The governor is a San Francisco hometown hero, we are really pleased that he made this a financial priority in his budget. 50 million proposed in the governors budget. They rallied on the capital steps, the parents have advocates said that the books used are too graphic and have illustrations that are not appropriate for children. Its very important that parents have a greater awareness and its important that the parents look at the curriculum to decide if they want their children to be exposed to the material.
