I am looking at the morning commute and i am looking at the Richmond Bridge and you can see traffic is going to be moving a little slower and these lanes have had no major problems and the traffic is going to be okay. There is a little slow traffic. There we go. It is slow around the macarthur maze. There have been no major issues on the bridge but there is a stall. Sometimes it surprises me on a monday. There is still traffic . Northbound 880 past the coliseum is okay. There have been no major issues on highway 4 or 680. Highway 80 has slow traffic from richmond into berkeley. Marine county also has a backup and 880 is slow. We see a lot of routine slowdowns. We will dive into the commute through the valley. Lets go back to the desk. They are expected to discuss possible changes to shortterm rentals after halloween shooting at a party that killed five. We are in orinda to discuss what they are looking at. The city council will discuss and review its short term rental policies regarding airbnb and whether or not they should change in the city to prevent shootings from happening again. In the meantime, there is this area and family members and concerned residents have left behind flowers, candles, and photos of these five people who lost their lives to gun violence. It was before 11 pm when gunfire erupted at an airbnb rental that was billed as a Halloween Mansion Party it was advertised on social media. 100 people were in attendance. They do not know what prompted the gunfire or who was responsible. They have not made any arrests. Three people died at the scene of the party including the dj, two others died from their injuries at the hospital. Several others were injured and in response, the ceo of airbnb said they are taking steps to crack down on socalled Party House Rentals they say they are expanding their screening high risk reservations and are dedicating Rapid Response teams. We do not know exactly what any of that means they do not offer any further details and how they changes will work but they said they will be coming up with a more detailed plan sometime in the next 10 days. In orinda, they will take steps to review and discuss the short term rental policy in town with one councilmember that has said he wants to propose a short term moratorium on all Short Term Rentals until the council can come up with a better decision to regulate this. We reached out to the councilmember and the mayor to get more details about the policy and what sort of changes they might expect at tomorrow nights meeting. It is 7 05 am and we have more information about this breaking news from this morning. Firefighters are cleaning up after this vegetation fire  burned real close to homes in fremont. It started after 5 30 am near quarter dale east of mission boulevard. Halfacre burned before fremont firefighters got it under control they are telling us people in this neighborhood did a great job turning back trees and other vegetation that may have saved their homes. They made a good Defensible Space around their home. There was a lot of nonflammable vegetation near their home they sheltered in place and at no time were the structures threatened or anything like that. We are very pleased about that. The firefighters will be out there for most of the morning keeping an eye out for hotspots and they are trying to figure out how the fire started. Cal fire says they contained fire from the kincade fire. It is 70 contained and will be fully contained by late thursday. They have been battling flames and 174 homes have been destroyed in two other businesses and other buildings have been affected as well. Sonoma county opened an assistant center for people affected by the kincade fire. Doors open at 10 00. There will be information from state and local leaders about help with housing, food, and employment along with insurance. They will be open until 7 00 through wednesday night, longer if needed. The office of education says most schools in the county will be open again starting today but all schools in healdsburg unified School Districts and others will stay closed today and tomorrow. The decision will be made later if classes will resume on wednesday. We will let you know. They will not reopen until thursday and geyserville schools will take closed for the new rest of the week. The fire is burning in southern Ventura County and it may have been started by the equipment of Southern California edison. It started last thursday night and edison said it just reenergized a 16,000 volt power line near the town of santa paula. That fire is now burning almost 15 square miles and it is 70 contained. We are getting a rare look into that maria fire from the sky. From a helicopter from Ventura County, you can see the intensity of the flames and firefighters were using helicopters at night, battling the flames early friday morning because someone it was a flying a drone in the area. The operations stopped immediately to prevent a possible midair collision. Newsom responded to president Donald Trumps file criticism and disaster aid to california. An Investigation Continues in fresno after of offduty Police Officers have been critically injured during a party south of fresno. They say that he was at a Party Saturday night they were friends, both were offduty at the time. Police say the shooter then turned the gun on himself and investigators say the shooting happened when the two victims try to stop a fight. He was killed in the line of duty and has died after he was seriously injured in a car crash last month. He was returning home to his younger son and a truck crashed into the car. He was the widow who along with his partner john hedge was killed when they were in east oakland. The Police Officers were killed that same day and he became Close Friends with one of the other widows. I saved her and she saved me and that is what we have done for years. Morgan county is slow in a couple areas and 80s flows through the fremont area and hayward. This is a look at downtown san jose, a little slower than usual. We do not see this kind of traffic at this time. It is going to be slow going. At 7 19 am, i am filling in for steve. Here comes the sunshine and we do have a little fog to contend with this morning but we will have a warm day on top with lots of sunshine and there are humidity, look at 100 in nevada. We have not seen numbers like that in a while because we have onshore flow and the downside is it does cause some fog. We are seeing that in catalina where it is zero visibility. It is better in nevada but the rest of the area is looking pretty good. The onshore flow has changed things. It is not strong or getting help by head pressure. It is keeping us dry and warm but it has gone up with the humidity in the air. It is 49 degrees in San Francisco and 44 in nevada, 48 in napa, 48 in hayward and 44 degrees in sunnydale. The highpressure is blocking this off the coast of Northern California and we have a low in Southern California it takes a lot to get that to move so we expect that to stay in place throughout the week, all that sinking air helping us to move up. Temperatures are in the 70s and low 80s in some spots and that will be the case across the work week. 72 degress for our high in San Francisco, a little warmer, 81 in santa rosa, and then 79 down in san jose. There is a new warning to bring about the dangers of e cigarettes. They say they are finding deadly drugs like fentanyl and some unregulated cartridges. Overdoses have been widely reported from food and now they say that they are worried about the fentanyl being found in blackmarket vape packages. There is no way to control the potency of that in the cartridges, so we are going to see big problems. People become sick from unregulated bait cartridges. They have discovered fentanyl in some of them. According to the washington post, reaches have been made by adding a specialized blade. Smugglers are cutting through the barrier and pushing the post aside to leave enough room for people or packages to go through. Officials with the Border Patrol will take a combination of physical barriers and technology and deployment of agents to combat that. People that have suffered sexually abuse are sharing their stories. It is survivors day. They organize it so they tell others that survivors do deserve to be supported. It is facing many allegations of sexual abuse. This is the day that is not about catholic sex abuse but not any sex abuse in schools or churches. It is about institutional sex abuse and the coverup. It is about the many problems facing young people such as depression, social media and family. It was created to give families resources to help those suffering with anxiety. We spoke with a father whose teenage side died from suicide. He watched the movie with his son two days before his death and he wishes he had known about it sooner. The power of the film is fantastic. It comes from the conversations that we have after. We can talk about it. He decided to make a foundation in his memory and he wants other parents and children to be helped if they are at risk. The movie is free and open to the public. We are also seeing effects of High Pressure being in control and it is keeping us warm and dry. We would love to see some rain in the forecast. Low 70s around the coast and mid70s in the bay and mid 80s if you are inland. We will talk about the forecast and the traffic. We do see some slow traffic on this typical monday. A lot of people are on the road. You can see the traffic is going to be busy if you are driving approaching the bridge. There have been no major images or problems on southbound 101 and as you drive from nevada to san rochelle, this is typical at the bridge and you will see it is backed up for delays of 25 minutes at most and then northbound 880 is slow. Look at these pictures and you can say everything is back to normal with the light a little different but pretty much it is a typical commute, which is slowing a lot of traffic out there. 880 has become slower from 238 to fremont and Silicon Valley approaches sunnydale and cupertino. Lets go back to the desk. Firefighters are investigating a fire at a condominium complex after four clock this morning around east san jose. The damage is outside of the home and no reports of injuries and so far firefighters have not said how this fire may have started. Happening today, Sonoma County is opening an assistant center for people affected by the kincade fire. It is for whoever may need some help and resources. Reporter good morning, were at this Community Center that will be transformed into an assistant center to help anyone affected by the kincaid center. We have the mayor david higley. What kind of resources can people find here . At this location, we will have a whole range of things from state related to county permanent sonoma will be here with computers set up if you are affected and within the county and again the city of healdsburg, we did not have any damage from the fire in terms of homes burned but just like we did when we got called open, the evacuation center, we are doing the same as a local assistant center where we can help our neighborhoods get set up. State agencies and nonprofits will be here as well, public housing, food, insurance, employment. In terms of the community outpouring of support, what have you seen . It has been amazing. One of the organizations, it is right at the forefront in providing Translation Services and also helping what our communities have done, which is providing a place for comfort. The red cross is here and they will have Mental Health services and we will have things that go to the core of our community, which is about caring for others and service. That continues today and people are starting to rebuild their lives they can come here and have a welcome place to feel comfortable and things can get overwhelming. There are Mental Health services to help them out. Some residents, last week, what has the town been like for them . Is it getting back to normal . It is quickly getting back to normal. Last night, as you can imagine, they evacuated my family. I was spending my time back and forth and yesterday was the last time i had a family night in dillsburg. My wife and i were able to enjoy a little time together. It was great to be home with our community and our friends and just seeing people Walking Around downtown and all the businesses that drop everything to provide comfort for people that are being evacuated. The best thing we can do is think them in person by having dinner and spending a few extra dollars on the tips. Those are things that bring us all together. Thank you so much. One man is under arrest. 42 yearold roman had an outstanding warrant and hes facing charges of arson and failing to register as a sex offender. The fire started before saturday night. All crews spotted Roman Montalvo, which matched the description of a suspicious person and that led them to him. No homes were damaged. They are banding together and asking the California Public Attorneys Commission to hold pg e accountable during power shutoffs. Leaders in nevada city and other counties wrote a joint letter to them they want the commissioner to step in and require them to follow certain guidelines during power shutoffs in the future. Nevada county estimates their businesses lost about 400,000 every day during power shutoffs they want the cpuc to take action. Asking everyone to step up and we have lost more money than we can afford to lose. It is devastating. The whole world is upside down right now. They want pg e to make sure cell phones and land lines are running during power shutoffs and they also want pg e to subsidize generators. And also subsidize oxygen for those who have medicals to diseases and those shutoffs are more accurately targeted to prevent outages across large areas. Theyre searching for whoever carried out a carjacking on the side of the busy freeway in oakland. It happened sunday morning on 580 near park boulevard. The victims, two men and young child were going to a fishing trip when the driver of a chrysler 300 sedan past them. The driver took off in the highlander before that. Document of the chrysler 300 entered the vehicle and the people that were in the high lander were going to call the police to make a traffic report and when they did that, he pulled out a black semi automatic handgun with and unknown caliber and pointed it at them and then fired one shot in the air. They forced them out of the high lander and got behind the area and took off. The exit crashed again and then ran away. Investigators say the suspects car was stolen from richmond earlier that morning. Officers are reviewing Surveillance Video from the area. There were 15 car burglaries saturday morning in the district of fremont. They say they believe these people may be behind similar crimes in union city. Officers have not given out suspect information but they remind all of us to remove valuables from the cars before locking up. Authorities from around the state are searching for two murder suspect who escaped from a jail of Monterey County. The inmates, Santos Fonseca and Jonathan Salazar are both 19 years old and they escaped from Monterey County jail yesterday morning. They had been there since last year, waiting for a trial. If you have any information about them, call the police. The Sheriffs Office says they should be considered armed and dangerous. We are watching our commute and everybody is behaving. I would say that there are a couple glitches. Southbound 280 is one of the worst commutes we have had in a while for this commute. If you are leading down the peninsula, i would not recommend that. Most of the time, i do but not this morning because of a motorcycle crash southbound 280 in burlingame and this is not the case usually wear 280 is backed up into daly city. And at this point, i would suggest using 101 down the peninsula. You are going to see slow traffic and it is 280 that is a mess. Even 35 is getting into it with some slow traffic. The san mateo bridge looks okay from the east bay and each bay commute is getting busier. Theres a 25 minute wait. 749 hear us the weather. We are looking at a glorious sunrise and we have a little moisture in the air and we have not seen that in a while. It is beautiful outside in San Francisco and this is the relative humidity. We around that valley area. The onshore flow is very weak and weaker over the last hour but we are protected by High Pressure. It is keeping us warm and dry and keeping any rain chances away from us. Temperatures are 50 degrees in San Francisco, 44 in redwood city, and if you are in san jose, it is 48 degrees as you are waking up. There is High Pressure called a blocking high in it pushes it out of the way before we can get it out of here. We have the sinking era and it is compressed and warming up and that is why temperatures are at the coast and in the low 80s as you go inland with lots of sunshine.
