Those residents left and some have rebuilt. The survivors said the community is strong. Joining me is mayor tom sweat. Good morning to you. I remember this day specifically because of the smell. I remember waking up and having my windows open and smelling the smoke. And i live 50 miles away from santa rosa. What are the moments you remember from this day two years ago . Still having lived in this part of our community for 30 years, it looks totally different today than it did on october in 2017. It was a week of that smell. Especially when we see videos. It brings back a lot of emotion. When it comes to recovery, as i mentioned there are some who have packed up and left and a number who have stayed. Many are rebuilding. We see that in coffee part. How ny people left because i know many were renters and how many people would you say state . Thats a hard number to calculate. We know in coffee park over 90 of folks are in the rebuilding process. We have rebuilt over 700 homes. There is approximately 900 lot or parcel that have not been engaging in rebuilding. Its hard to determine. 2000 people left the city we think who have been impacted but its difficult and im sure we will get some interesting numbers when we get the 2020 census. Where you are there something important going on. That is the rebuilding of the park. Tell me about the community and what will take place behind you. Its one fascinating process. When i moved here i had no idea what would go into the park. As we started from scratch, we did Extensive Community input and theres a local Elementary School and we engaged one of the people there and asked them, what would you like to see. We got that feedback and ultimately the council accepted the Master Development plan. They have to play areas and we just had the contract for the different play structures in the sections for the age appropriate kids. We have a dog park and we will get the turf back in so we are looking forward to it. We are ready for the entire park to be open next summer but the play park should be open in the next couple of months. You are the mayor now, are you happy with the progress that is being made when it comes to the rebuilding and what you think is the biggest hurdle for these homeowners. I hear it is the insurance is the big issue. Especially with the ala is so i think this might be the last day. So we have had some of my friends had challenges with their contractors. We have had to enter into litigation to rebuild their homes. Not only have they turned into a developer now they have to address the way and finding a new contractor to finish the homes. Thats been very frustrating, one of the big challenges that we have is dealing with the federal bureaucracy. A lot of the fema dollars were designed to assist communities that were experiencing hurricanes or floods but not wildfires. You have to understand the language of ma and encoure them that it does apply to california wildfires. I will make a third trip to washington, d. C. To speak with them to encourage them, we are different than a flood zone. We cant be treated the same way and the dollars need to come to was to continue to rebuild. It is strangethat we are two years later and talking about a similar weather event that pg e calls a strong event. With the possible Public Safety public power shut off, i understand you are up and running in your emergency office. What you want to tell your residents about whats coming up. The main thing is have a plan. Its like what i said in 2017, the reason we were so successful in evacuations is that we helped our neighbors. Its the same today. We never had the experience of the Public Safety shutdown. We have had a dry run the last few weeks. Everyone, everyone has to take it upon themselves to get a plan thats best for them. The city has created evacuation routes for everyone. Theres more than one way in and one way out of your neighborhood. We now have the high low sirens so its time to go. We have more outreach and alerts. Plus the city website. Theres so much more information idaho people actually will take what we have pushing and respect the city and we installed all of your unique needs. We appreciate you taking the time and i know you are a busy man. And i know you have a Service Tonight to remember those who were lost during the fire two years ago. We appreciate your time. This is due in part to the drug addiction and Mental Health and wholeness crisis. This is putting a strain on and Ambulance Services. The city has had to request mutual aid. Good morning, one paramedic that i talked to said the dangerous territory. In august there simply werent any ambulances available to transport people to the hospital. With so many people in distress, the call went out for more endless crews to come into help. With 911 calls every second counts. On a late summer day in San Francisco, several ambulances were unstaffed with calls waiting, no crews were available. An area known as level zero. The risk is a persons health. Tom vogel is with the union local 798. If you have a stroke or heart attack or youve been in a car wreck, you need to be an operating room right away. The longer you wait, the less likely you will have a positive outcome. We have learned that on august 25 the city had to rely on mutual aid for ambulance help. 25 times that day, they cover drop below level zero meeting one call for help was waiting. Emergency medical Services Agency was over seeing the care and issued an urgent request for additional ambulances. When i asked about the reason for the request i was told decreased ambulance staffing that they and increased temperatures put more demand on services. Is fairly regular that we are not able to step up to five scheduled ambulances on a daily basis. He said what happened in august is another morningside that the citys Ambulance Service faces its own emergency. Stabbing has not kept pace on the increasing number of 911 calls. A recent analysis said the system is spread thin and cites a 7 jump in calls from 106,000 and 2016 to 113,000 and 2018. At the same time, no additional paramedics have been hired. The survey concludes the department is unable to step all scheduled ambulances due to the lack of available person on that shortage it is one example. During a heat wave in june they could not meet demand and once again fell below the critical level zero. Five influences from Solano County responded. How can we handle this like we did, i think we did with the recent heat wave. Added Budget Committee hearing in june, concerns were raised about the difficult challenge to keep up with a high volume of calls. Fire chief jenny nicholson, just two weeks into the job acknowledge the problem and it did the need for additional staffing. We have had no hiring since 2015. It has been a huge challenge for us. We run it level zero on a daily basis. Level zero is when there are no ambulances available. So that speaks volumes to me. During the last round of budget talk, they requested funding for 12 paramedics but it was denied. Back in her office, chief nicholson is preparing for the next negotiation. Taking a closer look at the numbers to see whats needed to meet the growing demand. This is why need to drill down into the data. Before i can really say we are this short or not or whatever. I mean i think we can use more personnel. I think the whole city could benefit from us having more personnel. As you heard, the fire chief told the supervisors in june that it is routine for the system to hit the critical level zero several times through the day. I am told that most of sunday dispatch and form the that emetic said they were at that level. No hiers itself is eye opening. What is the chiefs plan and what is her case that she is making right now so that when she approaches the board she will get a dozen or so hires . Thats what shes talking about. Shes got to drill down in the data. She wants to get the records to find out how many calls are coming in every day and how long the wait time is and how many amplatz is available. She wants to have the data to back up the request or she goes to the board of supervisors. They cant just back out of funding. When you mention 2015, think about how much the city has changed in these years. A lot more people and obviously more crowded. And weve got the homeless crisis that is yrocketing. And weve got the drug issue. And weve got ambulances, its an issue of staffing. And staffing the ambulances. The firefighters will arrive and treating you but its getting you to the hospital. Can we talk about something fun . I am totally on board. It was awesome. I wanted to play this as you were walking out. Let me tell you, it was killer. It was awesome. People want their kids to be successful but sometimes they lack the social skills that allow them to do so. To help parents prepare, we have a new method called the play better plan. Caroline, thank you for joining us. This was a good book but it was heartbreaking in many ways. You learn how many kids say why will no one play with me. Sometimes parents, they love their kids, but they dont know what to do. The reason i wrote this is that most parents dont know what to do. My goal was to give them a user friendly guy guide that professionals have so we have a next step. This is the first time i started thinking about it in this way. As adults, you dont have good social skills or maybe you tell jokes that are too long or youre not a good sharer, you dont get friends as an adult but kids suffer from the same kind of thing. If a kid is offputting in some way, he or she wont make frenzy there. Absolutely and the goal as parents is to prepare our children for the adult world. As adults, we see many people who struggle with this. And we know it affects the work place and the Job Performance so we want to help our kids when they are young, you dont want to wait. You want to address it so they can be happy but they can have more success later in life. You said every child has a story, every child has something they tell themselves. Perhaps not making friends and they will Say Something to themselves like well, having friends is t that important. Yes, its interesting. Over the years i found that that is one of the biggest hurdles that we have to overcome as parents. Kids tend to rationalize because they dont know why theyre not making friends. They dont know that they are offputting or their social skills are not effective. Then smart kids dont have friends or im good or its only you that has a problem. You talk about coaching. Parents have to learn first of all how to coach your child into becoming a better friend or social skills, right . And thats what the book goes into. Do you think this information is helpful for all parents . This is so helpful for all parents because one of the big features is to teach you how to coach using open questions. This allows you to have more collaborative conversations about anything. You want to talk about difficult things, this is a really great method to have that conversation and get information.
