I dont know if you can see it behind the police cars but it is not clear exactly who the investigation is after all why. This is one of at least 9 people who finally came out of a barricaded house on Shenandoah Court in a normally quiet and well cared for neighborhood in fairfield to he, like others, came out at different times wednesday. This began at 7 am wednesday. The u. S. Secret service and federal marshal had arrived at the home but had not said who or what they were looking for. They were conducting an operation and stated they had someone barricaded in a home. So our officers responded out and confirmed that there was someone barricaded in the home. The secret service and Marshals Service requested our assistance in clearing the house. Reporter the fairfield s. W. A. T. Team arrived at evacuated the neighborhood. We called out our Crisis Negotiation Team to attempt to call people out. We did not receive any response. Reporter police also ordered people out of the house over a bullhorn. , with your hands up. Reporter when that did not work, they fired tear gas. At one point, we saw a man and woman come out together and were placed in handcuffs but others came out at different times. All needed water to wash away the tear gas effects. It is unclear if any of those who came out of the house are being charged with any crimes. We have at about 9 or 10 people come out of the house and all of those people are detained and being questioned by the secret service and the Marshals Service. Reporter authorities have not said if any of those who came out on the actual person they were looking for whether the person happens to be someplace else. Alex and heather . All right, that is good news that the standoff is over. Dorian went from a Tropical Storm to a hurricane today with the possibility it could grow into a major category three storm. That before it hits florida this weekend. This is a look at the storms latest track. So far the biggest impact has been on the verge it virgin islands. This is what it looked like on saint thomas today. Winds whipping the phone threes and lots of heavy rain. The storm is moving north of puerto rico with winds of 80 Miles Per Hour. Meantime, floridas governor has declared a state of emergency. Foxes Rick Leventhal reports from san juan as the island races braces for the storm. Reporter gets are bracing for a direct hit from Hurricane Dorian, the storm taking a last minute turn toward the island, expected to make landfall sometime wednesday. The u. S. Territory is still recovering from Hurricane Maria nearly 2 years ago, a category 4 causing extensive damage to homes and infrastructure. Residents are stocking up on bottled water, groceries and supplies. We have not even begun to recover from the previous Hurricane Maria so we have already structures that already could not be stable and affected. Reporter this is not a good place to be in the next two or three days. The good news is, this will be a very quick storm. This will come through in 6 or 7 hours and we can assess the damage. Reporter after puerto rico, dorians path is more difficult to predict but most models have the storm strengthening and turning toward the southeastern united states. In florida, residents are preparing. In orlando, summer grabbing sandbags in advance of the storms arriva. With it coming this weekend, i thought id come out a few days early to get ahead of the crowd. Our message to folks who have been just doing what we always do during hurricane season, have a plan, be ready and listen. Reporter despite differences between President Trump and puerto rican government officials, the president has declared a state of emergency here which will make it for easy for fema to speed help and supplies. Mark tamayo tracking Hurricane Dorian and mark, we are looking at where the storm is now and it appears as though it is moving away from puerto rico . Not a direct hit. It will impact puerto rico but some areas, most areas picking up under 1 inch of rain so far so it is not excessive yet but you can see, as heather mentioned, there is the center of dorian kind of skirting the northeast coast of puerto ric and Still Producing some, of course, what you would expect is a category 1 hurricane, heavy winds and rainfall. One area on st. Thomas is reporting rainfall total of 3. 67 inches. Heres a look at the current winds and not too bad. These numbers have come down a little bit over the past couple of hours. You can see the forecast model is showing circulation associated with dorian up here. So you can see winds run 10 to 15 to 21 Miles Per Hour. The latest update on the category 1 hurricane, winds of 80 Miles Per Hour yesterday at this time, it was a Tropical Storm moving to the northwest at about 14 Miles Per Hour. At least the system is moving. The bad news, as Hurricane Dorian continues to move, it will strengthen. In fact, here is the forecast as you can see into thursday, friday and into the weekend. Look what is happening as we head toward the weekend, category 2. Category 3 or above that is a major hurricane and unfortunately, that could be impacting and still a lot of uncertainty, possibly florida as we head to the weekend. Heres a different forecast model and whenever they converge on one point, there is a high degree of agreement and also confidence so at least that is the way it is thinking right now with the forecast models. Sometime later in the day sunday into monday we could be talking about a category 3 back landfall hurricane in florida later sunday into monday. Will continue to keep an eye on this track of the category 1 storm and how that an hour forecast coming up. The man accused of attacking a woman outside her San Francisco condo remains behind bars this afternoon after a hearing today to dismiss all charges against him was the late. 25yearold Austin Vincent was arrested last week after victims in a february incident told police he was the man who threatened them with a knife. The public defender says he has proof vincent was in Southern California at the time. Those charges are expected to be dropped. There was supposed to be a hearing today to see if vincent should be released but the judge is conducting another trial so the hearing has been moved to tomorrow. Vincent still faces charges for the incident earlier this month. We have an update on the shooting on Market Street in San Francisco that was caught on camera. Police say a third suspect was arrested in oakland this afternoon. Two other people are already in custody in connection with the shooting last week. 18yearold Laurent Simpson and 21yearold Elijah Ernest were taken into custody in oakland on monday. The suspects were identified through Security Camera footage. Fortunately, no one was injured in the shooting. One man was hospitalized and another on the run after a stabbing at a gas station in the south bay. It happened around 1 15 a. M. At the shell station on East Hamilton avenue near selmer avenue in campbell. Both men went inside the gas station to pay for gas and got into a disagreement. One man took the other out of the building and stabbed him several times. The victim was rushed to the hospital and is now in stable condition and is expected to survive. Police said the two men probably did not know each other prior to the altercation and police have not said what the fight was about. It doesnt appear they knew each other from the fast. It seemed to be something happened inside of the store that caused them to get in an argument. We are looking into the fact that whether it is gang related or not. Police are still searching for the suspect but has not released a description of the man or vehicle. Reached a point today in the agencys effort to hire more officers. The department has been criticized for not having enough police on the system but the agency says that is all changing. Crime reporter, henry lee joins us near bart Police Headquarters in oakland with more. Reporter bart welcomes 3 new officers today. The department saw a lot of vacancies and are well on their way to beefing up Law Enforcement. Congratulations. Reporter 3 new bart Police Officer sworn in once a marking a hiring milestone in the department. Bart has now hired 40 officer so far in 2019. That is the same number of officers who joined the force in the last two years to combined. We know ridership has asked for more presents and we need to give that to them and we will obtain it by hiring more people in the system. Reporter the department has been criticized for not doing enough to clampdown on Violent Crime but in hiring new officers, the Department Says it is turning a corner. All three officers transferred from other agencies. Officer joseph albers, no relation to the chief was a former officer in venetia. It takes a lot. You are on your feet, doing a different kind of policing but when i was investigating the department, they are big on Community Policing as well which i am excited about. Reporter it is no secret a visible presence helps to stop crimes. Case in point, man was carjacked that the woman creek bart station tuesday might night. The victim saw two Police Officers and those officers arrested the suspect. In december, the bart board approved a new labor contract that brings officer salaries closer to average for other bay area loss enforcement Law Enforcement agencies. Art also offers a 15,000 hiring bonus. Retirement system is a plus, and you know, bart is financially stable. Reporter bart still has 34 officer vacancies. New officer, miguel llamas, a former union city officer says he will do his part. My goal is to be out there, proactive, make sure to make rounds throughout the station, try to get people to feel safe. Reporter no bart is looking for a Permanent Police chief. As we have been reporting, the latest homeless counts in many bay area cities and counties included sharp increases. In San Francisco, the number of Homeless People increased by 17 over the last two years. Now, Alameda County has seen an increase of 43 and in santa clara county, homelessness rose by 31 . Take a look here. In san diego county, the number of Homeless People is on the decline, dropping about 5 . Earlier today, i sat down with san diego mayor, kevin foster. Some of his policies are similar to those being in fomented in bay area cities. Others include a tougher approach. We really tried to set the tone of action and reform and not just doing things the way they were always done. If we do that, we will have the same results. Im really trying to set the tone in terms of new opportunities, bridge shelters we have been putting up that are making a remarkable difference, things like Storage Centers so we are removing belongings and debris off of the street but also working with our Police Department again, to ensure that we are getting folks off the street not just for a day but really, in the shelter and permanent Supportive Housing which is about helping people get off the street but also saying, very clearly, that a sidewalk, a tarp or a riverbed is no substitute for a home. Reporter how are you encouraging people to give up the sidewalk . It takes a lot of work. We are going directly out there not only with outreach workers but again, our new division of our Police Department, the Neighborhood Policing Division going out where they have an offer of help and support first. There is a bed we want you to use to get off the street. You have enough beds for everyone . We need more but that is what ive been trying to do in san diego which as we open up these shelters which have over 750 people in a night, we are open up a fourth bridge shelter. My commitment is the neighborhood will be better than what we had so from a cleanliness and apartments enforcement standpoint, we want to help people but we are also going to insist that if we have these bridge shelters and beds available, you have to use them. And if they dont, what happens . A variety of things will happen in terms of enforcement, citations and others but we are serious about it and again, it is not compassionate to let somebody sleep in a tent city or in a sidewalk. That is a very clear message we are saying in san diego as we make these changes. It is just the right thing to do. Reporter this is a very different approach, mayor from what the cities like sam cisco, berkeley and oakland are doing. Some might say this approaches to radical, too hard lined, if you will. Your response looks it is hard lined allowing people to allow people on the sidewalk and intense. I have tried to set the tone with action and saying, we want results because the old ways are not working. It is not compassionate to let somebody sleep on the streets, to let somebody down the streets. We have to make some of those changes. We have to force some of those changes. I have been very and active with my fellow mayors about advocating in sacramento not only for support but real dollars that will help make a difference. The idea, the word force is something that doesnt go over very well here in the bay area . Sometimes you have to help people make a change and you have to force the change. I was talking with an individual done in san diego a week or so ago. He said mr. Mayor, thank you for help with getting rid of the tents under the freeway. He wasnt doing anything productive, as he said but because that change was forced, he got into a bridge shelter and was a veteran and found that he had benefits he was not aware of and is in an apartment and giving given permanent supportive help. That is exactly what we want particularly because when it comes to the issues of dually diagnosed and mental health, you have to intervene to help make a difference on peoples lives and in our streets and neighborhoods. Today a group of rideshare drivers circled the state capital to complete their statewide rally for higher wages and healthcare benefits. That began in Southern California on monday and process it yesterday outside the San Francisco headquarters of uber. The days long protest is in support of Assembly Bill 5. If it pasts if it passes, it will be changed from independent contractors to employees where they get basic protections like minimum wage, Health Insurance and paid sick leave. It shows how many of us are really impacted by and affected and afflicted by what is going on with our pay. Uber and lyft have publicly campaigned against Assembly Bill 5. The storm continues to graduate from puerto rico and as we head toward sunday and monday we could be talking about a major hurricane category 3 approaching florida so that will be in the news, one of the top headlines over the next few days, or strengthening with the category 1 hurricane right now. For us in the bay area, some heat over the past few days but you probably noticed a change today, a drop in the numbers. Tomorrow one of the cooler days of the week and temperatures begin to rebound as we head toward friday and the weekend. Satellite shows you this, a few thunderstorms, this was the concern yesterday at this time in the bay area but right now, showers and thunderstorms are north of the region. It only takes 1 Lightning Strike to start a fire and that is the main concern right now is some of the instability moving to the north toward the reading area. Thankfully we have some green on the area to show you showers associated with those thunderstorms and we will continue to keep an eye on that for today with a thunderstorm threat kind of dissipating later on tonight. We still have this, lots of low clouds and fogs never near the coastline near the bay having a big impact on temperatures, showing a bunch of minus signs to show you a lot cooler today compared to yesterday, concord, 14 degrees cooler, san jose, 8 degrees cooler and over to, 8 degrees cooler. Livermore, 80 degrees, san jose, upper 70s, San Francisco, 64, santa rosa, 76 degrees. Here is a live camera looking out toward the oakland estuary, you can see the top on the water so we have a pretty good onshore breeze and some overcast over San Francisco and the bay itself. Not the dense fog but the marine layer has been stretched out and as a result the inland neighborhoods are feeling the impact. Overnight lows in the 50s and 60s. Tomorrow morning, starting with overcast, drizzle, clouds cleared near the coastline, partly cloudy skies near the bay. As we mentioned, tomorrow, one of the cooler days of the week, low to mid 80s inland, around the bay, closer to the bay, 70s and the coast and San Francisco in the 60s. Roughly 37 of californians between the age of 18 and 34 are still living with their parents. That is according to Census Bureau data analyzed by the nonprofit news organization, cal matters. For more on what the data shows us, we are joined live by matt levin, housing and data reporter with cal matters. Matt, we really appreciate you coming on here. Help everyone understand what are we seeing play out here . Is this simply young people who cant afford the insane cost of living here in california or is there more to it . Certainly that is a lot of it especially in high cost places like the bay area. If you look at where exactly in california Young Californians are most likely to live at home, it kind of comes into two flavors. One is very expensive suburbs like cupertino and saratoga around really expensive urban cores where young people might be saving up in the often vain hope of making a wnpayment on a very expensive place one day. The other flavor is more impoverished areas of the state in the Central Valley like fresno or imperial county. What are sort of the hot spots where you are seeing this trend most pronounced across california and particularly here in the bay area . You did name some spots in silicon valley. Any other cities that sort of stood out as you looked over the data . Sure, so san bruno and south San Francisco over 40 of 18 to 34yearolds still live with mom and or dad there. Marin county had a relatively high rate. It is kind of the suburbs of expensive cities like oakland and San Francisco. In those cities, there are a lot of people in their 20s and 30s living independently but checking up with roommates to defray pretty outrageous housing costs. I understand in the heavenly heavily populated core like San Francisco and you do when you break down the numbers there, you see fewer adults living at home. Why is that . Yeah, that is right. I think, so, there are a lot of Young Professionals who are living in those cities and those Young Professionals are typically making a choice to live with roommates, right. The living situations there, a lot of the arguments i have heard from People Living with their parents is well, i could live at home with mom and dad or i could live with 4 people including 1 in the living room in San Francisco or oakland and so i think that is kind of the decision that a lot of young people in the bay area are making. So, this was sort of interesting to me. That just as many young people were living at home with their parents 10 years ago when we were in the midst of the great recession. It would sort of stand to reason that now, we have a Strong Economy you would have fewer young adults staying with their folks . What are we seeing going on here . Why do you think that is . It is not just you who is surprised by that. Researchers who study the living arrangements of young adults expected that after we recovered from the recession, 10 years ago, you would see more young adults leave the house number right, that the boomerang generation was moving back in because they got laid off or couldnt find a job coming out of school but that is not happening and it is surprising a lot of the academics who study this. Part of this is definitely housing costs. We have seen an explosion in rents with makes it difficult to live independently. Part of it is people are not partnering as much or are much less likely to be married or living with a significant other than there used to be and there are cultural differences with both the millennials and now generation z where the stigma attached to living at home isnt as much of a stigma anymore. I dont think so. What are the arrangements typically . What do they look like . Other young adults staying with her parents chipping in somehow, are they supposed to be doing things around the house and also, are the just sitting around in mom and dads basement or are they working . Are they going to school . What is the typical young person who is staying at home look like . The stereotype of the 25 yearold without a job, playing video games all day in his or her parents , the data does not bear that out. The overwhelming majority of people in this age range living at home are either in school or working. Those that are working, though, arent making a ton of money. As you might expect. The average income of people working while living at home is around 20,000 which, you know, it would be hard to rent in the bay area making that amount of money. Many are chipping in and paying , help paying the mortgage of the parents and i think it is important we keep that in mind especially in lower income areas. It is not just 20 and 30year olds mooching off mom and dad, they are contributing to the household, often essential financial assistance. Certainly very interesting trend that we are seeing play out here in california with the cost of living continuing to go up. Inks for breaking down the numbers for us. Back now to coverage of Hurricane Dorian, the category 1 storm moving to the caribbean right now. Forecasters say a good strength into a category 3 storm by the time it hits the u. S. Mainland as early as this weekend. Puerto rico was put under a state of emergency last night. It could be spared, though, from a direct hit as we were talking about with meteorologist, mark tamayo. Still, it is troubling for the island nation still recovering from Hurricane Maria. Joining us now is martin devoe, former fema administered a picture just returned from puerto rico so you know the republic Recovery Process is still ongoing. It has been a long process for them. There has been about 14 billion spent in puerto rico going through recovery. 2 billion of that was for the power grid so the transmission lines have been reinforced. The distribution lines are the ones of concern. It might not be a hurricane but the difficulty is the Miles Per Hour in terms of what we call Storm Force Winds and so that is a concern. It may take a hit that would be less than a hurricane but still very damaging. As we were still just talking, any high winds are problematic for puerto rico. Correct. They recognize the problem they had last time. Theyve got like 5 times more generators, 3 times more in terms of quantity of water, blue tarps but you still have 30,000 homes with blue tarps on the roofs. Wow. That is a concern for folks. No question about a. It appears that lessons have been learned. Fema is now more prepared, not only for respondent to puerto rico but other areas. As we were also talking about, it looks like florida may bear the brunt of this . Absolutely but not only that. The irony is that last time with maria, we were concerned about what would happen to florida, not so much about puerto rico. Now we are concerned about puerto rico and florida is the afterthought. There is still concerned about what will happen in florida and they are taking precautions by all means. Talk a little bit you know what it is like behindthe scenes their. Im sure nerves are kind afraid but talk with us about the strategy, what fema is doing to make sure they have the resources in the places where their most needed . They are doing a double team, taking care of puerto rico and have supplies in federal bases in florida, Liaison Officers in the state Emergency Operations center, personnel on the ground staged in case something happens. The challenge is with all kara keynes that is hurricanes as you are chasing the hurricane, where it will make hurricanes, the track variability and it is difficult at times to figure out where to put the resources because you may have to move them quickly. Getting resources is one thing but what we have also found in situations like this is getting people in those areas to heed the warnings . Yes, not only that but the roads get impassable. That is one of the challenges we see in puerto rico. It might not be e hurricane but the flash floodings is a concern and that area has still not recovered so there are challenges no matter what comes out of this. Hurricane dorian moves toward puerto rico and the Trump Administration says it plans to transfer 271 million in Disaster Relief money to Fund Immigration operations. The 155 million or 155 million of that money is going to be used to set up temporary facilities along with doesnt the southern borders told asylum hearings and another half will take the white house is not backing down. The democrats know this money isnt being diverted from anything that can be used for Recovery Efforts or preparedness efforts. They know that so this is a flat out lie. The white house argues that unassigned funds are often transferred between agencies under the same department at the end of the fiscal year. A busy street in fremont was closed for hours this morning following a deadly bicycle accident. Police say a man was riding his bike northbound on boyce when i car hit him from behind about 5 15 this morning. This was on boyce road near stewart avenue. Officers are investigated but say it is possible drugs or alcohol were involved. There advising drivers to always stay at the scene of a truck that was a crash. The driver initially left but has returned and is cooperating. Remain at the scene and call 911. Not only because it is a collision but for medical attention and we are trying to figure out how long the driver was gone. Officials say they have a tentative id on the victim. They believe he is a 28year old from fremont but they are still waiting to confirm his identity and release more information. A new billboard sits high above ocean avenue in San Francisco in hopes of solving a 3yearold homicide case. Key ron lamont was shot and killed in october 2016 as he was watching an artist working on a mural in the oceanview neighborhood. 3 years later, police are no closer to finding the person who pulled the trigger. That is why lamonts mother paid for this billboard that shows his picture and has information about a 25,000 reward in the case. Family, friends and police joined together at a church this morning to unveil the billboard and ask for witnesses to come forward. Miss jones was the one who spearheaded the project and have the billboard it erected in the department is working with her to bring this event to fruition. A 73yearold man from petaluma has been arrested on a felony charge of starting a grass fire in marin county. The fire started yesterday afternoon near woodacre. Marin county firefighters say henry walker contacted crews thereafter and admitted he started the fire. He told the deputy he set personal belongings on fire but was unable to put it out when it got out of control. The brushfire burned 16 acres and prompted evacuation warnings in the area. Wildfires continue to burn parts of the amazon but efforts to stop the flames are being delayed by a political dispute. Foxes phil keating is in miami with details. In miami, phil keating, fox news. 26 people are dead and another 12 wounded after an attack in a bar in mexico. The president of mexico said the criminals went in, closed the doors including emergency exits and set the place on fire. The bar is in a gulf coast city in the state of veracruz. Prosecutors say the attack was overseen by a man who has been arrested recently and is tied to a drug cartel. Anticrime activist in the areas at least two cartels and other local gangs are currently fighting for control of the city and that this attack had a similar result to extortion attempts by the criminals. Water quality officials in South Lake Tahoe are testing the water at a popular beach after a dog that visited the beach died. As Dennis Shanahan reports, the concern is some type of toxic algae might be growing in the like. Lake. The question being, did the dog die from exposure to toxic algae. Despite online reports that warning signs have been posted, talks 40 did not see any signs about algae in the parking lot or the beach. We do not hear every night for the last 4 to 5 months so i have no concerns. Reporter check says he would not bring his dogs here if he knew there was algae. He highly doubts there is. Reporter the lack of visitors at a dog beach that is usually crowded when people get off work is assigned, perhaps that many are staying away until test results are in. A woman who identifies as a friend of the dog owner told fox40 on facebook the owner is too distraught to talk about what happened but the friend did say the dog had been swimming in lake tahoe, not the small pond adjacent to the beach. The annual grape harvest is beginning at vineyards around the bay area and that means it is time for the blessing of the grapes. This morning, local clergy including a priest, rabbi and pastor all blessed grapes from the vines in Livermore Valley. Winemakers say this century old ceremony honors vineyards and people who make the annual harvest a reality. I do hope this years vintage will be a good one.
