From the Police Perspective, is the thought that maybe one of the people who were struggling could be threatened and it at any moment, the person with the gun could turn around and threaten the officer . At first, it was put out that the police were standing over a man with a gun and did not reply comply with the police orders. The officer who fired the shot, even though the investigation is still going on, the officer is back on the street . Reporter yes. I have those question myself. It doesnt make sense that if an investigation is still going on, why would the officer be back on the street. Bart says what normally happens with their investigation, you pass a blood alcohol test and a psychological exam, and you are allowed to go back on duty. Two men have been arrested in connection with a pipe bomb explosion in Northern California. Police say they found several more pipe bombs when they were arrested, and now those two men are facing attempted murder charges. Our Crime Reporter henry lee is at the Suisun City Police department tonight with more on this. Reporter the police chief tells me the suspects were targeting somebody inside of the house, and the residents included a young child, and they were all home when that pipe bomb went off. Reporter two men are under arrest after detonating a pipe bomb in suisun city. No one was hurt, but the blast broke windows and it was heard and felt for blocks. My kids went to see what had happened. We were leaving, and then we heard it. Reporter a family inside of the home where the bomb went off yelled for the child to leave. Police say those victims could have easily been killed. I think any time you have an explosive device detonated in front of the residence, there is always the potential for some extremely bad things to happen. We are just thankful that there was not any injuries. Reporter an investigation by the fbi and Suisun City Police has led to to arrest. 30 30 Thomas Capenhurst was arrested on monday afternoon. Sky fox was overhead as chp officer stopped him. The other suspect, whenyearold Robert Mcgraw was arrested at this home in fairfield. People at the home declined to comment. Police have not revealed a motive in the case, but this was not a random attack. It was targeted at that residence. There is a connection to the victim. Reporter the suspects were unavailable for interview. Both are being held on numerous felonies including the use of a destructive device with the intent to can meet commit murder. Thomas capenhurst is a felon that is well known to Law Enforcement. With these two people in custody, neighbor say they are feeling more safe. Since we have lived here since 2011, and we never have seen something bad like this. Reporter investigators actually found other pipe bombs while searching a home in fairfield and the atf safely removed those devices. The Suisun City Police are meeting with federal agencies and they are working out jurisdiction issues as to whether or not these two suspects will be charged in federal court or state court. The two men charged in the deadly ghost ship fire did not guilty today. Derick almena and max harris have been ordered to stand trial on 36 counts of involuntary manslaughter, one count for each person who died in the fire in december of 2016. Defense attorney say their clients are being made a scapegoat in the case. They say the blame should lie with the landlord and the city of oakland. If the ghost ship is a crime, then it is the city of oakland that committed that crime. It is the Oakland Fire Department and the Oakland Building inspection department. It is a complete failure on the part of local government. A trial date was set for july 16. Both men will return to Court Next Month to argue for reduced mail. They remain in custody on 70,000 bail a piece. More victims of last weeks High School Shooting in florida were laid to rest today. President donald trump is set to host a listening session with students and teachers at the white house on wednesday, and he is now signaling that he may in favor may be in favor of typing gun laws. Senator Dianne Feinstein introduced a measure last year to ban bump stocks that stalled in the senate. She said in a statement that im glad that President Donald Trump ali understands that bone stock should be illegal. That he needs to follow through with action and support our bill to ban these deadly devices. She said the atf has previously told congress they lack the authority to and bump stocks. This is cell phone video taken by firefighters who arrived on the scene. The homeowner said that his fiancie woke up with a terrible feeling that something was wrong. That he noticed the back room was on fire. He then started yelling to wake everyone up. Four adults and one child lived in the house, and they were all able to get out. If it wasnt for him waking up, and the Fast Response of the Fire Department come we could have all been gone. The cause of the fire is still under investigation, and the red cross is now helping the family with a place to stay. In San Francisco, nearly 200 traffic lights stop working for a brief time today. They started malfunctioning at about 12 30 pm after a portion of the traffic signal network went down. Workers had to manually reset all of the traffic lights that had a problem. They were all back up and working by about 1 30 pm this afternoon. No injuries were reported, but the malfunctions cause some confusion. The water restrictions that the people of california lived through during that years of drought could be back permanently. State leaders are looking to make some of those water wasting rules a part of our daily lives regardless of the rain totals. Our reporter is live for us tonight in lafayette with the new restriction that state officials are looking to impose. Reporter i tell you this that the Lafayette Reservoir has plenty of water thanks to all of that rain that we had last year. But there is a threat of a draw, and they are considering water restrictions to keep the residence wasting the water that we have right now. The state Water Resource Council board met in sacramento today to discuss imposing the water restriction. The original plan called for the banning of using water hose to wash her car. The Council Called off the boat because of changes made to the regulations, and that mandated that it must be circulated for public comment. Either way, restrictions are likely on the way. The scientist with the Pacific Institute who has been studying Water Resources for decades say those restrictions are all but certain to happen sooner rather than later. During the severe drought a few years ago, californians really stepped up. We cut water use by about 25 and urban water use. With the wet year laster, people have slip back into some of their old behavior. Reporter he says the current list of some of the items is not really enough to help residents really cup there water use. Coming up at 6 00 p. The latest Drought Monitor shows a tell of two halves of california. Most of Northern California including the bay area doesnt have a drought. Those are in the white section on this map. The rest of the southern part of california is abnormally dry. Parts of Southern California are now in a severe drought, and that area has tripled in size over just the last week. A workers in liver want workers in livermore say the freeze is tough on them at this time of the year. This man said that larger winegrowing places in Northern California have equipment that can protect them. In livermore, it is very uncommon for us to have frost damage at this time of the year. I would say none of the vineyards were set up to deal with it, but i dont think there has been much of any outbreak yet. So i think we will be okay. It was a different story at this winery. That is fairly cool for a daytime high temperature. The cooler air is all in the north right now, and that is where we are. We are in the cooler air part of the jet stream, which is the north side of the jet stream. That cold air sits on the north, and the warm air is down here. I exaggerated a little bit, but even los angeles is a little bit chilly from the system also. As we head into tomorrow and tonight, that green on the radar represents may be a chance for a few sprinkles and maybe a few snow flurries as well. I am seeing some indication that we are seeing some type of freezing participation rain up here in the mountains. Snow levels are running right around 1500 feet. This snow will not be enough to shut down the road, but just enough to say that we got some pictures of the snow. So current temperatures are really cool. It is 45 degrees in napa. Everyday, 365 days a year, pg e averages about five excavation diggings that break gas are underground electrical lines and instantly disrupting service. Nationally, this strikes utilities every three minutes. The overwhelmingly majority of these are calls by contractors of residents who did not know or care to call the free 811 service before digging. Once called, able one will send markers out to mark all of the utilities with color codes. Pg e investigators, all of whom who have Law Enforcement backgrounds, quickly respond to a dig in. My job is to come in and look at all of the factors that are associated with it again and how the damage occurred to our facilities. Reporter the investigators take measurements and essentially recreate the scene and events and submitted to the companies claim division which will collect from the responsible parties. This way, ratepayers will not have to pay for the damage. The average cost for a contractor or resident who digs into a line is about 7500, but sometimes much more. It all depends on the type of service that is damaging the amount of work that goes into getting it repaired. Reporter with all of the massive construction going on in San Francisco these days, you would think that is a recipe for deviance. But in reality, begins. The bottom line is easy does it. Make sure that you carefully check to know exactly where that pipe is before you tear into it. It would save you some money. There was four small earthquakes that rattled the danville area earlier this morning. The first quake hit at 1 30 am this morning. Then the three others hit within three minutes of each other. They were all in the area around monta vista high school. There has been two dozen small earthquakes in the same area since friday. Most of them were too small for people to notice, but the quake this morning jolted a lot of people out of bed. It felt like being rushed away. It is nothing. It will me up, and they dont bother me, it was just a little role, and that i went back to sleep. Nothing fell off of the shelves, so i was not worried about it. The quake this morning did not cause any damage or injury. Cal fire says crews are gaining control of the pleasant fire. The fire is burning north of the town of bishop. It has destroyed more than 2000 acres. The fire started sunday afternoon and grew quickly because of high winds. Firefighters say they are making progress, and that most people have now been allowed to return to their homes. At the moment, Authorities Say the fire is 35 contained. The push for bail reform takes a major step forward today. The state attorney general said he would not challenge a decision by an Appeals Court ruling in San Francisco that requires judges the defendants ability to pay when considering bail. Our reporter is live where an afternoon rally was held. Reporter that afternoon rally follows an announcement from a the attorney general who said he is joining the push for bail reform. He believes that bill amounts should be set not on the amount of money that you have in your pocket, but on your personal threat to Public Safety. [ cheering ] reporter outside of the San Francisco hall of justice, this protest was loud and clear. When you cannot afford bail, you are or times more likely to take the plea bargain. Reporter this man led the rally and highlighted the case of kenneth humphrey. He is accused of following an elderly person in their home and threatening to put a pillow over their head. He has been in the county jail since may 2017 only three and 50,000 bond. Last month, an Appeals Court ruled that he was entitled to a new bell hearing where his ability to pay any threat to the Public Safety is considered. High bail is only justified when a person is considered too dangerous to be release before trial. I am not appealing this ruling because it is unconstitutional to keep someone in jail simply because they cannot afford bail. Reporter he also said that his office will not defend future bail determinations that do not take into account what the person can pay and whether or not there are jail alternatives. This is extremely significant because the humphrey case said that the bell system is a tax on the poor. Reporter part of the statement from the california bail associated association said the attorney generals decision to support humphrey is a slap in the face to all law abiding californians. Bail decisions should be based on danger to the public and not dollars in your pocket. Reporter late this afternoon, we spoke to the San Francisco District Attorneys Office and they said they do support bail reform. They want to do away with money belts as well, but they also want to look at things in a casebycase basis. That means they are also going to consider a defendants rights as well as weighing rather or not they are a threat to Public Safety or a flight risk as well. We are learning more tonight about a troll farm in russia at the center of the recent Robert Mueller indictment. It was an agency that was operated near Saint Petersburg that employed hundreds of people to present phony online content. The former employee said the agency hired actors to fake a sex tape of former president obama and hillary clinton, but the video never made it on line. They also made a video looking like a u. S. Soldier shooting a koran. That video did make it to a gun for him in 2015. A lawyer linked to a former Campaign Aide of President Donald Trump pleaded guilty today after admitting that he lied to the fbi. If you have not gotten your flu shot yet, now is a really good time. The cdc also released a new study today showing that pregnant women can safely get the flu shot. The agency said the shot is recommended at any point during pregnancy. A company from brisbane has announced a possible breakthrough in treating peanut allergies. The company says they are working on the first treatment to help prevent serious reaction. The data capsules have been highly successful in test by helping children build up a peanut allergy. Many of children have a peanut allergy and some can face a potentially lifethreatening reaction. Tesla Cloud Computing systems has been hit by hackers. Hackers gained access to part of the cloud system which contain Sensitive Data on the cars. The hackers were looking for digital currency. Late yesterday afternoon, orlando was working out at the gym near his home in fairfield. As he was leaving, he evidently collapsed and hit his head. Fortunately he was with two friends who amelia called 911 and administered cpr. He was taken to a hospital, where as of late last night, he was unconscious and not breathing on his own. So evidently, you could basically call that a coma. Orlando is 80 years old, and you just dont at this point want to bring up conjecture about what it is. I dont think it would be an exaggeration out now right now, to say it is not good. They are not saying or say it is a coma. Are they saying he is fighting for his life or are we to read into that . It sounds serious. I am not going to be dramatic is saying fighting for your life. But anytime you are not reading on your own and you are using artificial means to breathe, that is not a great sign. But you have to stay optimistic, and there are plenty of people that have came out of comas before. So that is what everyone is hoping for at this point. I got some word late this afternoon, in fact less than an hour ago that he is still unconscious and not breathing on his own. It is stuff when it is a friend that you are reporting about. I have known him for about 25 years. It is a little bit different than reporting your everyday news stories. It is kind of upsetting actually. We were talking, and people saw him at Willie Mccoveys 80th birthday a few weeks ago. He appeared to be in good health and doing well. He is a guy that takes care of himself, and he liked Willie Mccovey is 80 years old. When you meet them, he is such a great guy and you would seem to think that he is invincible and this kind of thing does not happen to Orlando Zepeda, affectionately zepeda, officially known as the baby bull. He has hue chance and he is just a bear of a guy. He is still with us, and we are hoping that he gets better. Talk a little bit more about what he is like.
