The president said he would only support that path to citizenship for dreamer as part of legislation on immigration. The white house says the president will release a complete framework on monday for daca. The plan would grant immediate legal status to the dreamers. He says, quote, if they do a good job, i think it is a nice thing to have an incentive after a period of years to become a citizen. The president didnt elaborate how long the path to citizenship might take. 10 to 12 years. Jeff sessions has issued a strong warning to sanctuary cities and states, including california. He is threatening to issue subpoenas to get information. San rafael police are warning residents about burglars who have carried out a dozen daytime home robberies since late last month. There have been eight burglaries in the east canal neighborhood. The burglars entered the home through unlocked doors and windows and steal money. The burglars seem to be going home to home to find unlocked windows or doors. They knock to see if anyone is there. Keep your windows and doors locked up if you are not home and be aware of suspicious people in the neighborhood. Scott weiner has introduced a bill that would change the standard of using eyewitnesses to identify criminal suspects in an attempt to prevent wrongful convictions. His bill proposes new guidelines for suspect line ups. Weiner says mistakes made by eyewitnesses can lead to the conviction of innocent people and allow the real suspect to remain at large. State Health Officials say the number of flu cases and deaths from the flu continue to accelerate. Public Health Officials now say 70 people under the age of 65 have died from the flu this season. Authorities say the teen brought a handgun to school on tuesday and opened fire before class started. A 15yearold boy and a 15year old girl were killed. 18 other people were injured. I felt the feeling of running for my life. So far police have not said anything on the motive. The high school is still closed. However other Elementary Schools there in Marshall County are reopening today. According to the new york times, there has been 11 School Shootings across the country so far this year. Before the kentucky shooting this week, a 16yearold boy shot and injured a female student at a high school in texas on monday. Some of the other shootings were suicides. Others did not result in injuries. Still some people say a School Shooting doesnt even shock them anymore. Were almost jaded because there are so many. It is kind of a mixed bag. I mean, youre not all that surprised anymore. Schools in a number of states, including here in california, are now focusing on preparation, Holding Drills so students know what to do if there ever is an active shooter on their campus. There was a crash approaching the san mateo toll plaza after the crash, which is on the shoulder. But traffic will be good. And were looking at the east shore freeway. With he had slow traffic in hercules and richmond and slow traffic approaching the richmondsan rafael bridge which is typical getting over to marin county. Santa clara valley water districts say that the reservoirs are at 26 capacity but there is a healthy supply underground. Districts credit last years very wet winter along with customers continuing to conserve. Customer conservation habits are sticking with people. Theyre not stopping them because were having rain. That is allowing us to keep more of the water and have a healthy supply of water. East bay mud says it doesnt think it will need to impose water restrictions this year. Also helping our water outlook is the snowfall this morning in the sierra. There are snow flurries at the Mountain Resort right now. Do noter picks up 14 inches of snow at the base. Good news. According to the people who operate the school buses, steve, in lake county, they told the parents that the buses might be icy in lake county. Nothing like that going on here at the bay bridge or other commutes closer to the middle of the bay of course. And things are looking very typical at the bay bridge. Just a 20 minute delay with no major issues. If youre in the carpool lane, a little less than that. This is a look at interstate 880. People were held back in san leandro. There could be something going on on westbound 92. It looks like there is a stalled vehicle here that we just came up on here. Westbound 92 looks like here comes chp to figure it out. There is a stall. And there is chp. So it looks like something will happen here. They will probably try to get get around there, mr. Bus person. There you go. Keep going. Anyway, now the san mateo bridge will be slow. We can go ahead and put the icon right here. Thats where the stall is. You can see the approach will be slow from 880. Moving along to the south bay. We have slow traffic here. Check this out. This always happens. See this little stretch right here . Thats where the camera is. Thats like a little oasis of good traffic. A group of oakland unified parents want leaders to adopt a zero tolerance policy when it comes to lead in the schools. Allie rasmus joins us live in oakland, explaining what parents and activists want the district to do and how much it will cost. Allie. Reporter yes. Well, the estimated price tag is about 38 million for oakland unified School District to completely replace the water fixtures and plumbing on the campuses to make sure that there is minimal to zero amounts of lead in the water. Thats exactly what parents and activists are calling on the district to do. Here at thornhill elementary, last year they tested one of the fountains and had a problem with lead. That fountain has been replaced since then. This is an issue that they have been working on for the past year to year and a half, testing all of the water faucets on the campuses. 15 schools in the district had lead detected in the water above epa standards. Most of the problems have been fixed. 15 parts per billion is the limit by the epa. The parents want a higher standard than that. Medical experts warn there is no safe amount of lead for children to congest. It can lead to Development Problems and Health Problems. More than a thousand people are calling for change. Were here to urge the school board to adopt a policy that requires that every water tap be tested for lead and repairs be made any time that lead is found one part per billion. Reporter members of the school board seemed to be receptive to the idea. Some School Board Members say starting next month they will set new goals to make sure that it is lower than the 15 parts per billion as recommended by epa. The cost is 38 million. How do you pay for it. Some suggested that they may be able to use some of the money from the soda tax of oakland to pay for it. Plans on how to pay for it and the timeline for this are still being worked out. We will have to wait and see what the district decides and the timeline for it moving forward. Back to you. Their concerns include unsafe working conditions and cuts to their pensions. We should point out this is not a strike. These are informational picket lines and rally thats will be happen rallies that will be happening at uc hospitals across the state today. Were at the Mission Bay Conference Center. This is where the uc regents are meeting right now. You can see that you have some of the 14,000 nurses involved in the ongoing contract negotiations going on. They have been going on for some time. And today nurses will be at the meeting to voice some of the concerns they have. They are calling for increased Workplace Safety and what they say they also need is retirement security. Because they say there are preposed cuts to their pension. Im joined by randy howell. Good morning to you. Were trying to stay dry out here. Tell me about some of the issues that you are concerned about in these contract negotiations. Yes. Im on the ucsf bargaining team. We have been in bargaining now for eight months. Were out here showing solidarity around the state. Were having rallies all over the state to push back against the take away thats they have on the table, 60 of them. Theyre trying to erode our contract negotiations, erode our long history of our bargaining. They want to erode patient care. Reporter specifically what are the concerns around safety . You talk about wanting to improve safety conditions for nurses as well as patients. Correct. We we have on the table a dedicated team at all times. Theyre refusing to have a dedicated transport team at all times. Were fighting for patient staffing at all times. We are doing theyre trying to get away from our pension. Theyre eroding our pension retirement securities away. Reporter okay. You have quite a few concerns. I know and you some of the other nurses will be going inside to speak during Public Comment to the uc regents. Yes. We will be going in. A couple of nurses will be going in. They handed out a petition that all nurses across the state have signed, they signed a petition to back up the bargaining team. We will be handing that to the uc regents this morning. People in San Francisco still talking about a surprise vote by the board of supervisors tuesday night making supervisor mark farrell the interim mayor. Farrell takes over for london breed who has been habiting mayor since the death of ed lee last month. Supervisors voted to replace london breed because critics said it wouldnt be fair for her to stay on the job while also running for mayor in the june election. There was vocal backlash by many of breeds supporters for replacing the citys first africanamerican female mayor but both breed and farrell seemed to take the decision on stride. The president is indicating movement on turning people under daca into citizens. Thats right. And so people are looking that as a possible sign that a deal can be worked out. A bipartisan set of senators will meet to talk about the fate of the socalled dreamers. This as the president offered comments on the Daca Recipients saying he hopes that they can morph into citizens. The president now saying he is open to a path to citizenship for hundreds of thousands of undocumented immigrants who were brought to the u. S. Illegally as children. The president will release a complete framework for daca participants on monday. But in that impromptu necessary conference, the president said he would only support that path of citizenship for dreamers as part of legislation for immigration and the Border Security upgrades. The president saying if they do a great job, i think it is a nice thing to have the incentive after a period of years being able to become a citizen. The president then elaborated how long that path to citizenship might take. Over a period of 10 to 12 years, if somebody does a great job, if they do a great job, i think it is nice to have the incentive after a period of years to be able to be a citizen. Attorney general Jeff Sessions has issued a strong warning to sanctuary cities and states, including california. He is demanding that records he is demanding records that show if the states and cities are withholding information from immigration authorities. He is threatening to issue subpoenas to get it. Last year he threatened to withhold millions in federal assistance if they could not prove they were cooperating. San francisco led a lawsuit to challenge that threat. The court demand that the demand by the white house was unconstitutional. But the legal fight is still ongoing. In a conference of mayors yesterday in washington, d. C. They bow cotted the meeting with the president because of the recent move by the attorney general. The headline is the president making the comments. Right. A voter approved initiative on jail sentencing guidelines is closing some of the Racial Disparities in San Franciscos criminal justice system. Prop 47 was approved back in 2014. And state senator scott weiner has introduced a bill that would change the standards for using eyewitnesses to identify criminal suspects in an effort to prevent wrongful convictions. Weiner says eyewitness identifications are often a factor in conviction thats are later overturned by dna evidence. So his bill proposes new guidelines for suspect line ups. Lets go back to the desk. Some oakland parents want the School District to do more about lead in the water on the campuses. Allie rasmus is live to explain the actions that parents took at last nights school board meeting. She joins us in oakland. Allie. Reporter yes. Parents and activists turned in a petition to the school board with with more than a thousand signatures urging officials to be more aggressive and proactive about eliminating any trace of lead in the water and fixtures at oakland unified schools. Here at thorn hill elementary, earlier last year they had a problem with a drinking fountain, lead in the water. The issue has been fixed. Ouc has been working on this issue for the past year, testing the water on all campuses. Parents point out that medical experts say there is no safe amount of lead and ingesting it over time can lead to health and developmental problems in children. Starting next month, they will set new goals to make sure that the lead levels are lower than required by the epa by replacing the faucets and fixtures on the campuses. Some of the changes could be paid for by the soda tax in oakland. Were looking at the 5 parts per billion or 15 parts per billion. As my colleague said, no amount of lead is safe. We have heard from the city council some some of the commissioners on the soda tax that they want to know how much do you need. Because no one has ever given this them a price tag. Reporter now, the estimated price tag to reduce lead level asks replace aging infrastructure in oakland schools is about 38 million. Some of the parents and advocates have presented the issue to the Board Members and say doing nothing about the problem now will end up costing the district more money long term. Gasia and frank. Lets move across the bay where happening now thousands of nurses are rallying outside of university of california hospitals around the state to call attention to what they call unsafe working conditions and proposed pension cuts. Ktvus alex savidge joins us live at ucsf Mission Bay Conference Center where nurses are accepted being a message to sending a message to the uc regents. Reporter yes. Good morning to you. The nurses are trying to secure their future and trying to send a strong message to their employer, the university of california. Uc regents are continuing to meet here today at the Mission Bay Conference Center. The nurses are planning to go inside shortly and voice the concerns they have about drawn out contract talks. 14,000 nurses from across california have been in negotiations with the university of california for the past eight months and they have been unable to reach a deal. Members of the California Nurses Association have set up informational picket lines and are hosting rallies across the state at eight different uc hospitals. They are calling for, among other things, improved Workplace Safety to protect both nurses and patients. They are also calling for retirement security. The union says the uc is proposing cuts to the pensions of future nurses. Once you start having pension cuts, in the longterm, it will erode the safety of the pension and in the longterm potentially affect current and future retirees health. Once you start cutting pension funds, it will it soon will affect our current nurses. Reporter and i did ask for a response this morning to these rallies from the university. And the university of california official did send me this statement. Here is part of it. We will put it on the screen. It says the university of california is eager to finalize a comprehensive contract that recognizes the integral role our nurses play in patient care and their contributions to the university overall. A search continues at this hour for a 14yearold boy wanted in connection with a deadly shooting outside the food 4 less in stockton. Police released the picture of the suspect. Sloan is considered armed and dangerous. Investigators say sloan shot and killed a 20yearold man in the parking lot of the store two weeks ago. Police arrested a female suspect a couple of days after the shooting. Authorities have not commented on the connection of the three people or a motive in that attack. San ramon police are looking for a shooting suspect. Last thursday officers responded to a report of a suspicious car parallel to 680. They found the car with bullet holes and a trail of blood from the scene. The victim was being treated at a hospital. Right now police are looking for Trevor Michael barryman of san leandro. The uc regents postponed the vote on a proposed tuition hike yesterday. Now there is concern that it may cause problems for incoming students. They will vote in may. The chancellor at uc berkeley said that putting off the vote creates uncertainty for incoming students because they wont know how much the tuition will cost. Families at the time theyre admit today berkeley wont know of the cost of attendance and we will not be able to effectively recruit students from out of state if by the may 1st deadline when students have to make their commitment they dont know how much it is going to cost. Under that proposed increase instate students would pay 350 more a year for a total of 13,000 a year. Out of state tuition would rise to almost 29,000. Concern mounting in the south bay over how googles new expansion project in san jose will affect the surrounding community. A protest held yesterday evening at the San Jose City hall. The key concern among the people in the area is simple, Affordable Housing. Many people fear the project will lead to an increase in evictions and more homelessness. The group is now asking that 25 of the Housing Units attach today that google project be designated as Affordable Housing for low and extremely low income residents and want the company to pay fora legal fund for tenant thats will provide advice and protection against evictions. In Contra Costa County, a dog named mo is being hailed a hero.
