The proposed instate tuition hike calls for an increase in 288 in tuition and a 54 increase in annual student fees. This means for an instate student it would cost 12,972. If approved it would be two years in a row after several years of no increases. The truth is, it is no longer accessible, in the 15 years tuition has been raised by 300 and today they want to increase in state by 2. 5 and outofstate 3. 5 which we think is not fair. Investigators are trying to figure out what caused a latenight fire in the west portal neighborhood. The fire damaged several businesses including a Hardware Store. Alex savidge is live from the city with more on the fire. Reporter good morning, i just had a quick conversation with the fire chief who arrived here at the scene this morning. She says investigators are trying to figure out how this fire started but she says they do not believe the fire is suspicious in nature. I was going to show you the scene across the street but in any case this is video and this is a sense of the fire when it first broke out just before 11 00. A neighbor took this cell phone video. Part of the roof collapsed at this Hardware Store where a lot of the damage was done. The fire damaged the Sloane Square beauty salon and west portal daily news stand and Grocery Store but there was also a vacant storefront with damage as well. A total of four businesses were damaged. This was a three alarm fire so additional crews were called in from across the city because one of the big concerns is that these businesses share an attic and they are worried about the fire spreading. I spoke with a local handyman coming down to the house and Hardware Store to pick up some supplies this morning and he was surprised to see the damage that was done. I am very concerned for the store. Is an excellent business. They provide Great Service and i feel very badly for the staff and the owner and manager. The fire did not spread to the units and the People Living there did not have to evacuate. They stayed inside the apartments. The restaurant had to be rebuilt from the ground up. The Bay Area Toll Authority will vote on whether to put a proposed bridge toll hike on the june balance. The call vote will run for raising totals so crossing the bay bridge could cost nine dollars during peak commute hours. If approved the hikes would be phased in over the next seven years starting in january 2019. The plan includes a 50 discount for drivers who cross more than one bridge per day. The extra money would be used for road repair. North Bay Transportation officials are contemplating a change to the upper deck of the Richmond San Rafael bridge. According to the marin independent journal the Transportation Authority will be meeting tomorrow to consider sending a formal letter to two bay area transmission commissions and they may add a third westbound lane for cars on the Richmond San Rafael bridge. Discussion for a third lane in the upper deck for bicycles and pedestrians has been discussed but some north bay leaders say that this space is needed to accommodate additional cars and traffic. The annual Homeless Count in Contra Costa County is underway. We attended a briefing with workers and volunteers before they headed out to homeless shelters and encampments. They will document everyone living in the shelters who need permanent housing. There were 1607 people in the count last year. The solution is housing. When people dont have the resources, whether it is income or they are battling Behavior Health needs, oftentimes it is difficult to sing care and secure housing. There are about 175 people going out across the county to help with the count. San francisco senator scott weiner says the state needs to do more to help homeless children. He says 40 of the nations Homeless Youth are in california. That is 15,000 young people. He is proposing legislation calling for 60 million to construct more shelter space for teens and provide Services Targeted to help them. When youth remain on the streets they will eventually become chronic homeless adults and it is much harder to get someone off the streets when they have been there for 10 to 15 years. The proposed funding would also go toward Mental Health services, drug counseling, and educational support. Larry nassar to between 40 and 175 years in prison. Essentially he will spend the rest of his life behind bars. The judge called it a privilege and an honor to hand down the sentence. Nassar pleaded guilty to molesting 160 young women and female gymnasts while a doctor at usa state gymnastics and michigan state. A proposal has been approved to recognize columbus day as Indigenous Peoples day. I did not grow up with pets so i am a little uncomfortable around pets but the Children Reading to someone will not correct how they are saying it. My children read to the dog. He thinks a treat is coming so he just waits. Another story, a service dog had the time of his life at the happiest place on earth. Atlas at home his favorite toy was a stuffed pluto but he had the chance to meet a real dog. He was visiting when he came nose to nose with pluto. Coming up, there is a big ride rise in car breakins across the bay area so we will look at what lawmakers are trying to do to make it easier to prosecute those who break into our vehicles. There is an effort underway to fix a state law that may make it easier to prosecute people who smash car windows. Car breakins have reached epidemic levels in San Francisco. The number of breakins was up 26 in 2017. Under current law prosecutors have to prove that the window was broken and that the door to the car was locked before the burglar broke in. We are proposing to change the penal code so you can prove auto burglary either by showing the car was locked or by showing there was forced entry such as breaking the glass. State senator scott weiner hopes the measure will be approved by the state and on the governors desk by september. Part of the bay bridge will be set as a public pier. An Oversight Committee said there are three of the peers that will be redeveloped for access along the oakland shoreline. Instead of spending millions on demolition the piers can offer really good views of the bay at relatively little cost. The deck could be completed by the end of the year. A similar project has been proposed for other areas. The Justice Department is stepping up its fight against sanctuary cities. This morning jeff session threatened to subpoena cities who does not provide documents to show if local Law Enforcement are sharing information with federal authorities. Sessions has made it a top priority to crackdown on illegal immigration and he threatened to withhold federal funding from sanctuary cities. Super bowl lii, the nfl is busy getting the stadium ready. Super bowl sunday is less than two weeks away and workers are out painting the logos on the field at us bank stadium. Crews are also busy building new broadcast widths to accommodate media. They are also doing work outside of the stadium. There is still a lot to be done but crews are on schedule. It is encouraging for sure to see the field painted.
