There is more than 400 cities and counties in california. We started tracking their lulls on our website. Lets talk about how these cities and other municipalities will come up with regulations. Some of them have put moratoriums in place saying we need to make sure we have this thought out and have a plan in place. How do they go about rules and regulations . Now that the state has issued their own regulations any other local cities and counties can look to the state for guidance and begin to implement local rules that mirrors state rules. To this point it has been berkeley and oakland setting the curve in the nation for what medical cannabis regulation and adult use cannabis regulations would look like. Why has it taken so long . A lot of them are just beginning to come up to speed. How about law enforcement. They have to come up to snuff with the laws just kind of respect they are trying to figure out exactly what cities and towns can and cannot do. This will be a filling out the. Feeling out process. We have seen a number of cases where permitted operators to have their local and state license still get by police that are not on the same page as the cities and counties. We see that happen at the local level and the state level. There is a lot of bureaucratic inertia around prohibition. It will take years to unwind a lot of natural habits and embrace new ones that come with the legalization and regulation. I have to last you about the black market. Asked you. The black market has to generation head start on what is happening in the legal market. Its survival is predicated on how high taxes are in the legal market.
