A San Francisco Police Officer killed himself in the parking lot of an east bay Shopping Mall after being stopped by a Police Officer from another department. San Francisco Police say the officer was the target of an investigation. Allie rasmus is in richmond with what we know about the investigation so far. Reporter according to the San Francisco police department, the man was a nine year veteran of the sfpd and sfpd confirms the officer was the subject of an investigation involving multiple jurisdictions. Around 1 30 yesterday afternoon in the parking lot of the hill top mall is where Richmond Police pulled the sfpd officer near the jcpenney story. After stopping the vehicle. Richmond Police Reported a gunshot from inside the car. The view inside the vehicle was obstructed because of the tinted windows. And Richmond Police used bean bag guns to break the windows. When they approached, they realize that had the officer was already dead. Even though it appears that the Police Officer shot himself, Richmond Police are investigating the circumstances surrounding this. The Contra Costa District Attorneys Office is investigating as well. Were waiting for details information to find out what exactly this nineyear veteran of sfpd was being investigated for. Speed probably was a factor in the Train Derailment. 13 of the train cars came off the tracks right there in the town of dupont, washington. Some of the cars ended up on interstate five and others flipped over onto an embankment. Witnesses quickly jumped out of their cars to help the passengers. The train cars were flipped on their sides, and some of them, the roofs were not collapsed. So the first two were fine. We just walked in. The second, the wall had collapsed in. And we had to belly crawl through whatever was there, glass, rebar, whatever was there. Made it through. And i dont know, its dark and eerie, there were some deceased people. It sort of felt like a war. There is still confusion over how many died and how many hurt. Authorities are in the preliminary phase of the investigation. And it could be months before a final report is issued. The nearby city of lakewood tried to stop the new train line where yesterdays deadly crash occurred. Community leaders told the state that the route would expose drivers to faster trains at several street level crossings. And a judge rejected the arguments and the project was allowed to move ahead. The mayor and the police chief support letting officers use pepper spray. The white house has taken down a website that hosts petitions to the federal government in order to revise the site. The we the people website was launched by president obama in 2011. The white house says all of the existing petitions will be restored when the site is back up. The government is supposed to respond to any petitions that get more than 100,000 signatures. So far, the Trump Administration has not responded to any of those. It would also let people convicted of marijuana crimes clear their names. People can have the infraction cleared or reduced. 4500 people filed petitions to have prior convictions erased. Hundreds of thousands more are eligible to apply. One legal expert says its something that many people can handle on their own without a lawyer. In some jurisdictions you can apply to the District Attorneys Office and they will help your do it. So thats what they should do is do Internet Research or visit the District Attorneys Office and say i think im eligible. Supporters say the Second Chance revision will be a big help to a lot of people who have struggled to find a job because of marijuana convictions. The bay area is getting another pro soccer team. Speed was one of the factors and it will be several days and weeks before they know everything that was behind this. The train was going 80 Miles Per Hour around a pretty steve curve. That was more than double the speed limit. Several people were killed and dozens injured, many seriously, when amtrak train 501 went off the tracks. Started shaking really, really badly. And things were falling off the shelf. Reporter the monday morning derailment set off a Chain Reaction pushing cars and an engine off the overpass. I didnt realize i was on another train car. Crews have been relying on cranes to remove debris and train cars. The train was traveling at 80 Miles Per Hour in a 30mile perhour track. Reporter Authorities Say the technology that automatically slowing a speeding train, called positive train control was not in use on that section of the track. The chp will be getting a new tool to help prevent freeway shootings in contra costa county. Reporter good morning. Pittsburgs Security Council unanimously approved the plan for the freeway cameras. And people are telling me they like it. Its a great idea. Reporter why is that . It will help stop criminals from doing bad things and shooting people. Reporter the city Council Unanimously approved the freeway Security Network aimed at providing officers in realtime as shootings occur. By late spring or early summer of next year. City and county Officials Say the new system should be up and running. You may very well remember that there have been dozens of shootings in the past few years, and eight people have been killed in the shootings. A system will be installed on interstate 80 and highway 4 from richmond to hercules and all the way to antioch. I am ecstatic that finally well have tools to help the chp. This is what this is about, a deterrent. We cant expect our Law Enforcement to be everywhere. These cameras will allow the chp and other agencies to get a picture of whats going on when it occurs. And theyll be working on securing grants to see that the program continues. Christien kafton, thank you. The time is 6 36. We know the name of the Richmond Police sergeant accused of firing shots. Sergeant Phillip Sanchez is accused of fires several shots inside the hotel 5 a. M. Sunday morning. Witnesses told police the sergeant spoke about spirits and he wandered around and eventually surrendered peacefully. His lawyers said the sergeant had a Mental Health episode. Sanchez was taken to the hospital and has since posted bail. Hes facing four felony charges, including discharging a firearm. I believe the officer is doing okay considering what occurred. And were just happy or glad or relieved actually, relieved that nobody is hurt from the incident. A former coworker and the sergeants lawyer told ktvu that the incident is out of character for him. Sanchez has received awards during his career. He could now Face Criminal Charges in San Francisco as well as disciplinary action by Richmond Police. We have an update to a story in san ramon. Police have arrested four teenagers on suspicion of firing flare guns at homes and cars over the weekend. Homeowners turned over Surveillance Video of some of the incidents to police. The four suspects are between 15 and 16 years old. And they were booked into Juvenile Hall in martinez for shooting into occupied homes. Investigators found the car used in the attacks, and there were 12 flare guns inside. 20 suspicious fires in san jose during the past week are being investigated. Authorities suspect arson. Almost all of the small fires started in the corridor on interstate 680. A shopping cart was set on fire near the capital off ramp. Witnesses saw someone on a bike carrying a torch. And police did detain someone but that person was later released. San jose police are investigating a robbery at a walgreens store. A Security Guard shot someone inside the store. This happened on first street at santa clara street about 8 30 last night. Police were called to the store after the Security Guard fired his gun. When they arrived they found a man on the floor with potentially lifethreatening injuries. He was rushed to the hospital. We dont know his name or any information about his condition. The Security Guard is cooperating with the investigation. San franciscos Asian Community is holding a special tribute to the late mayor ed lee. A vigil will be held in chinatown. The San Francisco medical Examiners Office officially confirmed that mayor ed lee died of a heart attack. He was 65 years old. Collapsed at a safeway store. And then died at San Francisco general hospital. Lee was the citys first Asian American mayor and was remembered at a public memorial at city hall on sunday. He was described by friends as humble and full of integrity. Acting mayor london breed has not said if shell run for the mayor. If she does, shell be following mayor ed lees footsteps.
