Streets. [ screaming ] reporter dramatic video of an entire building imploding after a 7. 1 magnitude earthquake jolted mexico city and its surrounding areas. As onlookers screamed and cried in horror. Streets were littered with rubble and debris. Thousands of Community Members joined rescue workers as they worked to start their recovery process. Finally, a positive sign. Someone had been found in the rubble alive as crews rushed to carry survivors away on gurneys to seek treatment. As the hours pass, more people were pulled from the wreckage with many more still likely trapped. The u. S. Geological survey says it was centered near a central state town 76 miles of mexico city. A scientist says this location is unusual given the fact that most earthquakes happen near mexicos coast. Mexico city has really pathologic soil conditions. They have they are a built in a lakebed that amplifies the earthquake shaking by a factor of 100 or more. Reporter the closer the quake is to mexico city with its poor soil conditions, the more damage were likely to see. 11 days ago on friday, september 8th, an 8. 1 quake struck more than 600 miles southeast of mexico city killing nearly 100 people. It was considered one of the strongest quakes ever to hit mexico until today. Today, preparation drills were under way as the quake hit as mexico city marked the anniversary of the deadly and destructive 19 85 quake that struck 32 years to the day. Hurricane maria lashed domenica and martinique overnight. At least one person is reported dead on the island of guadalupe killed by a falling tree. The storm is 175 miles now southeast of puerto rico. The governor is warning that the storm could strike with a force not seen for several generations. Hurricane maria has sustained winds of 165 miles an hour and is expected to reach san juan as a category 5 hurricane within the next 24 hours. Airports are being shut down ahead of the storm. Back here in the bay area, racist graffiti found on School Property has Law Enforcement officials in one east bay county investigating that incident as a hate crime. Ktvus Paul Chambers tells us this isnt the first time this year that Castro Valley unified has had to deal with this issue reporter these hateful words and images written on the back and side of this pickup truck were found by officials at Canyon Middle School in Castro Valley monday morning. The truck is a property of the district and it was parked near the basketball courts. The graffiti was racist. It was antisemitic. Reporter for that reason, Alameda County Sheriffs Office investigating the incident as a hate crime. Authorities say the writing on the truck appears to be done with a sharpie. Deputies believe those involved may be underaged. Three months ago investigators say similar writing appeared on the campus of Castro Valley high school. We had another incident that also had very similar language written on a pole in a quad at the Castro Valley high school. And the language is similar. Reporter the district has yet to respond to this latest case. But after the incident in june, Castro Valley unified superintendent wrote this reporter hate speech such as that displayed at Castro Valley high School Last Week has no place in our school community. This sort of racist graffiti results in great harm and has no place in Castro Valley. However, with this recent incident it appears it has happened again. Investigators believe both cases may be connected. We want to reassure families that our officers are patrolling the schools that theres no known threat. A 30yearold man is undergoing a Mental Health evaluation after being arrested in san rafael earlier today. Investigators say they received several reports from drivers about a man driving erratically and holding up signs that read, kill jews and kill cops. It all started just after 11 a. M. In the santa rosapetaluma area. Police ended up following the man for more than 20 miles until he finally pulled over and in san rafael. He was taken into custody without incident and is being evaluated by doctors. A bomb threat prompted administrators to evacuate redwood city in larkspur today. Officials received a threat on an after hour, tip line and staff notified police immediately. Students were escorted to the football field so police could do a complete sweep of the building. Officers say they didnt find anything suspicious. A High School Student from richmond is under arrest tonight accused of bringing a gun to school. Another student at de Anza High School told School Officials he saw the student on campus with a gun. The school was then placed on lockdown and Police Arrested the student in question after locating the gun. School Officials Say the student did not make any threats to school staff or to his classmates. A San Francisco Sheriffs Department wasted no time letting go of the deputy who had his gun stolen from his rental car. Its just the latest case of a stolen gun involving Law Enforcement. A rookie San Francisco sheriffs deputy with less than a Years Experience was let go by the department after his duty weapon was stolen from the trunk of his parked rental car and just last week, San Francisco Police Revealed that an officers off duty gun stolen from a personal vehicle was used in a homicide last month. Astounding um, its a very definition of insanity. They say they have policies in place. Theres now a law in place. But it keeps happening. Reporter attorney frank petrie represents the families of two other victims shot and killed with weapons stolen from Law Enforcement in car break ins. Kate steinle was shot dead at pier 14 in San Francisco with a gun bonging to a federal bureau of Land Management ranger. Antonio ramos was killed with a gun stolen from an i. C. E. Agent. Law enforcement officers dont take their responsibility of securing a weapon seriously. They treat it as if its a cell phone. They threw it in the back seat. They stick it in the gym bag. They put it in the trunk. And they dont follow the law. Reporter that law, which went into effect this year, requires that officers secure their weapons in a lock box or in a trunk. Its tragic when you hear the story especially when a weapon is stolen from a vehicle, its never a happy ending. Reporter state senator jerry hill, who wrote the legislation, says the sheriffs deputy didnt violate the law. He said while the deputys gun wasnt in plain view, the theft is still troubling. Perhaps firing this deputy sends a signal and a message that it wont be tolerated certainly by the st. Francis sheriff and their department. I dont buy the excuse that says, well, its really the criminal, the person who stole the weapon, they are to blame. Thats just scapegoating, blame shifting. Circuit court of appeals said the warning is misleading and may violate freedom of speech. The ordinance approved in 2015 requires a warning to appear on ads for soda and other sugar sweetened drinks that appear on billboards, buses and other places around the city. The label would read, warning drinking beverages with added sugar contributes to obesity, diabetes and tooth decay. The environmental report has 18 recommendations to improve dam safety including building a full emergency spillway at Lake Oroville. This was outside the gate between the farralones and the Golden Gate Bridge but whats most unusual, frank, is its thats a humpback whale. So we didnt see remember humphrey the humpback whale back in the 80s . Yeah. That was a big deal. He came into the bay. But humpbacks are not so prolific as they have been in the last couple of years. So yeah, its really exciting and thats a function of all the anchovies, the food, the bait fish, all the sea life that has been off our coast all year. Do they typically travel alone or in pods . In pods. Is it a pod it must be a pod. They are so graceful. We talked about so much. We had good pictures this year. I took pam out to the Golden Gate Bridge one day and we sat on the bridge watching humpbacks ten or 15 of them under the bridge, came in the bay, and then some outside the bay by the buoy. And its like, where am i . It was like a maui trip or something. It was cool. I like that, too. Its refreshing to see those kinds of things returning to the bay area. As frank points out, we didnt see those you used to have to go out on a whale watching tour. And you would see grays. The humpbacks are bigger. The grays are smaller half the size. The humpback is like 50, 60 and the grays are 20 and 30. But theyre big. Okay. So outside we go. We had a Beautiful Day. Very fall like weather out there. Just a stunning day around the bay. And thats how its going to go again tomorrow. Its going to be a Beautiful Day except its going to be falllike. Theres going to be clouds. Its going to be a little cooler, a little breezy and a chance for a shower or two as the system right up here as this system shoots down over the top. So its going to feel like fall. Reporter the top admiral said Naval Commanders were to blame for two deadly recent collisions involving u. S. Navy ships. 17 u. S. Sailors died in two separate ship collisions in the pacific in august and june. Thats led to the firing of six Senior Navy Officers including two this week. But the admiral also admits Budget Constraints as well as an increase in Navy Operations and extended deployment have been putting a strain on training and ship maintenance. That makes it harder in no way is it an excuse for the performance of that led to these four incidents. Reporter the Naval Operations chief says the navy is now taking steps to review Safety Standards and the state of its ships. We are reviewing every, single ship maintenance by ship to evaluate their material and operational readiness.
