The car was so packed they couldnt make it to the exit. Every time that im on bart, i always think about where is the door. If im in a theater, where is the exit. These are things that i didnt think about ten years ago. Im with you on that one. What is interesting to note in london is the device and where it was placed in this plastic bucket. Right. And a bag a plastic bag as well. Not in a backpack. Im wondering im sure they have gone through the surveillance video. They probably have a person of interest carrying a bucket on to the train. I assume they already know more than what were telling us about the person. Lets go to Christien Kafton who has been monitoring the situation in london. He has the latest on what is happening there. Christien. This is an active investigation. Police saying that they suspect there may be some kind of network behind this attack as oppose today a lone wolf. This is the beginning of the investigation. Authorities not releasing information about who they may be looking for. What they are saying is it appears this was some kind of explosive device that did not fully detonate. Passengers who made it out can only speculate about what to have happened if this device would have worked as it was designed. The door was open. If the train was how are we getting out. Another look at that video that is making its rounds on social media, showing the device and the aftermath on board the london commuter train. It appears to have been a construction bucket wrapped in a foillined plastic bag. And you can see those flames both inside and outside that bucket. Now, at last report, again, 22 people injured in the incident. Most reporting flash burns. Passengers say it started with an explosion at 8 20 local time. And one of the train cars. That is during the height of their morning rush hour. Passengers rushed from the scene with burns on their faces and on their bodies. Witnesses describe a frantic scramble to escape the train car. In the u. S. , President Trump spoke out about the attack just early this morning. We have to be very smart. We have to be very, very tough. Which perhaps were not nearly tough enough. But that is just an absolutely terrible thing. In fact im going to call the Prime Minister right now. President trump also responding via twitter saying in one tweet, another attack in london by a loser terrorist. These are sick and demented people who were in the sights of scotland yard. Must be proactive. In reaction to the tweet, theresa may cautioned about jumping to conclusions too earlier saying, quote, she never thinks it is helpful for anyone to speculate on what is an ongoing speculation. She pivoted to stress that officers and local authorities are working hard to determine exactly who is behind this attack. Thank you, christien. This is the fifth major terror attack in london just this year alone. Here is a brief timeline of the incidents. Reporter on march 22nd, six people including the attacker died and 350 more injured when a man drove on to the sidewalk and into pedestrians on the westminster bridge. He ran towards parliament where he fatally stabbed a Police Officer before shot and killed. Two months later, 22 people were killed and 59 injured by a suicide bomber at the end of an Ariana Grande concert in manchester. The suspect was targeting children and young adults. June 3rd, people were killed and 48 injured after a white van hit pedestrians on london bridge. Three men started stabbing people before being shot and killed by police. The most recent, june 19th, when a group of muslim worshipers at a park were hit by a van. In that case, a 47yearold man was arrested. No major problems outside of last nights speech by conservative commentator ben shapiro. Nine people were assisted were arrested. Fascists go home. You cant win an argument so you yell. Your ideas suck. Go home. Law enforcement includes police from the city of berkeley, Uc Berkeley Police and officers from other uc campuses. They tried to separate the opposing sites. Ktvu news crews witnessed a fight and police handcuffed one of them. Demonstrators appeared to taunt one man who they thought had just come out from the speech there at the hall. They called him a neonazi. They didnt care about asking me about my ideology. I support gay marriage. Im pro choice. I have many lib rat liberal values but they needed a scapegoat, something to scream at. Police followed them to make sure there was no violence. The march eventually ended and broke up at about 10 45 last night. Berkeley police have released some of the pictures of the nine people taken into custody. They rain engine age from 18 to 45. Two are from San Bernardino county. Some were booked on charges such as carrying a banned weapons. There were no reported injuries or damage to property. Now to the speech itself. Right. About 700 people were there to hear the speech. Some coming from as far away as san jose and sacramento. Janet tells us that shapiro wasted little time displaying his views. The speech started late but once ben shapiro got started, he spoke without being interrupted except for cheers and applause. He made provocative statements. Because there are students who do want to hear different views, who dont want to be told that they can only hear one view. Who dont believe that the First Amendment should die under the jack boots and birkenstocks of a bunch of communist pieces of garbage. He said he is not a supporter of President Trump, steve bannon and blasted the altright and the left for what he calls campus bug erie that he says dig kim nates against white men. Not everyone inside agreed with his views and he invited opponents to speak first. It is hard to hold an event like this when there are strong varying opinions. They did a great job. The speech and questions lasted more than 90 minutes. Some agreed with should pir owe. Others did not. Most just wanted to hear the dialogue. I think we can get to a brighter moment if we stop identifying as members of groups and instead see each other as individuals made in god image. I think most of his political positions are well thought. I liked it. I was a little unhappy with seeming factual and id long cal deficiencies that he had early on. I was happy with the level of unity and the conversation that he promoted. People put in a lot of work for many months to make this happen. Were happy that all of the hard work has culminated in what was a successful event. We will have to see. Many consider last night really just a warmup for all of the activities planned during free speech week set to happen later this month at cal. Milo yiannopoulos, ann coulter and steve bannon are schedule today attend. The event will take place over four days starting september 24th. This morning were highlighting laws meant to protect renters that may be forcing people out on to the streets. Candice nguyen spoke with an attorney who says the laws were written years ago. Reporter the bay areas housing problem has grown at a speed many people and laws couldnt have prepared for according to attorney james cook. Both landlords and tenants would say that the current housing law has contributed to at least the rental crisis. Reporter for instance, cook believe thats current rent control laws actually prevent landlords from keeping up with the rising maintenance costs over time. Just cause eviction laws make landlords afraid to rent to low income tenants because the eviction process is so difficult. On the other hand, tenants dont think that laws protect they will enough. They were written two decades ago. They were written before we experienced the intensity of this crisis. No one predicted there would be such there would be such intense activity with respect to evictions and landlords and tenants fighting each other. Reporter for small owners youre risking homelessness if someone does not pay you rent. We have to update the law and rewrite them with lawyers and lawmakers but also a good idea would be to bring in social workers and economists. Do you think the bay area can do that. You have activists on both sides. If politicians only list tone the activists, we may never do it. All this week, we have been looking at what companies and city leaders are doing to address homelessness. This morning we turn to you and we want to know about your individual efforts. Our question of the day is what do you do to help the homeless . 24 say you donate to ohs. 13 say you give money to individuals. 23 give food to individuals. 40 say you dont get involved. Barry says if you want to help, help the organizations. Theyre more effective and efficient at helping than we are individually. Alex ortiz says i give enough when my local, state and federal taxes are given. Daniel says knowing the amount of drug use, giving money is not a wise choice. A lot of people say giving money to those on the street reinforces aggressive panhandling. That is something that we have heard of in the bay area and when i worked in san diego. Another problem there. We appreciate when you talk with us and share your responses. Ktvuthe9 is the hashtag that we ask you to use. A special on homelessness airs at 9 00 p. M. On sunday. One of the best story lines of this past nfl weekend. A local kicker shining on the big stage in his first ever game action. He wasnt even expected to make the team. But with the regular kicker who was out, they kept him around. And what he did sunday creating a lot of buzz. Even today. He became the first player in League History to make two field goals of 350 or more yards in his nfl debut. And then he won special teams player of the week. Ktvus scott reese has more on the player who refused to give up on his dreams. Im so proud of you. Reporter talk about your Unlikely Hero. Bay area guy. That movie script has been shot on location in green bay, detroit, San Francisco and now oakland. Six Training Camps in all with four different teams. This is the first time that he wasnt sent packing at summers end. All four years that ive been here, he has been around in otas and camp and then we cut him. You know, and every time that he comes back its like whats up, man. I feel fortunate being custody back three years here. Whether it is because im good looking or a good kicker, he dont know. I hope it is the former. When youre rejected so many times, it takes a lot to put yourself back out there. You experience a lot of good, bad and ugly. Reporter to Say Something of the time in between camps. I always work parttime. Worked a little bit in real estate. Tutored for a while. Helped out with the cal kickers. I was living in new york working for a tech company this past off season. You try to chase this wild and crazy dream. Reporter now that team is finally reality. Though for how long, nobody knows. At some point sebastian will reclaim his job and he will become a casualty of the system. If he keeps booting 50yard field goals, perhaps another team will come calling. He has developed himself and getting a great opportunity. Im super proud of him for the grit and the perseverance and staying the course and continuing to believe. Shakespeare said better to love and lost than never loved at all. Sometimes i question that. Right now im grateful for that. In 20 years, i will look back and say whatever happens, i gave it everything. Reporter he considered not coming back to camp this season though he wouldnt say how close he came to that. Ultimately he decided he wanted to be a part of Something Special. Who knew it would happen in week one of the regular season. In alameda, sat reese scott reese, ktvu fox 2 sports. What is cool, he went to cal, he gets to kick in the east bay on sunday. Right. When the raiders host the jets. The fact that he is here he gets to come home and do it. Awesome. Now to a new app that helps you find a bathroom in San Francisco. It is called good to go. It teams up with businesses to put their bathrooms on that map. It shows an estimate of how long you will have to wait in line to use one. Once onsite users use a code to unlock the bathroom automatically. Officially it is free but eventually it will be 2. 99 for a daily pass or 19. 99 for a monthly one. It has plans to expand to new york next year. Sound byte not available. And the older man got on the roof. It was to get rid of him. The man was going from roof to roof in an l. A. County neighborhood. Police negotiators previously had tried to talk him down. But, you know, grandpa known in the area as mr. B pushed him off the roof. He had had enough. I told him you get off because you need to come off my roof. Im coming to get you. I want today hit him by my fist but i didnt. I cant tell you how i stunned that guy to where he went off and hit on the hood of the car. He hit an arm or something and hit the windshield. I didnt care if he hit the pavement or what. I had enough. I figured this is my house. You see that double clutch. Double clutch. The man was taken to the hospital and treated for injuries which were not major. He said ive had enough. Get off of my roof. The Old Fashioned way of taking care of things. An 11yearold boy cranks up his lawn in one of the most iconic homes. More of the letter to President Trump that ended in his dreams coming true. I love you, couch. You give us comfort. The explosion injured at least 22 people and caused a stampede as people ran for safety. Police are look at surveillance camera footage in the subway trying to identify a suspect. Here in the bay area, bart is stepping up security on its system even though there is no specific threat to transit systems here. We can concentrate throughout the incident but unfortunately in incidents like this we use our manpower to cover areas that are critical to us, oakland, San Francisco, big downtown areas. Bart police are reminding passengers they need their help. And if they see something, Say Something and report it to police. For more on some of the other headlines we have been working on, lets go to dave clark. Thank you, sal. Here are some of the top stories. There is a delay in the sentence of torres, the man convicted of murdering sierra lamar. He was convicted back in june of kidnapping and killing the 15yearold who disappeared in 2012 on her way to school in morgan hill. The jury recommended he get life in prison without parole. But ktvu has learned the defense asked for a new trial because of alleged previous ties between the judge and the lead detective in the case. Arguments are going to be heard later this month about that legal challenge. Well, today the state senate will consider a package of bills dealing with the Affordable Housing crisis. Last night six bills were passed aimed at building more Affordable Housing units. It would let developers bypass some of the local regulations when building affordable complexes. Also it would raise money for Affordable Housing through a 4 billion bond and a new 75 fee on real estate transaction documents. California lacks 1. 5 million Affordable Housing units compared to the demand. And there is still confuse surrounding President Trumps meeting with democrats on immigration over what was said and if theres a deal or not. Republican members of the house insist there is no deal on the daca program. However, the president himself says he was fairly close to a deal on daca and on border security. As long as democrats focus separately on his promised border wall with mexico. Democratic leaders nancy pelosi and Chuck Schumer say they talked and agreed on offering citizenship to daca recipients. Those are just some of the headlines this morning. I will send it back to you. Police released body cam video of an officer at the ghost ship warehouse two years before the deadly fire. In march 2015, Hector Chavez was investigating a noise complaint. He was told that people were actually being charged 25 to get into an unpermitted party. The promoter told the officer that he could not come inside and pushed the door on the officers leg. Then about 20 minutes later, officer chavez said he would take action. If i come back, im going to give you a fine. I understand. It will be a very, very expensive fine. Im still going to make sure that the city knows about this place. And im going to talk to the owner of this place as well. Okay. We will figure out what you guys are doing. Officer chavez wrote an incident report but did not cite anyone. It is not clear if other city departments were ever notified. Since the fire, Oakland Police are now required to report any illegal parties they come across to their supervisor and to notify other city agencies. Six people are suing bart, claiming they were attacked and robbed on the train by a juvenile mob back in march and april. The lawsuit accuses bart of being aware of a pattern of Violent Crime at the coliseum station but did nothing to stop it. The lawsuit seeks one Million Dollars for each plaintiff. All of them say they were on a train when a group of 40 to 60 juveniles stormed in and attacked them. These kids all of a sudden swarmed, started grabbing laptops and phones. I thought they were just screwing around. I pursued and almost caught up to himment one of the his accomplices said give me your wallet and your watch or ill shoot you. Barts Attorney Says the agency has expressed regret for the attacks and says patrols have increased in problem areas. But bart says there are no facts to support the allegations that bart is ignoring crime. I hope youve been with us all week long as we look into the bay area homelessness problem. We heard from an attorney who says the laws involving renters need to change. We looked at what companies is city leaders are doing on the usual you. Today we turn to you and ask about your individual efforts. The question of the day is, what do you do to help the homeless . 24 say you donate to organizations. 13 give money to individuals. 23 say you give food to individuals. 40 of you say you dont get involved. What are you seeing . We need to address the Mental Health issue. Ignoring does not make it go away. We pay more for it. Seeing a couple responses of people saying pay taxes and thats what they do and thats how they contribute. They cant afford to give more. So many of us are living paycheck to paycheck. One viewer says she will not give money to people on the street but she gives money to homeless organizations. Thank you for talking to us through twitter and using tvuthe9.
