The white house is not giving details but the president tweets his goal is to go to texas when he can cause little disruption. Bay area firefighters are headed to texas to help the victims of Hurricane Harvey. Alex savidge is in oakland with more on the local crews that are being sent to the disaster. Reporter a lot of local help on the way to texas. A team from the Oakland Fire Department is headed to the disaster zone and these firefighters are specially trained in urban search and rescue. They left over the weekend, the crew will be called upon to perform water rescues and provide medical aid to those left stranded by the widespread flooding in houston and beyond. The team from oakland fire got all of their gear together and they left saturday for texas. On sunday a crew from menlo park Fire Protection got their orders to leave for the disaster zone the orders came from fema. The urban search and rescue task force has quite a bit of experience responding to disasters across the country over the years including a response to Hurricane Katrina in 2005. When we went to katrina we did not have all of these boats. The mission for the team was mostly for earthquakes and those kinds of things. We knew that we needed water rescue packages though. Reporter on sunday 14 members of the urban search and rescue task force three from menlo park got all of their gear packed up, they packed up chainsaws and fuel putting together a variety of different boats to be used to travel through shallow waters and that will help to rescue people who are trapped again some people on the roofs of their homes still in houston and those boats will get to them. Both the menlo park Fire Department task force and the task force from oakland fire expect to be there in the disaster zone helping with the rescue and recovery for at least the next three weeks. A driver was trapped in that car almost completely covered by water as you can see, the emergency worker found the car, saw the driver pulls up alongside and then the driver swims through the window. Into the boat and then escaped. Alameda county and cal fire crews have been battling a grass fire near livermore that started last night south of livermore. Videos and photos tweeted out show fire retardant being dropped on the flames as you can see the smoke billowing. The last report says 44 acres have burned on the steep hillside at this point the fire is 20 contained. We expect an update on those numbers any minute. The crash on i80 is not going away, both directions are slow because of this crash at the campos parkway. Highway 4 is slow as you drive through traffic is going to be okay on 680 but if you are driving from pleasanton to fremont it will be very slow because we have an earlier accident that just cleared. Doug luzader live from houston is so what is the latest . Reporter good morning, conditions have gotten worse, we have seen the wind and rain kick up. The flooding has gotten a little bit better in downtown but the expectation is the floodwaters will get even worse day after day of rain as the storm circulates right overhead. Some of the rescues have been dramatic perhaps thousands have made it out but many more waiting for help. Some of those who escaped are having a tough time describing what they have been through. Volunteer and rescue boats are trying to meet the demand with helicopters plucking some from rooftops with houston bracing for more rain totals approaching 50 inches in some areas before harvey finally departs this week. Those shelters are quickly filling, rescued residents arrived by the truckload at the Downtown Convention center some clutching their belongings. Near the coast the scenes of harveys fury were becoming clear but beyond the wind damage the extensive flooding could be even more dangerous. President trump monitoring the response adding to his disaster declaration he will be in the region tomorrow where he will see firsthand the devastation and the community banding together to respond. The navy is sending helicopters about 15 states are sending First Responders to assist in rescue efforts and that could extend into the coming days getting people out of their homes and into shelters. There are questions as to why people were not evacuated just ahead of the storm, is there a break . Are people evacuating ahead of the next coming rounds . Reporter im sorry, i think that was something about the evacuations. Yes, there is some controversy as to if houston should have evacuated that is a debate that will continue for some time. The governor supported the idea of evacuations and local officials did not think it was necessary. At this point it could be a matter of debate but the bottom line is that people did not evacuate and a lot of them this morning probably wish they would have. The traffic is looking pretty good in both directions. At the san mateo bridge people have been using the san mateo bridge and the dumbarton bridge instead as alternate routes. Vacaville is not recovered yet, we had a major accident on 80 near manual campos parkway and traffic in both directions is going slow. Highway 4 is also slow. We do have a tough morning, 7 38 lets go to the desk. Fire crews are battling the grass fire in the hills south of livermore. Cal fire told us new numbers it is 40 contained, 44 acres have burned. Allie rasmus live near livermore where the fire is burning and crews have made some progress but their job is far from over. Reporter the progress as you mentioned it is 40 contained now it was 20 contained last night and it has not grown at all since last night. According to cal fires latest update the fire has not spread this morning which is the good news. One of the challenges today is the very hot weather here in livermore. Looking at the thermometer behind us, 60 degrees in livermore, it actually feels warmer with the sun up and the temperature could get up to 108 today in livermore. That will be adding to the challenges in battling this fire. Here is a map of where the fire is located in this remote area near crane ridge road about eight miles south of incorporated livermore. Alameda county firefighters say that the terrain is tough. They showed us this video of the plane dousing the hills with fire retardant and as of the latest update from 10 minutes ago, 44 acres have burned in the hills. Definitely some progress compared to the 20 containment overnight. The fire started along miles road at 6 30 last night. Cal fire, fremont, pleasanton as well is working with Alameda County to put out the fire. We know the fire is not threatening homes but there are reports it could be threatening highvoltage power lines. We are working to confirm that information. Helicopters plucking some from rooftops and houston is bracing for more with rain totals approaching 50 inches in some areas before harvey departs. We still have people who are trapped in floodwaters and homes. We have to get them to the shelters. Those shelters are quickly filling, rescued residents arrived by the truckload at the Downtown Convention center with some clutching what belongings they could. Near the coast this seems of harveys theory were clear but beyond the wind damage the extensive flooding could be more dangerous. The fire started last night and has burned through 44 acres. Allie rasmus is live near the fire with the difficulties that crews are facing now that the sun is up. We are in downtown livermore this fire is in a remote location we cannot get to but there are several challenges involved in the fire. One of them, the very hot temperatures. The thermometer on this bank behind us says 72 degrees, one hour ago it was 69 degrees so it has gone up more than 10 degrees in the last hour. Steve paulson says it could reach 108 in livermore today. As warm as it was yesterday. The other challenge is the remote location. Here is a map it is not in an area where we can drive. It is off of crane ridge road eight miles south of livermore. Alameda county firefighters say that it is steep and rugged terrain. They shared this video of planes dousing the hills with fire retardant. As of 7 00 this morning the fire had burned 44 acres at 40 containment. That is an improvement from overnight when the fire was 20 contained. The fire has not spread and it is not threatening any homes. It started last night around 6 30. Alameda county Fire Fighters are working together to tackle this. They did make progress overnight but the fire is now 40 contained with the hot temperatures today definitely presenting an additional challenge to the firefighters. I dont see any wind behind you which is good news. Reporter yes, the air is completely still so we are waiting to talk directly with cal fire about the weather conditions and how that could help or hurt. The hot temperatures will make things difficult but as you mentioned there is no wind where we are. Where the fire is happening is eight miles south of here so we dont know if the conditions are different in the hills and valleys but, this area where all of the firefighters are located is very remote and we have heard the Cell Phone Service is very spotty so we are having a hard time getting in touch with them. We will see you in the 9 00 hour. A retired superior court judge will travel to superior court in santa clara to hear a legal challenge in the recall of judge aaron persky. Jesse gary joining us live from outside the courthouse to explain more. Later today a retired judge from San Francisco will make her way to the courthouse here in downtown san jose to hear the case. Last tuesday attorneys representing the Attorney Generals Office filed documents appealing a court ruling which granted aaron persky a temporary victory in the battle to recall them. The file documents from action secretary of States Office wanted an appeal allowing the collection of signatures to begin the recall. Judge persky filed an injunction in the effort saying that the secretary of state of the county registrar should oversee the recall. Persky is infamous after sentencing brock turner to six months in jail for sexually assaulting an unconscious woman in 2015. Turner served three months and was released in september. The sentence outraged many in the womens right movement which led to the recall efforts. Persky defenders say the sentence was fair and the judge did the right thing.
