Katsuyama. Reporter federal immigration and customs say when Juan Francisco Lopez Sanchez was arrested in San Francisco thursday it wasnt the first time he had been in county jail. Police arrested him on homicide charges after wednesdays random shooting on pier 14 after kate stinely who had been out taking a walk with her father. Lopez sanchez has seven felony con vic, four involving narcotics and three for felony reentry. I. C. E. Agents took him into custody when he was released from prison. They handed him over to San Francisco Sheriff Department for an Outstanding Police warrant. He was deemed a threat to i. C. E. Took custody. The detainer was not honored. The sheriffs Legal Council says Lopez Sanchez was released from jail on april 15th. When he came here he came because he had outstanding criminal charges here which were marijuana related possession of possession for sale or possession of marijuana. Those charges were dismissed the next day. Reporter San Francisco was one of more than 300 municipalities. And i. C. E. Had not obtained any warrants or court orders to hold sanchez. There was no basis for us to hold him based on both the City Ordinance and our own policy. Reporter an i. C. E. Official told us tonight they dont have the resources to get court orders for every case. Just last year they deported 870 people whod had previous convictions. This is highlights the challenges between i. C. E. Agents. And were seeing some president ial candidates using this case. San franciscos policy of being a sanctuary city came under scrutiny in the 2008 case of edwin ramos. An undocumented immigrant from el salvador. He was convicted of killing a father and two sons in the case of mistaking identity. Authorities twice shielded ramos because he was a juvenile at the time. Now to the suburb of fulsome where an investigation is under way into the unusual death of a 17yearold man. He was crushed by a staircase that suddenly collapsed. It happen at the willow creek apartments. The stairway from the third floor to the second just gave way apparently without warning as that victim and a friend were walking down. His friend was not hurt. But was clearly shaken. We were walking down the stair collapsed. And i barely make it out of that collapse. And he, the victim was just behind me. The stair way collapsed. Reporter the victims name is not being released. Neighbors say there have been problems with the stair way there recently and they say work was being done to replace them. City inspectors went to the apartment complex to make sure others are safe. And you may remember, a balcony collapsed during a birthday party. Six people were killed and seven others badly injured. Berkeley city Officials Say water rotted the wood and weakened the balcony. In this case the Alameda County attorney is seeking charges. Today a fireworks display as the bay area kicked off the 4th of july weekend. It is a july 3 tradition, and amber lee is live at the richmond water front with a show that just wrapped up, hi amber. We will have patchy fog pushing back into the bay. 9 00 temperatures, 9 30 back into the upper 50s. Because people were going to call the cops earlier too. It just lucky no kids were hit. Police in rohnert park are looking for a man in connection with the shooting of a prostitute. It happened early yesterday morning on conners boulevard. The woman was wounded in the neck and in the leg. Investigators say the victim is not able to talk and theyre having trouble developing leads. Police say the gunman was a customer of the prostitute. Hes described as an African American man, large build and about 30 years old and likely used a. 44 caliber revolver. He left behind a sweatshirt and eyeglasses. If you reck recognize the man they want you to contact them. A 65yearold track coach has been arrested accused of having a sexual relationship with a 19yearold. Keba arnold reports, the girl just graduated from the school. Reporter he was taken into custody last night when he got off of a plane with his wife as they returned from a vacation in hawaii. They say she appeared to be shocked. Desler has been a field and track coach. He coached the girls track and Cross Country teams last year. In previous years he coached boys track and tennis. By some accounts he was well liked and had been friendly with many families from that school for many years. The Sheriffs Department says the investigation began after the 17yearolds mother looked at her daughters cell phone. The mother of the victim actually first approached the nevato Police Department about some concerning texts she had found. Reporter deschler had a relationship with the girl and in february it became sexual. His phone and computer were both seized while his home was searched last night. He was released on 100,000 bail this morning. Authorities have also obtained a Court Order Order barring him from any contact with that teenager. Fire started just before 4 00 p. M. West of interstate 5. The fire burned close to home but no evacuations were ordered. A lightning sparked wildfire burning south of lake tahoe is almost fully contained. The so called washington fire broke out on june 19th near the small town of markleyville. Today states rout four and 89 in Alpine County reopened. Firefighters are still working to extinguish a fire in sonoma county. The fire started yesterday and has burned 4,500 acres. Big users paid much more in effect subsidizing some of those savings. Worried the big commercial and residential users of electricity are paying way more than their fair share for electricity. The commissioners changed the way electric rates will be calculated. The majority of rate payers are going to see an increase in their monthly bills. So that the high end users most of them will get a discount. Thats going to be the impact and thats what we makes no sense is completely unfair. What is the percentage of customers who elected to pay higher rates as opposed to the percentage of customers who are going to pay lower rates. Dammed if i know. It hangs over the George Washington bridge with spans the hudson river between new jersey and new york. Weighing 450pound, this flag is the largest free flying American Flag in the world. Its unfurled only nine times a year on national holidays. The flag is kept inside a giant tube attached to the bridge. The tradition of flying it started in 1947 to welcome military personnel back from world war ii. A historic vote for greece will happen this sunday. Today we learned that the state has launched a new 300 million project to evaluate the safety of this material. They will take a look at the air quality above indoor and outdoor Synthetic Turf fields and playground mats. You know what they say when life gives you lemons make lemonade. After learning that the magic park had been vandalized two young girls stepped into action. They opened a lemonade stand. All the money will go to restore a playground that serves everybody, even even children with special needs. I think everybody took it to heart when the playground was van calized. Vandals are estimated to have caused 40,000 in damage. Such a shame but great to see the Community Rallying to make it better. A test at wimbledon to tell you about. The warning campgoers are getting this weekend. we have some breaking news right now an accident is blocking traffic near the bay bridge toll plaza. This is a live picture from near the mcarthur maze. The brake lights are cars on emeryville. The accident involves four vehicles and at one point blocked as many as five lanes. Its going to be a concern all the way through the month of october. No major heat in the forecast right now. We have a few high clouds approaching parts of the bay area including parts of the sierra. For the most part we just have the typical low clouds and fog regrouping near parts of the bay area shoreline. Current wind speeds, we still have a pretty good on shore wind.
