They also say the woman is that the car took the victim cell phone and so they used that location track the thief to oakland. Officers say thats where they saw 2 women get in a car on Martin Luther king avenue and when they tried to stop them, they took off after short chase, the woman got out and made a run for it on east first street, police were only able to catch the driver and they confirmed that shes the woman they saw in surveillance. Shes been booked into the Contra Costa County jail. In the north bay. Investigators have identified now the mother and child found dead in their home last week in santa rosa. 54 yearold cynthia embrace and 10 year old maximus monroy. They were found dead wednesday in their home on summerfield road. And you can see they had that scene roped off for about 12 hours as police investigated. The final coroners report is still pending. But at this point, they say that the mother stabbed herself. However, the child did not have any physical or visible injuries. So the cause of death still being investigated. Well, now to an update on a story we first brought you yesterday right here on the kron. 4 morning news that fbi raid of a prison where former employees have now been charged with sexually abusing inmates. As we reported, agents seized computers and documents. 8 former employees, including the former warden are now charged with sexually abusing inmates. At that all womens prison. In dublin, this has been a years long investigation. And we spoke with a volunteer with the California Coalition for womens prisoners and she believes this raid has to do with the lawsuit against the federal Correction Institution and the federal bureau of prisons. Over 2 years that ive been visiting people at dublin. Theres so much retaliation for people who speak and for survivors who bravely talk about whats been happening there needs to be like overhaul the prison system in order for this abuse to stop. Scandal has been one of many plaguing the federal bureau of prisons. Police meanwhile, are investigating an attempted car theft and shooting in san lorenzo. It happened early monday morning on the 17,000 block of via magdalena. A resident confronted 2 suspects who were trying to steal their car. The suspects opened fire on the victim before speeding off in a dark colored car. Fortunately, the victim was not hurt, but police want to remind you that car thieves are usually armed. Will this rent stabilization ordinance in concord has been an issue for years and these new changes were set to go into effect april 5th. But the concord city clerk recently received a proposed referendum petition that may now leave things up to voters in november. So lets take you back to the beginning. Last january, conquered officials wanted to enact more tenant protections and they wanted to do this by amending the citys residential tenant protection program, an increasing protections for just cause evictions. It would expand the citys rent registry and establish rent stabilization programs. It would also limit rent increases to only 3 or 60 of the Consumer Price index. Whichever was cheaper. This would also only apply to multifamily complexes or 2 or more unit rentals that were built before february of 1995. And it would require landlords to have just cause before evicting tenants. The Council Passed this ordinance last month, voting 4 to one in favor of the ordinance and they finalized it last week on march 5th. But some say the changes would punish landlords, adding that the rent raises would be too low. So last week, concord citys clerk, they received a proposed referendum petition indicating that there were plans to gather signatures and place it on the ballot in november. In response, the City Attorney says it now has 10 days to prepare an issue and impartial summary and the petitioners will have 30 days to gather around 7200 signatures from registered conquer voters. And once theyve verified those signatures with county officials, the city will have to either repeal the ordinance or placed on the ballot in november. So as of right now, those changes that were approved last month in that vote of 4 to one have been halted. And as we get more information over the next 30 days and they gather those petition signatures or they dont, well keep you updated. Thats a very latest in the newsroom. This after 2 taco bell restaurants in oakland decided no more Indoor Dining because of safety concerns. Councilmember noel gallo said its time for the National Guard or another Law Enforcement agency from the state to help come in and make oakland safer. Those till taco bells that closed their Indoor Dining are at 35th and macarthur and the other along heggen berger road taco bell says that its doing this to provide a safe environment for team members and customers we need to enforce the laws that we have. Well, California Attorney general rob bonta now taking action to help reduce gun violence with the help of a new program. So the states armed and prohibited persons System Program will help keep guns. He says out of the hands of people who shouldnt own them, theyre prohibited from owning them. The Program Cross references data from gun purchases with a list of people who arent supposed to own a gun either because of a felony or misdemeanor convictions or Mental Health concerns are other reasons. The state then comes to take those firearms away. Bonta says this will help Keep Community safer. Take a listen. As of this program, organs are off our streets and out of dangerous hands. More schools, places of worship, dance studios. Workplaces and neighborhoods. They are all. Last year the state says it seized more than 1400 firearms from those who are not allowed to have them. Bonta maintains the program does not target legal gun owners. There are critics of the program, though, the point out the majority of the investigations are still pending and creating a large backlog for the state Assembly Member Assembly Minority leader James Gallagher said, quote, while attorney general bonta chased headlines, the department of justice has barely put a dent in californias backlog of gun owners, removing fewer people from the apps system last year than the year before reducing the backlog of the legal gun owners must be the doj absolute highest priority. Police have decided to reopen the case of the 63 yearold asian woman who died in San Franciscos bayview last year. Jan phone woo died after she fell on the sidewalk and hit her head at the intersection of 3rd and egbert. Despite witnesses saying that somebody pushed her from behind. Investigators ruled her death was an accident. And now a year after closing the case, police say new evidence has emerged last week they arrested and charged a person who assaulted a 71 yearold asian woman. Just a 5 blocks from where fell. Police have not confirmed the person they interviewed in the will attack is the same person they arrested last week. But Charles Zhang with the Asian Justice Movement is demanding Police Release video of that first attack. There was a conclusion reached that that death was an accident. And so now here we are the next and the same person apparently attacked another elderly asian woman. And so i think its high time for the public to be able to judge for themselves. I think one way that we could do that is by viewing the video of that first attack. Zhang says that he is pleased the investigation has resumed and he also wants the police to investigate whether the victim was targeted because she was asian. Students, faculty, alumni and others marched on uc berkeleys campus for an event called liberate the gate. Students deserve safe access to campus. That name of the event in reference to propalestinian protesters who blocked gate on campus for weeks. Demonstrators say the university failed to response to instances of antisemitic violence on campus and they say the university is selectively enforcing campus policies at the expense of jewish students. When theres a student or Student Organization that is violating policies such as protesting and blocking, say their gate to enforce the policy when the University Administration doesnt enforce policy. That results in a hostile unsafe island campus just 2 weeks jewish students were not able to have a rally that they wanted in a speaker. Because a pro palestinian demonstration happen and that forced police to evacuate all the attendees and the israeli speaker who was there for that event, a statement from uc berkeleys vice chancellor says the schools trying to end protests to violate campus rules by using established protocols and only involving Law Enforcement as a last resort. 7. 40, is the time and local animal shelters are. Oakland Animal Services dedicates its time to caring for animals in the hopes of finding forever homes. But currently director and done has a crisis on our hands. Our right now is the most weve had in over 15 years. The shelters intake is receiving at least 12 dogs a day, nearly 350 a month. According to dunn. A big reason for the increase is that dog owners cant afford to keep their pets. Its a problem at other animal shelters in the bay area as well as that animal care and control receives a lot of dogs that are surrendered from their owners because of economic hardships. Another big problem there is that animals are taken from their owners because of things like animal cruelty allegations, not adoptable, but taking up space at the shelter during pending litigation. Dunn says when shelters are full, the probability of dogs having to be euthanized, increases. Our reality with this situation is that we are contemplating euthanizing for space.
