I counted about 50 emergency crew people behind me and the whole is at the very center of all these people where a person is apparently buried under 8 feet of dirt. Now, these rescue technicians have been here for about an hour and a half. This call came in around 10. 35 at the 1100 block of the street at the visit, street and oak. We have Fire Department crews, as i said and what i did notice, stephanie, is when i first arrived, it was extremely busy loud. Everyone was focused on the whole in terms of rescue crews. They had what looked to kind of an air sumption take machine. You can see kind of what the black to over the top. That was down in the hole in the ceiling kind of work in the sector. That was on top of the person out. I notice that machine has since been shut off and trying to Pay Attention to see it. The person is out of the hole. I i dont see that at this time, but its clearly the commotion that was happening has calm down. Im going to be here on scene to monitor this. Of course and see how this rescue effort takes place for the rest of the day. Hopefully soon. And im going to keep you updated as we get Updates Police department here, stephanie. All right, robin, out curiosity here was this a construction site of some kind just try to get some context in terms of why there was a trench in the middle of the road there. Well, they called it a trench collapse. I because i was kind of looking around 70 when they did arrive to see maybe a pg and e truck or, you know, a lot of times when youre driving in any city, youre going to see people working on sewer lines, on water lines underground and theyll have like a lane blocked off. Thats pretty normal. And i thought maybe that what was happening here, but i dont see and vehicles of that type. So im not sure what exactly this person was doing, whether they were underground working as city worker. Public works worker, were still working to determine why this person was here, why this happened hopefully those details will come to light in the next few minutes or stephanie. All right. But he says theres been a surge in oil cost barrels are now about 90 bucks, but also down south. They say that the refineries are having some issues and dealing with maintenance, which is driving up the price. Governor gavin newsom was in the la area yesterday was interviewed by fox news specifically regarding the gas prices that they saw at 7 a gallon, 4 a gallon and every other state. 7 i saw that your as of today. I monitor this very close. I just did a special session. The first state in the country to price gouging legislation with monitor just went into effect. These Oil Companies are ripping us off to only sale, a dollars and per gallon for gasoline tax. When you add the gas tax you add cap and trade and you add the low carbon fuel standards and then periodically ad and im being as transparent i can be. And you add our unique blend. You get a differential around 0. 85. We are looking for ways to save money. The best advice we have is to download those apps that tell you where the lowest gas is. An overturned car blocking eastbound lanes of the dumbarton bridge has now been moved after hours of work. Kron fours will tran was on the sea. Both directions of the dumbarton bridge finally reopen to the public. More importantly, the eastbound direction, the westbound was always flowing. The accident was not on that side, which is on the right side of your screen. Its the left side where 2 separate accidents happen that shut down the eastbound direction before the 6 oclock hour. And that around 9. 45. In the torning, they finally reopen to the public and you can see heavy equipment moving along the eastbound side. Theres a pickup truck that is wonderful news. If you need to go from the peninsula to say to newark and fremont. As far as the morning commute damage already done as people were taken off of the dumbarton bridge. We will zoom in on the rise. Finally, cars are moving along on both sides of the rise. The right side is the westbound side. The left side of that rise. Thats the eastbound direction moving along. Finally. But even the westbound side, Collateral Damage because he was backed up all the way to 8. 80, before they even got to the toll plaza because it was so slow and go as cars slowly moving past the accidents cause bumper to bumper and then finally, the westbound side cleared up at around 8. 30, or so. And then at 9. 45, the eastbound side. Fortunately the dumbarton bridge is not the workhorse east bay. As far as people coming back and forth. That is the mateo bridge but you realize how important it is after accidents caused it to pretty much clogged and both sides of the bridge. Back to you. All right. Lets talk about our forecast now taking a live look outside at downtown San Francisco. We see a little looks like a helicopter that might be a flying over the city at this moment. As you can see, weve got blue skies, just kind of wall to wall here. As we look at the east bays look at san jose, the Golden Gate Bridge to lots of sunshine. Wind is relatively calm. We didnt see it pick up yesterday. Its going to the same thing today. Well get that on shore flow restarted. A very breezy conditions are right now. You can see by highestever Half Moon Bay at about 15 miles per hour. Current temperatures, were at 62 in downtown San Francisco. So were a little cool there. 75 in santa rosa in antioch. 76 in concord, san jose about 71. So were going to be above average today. And you can see were gonna get a lot of sunshine. And as we take a look at stormtracker 4, you see basically nothing right. I have to zoom out in order to see any of the cloud cover thats still up in the pacific northwest. They are finally wrapping up some of that rain today that theyve gotten some recordsetting rain for them in places. But we are just lovely. So normally this time of year, we would be about 71 in San Francisco. So were looking at about 69. But you can see as we look at our inland spots, were about where we should be or a degree or 2 warmer. So a very seasonal kind of day, very similar to yesterday. Only a couple of degrees warmer, perhaps inland. But were going to see some big changes coming our way. And that is because another front is going to come rolling through another kind of earlier season storm for us. Its gning to give us a little bit of rain. Ill be back in a little bit. And happening tonight, the Oakland Police commission scheduled a town hall meeting to get the communitys input on the search for a new police chief shortly after taking office earlier this year. Mayor sheng thao fired former chief Leronne Armstrong following an investigation by a law firm that found that she failed to discipline an officer for misconduct. Appeals court later cleared armstrong of any wrongdoing. Former general counsel of the oakland naacp, Robert Harris made the case for rehiring armstrong. Have communicated with the Police Commission. And as a matter of we believe even without a recommendation of the Police Commission that to the may cause you to rehab him. Community members will be able to weigh in on whether or not armstrong should be rehired or if the city should move forward with a different candidate. The meeting is happening tonight at Oakland City Hall 06 30pm. And coming up live here on the program, mayor sheng thao joins us for discussion on crime in the city. Stay tuned for that. Piedmont police chief Jeremy Bowers says theres been 10 robberies in the city so far this year. The chief also revealed crime stats showing assault vehicle, theft and larceny thefts have all jumped substantially over the last 3 years. Sari kaplan, who has a young family is considering moving out because of the increase in crime. Love our home have, you know, the meet the parks schools on using. But safety is you cant make sure its safe were going to chief powers says his department is trying to be proactive in response to these crime trends that involves having a fully staffed well Trained Department and using Technology Like safety cameras, longtime resident sean t brian says the community should look to each other for solutions to curb crime. Although it is its everywhere dont think its time panic. Questions came up about Alameda CountyDistrict Attorney pamela price is approach to criminal justice. The chief says changing out price would not change much. Only focusing on va is to the detriment really addressing these problems in a holistic way. They need to be addressed. Individual for signs of life. Fortunately, 2 hours into this, its that were naming this a fatal incident after being evaluated by paramedics and Department Position again, unfortunately, the individual did notdsurvive the injuries associated to whats going to happen next is this. I will be turned over to investigating authorities, which is not the francisco told what here. Only the medical examiner is on and theyre going to be. Get and respect of this individual who has lost his life. One that we have Utilities Services here in San Francisco. To the family, the friends and the work goes for this individual. Francisco Fire Department remain on scene im this close amount of time for safety related to this construction site. This is other league trump first area and or gore, if youre traveling in San Francisco, use all help you by pointing area. Rescue like so the technical rescue for this french tactical rescue. It has a lot requirements to ensure the safety of not only the victim, but also the firefighters and rescue workers affecting this rescue. We have special equipment such as tripods and shoring equipment. We have to make own shoring equipment, which is why you saw firefighters cutting boards and so that we can u. S. Dollars stay working location for us to reach that individual. Requested assistance from our agencies for back interest, which was quickly dispatching was quickly on food. The helpful remove a lot about reason that we can effectively reach that individual. We utilize all search and tracking canines to help. Figure out exactly what individual may be out within the footprint of the work site so that we can work around that location to pose more pressure or effectively cause more injury to that individual. And as were effectively, forming this rescue. We have to read that has to be carefully removed. So its falling down. We have soft soil thats continuing to come into the hole. Well, we have to evaluate, which is what were using the vacuum we have to be cognizant where the victim, as were taking around that individual be moved but we also have big part of potential associated how to move about. So you can with just small amount information provide whats involved why theres a lot going on with one goal last why would that were being used . Were they doing with so were dispersing. Are also using those to shore up the sides of the area within confines spears that were human search and rescue action tonight. Her job is to be attacked in live victim in that is associated to collapsed because he was able to indicate that there was an individual that did not. But that. Walking up the reports from individuals that were working on site stating that there was an individual and that was a San Francisco fire spokesperson walking us through what they say happened with that trench rescue. Again, thats at 1100 at the 1100 block of the visit. Barrow street in the city. 2 hours into that rescue attempt. Authorities say that they determined that to be a deadly incident. They say that this will now be turned over to investigating authorities, not San Francisco fire to figure out exactly what happened here. And officials also say a medical examiner is on scene and San Francisco fire will remain there for an unknown amount of time because of safety reasons related to that construction site. Now, they also say that the roadway where this collapse happened is described as a heavily trafficked area. So people are asked to please stay clear for the time being again, thats at the 1100 block of dove is a street in San Francisco, a fatal trench cwelcome back. Doe your teenagers seem to be checking their phone quite a bit . Well, new researchers excuse me. New research may be revealing the cause behind this is most of us know we can get hundreds of notifications on our devices. 24 7. Well, this new report looked at smartphone use of 11 to 17 yearolds. And the study found this group gets at least 237 notifications per day about 25 of those notifications popped up during school hours. The report also found teens check their phones on average more than 100 times a day. More than 66 of teens say they find it difficult to put their phones down. Something to think about. This continuing in the area kinda visit darrow streets. Emergency crews working roughly 2 hours trying to rescue a worker who had fallen into would become trapped, rather in trench we hear, but they were trapped under 8 feet of dirt according to San Francisco fire officials. The worker was in the trench when it collapsed. And we heard from our rob nesbitt at the top of the hour. That crews tried to use a large vacuum sort of device to try to remove the dirt that had buried that worker. They were also using size of the trench. They were putting plywood on the sides of the trench to try and get the work or out. Unfortunately, we do know that worker has died. This was a fatal incident in a medical examiner is on site. The public is asked to stay out of this area. Again, at oak and a visit streets San Francisco because this is typically a high traffic area. Lot of cars go through here but said the public is asked to stay clear while investigators continue to figure out exactly what happened here. All right. Switching gears now talking a bit about our weather, taking a live look outside at the embarcadero very blue out actually. Lets check in now with kyla more. What we need to know. Yeah, it is a gorgeous day out there. Very similar to yesterday. You can see as we take a live look here at Half Moon Bay. A lovely out there right now. 63 degrees. 62 in downtown San Francisco, but were starting to warm up a bit inland. Were looking out to get into those 80s again today. Mid 80s in some spots could see cardiff to 78 degrees. So some nice 70s starting to show up. These are the highs and looking out for so we should be kind of at or sligrtly above average today and that means one more day of this. Before we start to see a real pattern change in our weather. Take a live look from the east bay. Again, another look at those beautiful blue skies. But lets talk of those inland valley temperatures which today should reach into those mid 80s by tomorrow with a system coming through down to the 70s upper 70s by saturday. Just low 70s. You can see we do start to recover as we work our way through the last part of the weekend. But the reason for the temperature drop is because weve got another low pressure system headed our way now today. Not here yet, right . So we get the blue skies and a Beautiful Day out there. But as we work our way to friday, well start to see some clouds roll in and this will bring a few showers as well as the cooler air that will come in behind the front. So timing this out. Just kind of show you how this works out today. Really nice. Tomorrow. We start to see some of these clouds show up. You can see this is about 4, 34. 45 tomorrow. And it isnt until later in the day. So now im taking you just a few minutes for midnight. The models are starting to show some of these showers are going to be popping up and they will be scattered and some of them could likely be heavy. And you can see especially overnight from friday night into saturday morning. Now taking you throughout saturday and showing that unsettled weather continues. So it is rather widespread, but it will be kind of not everybody all the time. Right at his first totals are concerned. Right now the models are looking out for about a 10th of an inch of rain for us. It looks like will be some higher totals as you head south of us into spots like monterey and down into the central so it is going to change our weather quite a bit from where we are today. Beautiful out there today. Cooler tomorrow will look out for that rain basically friday night into saturday. I think a few little pops could you know, through sunday morning, but thats about it by sunday afternoon. We should be clearing up some nice sunshine and some upper 70s inland, low 70s around the bay and 60s out of the coast. And then next week, we will start the week, sunny. San francisco is one of 7 california counties launching the care Court Program on monday. Governor gavin newsom introduced the Pilot Program to try and connect people suffering from severe psychotic disorders with treatment and housing. Starting next week, the care act will allow anyone to file a petition online for someone living in San Francisco who may be suffering from a psychotic disorder enter into the care court system. A longtime licensed clinical social worker tells us he is hopeful that this intervention will live up to its promises. Oftentimes people can see the path out. And it does take sometimes other folks show in the past and really trying you know, really trying to give the person a different experience. And that does take either trust or it takes somebody saying, you know, lets try it this way. I know, you know, want to do it. I know that its, you know, that its not but lets try it this way and see how it works. And i have seen that approach really make a transformative difference in peoples lives. To qualify for care court. Take a look at your screen there. A person must be at least 18 years old experiencing severe Mental Illness have a diagnosis of schizophrenia or a related disorder and be deemed unlikely to survive without supervision. Among other criteria, participation is voluntary. And hes been any pleads not guilty to charges of sexually exploiting a child in her care. Now, prosecutors say there may be more victims. As with anybody else, im always in shock. But ive been doing this for about 30 years. And so nothing really shocks me. But it is a reminder to everyone out there that, you know, sometimes the people closest to us people, we bring into our home coaches, teachers, we always need to be vigilant for children in just really never let our guard down because you just never know. Paul graves is a deputy District Attorney with Contra Costa County and in charge of the assault unit. He says that they are continuing to investigate the case against Manny MichelleNicole Hidalgo wearing a green jail issued uniform head down, go appeared behind a glass partition Martinez Court wednesday. The 28 yearold man is facing 7 counts, including lewd acts upon a child using a minor for acts and distribution of child. Prosecutors say a multi county task force alerted them of incriminating images allegedly posted by hidalgo on a social media website. She was arrested at her antioch, home and booked into jail. I believe there could be more victims based on what ive observed so and so we would encourage anybody to reach out and contact our internet crimes against Childrens Task force. If they have any information or if they any concerns and we can conduct followup from there. Hidalgo entered a not guilty plea. The matter is set for a bail reduction hearing next month. Currently she is in custody with bail set at 700,000. Is District Attorneys office going to fight allowing her to be out absolutely. Shes a danger to the public. This should not be out until the charges side. You have anything to say, ladies. Is michelle innocent of these charges outside court. The supporters had nothing to if a is found guilty, she could face a maximum of 14 years in prison and be forced to register as a offender. Hear martina story says stasio kron. 4 news. We turn now to the city of oakland which continues to grapple with crime in its search for a new police chief. Joining us live never discusses mayor sheng thao. Mayor, thanks for being here. Course. Thank you for having me. Mayer. Its no secret the city of oakland has a serious issue with crime. You inherited quite a problem here. A 200 of your Small Business owners shut down on tuesday to demonstrate target is leaving. Are you hearing the concerns of your community . Absolutely. You know, im equally frustrated as well to my administration. Were focused on making oakland safer for residents and businesses. And so weve taken a number of steps to bolster Public Safety. We know that, you know, prepandemic we saw a decrease in crime and then postpandemic. Now were seeing crimes that are being committed that are that doesnt look like crimes that have been committed previously. Right. The brazenness is different. And so were adjusting as well, too. And this month, i just 6 announced expansion of foot patrol officers and Business Districts throughout the city. And my administration brought this program back earlier this year because it had been discontinued for several years. In the past. We brought it back and now were doubling up on it. Of course, we also have chp was helping u. S. Patrol our streets. We know that people are driving in a way where they look like theyve lost their minds. And so chp, air patrolling our streets, making sure the people drive appropriately. And of we are working with visit oakland on our open grant where we are providing grants to to businesses and Business Districts to really activate the areas and get people to come out again. This is support of our Small Businesses in in support of keeping oakland, vibrant and safe. And hopefully those initiatives do make a difference here. Your city is also seeing a huge uptick in auto thefts and burglaries. As being done. You know, just yesterday, one of our ceasefire cases resulted in the arrest of 10 individuals and the recovery of a dozen firearms last week working with the u. S. Marshals is part of the operation northstar opd apprehended 137 th it is on crimes here in the city of oakland. And so were not taking this lightly at all. Actually. You know, of course, we know the investigation does take some time, but it is that we are seeing the results again. Theres been 10 individuals arrest just this week. And last week we arrested 137 and so it does feel as though it is taking some time. Do know that as your mayor, i know that the buck stops with me. So that is why we are not waiting until we have a Permanent Police chief or a department of violence prevention chief. We are actually taking the steps were key inter agency wide and making sure that were making the rest in taking the people who are creating trauma really creating the chaos and can and the society that theyre brought to justice. So it sounds like the rest are happening. But i spoke the other day with some oakland residents. And they say that in some ways it really feels like crime has become normalized in oakland. It would you agree with that and how much responsibility do take for that . You know, crime should never be normalized in any city. And we dont believe that crimes here. Even the thing, you know, breaking windows, that is not a normal status quo. I do agree that this is not the standard that we want to want to take on. And so this is why we are activated. We are working with the attorney generals office. We are working with were working with the sheriff. Not just apple. We have undercover investigations that are ongoing right now as we speak. And so you will see you will see that theres going to be people brought to justice. But the standard of how how much crime is happening in the city of oakland not the standard that i ever ok with. And so were moving forward in a way where we are. Know the urge of the urgency of this moment. We hear that people in and not just that, but the crisis that were in and were tapping every Single Agency to come and support. And again, youll youll start seeing the results of some of implementation. Okay. And you personally take any responsibility for this increase in crime that people are feeling incredibly frustrated about. Well, you know, prior to the pandemic, we saw a decrease in crime. After the pandemic, you know that weve been out of for or semi out of the last 2 years. I mean, we did see increase in crime. I am the mayor of the city of oakland, even though i started my job just 8 months ago, the buck stops with the mayors office. So i take full responsibility and how we move forward and how we can create a better standard for the city of oakland. And so absolutely we are moving forward with making sure that were implementing things that we know will work, will save lives. And for me, its incredibly important that the traumatizing of our constituency in our residents, that that is no longer the case. And so the urgency is there. And again, we have already arrested 137 people under operation northstar. Weve arrested and taken off multiple guns just this week and and arrested 10 people for those illegal firearms. And were going and this is just the beginning. Now, turning now to the search for the new police we know that the naacp in oakland has been quite vocal on this. Have you gotten any progress updates from your Police Commission at all when when it comes to the search . Still, the police again, the Police Commission is responsible for doing the first steps of the process regards finding a new place chain. Im im hopeful that theyll follow their timeline submitting to me top 3 finalists either at the end of october or in the beginning november, it sounds like they are. They will be on track long as they keep up with the efforts. And so im excited to actually meet the 3 finalists in going to the interview process with them. You know, the commission is holding a public town hall tonight to talk about the search for a new chief talking about possibly bringing armstrong back. Do you have any plans to be at this meeting and how what would your next steps be if Mister Armstrong was a candidate for the role . You know, my administration, going continue to focus on it. You know, how do we reform opd . According to the federal oversight, which we have been under the federal oversight since for 20 years now because of the writers case, right . And so because of that, you know, my main task here is to ensure that opd gets out of the federal oversight and that were just not checking off boxes, but that were policing in a way where its constitutional policing all at the same time, making sure that we need these you know, deadlines in spots that the judge, the federal judge in the monitor is tasking us with. And so for me, its important to have a chief who can come on understand not just the culture of oakland in the community of oakland and be a part of but at the same time, hold the stand or hold a stand of making sure that we create the reforms that are demanded of us by the federal oversight. And so that means that chief must be able to work with the federal monitor and the federal judge. And unfortunately, i dont believe that that would be the case with Mister Armstrong.
