Yeah chilly mornings but well make up for in the afternoon see plenty of sunshine. Good morning. Marty good morning, everybody and in our longrange forecast maybe even get some water rain going here too that would be what the Doctor Orders will see some of that as well. The meantime enjoy some nice fall weather going on today and through this weekend theres a live shot of sfo, no delays being reported this morning as marty was talking about some chilly temperatures to start things off you know we dont how much the way of winds dry air clear skies thats the recipe for the radiational cooling so we have some 30s up there in the north bay off to the east bay cool 40s over the east bay hills and then some upper 40s along the east based shoreline. 51 meanwhile 4 San Francisco. So the players are pretty much all set up for us we have a nice dose of High Pressure thats keeping things in not providing dangerous offshore winds though, but certainly were getting the warmth and that will continue to see not just today, but tomorrow and into early next week it will start to weaken little bit by the middle of the week. But thats kind of fade out if you will because the really big irwin is going to happen this week of this weekend coming up. And that is going have a more dramatic change on temperatures as well, lets watch all of this initially the thinking was hey we might get some rain showers out of the system coming about tuesday. Wednesday now look at whats going to happen. Temperatures this fluctuate a little bit well get some clouds turn on their whatever. But theres that you see one oh yeah thats next saturday morning as you can see and maybe that rain will linger into saturday, proper. But its nice to see that on the board there and there will be a temperature correction behind all of that when that sun and on your 4 zone forecast checking in 72, San Francisco at the coast will do 60s a couple 70s spoken out here and there bayside looking at mid 70s to the north meanwhile to the south. Were approaching 80 in spots like san carlos at 80 will do about 79 palo alto 77 for Mountain View and the Santa Clara Valley 78 jose 78 also milpitas cupertino about 80 and weve got the mid 80s along the east bay shoreline with 80 checking in for hayward today over the east bay hills just mild lower 80s will do it for tri valley up to walnut creek 8382 for berkeley at 76. And the Solano County middle 80s while inland. And the waters edge will do some upper 70s, 84. Napa 81 for santa rosa also from petaluma so mild warming here nothing too crazy. Little bit on the warm side with lots of sunshine 7 day its projected like this will get the 80s most of the week. But by the weeks end things change in a big dramatic way even along the bay you can see the big drop happening on friday because a possible rain shower there. And at the coast as well as we get some chilly 60s and in the blanket marty said friday, thanks a lot. One of the big issues facing voters is prop 22 in fact is the costliest ballot measure in the history of california. One of the biggest things for me is the flexibility of drive and river as an independent contractor 22 yearold Brandon Oneill can decide when and where he works and earns enough to cover his Living Expenses while going to usc but that flexibility now hinges on proposition 22 part prop 22 bankrolled mainly by uber lyft and doordash to the tune of a whopping 200 Million Dollars the most expensive ballot measure ever in u. S. History. Passage will maintain the status quo with some added Employee Benefits Like Health Care but defeat will mean nearly a million rideshare and delivery drivers in california would be reclassified as employees with rules that brandon says would up and his life i would have assigned hours i may have assigned locations. And that could clearly interfere with a lot of things in my life. Those opposed to prop 22 argue uber is exploiting its drivers by not paying a minimum wage and violating a state labor law that requires appbased Transportation Companies to provide Employee Benefits like over time workers comp and unemployment and youll see workers pay and benefits continue. To be dwindled and the taxpayer ends up holding the bag when it comes to taking care of social Safety Net Services but uber says the alternative will cost hundreds of millions of dollars. Warning of prop 22 loses the company will be forced to lay off 75 of its 200,000 drivers and may be forced to pull out of california altogether. Critics dont care if theyre not willing to comply with laws required by the state of california. Then they shouldnt operate here. Well that was Claudia Cowan reporting for us this morning in with just days to go the race remains very tight the latest statewide poll. Gives yes on prop 22 a slight lead, but a lot of voters say theyre still undecided over how to best classify and protect. The drivers of californias gig economy. Good morning everybody, thank you so much for joining us on this halloween were going to get started by taking a look at the Weather Forecast on this october 31st lets go ahead and check in with dave spahr heidi paul good morning to put goldfinger back im like you would get of duty full day to start things off a little bit away from coastal fog in some locations weve been showing you Half Moon Bay where theres been some going on, but. Those were some much of an issue like pacific or even the Golden Gate Bridge looking pretty good at that so off to a kind of clearing skies to get things started already to specific as you can see so were looking pretty good there about the fog issue weve got 40s covering most of the east bay, the east bay shoreline least earlier today was a little bit warmer than in looks like theyre already catching up their chilly 30s up to santa rosa in novato 51 San Francisco 47 for san jose. Now this morning. Were a little bit cooler across the real estate than we were yesterday but less than a half a dozen degrees in most locations. So thats pretty mild a look at what it looks like for today, we start things off with kind of mostly cloudy but were working on that pretty nicely by high noon, its sunny well get some 70s both for the bay and inland and lets get some 80s and for those inland locations by the time we get to mid afternoon that talk of any bit of rain coming our way doesnt look like thats going to come together at all certainly not for today or this weekend. So looking good for the trick or treaters for tonight marty all right dave sounds good thanks. A lot. For your local election headquarters and were now just 3 days away from the november election and the push for early voting has led to a record turnout here in the u. S. All told more than 80 million americans have already cast their ballots setting a record for early voting. Election officials are estimating this election could have the highest turnout in more than a century. And here in the bay area its no different as we are seeing record early voter turnout. And in the south bay Santa Clara County is offering new resources to make sure that everyone can get to their early voting location to cast their ballot. Kron fours reyna harvey live at levis stadium this one of those locations and she has more on that and other early voting resources in the bay area high rain and good morning. Marty good morning thats right counties across the bay area are stepping up in a major way by providing these resources. Theyre partnering with huge sports institutions like levi stadium you can imagine how many voters they can get inside this facility year. But Santa Clara County also rolling out an interactive map i downloaded the map were going to a link to that on our website at kron 4 and essentially shows you exactly where all of the polling locations are there are about 100 of them throughout santa clara, so you can log on to that well post that link on our web site also if you live outside of Santa Clara County. There are other resources. We have this interactive map for you can head over to kron 4 type in your address and location and it will tell you exactly where are some of the closest places to you now in addition to levi stadium here there are several other major sports teams are hopping on board providing stadiums like the chase center and also the Oakland Coliseum that i mention all of these different locations you can go show up to cast their ballots. Some of the locations you can actually arrive on election day and vote there we have the times the air for the chase center for you thats going to be saturday and sunday 10 00am and 04 00pm monday tuesday. And 05 00pm and 07 00am and 08 00pm they also have a location out in oakland, 1011 broadway. Thats also sponsored by the chase center. You can vote there today tomorrow monday and tuesday as well now this is going to be a very historic election as well we see many of these sports teams hopping on board and the county is partnering with these different groups like you mentioned during the last hour marty weve heard some rumors that there are going to be some of these major sports players showing up at some of these locations along with some of the coaches as well, so the pope should be a good incentive to get people out of their houses and to many of these locations for now reporting here in santa clara reyna harvey kron 4 news all right randi thanks a lot for that live report from the south bay, well check in with for an update in about an hour now governor newsome is continuing his tour of Early Voting Centers across the state. On thursday, he cast as a vote here at the Golden One Center that sacramento home of the kings. On friday, he was a Dodger Stadium in los angeles meeting with voters there and doing a little elbow bump while he was there all told close to 9 and a half Million People have already cast their ballots in california and thats more than double the number of early votes in our state in compared to 2016 during the elections then. Meantime in the east bay Election Officials in Contra Costa County theyve started rolling out these red white and blue mobile voting booths now theyre on wheels as you see they will be used on election day to either help eliminate long lines at Voting Centers or as a backup just in case of an emergency. One of the reasons we got them is because of the issues weve been having with p s p s power shutoffs and so were able to either bring it in if there was something so dramatic that happened we could take it to an evacuation site we can take it to a place that didnt have power and their generator run power so we will be able to set up and still offer voting to our to our voters. So whether youre voting at a polling station or outside an election trailer Officials Say there will be plenty of covid19 safety precautions in place, including of course facemasks Hand Sanitizer and enforced physical distancing as well. Well if you have any problem casting your ballot. All you have to do is let us know and well investigate you can email us at voting problems at kron 4 dot com. Well still ahead on the kron 4 morning news. Were going to take a closer look at the measures that are being put in place to keep polling places safe. From voter intimidation threats and covid19. Plus San Francisco hitting the pause on reopening well find out what sparked this sudden change from city hall. And after the break its halloween of course Health Officials remind you stay safe. Well have the dos and donts for celebrating. During the pandemic. Good morning welcome back this of course is going to be a very different halloween compared to what we used to Health Officials across the bay area and across the country want to make sure that celebrations tonight are safe. So they have some advice for you first of all dont have indoor Party Gatherings with different household also dont organize gatherings outside your home. Theyre also advising people not to attend unauthorized street Fairs Festivals and youre asked to avoid traveling or attending gatherings that last longer than 2 hours. Now coming up at 8. 45 this morning, our Health Expert can learn a lot will join us with more tips on how to stay safe that skelton scary okay, but it is the season and a pretty good one to to finish off october here, weve got mild temperatures today, its even warm with inland highs into the 80s. Our treats are going to have to wait until the week after next weekend were arrival in 4 shot a break even hear the kron 4 morning news continues. If youre thinking of taking your kids out and heading out to us safely trick or treat this evening youre going to want to know about the weather day far as the answers a day a good morning. Marty good morning, everybody after kind of a warm afternoon expect most of the trick or treating temperatures to remain pretty much into the 60s not a whole lot of fog going on but around the coast might get some places like pacifica which we dont see much going on right now, but this is one of the places where fog kind of linger a little bit. And well keep it mostly sunny throughout today tomorrow, it looks like for those temperatures going to be quite the treat as well so the traffic off the pacific is going kind of up and around us the familiar High Pressure but this goaround well have problems with offshore winds as much a little bit down to socal. But not really directly for us so thats good news week. Dont see upstream here the next 48 hours of any wind issues along that front and with the dry air and clear skies were seeing temperatures tumble also minus the winds were 37 santa rosa nevado 51 San Francisco, much of the east bay is in a hodgepodge of 40s and 50s mixture with san jose checking in to 47. Lets get back that humidity thing real quickly just kind of go through this a little bit this afternoon. We see a little drop thats typical will get them into the 20s, some teens in there and so forth really the big thing is to check to see what happens tomorrow morning and you know were still kind of in the same general air mass we dont see the green showing back up again around the perimeter of the still fairly dry. Good news is were just not bring any winds along for the ride so lets put your forecast together this weekend sunny mild 70s going out of the day 80s happening in london. Theres an interruption by a system by tuesday wednesday. Now initially were kind of excited by me well get some rain showers out of that whatever the front still kind of coming here, but its going to give us a few scattered clouds and a bump on the road for temperature change slight cooling whatever. This weekend is the next thing to put your chips on though for it looks like a system is dropping in smooth it will bring in maybe a little shot of a few showers by friday but much cooler on the other side shaving off maybe a good decade or so for a lot of those inland valleys. Today were looking at 72, San Francisco, us to 70 sevens for oakland in 78, san jose across the water, real estate got 80s east to the east bay hills and some valleys up there to the north bay. Now coming up a little bit here well be checking that extended forecast in your 4 zone as well marty all right dave thanks a lot. Lets get another big story were following this saturday morning. The u. S. Reports more than 9 million confirmed coronavirus cases. Across the country take a look at this map that shows the growth of new cases over just the past couple of weeks. You can see those big dogs, the whole of covid hot spots are growing in Southern California. Then look to the midwest. Illinois, indiana also texas and florida as well. Now the u. S. Has recorded more than 229,000 deaths. Its the highest number of deaths from covid19 of any country in the world. A major announcement from San Francisco city leaders, this is in response to an increase in covid cases and hospitalizations now some Indoor Services that were scheduled increase capacity to 50 . Well now instead remain at 25 and that includes some restaurants. Mayor london breed says she wants to avoid letting businesses reopen rehire workers only to have to close again if those cases continue to increase over the past couple of weeks. Cases per 100,000 people in San Francisco has gone up by 25 . Hospitalizations have jumped from 23 to 27 in just a week. Thats why the city is pausing the reopening of indoor pools. Locker rooms and showers and gyms also indoor family brett businesses like bowling alleys as well indoor restaurants, food courts, movie theaters museums zoos aquariums, and places of worship will not be able to increase their capacity from 25 to 50 . And of course puts a lot more stress on Business Owners who are trying to make ends meet. We already use a tourniquet to take a lot of this event showed that well over a survation place that right now we have to reach out to this them i let him know theres a vicious council, you know this cd is allowing us to stay but in the meantime is allowing us to collect a lot of debts. North the supervisor aaron peskin says he will introduce a measure next week to further defer commercial rent in the city. No word just yet on when the reopening process will start moving forward again. Now we go to the south San Jose Church is being taken to court for violating Pandemic Health orders. Santa clara county is suing calorie a chapel in san jose on hillsdale avenue. The lawsuit says the church has been holding Indoor Services with several 100 people in attendance. The county says these services are hindering efforts to curb the spread of the Coronavirus Church leaders though say theyre going to continue defying that order insisting its their constitutional right. This is what im called to do to help hurting people. And so you know whatever happens happens. With with with the county wants to do but im gonna keep doing what i know Guys Community either was trying to work with them for a long time. There isnt any to the and so were seeking this is something court. Well the countys charging as many as 600 people are routinely attending Indoor Services at that church which is now facing fines of more than 350,000. San mateo county is issuing a new quarantine and isolation guideline for people who test positive for covid19 and those who come in contact with someone who is positive. They say the patients with the virus should isolate for at least 10 days after they first develop symptoms and at least one day after recovery. Those who are asymptomatic should isolate for 10 days following their positive test. Health experts say that if you come in close contact with someone who test positive. Then you should quarantine for at least 14 days. And if you love someone who test positive you should quarantine for 14 days after the person with covid no longer needs to be isolated. Its a game circled on the fortyniners schedule every year and this season, the matchup should not disappoint. Weve seen flashes of greatness from the fortyniners a season like their performance. This past sunday. Well the seahawks hold the top spot in the nfc west they have some very glaring weaknesses the most obvious being their defense you may have noticed their pass rush has struggled. So the question is can Jimmy Garoppolo step up his game and led the 49 ers to victory the team will be without star wide receiver deebo samuel who was ruled out due to a hamstring injury theyre also a little thin in the running back department with her he most are and jeff wilson junior, both recovering from high ankle sprains also Tevin Colemans injury status for sunday remains up in the air. The 49 ers defense will have to be prepared for mvp candidate Russell Wilson. And then theres this guy dk metcalf seen running down cardinals buddha baker after an interception last week hes been described as superhuman that speed is incredible kickoff set for one 25 pm at century link field its going to walk into the you can see how big was how youre and how have the ability to do everything. But its i mean everyone sees now mean hes as good as or gets right now and hes got a a big future which was an in our division. The Las Vegas Raiders looking to bounce back as they head to the midwest to face the Cleveland Browns this is the teams lone afc north matchup the season in her first return to First Energy Stadium since 2015. So for the raiders to be successful on sunday, well need to see a lot. More of this derek carr connecting with his receivers like theyre waller who reeled in on that last touchdown now the browns pass defense not their strong suit theyre allowing 288. 1 passing yards per game which is the 3rd most in the nfl kickoff for that game set for 10 00am. But heres the bigger guy to wait up for this is our treats here by friday saturday may be getting some rain showers with this and that will be a game changer temperature wise really bring those numbers down your numbers for today in the 4 zone forecast 72, San Francisco, but still about 70 ish or upper 60s covering the coast bayside mid 70s millbrae 7577 for burlingame down to the we do scrounge up an 80 here san carlos, but 7 on palo alto pair sevens for Mountain View. Santa clara valley approaching 80, although most readings in the upper 70s here san jose at 78 with Santa Clara Cupertino checks in at 81. Scott was coming in around 81 and the east bay shoreline to the south is checking in mostly in the 70s 84 hayward tri valley, youre looking at lower 80s and thats pretty typical of the inland areas going on today dublin 83 walnut creek we see thered and also 83 conquered 82, 77 richmond 76 for berkeley. Solano county inland. Youll check into the lower 80s. Meanwhile, the valais ho and benicia about 79 out at 8081 santa rosa and about 80 heading south of the well see some upper 70s you can see down to or him in the 70 forecast there you have it theres that slight chance of rain showers were hoping on by friday temperatures hold pretty much into the 80s to that period by the way for the bay will be in the 70s slight increase towards weeks and then whack you can see temperatures fall and at the coast. Same process as well course in the shorter time period. Todays halloween and tonight at 02 00am officially on sunday it change the clocks back. Well today is our first halloween in the coronavirus era and the question on the minds of many parents is just how risky is it to go trick or treating. As covid19 looms in the air it settles on services. So can it possibly be an hour candy. We want to check in with our head Health Expert walk with more on care and i love the hat like the yes you too and this is a halloween unlike any others that most people have ever lived through. I also have a an old crime for fan. Thats wanted to say hi to ease back yeah, i can see them all when it comes to candy i know its a concern everybodys more about trick or treating. So so here, heres the thing. They. Weve learned a lot about the coronavirus this past year and who according to many of the studies they found that your its your risk of getting the virus by touching something thats in fact it is very that your this is not 0. Ok so so researchers actually did a study on and the analyze the viral load. Halloween candy. So he, heres how they starting when they they kicked 10 subjects and they all had the coronavirus said at different stages 7 had no symptoms and had up to mile moderates in tons and they had a cost. Now they were given 10 different types of and then they were asked to follow the since 3 different conditions when they handled the candy so the first condition is that they handled the candy with watched unwashed hands. So and then the second edition was they were to handle the candy extensively and cough all over it o j s yeah, okay, yeah, and then the 3rd condition is that they were to wash their hands yet 20 seconds us and with soap and water yeah and and then they divided the candies after they followed all these conditions they split them up one group they actually watch the candy and then the other group they did not. So they watched the raptors. They want yes, they watched the rappers ok well so far the according to those different conditions which which group to youth of candies do you think had the highest viral road load the ones that. Its say it seems to me the ones that we want that were coughed on. Had the had the biggest viral load. Yes, you yeah and actually youre right but only half right because the ones that work and the lawrence with that were touch with that and with your unwashed hands. They were actually to to the rate was the same about 60 of both those groups infected with the virus care and thats really surprising to me and as a Health Expert was that of those results surprising to you too. They were because i thought oh for sure it be the ones that were all good on bryant handled extensively to. They were actually the same so that was really interesting. So and bill. I was going to ask so so the bottom line here is that you need to wash your candy. Yes you have to push you can be still be in the one they when they looked at the candy set were washed, yeah it reduced the viral load by 62 while theres pride. What they are suggesting from this study that you follow several steps in okay staff would be to wash your hands if youre a candy giver yes, you make sure you wash your hands before handing out any candy. Okay let me let start let me stop you there for a second. Are you are you washing your hands in between each child. Were going to get to that okay all right so if if youre giver before you you know youre going to impact your candy but make sure you wash your hands before you handle any of the candy okay. And then and then wash your hands before you handle any the candy once you collect you once you go trick or treating and bring the candy back yeah, make sure the kids wash their hands before they even begin dive into that yeah, good luck with that. You really have to be in control yeah you got that right ok, yeah and then once youre out the wash the Candy Wrapper for at least one minute with a you know just a regular dishwashing detergent so you scrub the rappers now i just wonder about most Candy Wrappers and how theyre going to. Stand up to one minute of washing with with water and detergent. Some that kind deteriorate youre going to have to toss actually they were going to do the study using bleach but because of that what you just mentioned that some of them would be deteriorate yeah and you can eat the candy that they decided not to do that so theyre just a dishwashing detergent. Yeah youll have to you have to be aware of that, but it does need to be in this study they did watch it for one full minute to get. To clean the mosque this this sounds to me as a as a and gone through many a trick or treating evenings. Were not going out. I have to i have to wash each piece of candy for a mandate with detergent can you imagine whats going to happen to the rappers. Yes, right or you can dump them all just like if youre washing dishes and actually this applies to if youre having even distributing candy to if you are to have a little get gathering with young families. He would do the same thing to you want to make sure your hands are clean you know before you get out in when you receive that said well you know weve seen weve seen so many people quite clever at ways that theyre going to to deliver candy ive seen seen some videos of people. Putting the candy in a pvc pipe and dropping it down the porch to to the children that type of thing. Exactly so its called one way trick or treating said that you dont have that 2 way interaction, so yeah, it makes a kind of good news does really they really go all out decorating the shoots you know make sure theyre at least 6 feet in laying some people are doing making it will hurley the kids and you know one thing we were with but one thing we were planning on doing was just putting a jack o lantern outside plastic one and have the kids just pick up candy individually. Doesnt sound like its a great idea, according to the researchers here right because you everyones going to get putting their hands and yeah and the intent to know so if the if i really like the idea of the chute yahoo or they can hold end. And doing it that way theres going to be like these theres going to be a run at Hardware Stores for the pvc piping i cant were going to have to cut it off there but thank you so much for sharing these tips. Including washing your candy appreciate that the safe side when you got re 50 off or more plus, take an extra 20 off save big with 50 off fleece for her. Kids jumping beans. With more hey dave noel marty good morning. Good morning, everybody and also to mars is still quite huge out there. We have a nice forecast going into this evening as well after a nice day for today. Beautiful blue skies pretty much over the region, although were getting some haze going on little bit of fog this morning run Half Moon Bay, which is mixing out this the shot from east bay shoreline and off to the bay in the distance, meanwhile, temperatures in the 50s for the most part that some 40s up north. They were in the 30s just last hour 49 for livermore 51 to check in for concord in antioch at 54 meanwhile, the contrast compared to yesterday. Were catching up over most the real estate in fact only trailing in places like novato Mountain View but pretty close to where we were the breakdown today will do the 50s and the 40s for the morning wake up still dealing with some of that hayes along the coast sunny by high noon with 70s both inland and along the east bay shoreline and this afternoon. Well see some 80s going on inland as well and thats going to kind of what youd expect for this week for tonight we have 60s going on for most the temperatures there, and maybe a little bit of coastal fog, a look at your forecast coming up in a bit party all right dave thanks level. Kron fours your local election headquarters. Were now just 3 days away from the november election and the push for early voting has led to a record turnout in the u. S. Thats right more than 80 million americans have already cast their ballots. Setting a record for early voting Election Officials are estimating this election. Could have the highest turnout in more than a century. And here in the bay area its no different were seen record early voter turnout as well Santa Clara County offering new resources to make sure that people can get to their early voting location to cast ballot. Thats right kron fours reyna harvey is live at levi stadium with some details on that. And other early voting resources across the bay area here marty good morning and people are turning out in Record Number just like you mentioned right behind me you can see the voting line is starting to move into so voters just started casting a ballot. Want to show you just how long the line is it goes pretty stunts and back here in the parking lot ive been able to talk to multiple voters who are just excited about coming out and all the resources, including miss kimberly go ahead and step in the shot here. Is kimberly is also dressed for the occasion on and you can guess what cost bush. He is today. But you look great and tell us why you came out today i think its important to voice my opinion and be part of the and be part of what i believe in and so i think its important to. Voice that opinion and you know youre one of the first few and im not going to keep you too long where you are like you got to run their get it, but you know for people who are deciding whether or not theyre going to come out and participate in this years election. What would you say to them. Get out and vote. Its important to get your voice heard theres a lot of places in countries that do not have that opportunity and i think being the United States of america, one of the greatest countries here its important to exercise that ray and take advantage of it thank you so much all right some of goal that can really going join the rest of them. It cast her ballot, but there are plenty of resources. Here in santa clara, like you mentioned they have an app they Just Launched well going to that to our website but essentially you can log on the app and you can find different locations around the city and even give directions to that polling site regardless of if you have a car or not so its great for people who have to take Public Transportation we also have an interactive map for you thats going to be over on our website as well where ever you are in the bay area. You dont have to worry about where youre going to head to vote because you can plug your address and final location nearest to you. Now there are several different sports facilities across the bay area. We know the palace and on an oakland yesterday was a touch a sitter and right here behind me at levi stadium. So you have all these different facilities. Youre showing up to any of these the chase center, especially they started theyre voting today. You can show up thats going to be at in that runs until 4 oclock and then during the week monday and tuesday 80 in the 5 tuesday, 07 00am to 08 00pm also have another location, 1011 broadway sponsored by the chase center and also out in Santa Clarita so again several locations across the bay area and i marty well we were talking a little earlier about others incentives and i some of these theyre told that some of the players potentially will be showing up. But as you can see from the people behind me here bright and early they almost dont need that to happen because people are going to come out and exercise their right to vote. Well for now reporting right out here said levi stadium harvey kron 4 news all right reena good to see so many people out there so early thanks a lot for that live report. Noel. And governor, newsome is count continuing his tour of Early Voting Centers across california on thursday he cast his vote at the Golden One Center thats home of the Sacramento Kings on friday, he was at Dodger Stadium in l a meeting with voters down that way doing elbow bumps there close to 9 and a half Million People have already cast their ballot here in california thats more than double the number of early votes in our state in the 2016 election. Now meanwhile in the east bay Election Officials in Contra Costa County have started rolling out these red white and blue mobile voting booths the pretty cool there on wheels. And theyll be used on election day to either help eliminate long lines at Voting Centers or as a backup in case of any emergencies. Really innovative out there whether youre voting at a polling station or outside in an election trailer Officials Say there will be plenty of covid19 safety precautions in place, including facemasks Hand Sanitizer as well as some enforced physical distancing of course if you have any problems casting your ballot. Let us know were going to investigate you can email us at voting problems at kron 4 dot com party. Coming up on the kron 4 morning news. Were going to take a closer look at the measures to help keep polling places safe from voter intimidation threats and covid19 well have that coming up also San Francisco hitting the pause on reopening well find out what sparked this sudden change from mayor breed and coming up after the break of course its halloween and Health Officials reminding everyone to stay safe. The dos and donts for celebrating during a pandemic coming up. Good morning, welcome back this of course going to be a very different halloween compared to what were used Health Officials across the bay area and the country want to make sure that celebrations tonight are safe thats right they advise not to have any. Private indoor gatherings with different household and not to organize outside your home. Theyre also advising, not attending unauthorized street fairs or festivals and of course this is the big one you shouldnt go door to door trick or treating or even trump Court Reading between cars because it can be difficult to maintain 6 feet of distance is lot of exchanging hands exactly and its going to be so tough for the youre also asked to avoid traveling in or attending gatherings. Theyre longer than 2 hours away because they say the longer the duration. The greater the risk of covid19 transmission. So a lot of dos and donts to think about tonight i think maybe pumpkin carving at home roasting some pumpkin seeds, maybe Something Like that. You got try and stay indoors with your family and a good scary movie and yeah focus focus maybe dave whats your favorite guy like the pumpkin seeds are is going to be rumbling all this morning, thanks a lot for that. We have a beautiful sunny day going on for this afternoon. We got those temperatures inland into the 80s minus all the winds and all the problems we have from before so enjoy this fall like day well to look at what you can expect across the region for into next week 4 morning news continues. Jean good morning, everybody welcome back to the kron 00 00am morning news, it is crisp outside i had to use just not diffuser my roster in the car this dave spahr standing by hes got a check of our forecast was kind of nice to be able to use of the frost are because we havent used it all your life all bit like fall day, but its kind of get warm a little bit will this afternoon but you already did a dry run for the winner, youre all set for the winner for that morning frost when it real crew cool and dry in everything we do still have some leftover fog as well around places like Half Moon Bay, just a touch however, going this is really going to improve we dont see much happening around the Golden Gate Bridge to the store around its fairly dry that allowed some of frost to develop to so again starting things off a little bit of fog here at the Half Moon Bay. Its going to clear out. Basically whats driving our weather is this nice big those the High Pressure is everything is going up and around all the traffic is going away from us and this highpressure set up is a little different than its predecessor last weekend because were not getting that offshore flow pattern across the Central California or the bay area. So thats good news there. Temps now have all graduated at least into the 40s the north bay have been a little sluggish this morning, 43 santa rosa 45 going on for all of the east bay locations are checking into the 50s now lets get to that humidity part of the story throughout the day to do tend to drop off anyway, but you did see the green we started and we go to sunday morning in still were not seeing any green returning so as far as that deeper marine layer getting back here. It doesnt look like its happening at least not yet. So the game plan for the week ahead is for today, well see some of those in the navys at work into next week there is a little wave coming about tuesday wednesday. Earlier though some hope that we might be able to scrounge up a couple showers with that we might get some scattered clouds with a reduced tempered temperatures temporarily by the time we get to next weekend. Stronger system coming our way lets put chance of some showers on that too in a big drop in temperatures as well so that will give us a little. Autumn clearing his throat 72 for San Francisco 77 for oaklands projected high today 78 for san jose across the wider real estate youre basically looking at 80s happening well inland. Meanwhile for the bay upper 70s taking care of things at the coast like Half Moon Bay, a chilly 67. The next couple of days, were looking for more of the same keeping those inland areas in the 80s 70s for the bay in some cooler temperatures around the coast. Marty. Lets get to another big story were following this morning. The u. S. Reports more than 9 million confirmed coronavirus cases across the country. As you take a look at this map that shows the growth of new cases over the past 2 weeks look at the big dots there c in Southern California hot spot. There also in the midwest. Illinois, indiana also in texas and in florida as well overall the u. S. Has now recorded more than 229,000 deaths, its the highest number of deaths in any country in the world. A major announcement from San Francisco city leaders, this is in response to an increase in covid cases and hospitalizations now some Indoor Services that were scheduled to increase capacity to 50 will instead remain at 25 that includes restaurants now San Francisco mayor london breed. So she wants to avoid letting businesses reopen rehire workers and then have to close again. If the cases continue over the past 2 weeks cases per 100,000 people in San Francisco has increased by 25 . Hospitalizations have also jumped from 23 to 37 just this week alone. Thats why the city is pausing the reopening of indoor pools locker rooms and showers and gyms also indoor family recreation businesses like bowling alleys as well indoor restaurants, food courts movie theaters museums zoos aquariums, and places of worship will not be able to increase their capacity from 25 to 50 after all and that of course puts a lot more stress on Business Owners who are trying to make ends meet. We already set to take it will take a lot of a suppression of the well or is it Mission Place that right now we have to reach out to this them i let him know theres a vicious council, you know this cd is allowing us to stay but in the meantime is allowing us to collect a lot of debts. North beach supervisor. Hurry in for the breakfast of your dreams today. For sports. The 49 ers defense will have to be prepared for nbc candidate Russell Wilson and then theres this guy dk metcalf seen running down cardinals buddha baker after an interception last week hes been described as superhuman that speed is incredible kickoff set for one 25 pm at century link field its going walk into the you can see how big he was how he ran home had the ability to do everything. You know in in his offense a little bit they didnt you know hes kind of one spot in and get to do as much route says hes doing now as you can see all of that. But us i mean everyone sees now many is as good as or gets right now and hes got a a big future which was an in our division. The Las Vegas Raiders looking to bounce back as they head to the midwest to face the Cleveland Browns this is the teams lone afc north matchup the season in her first return to First Energy Stadium since 2015. Looking for matt damon, someone out there. Anyway what weve got going on here is a pretty no forecast for you without all the issues that we had from last weekends we remain dry and all but heres a look at what we by the way some of that marine layer is coming back at Half Moon Bay. You will notice a little bit of that fog is still checking in. But not at the Golden Gate Bridge now looking pretty good at the Golden Gate Bridge there mostly clear and it is that way across most of the bay. Now temperatures are looking at 40s and 50s mixture at this hour, middle 50s along the east bay shoreline a little fremont is coming in at a chilly 4452 san jose and 58 for any aac so were gonna wake up with noting some of that morning fog weve got 50s and 40s pretty much we showed you 70s for the bay and inland already by high noon and then by 03 00pm sunny with 80s going on in land 78 or so around the bay and for tonight for the tricks and treats temperatures pretty much into the 60s a closely see fog. Well it could be pretty weak, but theyll be a little bit about what your 70 forecast coming up in just a bit. I wish we lived in a place where we could just and feel good about our decision and the process and and realize that. Whether the outcome is one thing or the other were all in this together. Yeah just 3 days to go until the november election and business and Law Enforcement across the country are preparing for the possibility of unrest on Election Night and beyond this year has been filled with protests and demonstrations at times have been violent and also very destructive so bay area Police Departments are now worried that the violence might spread again on Election Night regardless of the outcome. Bay area businesses are either boarding up again or simply stain boarded up kron fours dan thorn has more now on what police have planned and what some residents are expecting. Businesses throughout the bay area are boarding up or are continuing to stay that way as election day nears depending on which way the elections go police in Berkeley Oakland and San Francisco are also preparing for potential unrest by increasing staffing to help keep the peace open residents tell us if the presidency doesnt change hands. Theyre expecting protests. I think youll see more. Rebellion, you know i think youll see more revolutionary movement i hope bay. The protests are thats thats my my there is not been an immediate threat but police are getting prepared anyway. The plan is to prevent destruction and lawlessness protesting and destruction are 2 Different Things you know we we can from peacefully protest without destroying property, you know berkeley pd has also alerted residents about several activities that are considered to be felonies on election day vandalism of polling places in ballot boxes bringing a gun to a polling place and any sort of corruption of the voting process will not be tolerated. Officers will be staging a different locations throughout the day to allow for safe and Peaceful Demonstrations if they happen. Reporting in berkeley, dan thorn kron 4 news. The city of vallejo is also preparing for potential unrest on election day officials will open an Emergency Operation center at a local fire station on monday the Vallejo Police department will have a team of officers on standby ready to deploy at a moments notice and the citys Fire Department will also have an extra battalion chief an engine on hand to respond to any potential increase in emergency calls for service. Any other year. That would simply be you know short course have your protests be peaceful. Be sure we have added a level coronavirus 19 to acknowledge as well so we still heard our our residents to protest peacefully but do that extra step of social distance wear a mask. Officials say there is no evidence of any threats and the lay hope that they are continuing to prepare as a precaution. Meanwhile one of the issues facing voters is prop 22. Its the costly us ballot measure in state history. And it has to do with the gig economy like ride sharing and deliveries. Claudia cohen has the details. One of the biggest things for me is the flexibility of driving mover as an independent contractor 22 yearold Brandon Oneill can decide when and where he works and earns enough to cover his Living Expenses while going to usc but that flexibility now hinges on proposition 22 part prop 22 bankrolled mainly by uber lyft and doordash to the tune of a whopping 200 Million Dollars the most expensive ballot measure ever in u. S. History. Passage will maintain the status quo with some added Employee Benefits Like Health Care but defeat will mean nearly a million rideshare and delivery drivers in california would be reclassified as employees with rules that brandon says would up and his life i would have assigned hours i may have assigned locations. And that could clearly interfere with a lot things in my life. That was Claudia Cohen reporting with just days to go the race is very tight the latest statewide poll gives yes on prop 22 a slight lead. But a lot of voters say theyre still undecided over how best to classify and protect the drivers of californias gig economy marty. And democrats in ohio say that republicans in their state and across the country are trying to make it tougher for americans to come to a vote. But republicans point to early voting and say thats nonsense or washington dc reporter Raquel Martin has more now on the back and forth as election day draws near. They clearly are making efforts to suppress the vote Ohio Democratic senator Sherrod Brown says republicans are doing their best and President Trump, a victory by trying to drive down voter turnout President Trump once said that everybody votes republicans lose in battleground state ohio brown says republican state Election Officials have limited each county to just one ballot drop off your 3 counties and while that have close to a million are more than a Million People. One dropbox makes no sense but Hans Von Spakovsky with the Heritage Foundation says democrats are being alarmist i mean how can you claim that the votes are being suppressed when having record turnout. It is not even election day indeed a record breaking number of americans have voted early brown says thats because grassroots groups are working hard to get out the vote we expect that there will be long lines. Nancy abudu with the Southern Poverty Law Center says her organization and others are really about election day itself. The real concern has to do with what we call challenges. And that is the voters showing up at the polling place and then some other citizen being there with the list saying that i dont believe this purse is a property boulder this kind just hasnt been happening. The koski said existing law already bans or discrimination and intimidation Southern Poverty Law Center says the voters should alert a poll worker and request, a provisional ballot if they encounter any problems at the polls. In washington Raquel Martin. Of course a lot of people are stressing the importance of voting in this election that includes a 94 yearold man in North Carolina who says hes never voted didnt even register ever until now. His name is Charles Bowers and he says all of his life he never thought about voting until this year. After decades of staying silent. He says Current Events were enough to make him change his mind. Not to worry if and get the job a neighbor, joe charles and his wife to a local polling site so they could get the job done and it took just a few minutes for him to register and vote. Well get those temperatures inland into the 80s going to check in your 4 zone forecast and that extended which may have a delayed treat for us here in the bay area your forecast next good morning, everybody welcome back 9. 44 on this hollow we. Yes, we are its pretty cool outside this morning in but were were going to fall back. Tonights right tonight we get an extra hour of sleep was a big deal on the kind of nice for us, however its going to get so dark so much earlier for everybody starr standing by in the Weather Center with a little bit more native and thats why we get an extra hour tonight that a feelgood 02 00am officially if you want to wake up and change your clocks back an hour ok. So anyway, we have a little bit of haze going on a walnut creek for right now, but for the most part were talking sunny skies and that will be the case all day today and looking good into tonight. There was a little hope earlier that we might get a few little showers trying to work in here but the look like its going to happen not even much in the way of scattered clouds either some of those as we get into tuesday wednesday a little bit temperatures thus far weve had now movement here middle to upper 50s like antioch a 58, just last hour 2 hours ago they were in the 30s for santa rosa in the bottle now comfortably at 50 to 43 santa rosa trailing just 52 going on for a nap and also San Francisco happen bays also graduated to 50. So whats driving all of this is a nice those High Pressure but this unlike its predecessor which not working with its pow the low pressure system which provided that big strong offshore wind this go around clear skies, warm temps this might be a little bit of a heat spike in the summer months, but now we can deal with it with 80s expected for the next couple of days going on in london. Now what happens upstream. There was this little system here by tuesday we were hoping was going to bring us a few rain showers as of now looks like just some scattered clouds and some slight drop in temperatures getting to the weekend things get more interesting though that is next weekend friday saturday. My scrounge up some rain showers with that and look at the snowfall levels starting to fall a little bit there noting up in northern california. Yeah that were going to feel the cooler temperatures with the backside of all that as well not today though 4 zone forecast checks in the 72 for San Francisco with the coast will do 60s for the most part got those 70s for the bayside 75 san bruno millbrae also 77 for burlingame Santa Clara Valley well 79 for palo alto 77 for mountain dew with san jose checking in at 78 little warmer los gatos in 8178 milpitas and cupertino about 80s. So thats about where the cusp is between the 70s and the 80s you can see in the south. Meanwhile to the east bay union city 75 freeman 76, but 82 would do it for tri valley, 82 also for dublin, 83 walnut creek and concord also checking in at 80 to 76 for berkeley 77 for richmond Solano County lower to middle 80s inland. But near the water and 7980 going on for now up an 81 for santa rosa, what upper 70s as we head south. Looking at our forecast well keep it pretty much into the 80s for the week ahead, theres a slight dip tuesday wednesday. But thats what gets real interesting by friday. Oh yes, 70s around the bay and dropping to oh scratching near 70, it looks like next friday with the hopes of that rain and at the coast also cooling off halloween today and again we fall back an hour. Im not sure why we dont see its okay if we go thats all right, yeah, not sure we legend though says that every year on halloween night on his arm comes alive and of the looking for the rest of his body. And his body was buried 11 miles away so its quite quite a trip that the arm aches right journey. Speaking of journeys. There is a road youre kind of alerting to people that its really nice during the day but at night some spooky things might happen hicks wrote can tell us about that. Hicks ronan, more as locals down here a to kicks stretches from the edge of a south san on the genres of and other all kinds of stories on the people of passed down over the years. Spooky things that happened there at lot of them involved in organized colony or reclusive family or religious that are trying to keep people out and trying to scare so the stories about you citgo sign reading. Yes, exactly us goes and goes some people reported possibly satanic stories about cars trying to run you off the there are all kinds stories that of the people sure about this roads after dark kasey would like to move from the south bay to San Francisco as we wrap this up because this is just mindboggling to me. What might have been. A pyramid an egyptian pyramid 4th and market. Yes, absolutely james who was once one of the most famous a man in california. You know was it was a and as rich people do sometimes even today. They want to after their you know of a project or some way for people to remember that. James not a lot of land in San Francisco and his original plan was to build a giant egyptian pyramid hum i right in the middle of San Francisco on a block us full city block any on perched with i think 30 foot. Statues of him and everyone in his family on on so he some scientists the time the encourage him to put his money. Towards a more meaningful projects and build i at the time the Largest Telescope in the world well well, which is now weak observatory always been very cool.
