Capitol will host cuban delegation to commemorate the reopening of theirs. Its a historic shift for the two countries who broke off relations in 1961. Though physically only 90 miles apart the cold war and clash between capitalism and communism kept the culture isolated. This year obama and castro regime worked to warm the cold war era tensions. In late may United States formally removed cuba from the list of state sponsors of terror. I believe we can do more to support cuban people and promote values through engagements. These 50 years have shown isolation has not worked. Its time for a new approach. Reporter today the American Embassy will be back on the cuban water front. The political fight over this issue is far from over. There are many members of congress, republican and democrat, who are opposed to normalization of relations between United States and cuba and could take steps to set up roadblocks including blocking nomination of the eventual ambassador to cuba and they can also work to defund the embassy. Back to you. Back to the other big story we were talking about, hot temperatures. Yesterday it was hot and you will notice it feels a lot hotter because of the humidity. We had 86 in San Francisco breaking the previous record of 82 in 1986. A record at the airport of 82 breaking a record by one degree set in 1988. Its the inland spots that are not close to records. Its really been around the bay. Its the inland spots feeling the effects of the humidity when you factor in the heat index. Today we are looking for temperatures in low 90s and it will feel leak mid to upper 90s. I kept thinking, oh its so humid. When we think about east coast and new york being hot, their humidity is so much greater. I just wanted to add my feeling that i am not feeling what they feel. For us, this is out of the ordinary, especially in Southern California where they had showers. Look at the satellite and radar, unseasonable rain, in fact record rainfall in some parts. We had out lying areas in l. A. Get more than an inch of rain. At lax they were to a third of an inch, san diego, a half inch. In some places the ground couldnt soak it up so we had urban flooding, flash flooding. In the bay area, there is nothing of that sort. All we are getting out of what was hurricane dolores is the humidity. A lot of moisture in the air. It is relatively clear out there with a few wispy clouds in the distance. The wind is not doing it lot. It feels stagnant and sticky. Right now temperatures are on the mild side, looking at upper 60s for San Francisco oakland and san jose. In concord it is 74, 71 in livermore April Santa Rosa which typically would be in the low 50s is 64. Everybody is feeling a slight bump in temperatures to start the day and it will get worse as we head to the afternoon. I will be back with complete coverage on that in about 15 minutes. Switching to our live camera, thats what it looks like, solid on west bound 580 it is tasahara exit. Avoid the area if you can. Take 84. Thats a better option at this point. Switching to the bay bridge toll plaza, its heavy there. This is normal for this hour in the morning. It will be about 15 minutes to get to downtown San Francisco because traffic is backed up into the mcarthur maze. Its going to be a bit sluggish too as metering lights were turned on and it is a little bit bumper to bumper into downtown. San mateo bridge is also getting heavy. Mark, back to you. Thank you. A two alarm fire in San Francisco is contained. It erupted early this morning. No one was injured. The fire broke out on a roof deck at an apartment complex on union street. This is a view from a neighboring apartment. Crews say the fire appears to be accidental but the cause is still under investigation. Big news we are following, a mass murder in modesto, a 30 year old man is in jail accused of killing five people including his own daughter. Kron4s will is in the newsroom. Reporter we do know he will not be making a Court Appearance today. His name is martin martinez. He left modesto and went to san jose. This was after, according to the Police Officers, he killed all five people including his six month old daughter. The reason why the Modesto Police department told san jose Police Department to keep an eye out for this guy is they knew he had family in the san jose area. He first went to the East San Jose home and was ultimately arrested at a mall early sunday. Lets show you the scene. This is modesto on saturday afternoon. Police were called to this cul de sac, a ritzy area with spacious homes. They were called for a welfare check. They went inside and discovered five bodies. Here is the break down. Two women, three young girls as old as six years old and i told you the six month old daughter he shares with one of the victims inside the home. Of course we were in the neighborhood at the time and got a chance to talk to the neighbors. Their reaction, stunned. We have kids around here. Were always watching out for them, you know. Its sad. Really unbelievable. Its sad, but its life. It was pretty crazy to hit so close to home. Martin martinez at this point, theyre not saying whether this he know or not. Even if they did, theyre not telling us a motive behind the murders and theyre not telling us, darya, how or when the victims died but we know it was a very gruesome scene. Thanks. Today Police Officers in san jose are going to start using body cameras to record interactions with the public. Its a test program that at first includes 15 San Jose Police officers. Theyre going to be wearing the cameras that you saw on the uniform or on the glasses like you see there. The goal of the cameras is to improve accountability. Officers are going to have the ability to turn them on and off when they want but critics say that will take away from transparency the cameras are supposed to create if they can just turn them on and off. Theyre joining the rapings of other Police Departments that already use the cameras. The field test will run through october. A professional surfer survives a shark attack caught live on television. It is a beautiful start to the day but already a big back up at the bay bridge. On at bway a sudden downpour of rain trapped nearly 100 tourists and left more than 1000 other people. This is in china on sunday. The roads at the scenic spots were flooded. Buildings were washed away and tourists had to be evacuated. Firefighters rushed to the area and began a rescue mission. After a five hour rescue operation all 1200 people were safely evacuated and the trapped tourists were taken to safety too. Theyre following wildfires and the rains in Southern California, rain is helping firefighters get the upper hand on the Massive Wildfire that jumped a freeway and destroyed dozens of cars. This is the north fire, burned more than 4200 acres. Look at the cars caught on the freeway. The fire started along the el cajon pass along interstate 15. Nearly 20 cars were destroyed and people were running for their lives. Here is a closer look at the aftermath. You see charred remains of the cars on the freeway. Two people were injured in the fire storm and after the flames jumped the freeway fire moved to a nearby neighborhood where it burned seven homes and destroyed another 44 vehicles. We are looking at mid to upper 90s in terms of what it will feel like for you. 95 translates to 95 to 98 degrees. Look at gilroy. The temperature is expected to be 98 which will mean once you factor in humidity it will feel look 105. If you will be in gilroy, really take precautions. Dont do anything outside if you can avoid it. Find shelter, shade, and air conditioning. Stay hydrated because you dont want to be caught thinking its in the upper 90s when your body will feel like it is 105. Here is the moisture. Here are the highs this afternoon, 93 to 95 for east bay, 89 to 93 in the south bay, upper 80s to low 90s in the north bay as well. The extended forecast shows we do drop temperatures a little bit tomorrow. Things begin to settle down in terms of the moisture in the air. By wednesday we get ocean breeze back in, the onshore flow. They have two left lanes of south 680 closed from 580 to stone ridge. This is scheduled for another 45 minutes or so. Traffic is very heavy in the area. Here is a look at south 680 commute out of walnut creek, 23 minutes to the interchange. Getting to the interchange, its at 49 minutes. Your best alternate will be highway 84 or public transit. Our trains are currently on time. It is much better bets there verses getting on to the freeways. Lets peek at the bay bridge toll plaza. Its pretty jammed but this is normal for this hour in the morning. It will be a 15 minute drive time into downtown San Francisco because the back up extends into the mcarthur maze and metering lights have been turned on for almost an hour. It will be sluggish across the span into the city. If you are heading to sfo there is a 25 minute commute time so far. Next i will check your commute out of antioch along west bound 4. A championship surfer had heart stopping moments. He fought off a shark attack during competition in south africa. It was live on television. The city of berkeley voted to increase how strict their inspection policies are for balconies. Today is three years since james holmes went on a shooting spree at a Movie Theater in aurora, colorado. Last week he was found guilty of injuring 12 and killing 12 people and injuring 70 others. It will feel like mid to upper 90s and in a few select spots even low 100 because your expected temperature is going to be 98 because youve got to factor that in. There is that shower chance right now, annual about a only about a 20 chance. All were going to hope for is maybe for conditions to be just right with enough warm air rising, capturing moisture and developing a thunderhead. Two properties hit by the tornado in rock and wall worth counties and you can see theres nothing left of some of the homes there, the trees split in two. New regional records are expected to be set and the wet conditions are expected to go on throughout today as well. Were watching the radar. Take a look at this. An interstate in Southern California collapsed because of all the heavy rain. The bridge collapsed and that was on interstate 10. A 30foot by 50foot section gave way, and the driver of that pickup was hospitalized when the truck went over the side. Wild weather in Southern California and a lot of humidity around here. Were getting it all across the state but the wettest in Southern California. Those areas of yellow embedded in the green indicating heavier rain, pushing off into southern portions of nevada. Its awfully wet around the coastline. Here in the bay area we were hoping for a sprinkle or two. When we talked on friday, its stopping just short. All we can hope for is maybe a popup thunderstorm this afternoon. Well hope thats the case. Let me show you where the bulk of the wet weather is going to fall. You can see its all along the sierra and down in Southern California. Thats where that rain is going to be centered throughout the day today. Then by about 4 00 the clouds shift a little bit but no real rain. Weve got a little pop in the upper right hand corner of your screen but thats out of our area. By 8 00 tonight maybe a few more popup showers in the Central Valley but the bay area not seeing rain. We do have the humidity. Well be dealing with that this afternoon. Were going to see some of our warmer temperatures today around walnut creek. It would be up to around 95 degrees. When you factor in the humidity, the heat index will make it feel like 98, so just be prepared for an awfully hot day in the east bay. Temperatures right now mild at the start.
