This is a bill thats all american manufactures to make equipment that the federal government says it needs in case the president is invoking that act for one company, General Motors and for one equipment, one piece of equipment, ventilators. This comes after governors all er the country have been urging President Trump to invoke the defense production act. They need masks and gowns. s question of whether or not the president will be meeting the need that republican and democratic governors say that they need. The president last noxight on news said that hes unsure if the medical equipment requested by some governors is actually needed. Does a governor really need v,000tilators. Its become one of the most crucial pieces ofquipment to treat critical coronavirus patients, the ventilator. Governors across the country have made desperate pleas for more. E need at a minimum an addional 30,000 ventilators you cannot buy them. You cannot find them. Every state is trying to get them. We did have a delivery of ventilators. It was not the amount that we reested, and not enough. But we appreciate them. Weve had some help from the federal g overnmen we think we have a cmitment of several hundred ventilators, but we need more than that. And tts why we are searching the globe. President trump spoke by phone with Fox Newss Sean Hannity questioning how many ventilators are really needed. I have a feeling that a lot of the numbers that are being said and some areas are bigger than theyre going to be. Dont believe you need 40,000 or 30,000 ventilators. But then by today, he pressed both General Motors and ford to manufacture ventilators and fast. Maybe not as fiercely as we are in the moment. But its coming across this on. We are seeing hospitals that are to capacity already. And we are just days into this. Going to continue to see this climb. And we know that with covid19, there being no vaccine, no cure and seeing how contagiouse it i, thill be a massive need for ventilators across the country. Ando the defen production act is something that was relied on during world war ii. Twerp arsenal of democracy we were the arsenal of democracy right here in michigan. Ramping up and pducing is going to be very important. And so i know that the leadership at General Motors is tough and ready to take thise o. Buteed to all be in this and do our part. On the ventilators because theres been a loton ofsion on this, how many do you have . Tchoum you need . And have you gotten anything from the federal government . Weve been making sure that weve got that were bringing ventilators that have been retired. Weve been revamping them and bringing them onlin no matter how many we have, were going to need more. Do you know whahat need is in michigan . Wereg try mitigate from people getting sick. Thats why weve been so aggressive in terms of our state home orders and pullingids out of sool. Thats part of the challenge here. Theres not enough data because thert enough testing. And so modeling shows us that anywhere between, you kno a million or less people will need to be hospitalized at some point in michigan. If were not aggressive now. And thats whats driven decisions weve made. There are not enough ventilators no matter what the snurm today for the t needt we anticipate tomorrow and the days coming as state. Ontinues to grow in my you mentioned the stayathome order back on march 23rd. In the last weerks michigan has seen a 566 jump in the number of cases in this state. But yo didnt make a major disaster declare rationequest to the federal government until march 26. In those three days the cases more than double. Did you waitto too lon d that . You know, as see fromst othe e who is ask for disaster declare ratio it hasnt inert to team forces. But weve been worki very closely to army corps of engineers, with fema. The pandemic has hit at a time of confrontation between the world greatowers and Armed Conflicts in many countries. How does one coordinate global sfons an invibbles enemy. Arwers, i spoke with someone grappling with this and much more. Hes antonio gutierrez, the secretary general of the United Nations. Mr. Secretary general, thank you very much for joining us. You told the leaders of the world o the richest nations th every country on earth is in a fight against this coronavirus but not winning it. Why . Is it a fight that can be won . Well, this is a fight that can be won. And the demonstration is that it has been won already in some he parts of world. But it requires a very clear strategy. And the strategy must b to suppress the virus. And the strategy that needs to be adopted by all countries in coordination following the guidelines of the world health organization. And now what we have h is a completely different set of measures in different countries. Different areas doing different thingsus and the vs a very dangerous one. Its not easy to control. So we need concerted action by all measured players. And obviously, whenay yeste i was meeting at the g20, i w immediate meeting withf 80 of the world economy. So if they could adopt a common strategy everywhere, concerted guidelines of the, and get the suppression of the virus and the transmission of the virus, not of mitigation, not just bending the cur, to break the curve of that represents the number oa s. If that could be the common strategy. If we dont do it, if each country will do its own way, now were seeing the virus that moved from china to korea, from korea to europe. Now, its moving south. Africa is a contine with very little capacity to respond. And i am extremely worried that in those situations we might with illions of cases millions of people dying and a terrible tragedy thatee we to avoid. Judy wheres the evidence that countries are working together . Because we see squabbling between the United States and china for examplealng each other names. Wheres the tchoorpgs you say is i think this kind of Corporation Mt start effectively. I because witho we will be defeated by the virus. And the cost will be enormous, of course, in human lives, and the clost be enormous in relation to economy and the society. This crisis is a crisis that is larger from the economic and financial point of view and than in the crisis in 2008. There was aoncerted action by to be able to address the crisis and to relaunch the economies. This time we will need an even bigger effort. I was happy to see that the senate and the u. S. Approved 2 trillion which corresponds throm 10 of the american economy. But im very worried about the countries in the south wherees resources are not available and where the tragedy might be a terrible human tragedy. Youre right about what the congress has passed. Do you see do you see that kind of support forth coming . Well, we need about 3 trillion for the developing countries if one looks again at the same perntage of g. D. P. The way to mobilize that in a nonbureaucratic ways without conditions that countries are not able to meet and to do it massively in support to the countries of the south. Judy you have the largest population of refugees, displaced persons on the planet since world war ii. What happens if the coronavirus hits those populations which is certain to do . How does tha get addressed . Well, we have through the when i commission for refuse refugees aiming at prenlting avoiding at all costs, fortunately, theyre in remote locations, avoiding the virus to come to them. And at the same time to builde minimum capacity to respond even though we know that will be extremely difficult. That was the reason why i launched today. I launched yesterday. An appeal of humanitarian agencies of 2 billion which is a droin the ocean. 2 fwol be able to provide t those most vulnerable situations in areas of conflict. The minimum of humanitarian response able to hopefully prevent this from coming. And if it do our best to respond to it knowing that it will be very difficult to avoid the very tragic consequence. So many challenges to face. Earlier this week onda m youve called for a universal ceasefire for whether ever there are hostilities to end. And is anyone heeding that call . We have positive answers in several situations. But the problem is not only to answer. Sitive its to make sure that the answer is translated into action on the ground. There was an accept nance acceptance in prin pull. Several of the actors have said they supported the ceasefire. But this requires massive pressure from the international community. Ive been appealing for members of the Security Council for those more relevant powers in the world to put pressure on the parties to the conflict in all s these situatn order to be able to translate that principles pull, that idea that theyre ready to accept it into a reality on the ground. And unfortunately, the risk, th Good Intention mightot be translated into effects is a bi. Ri judy no question, a big risk. Finally, mr. Secretary general, where do you look for inspiration in all this . Im assuming youve never seen anything like this in your time working at the u. N. , working with refugees . My inspiration comes from those people that not onlyn my d agency, United Nations, i commission forug rs, but in unicef, the World Food Program and peacekeeping missions. See wereg a lot what other people have described from the standpoint of folks with preexisting conditions, older individuals coming in with primarily influenzalike illnesses but with lot o shortness of breath, some fever. And then they ce in. Usually are doing ok. In the first week they were doing ok. He and they would just decline very rapidly. This week its bfen dnt. So were seeing more people coming into the Emergency Department with severe respiratory distress and needing mechanic ventilation pretty much out of the. Weve been seeing reports that louisiana has seen quite a sudden spot in case. Is that true to your experiencey and why do think that is . It is true. At least from what we can see. Certainly have been seeing increasing numbers of patients with the syndrome that is consistent with covid19. And why that is is interesting. First of all, they tend to congregate together and enjoy things. Enjoy food, and family and being together. Those are great conditions. We know mardi gras ended about a month or so ago. Rig. And then mardi gras and those sorts of things accentuated that. We are destination city. A lot of people from all over the world come here. Therefore, we are sort of a right situation for importation of the of virus. And if we have a virus that spread from persontoperson contact, then we are a pretty place for that. Were know that louisiana has high rates of croing diseases in the general population. And that is certainly going to complicate your response because we know na puts people at particular risks, right . Absolutely. So one of the things that weve been seeing ishat we are seeing younger younger people who are getting very, very sick. D if you look at the people who are in that cohor there are a lot of tpwhokes have a lot of the preexisting conditions, e morties. So diabetes, hypertension, kidney disease, lung dease, and those sorts of things. We have a population that has more of thosedi cons than in many places around the country. And lastly, we know tt your governor, Public Health officials have beenish suge warnings for people to say, please stay at home. Ep your distance from each other. I know that not all the businesses some businesses have been clooud iniana. Is it your sense from being around the city and the the state that people are heeding those warnings . Are they taking tse seriously . I think as we are involving here in t new orleanst people more and more serious about it. I will say that, again new orleans new orleanian like to spend time together. I would say the mayor and the making those that case that we need be protecting. Er each onot only protecting ourself, but protecting those around us. And i think theres better compliance. Thats just a nerve jang ling problem. If someone like steve bnon had tpwhn the white house, he saw this problem early. It filtered into his psychological priors. It was the priority doing what he thought would serve him best. And when h gets a bad press like about General Motors, a ory that would sugge hes dragging his feet. It leads to this pattern of incons tan si. Incontancy. The president signed this 2. 2 trillion his toirk amount of money. Its supposed to go directly to aid amerin who are hurt by the response to this to this pandemic. How much help do you think its going to make a lot of help. This in a bad tim was a good moment. There were problems along the way. There were disagreements along the way. But the fact that congress could pass this quickly a package of this amazing magnitude, 2. 2 trillion. Weve now spent 3 trillion to get agreement. These guys cant even renamest office. And they manage to do this. Thats really important. There are two that is critical. One is to me sure the money allocated particularly to Small Businesses and the money to individuals to get them through, that has to n order to be effective that has to get timeout door as quickly as humanly possibly. And thats going to be a phenomenon of oversight and tchution is up to the executive branch. Well see if theyre up to the task. I really hope they are. While this is annormous sum of money.
