To kevin, that something is means building a womens only Treatment Center in brookss memory. He says the only way to deal with it is more investment in recovery and education. We are doing it all wrong. For every illness, we are prescribed a kill. Theres no education out here. Kids are more afraid to smoke a cigarette than they are to take a percocet. Kevin lives in hagerstown, which is known as the heroine highway. With opioid related deaths on the rise, this small town in america is now plagued by the crisis. Hagerstown to be any town in america. Alone, state maryland more than 1100 people have died in the First Six Months of this year to opioids and so the challenge for President Trump is to come up with solutions to contain the epidemic. Today, the president announced what those were. Mr. Trump this epidemic is a National Health emergency. He stopped short of declaring it a national emergency. A Public Health emergency does not allocate the same level of funding, but it does allocate extra resources and attention to the problem. Mr. Trump we are working with doctors and medical professionals for safe opioid prescribing. We can be the generation that in ends the opioid epidemic. We can do it. Kevin also hopes by casting a National Spotlight on the crisis, it will force more americans to open up about the epidemic, which has claimed thousands of lives. No one would say they had a problem, but now people are talking to their kids saying this can happen to anyone. Jane for more on the Opioid Crisis, i spoke a moment ago to rear admiral susan blumenthal. She is the former u. S. Surgeon general. Thank you for coming in. Without new funding, how much of an impact is this plan going to have . imiss blumenthal think it is important that the president and first lady acknowledge this is a health crisis. Without new funding, it is very limited to what can he accomplish. I think the president announced some programs that would be helpful. Allowing some changes in regulations so people can get treatment in hospital facilities and i think a growing awareness that this is a crisis situation, but hurricanes have damaged our community and caused a lot of pain and suffering. Well, the Opioid Crisis is causing a lot of pain and suffering across the nation and it requires that kind of funding that we put into Hurricane Relief in order to save lives. Die every day of opioid overdose and we need action. Jane we also need the resources of the whole community to read who, should bear the brunt of this . Ms. Blumenthal i think everyone has a role to play. The crisis began with the pharmaceutical industry that promoted these drugs. There has been a 400 increase since 1999. The data saying that these were taking drugs and worth addicting drugs and how we have a generation of people who are addicted and so we need to start their. There. We need to review all the opioids on the market and make sure want to come off and maybe others come off a market. We also need to look at sex differences. Women metabolize differently than men, yet yet the prescriptions are the same. There has been an increase in overdoses for men and women. Jane you have been a Public Health servant for two decades. Seeing theu start warning signs that this crisis was around the corner . Ms. Blumenthal i think we have seen it in the last four or five years. It has been building since the 1990s. I think one of the other issues is doctors education. When i went to medical school, they are not getting the education they need. I think you take a module education to make sure you understand the property of these alternatives, and how to prescribe them effectively. And then, we need to increase treatment across the country. Thank you for coming. Under the circumstances, is it possible to have a Fair Election in kenya . Ms. Woods short answer, no. Quite frankly, there is almost a constitutional crisis in kenya. As we have seen today, it was not a fair and free process. You have a Supreme Court in kenya that was actually quite courageous in saying the first election did not meet constitutional merit and should processled and yet, the to rerun the election did not go as it should have been without any changes in terms of how the election was being conducted, there really was no opportunity to have a free and fair process. What impact is this having on Peoples Trust in the institutions that are supposed to regulate . Ms. Woods in some instances, there is heightened trust, which courageous inas light of what has happened. At the same time, there has been distressed with the election distrust with the Election Commission in kenya. It seems to not have done what it should have to make sure the processes to secure the trust of the people would be put in place. So i think institutions on one the judiciary very soundly respected, yet the Electoral Commission being questioned at the moment. Jane how concerned are you about the violence spreading . Ms. Woods i think throughout, there are voices of peace, all saying there must be peace and i think this is why you saw today quite a tampering of the potential outbreak throughout the country. There were concerns, particularly when you saw police using live bullets that the peace would be shattered despite the fact people were protesting peacefully. Police using live bullets is a recipe for disaster. Theink the ultimate call, call for peace and to return to a constitutional framework through this difficult crisis, i think it is those calls that need to be heard. Jane you mentioned the role of the judiciary. Is there any other intervention that could take place at this point . Ms. Woods i think it is an internal issue. It is kenyans that went through the difficult process and i think ultimately, it will be kenyans, with the support from the African Union and other communities and and defenders of the rule of law. It is kenyans that will see a way through this process and many of us are believing it will be a road that is difficult, yet peaceful because of the commitment of kenyans to a peaceful process. Jane very briefly, the role of democracy and the future of democracy in the rest of africa . Ms. Woods democracy is being tested around the world, including here in the United States. I think many look to the Supreme Court in kenya annulling an election as a historic thing that many may need to Pay Attention to. Jane susan blumenthal, thank you for joining me.
