Investigators are trying to work out why a single gunman went to two military locations in chattanooga, tennessee, shooting at those inside and killing four marines. Other people were injured, including a police officer. The suspect is reported to be 24yearold Muhammad Abdulazeez who also died at the scene. Officials say they do not know what had motivated the attack. The mayor outlined the event earlier. For more in the shooting, i did speak to michael bouchard, a former assistant director of Field Operations from the bureau of alcohol, tobacco, and firearms. Michael, we know that four marines are dead. The shooter also died. Where does the investigation go . They are going to process the crime scene and trace the firearm, see where it came from. If the deceased gunman is the one who bought it or who may have bought it for him. See if he had an accomplice. The u. S. Media has named the suspect. What will they try to find out about him and his background . Where he is from. If he is a u. S. Citizen, a naturalized citizen. If he is on a green card. Find out where he has been. If he left the country. Check his passport and also look to any social media, phone calls, his computer, who he has been emailing packages from. And generally find out where he is from and why he picked to chattanooga. The fbi director has been warning about the danger about these attacks. In general, what do you do if someone has become radicalized online and they have no record . It is difficult. You dont know they are a lone wolf until they strike. It is difficult unless people who are familiar with this person notice a change or they have been acting radicalized. That is when it is important to say something. Someone will say letter on, he was talking crazy. He was becoming more violent. It is too late when something has happened. This is an attack on Different Military facilities. They were soft targets. One was in a strip mall, a recruiting center. How can you protect to somewhere like that which has to be open to the public . There is a lot of foot traffic. They are there for a reason. It is difficult to protect them. They could put guards and lock the doors. When someone is going to kill people, with a highpowered,s ring bullets or windows, you cant protect yourself unless you hard in the front of the building. The marines were at this Naval Reserve center. It is a soft target. It is. Where do you stop . Do we have our serviceman not walk around in uniform . They need to protect themselves and we need to heighten our awareness of how we are going to protect them. Recruiting centers are a soft target. It is unfortunate we live in this country where we harden things after a tragic incident. Is it something the pentagon will look at whether you have to have people armed . Even at a recruiting center in the middle of a strip mall in tennessee . It is sad to say but that is what we will see, armed guards. If someone wants to kill a couple of people, and armed guard is no match for a gunman with a highpowered rifle. Michael bouchard, thank you for joining us. A short time ago, president obama weighed in on the shooting. Here is what he had to say. President obama i received a briefing from the fbi director and my White House Team about the tragic shooting that took place in chattanooga today. We dont know yet all of the details. We know that what appears to be a lone gunman carried out these attacks. We have identified the name and at this point, a full investigation is taking place. The fbi will be in the lead working with Law Enforcement. We have been in contact with the department of defense to make sure all of our facilities are properly the joint as we sort through what happened. As details proceed, we will make sure that the fbi and Law Enforcement are providing the public with all of the information involved. My main message right now is obviously the deepest sympathies with the American People. To the four marines that have been killed. It is a heartbreaking circumstance for these individuals who have served our country with valor to be killed in this fashion. Although the families are in the process of being contacted. I want them to know that i speak for the American People in expressing our condolences and to knowing they have our full support as they try to overcome the grief involved here. I also want to say that there are reports of injuries to chattanooga Law Enforcement officials. Thankfully, as far as we know, they have survived the assault and we want to make sure they know we are thinking of them. We take all shootings very seriously. Obviously when you have an attack on a u. S. Military facility, we have to make sure we have all of the information necessary to make an assessment in terms of how this attack took place and what precautions we can take in the future. And as we have more information we will let the public know. In the meantime, i would ask all americans to pray for the families who are grief stricken at this point and i want everybody to understand we will be thorough and prompt in figuring out what happened. Authorities warned there was a possibility of an attack and after the fbi director has been warning about lone wolves. They have been expecting something. Tom that is right. Why we heard obama come out is because of that concern. Officials say they are investigating this as a possible act of domestic terrorism. It is barely a week since a james coney said this was their concern, it was about socalled lone wolves, people who may be inspired groups like the Islamic State in which they would go and carry out these attacks on their own. The details we have about the attack a thing of gunman shooting from a car, and given the warnings that there was concern about a similar style of attack, of course nothing materialized thankfully. That has been the concern. Officials will be taking that seriously. The president has been in touch with the department of defense about stepping up security. Tom we heard the department say tonight that out of an abundance of caution they are asking a lot of facilities to be vigilant tonight about this kind of thing. Obama saying as well he is concerned about this and the challenge they have, people motivated by twitter and the internet. It is hard for them to pick up that intelligence quickly enough. During a visit in oklahoma he highlighted the cost of keeping people behind bars and not just the human toll, it cost 80 billion each year to fund the prisons. Something the president and others want to change. There is no shortage of statistics about the prison system in america. The most extraordinary is this barack obama became the first sitting president ever to visit a federal jail and he did not lack for muscle accompanied him. He wants an end to harsh sentences, particularly for nonviolent drug crimes. Pres. Obama we have to reconsider whether twentyyear sentences for nonviolent crimes is the best way for us to solve these problems. There are 2 Million People in american prisons. 100,000 are in prison in america compared to 148 in england and wales. If you are africanamerican, you are six times more likely to be in prison and you if you are white. For a generation, the policy has been prison works. That orthodoxy is coming under question from obama and senior republicans. There is a growing consensus too many people who pose a little over north threat to society are being locked up for far too long. Kathy lee jones is home with her family in virginia after serving 12 years of a 21 year sentence for drug dealing. She had applied to three times for clemency and was expecting the worst when she was called into the wardens office. I figured it was something bad. I was crying. I was crying and holding my heart. She said president obama has granted you clemency. He says you are out today is april 15. All i did was start crying and said thank you, jesus. The president has granted 46 people clemency this week. That wont sort out the overcrowded prisons. A change of sentencing policy will be a first step and for justice to become colorblind, an essential second. For more on the proposed sentencing changes, i spoke with a leading advocate for Justice Reform in the house of representatives. Congressman, you are with the president on air force one this week when he started this campaign to reform the criminal Justice System. Why is he choosing to focus on prisoners now . He has been at this for a long time. We have invested tens of millions of dollars into communities and states to experiment with a smart Justice Reform effort. Now he is ready to take a more comprehensive step at to this. We have liberal and conservative lawmakers and organizations on the same page. America should do something about our over incarceration of american citizens. We incarcerate more people than the rest of the world combined on a per capita basis. It is something we have to change. Do you think republicans and democrats can come together and pass something simple like less harsh sentences for nonviolent offenders . I think we will. Im one of the sponsors of the act. Ive authored a number of proposals that have been joined in by republicans that we can do something about not in course rating nonviolent offenders and divert people from the criminal Justice System and give them a second chance. What the president has in mind as we take a look at the Community Level to prevent young people from getting involved in antisocial or criminal activities. First and foremost, health care, education, jobs and if they do involve themselves and do something that is not right, we make sure the punishment fits the crime and focus on rehabilitation. When people are in prison, that we create opportunities for them to reenter society. 98 of them will be coming home. We want them to come home as a better person. Society needs to find a way to distinguish between the violent criminal who should be locked up and the person who deserves a second chance. How do you do that . It can be done. Every time we studied this, we found that race influences these decisions. Young men of color are more apt to be treated more severely. We have to rip away that kind of prejudice. Number two, we have to show communities that it pays better for our young people to get a scholarship to college than the penitentiary. At the end of the day, it does not help any of us. There is work to be done. Having the president in the lead is very important. Having a bipartisan agreement on this is what is most important.
