Now at 11 00 and streaming on cbsn bay area, with coronavirus cases skyrocketing and thanksgiving just days away, every county in the purple tier is about to be under a new statewide curfew. That includes santa clara, contra costa and alameda. Kpix 5s joe vazquez explains what you are and are not allowed to do. Reporter the state is calling this a limited stayathome order. And what it means is between 10 00 p. M. And 5 00 a. M. People are being asked to stay inside unless youre an essential worker. It applies to counties in the purple tier of reopening, which right now is more than 90 of all counties in california. We are putting forward a limited stayathome order. Reporter dr. Mark, the States Health secretary, says a number of factors have gone into the decision. The colder weather, more mixes of households. Also, he says, people tend to let their guard down in the late hours as they gather with friends. Masks come down. Maybe some additional activities that increase transmission. So a focus targeted effort to really reduce those activities while still allowing some other things to occur. Reporter what is still allowed to occur is routine grocery runs, walking your dog, ordering restaurant takeout. The order will last a month. Will it be effective . Dr. George rutherford from ucsf says curfews have worked in europe, but thats largely because of indoor activity in bars, which are not open here. He says california is doing much better than most states. But its a serious, serious, serious wakeup call. And you know, right now we have icu capacity, inpatient capacity. Many of the restaurants are takeout only and they are open past midnight. Now, that will not change, but this new order targets the behavior responsible for the recent spike in cases. Mention curfew and people have very strong opinions about the latest state order. A curfew is ridiculous. I mean, theyre inside anyway, what do we need a curfew for . Reporter paradise roberts says her daughters have barely left the house since march, partly because there really arent a lot of places to go. Theres nothing open. I got takeout food. Theres nothing open. Reporter oakland mayor libby schaaf held a virtual town hall meeting tonight about getting through the holidays during a pandemic and what this latest curfew really means. Alameda county Health Officer Nicholas Moss says its not intended to hurt businesses. Its a lot for our residents to deal with on top of all the other restrictions. But i am hopeful that this will help limit peoples opportunity to get exposed to covid and to pass it on to others. Reporter the new restrictions will not impact businesses like this one. Employees are relieved. I need work for my family. Reporter as for enforcement, the county says its going to prioritize education over issuing fines. The county feels its the best way to change peoples behavior. In berkeley, Andrea Nakano, kpix 5. We spoke to a number of Law Enforcement agencies this evening, and they all said that they will focus on education, will not go out of their way to cite people they find violating the curfew. Now, this is why the state is cracking down. Were seeing the highest daily case count since late july. More than 11,000 new cases, and 106 deaths. The Positivity Rate has shot up more than 50 in just the past two weeks. And a live look at sfo tonight, the cdc is echoing californias advice, warning americans not to travel over thanksgiving. The agency recommends a Virtual Holiday instead. Just a few minutes ago, a late night vote to close two neighborhood schools in newark. Reporter the recommendation from the Consolidation Committee was to close graham elementary school, but that is not what happened tonight. But under the threat of closing the school, parents from graham did not go quietly. This afternoon dozens of parents drove back and forth in front of the School District offices, kids Holding Signs out the sun roof, drivers laying on their horn, demanding the School District hear their concerns about closing graham elementary school, one of eight Elementary Schools in newark. This is a community that is already underprivileged, its disadvantaged. It already faces language barriers and to close the school and have to distribute kids into three different campuses, it just doesnt make sense to me. Reporter during the Virtual School Board Meeting tonight, parents, students and teachers also voiced their opinions. Im worried that because of because graham has a predominantly hispanic community, youre using this point to close down our school. Im worried about b what message this send to not only our students but our city as a whole that this is okay. Graham elementary is not just a collection of buildings and a list of expenses, its a living, healthy community. Reporter another topic that came up again and again was the stress on students of having their School Closed during a pandemic. Please dont interrupt our lives in a time thats already so hard for me and my family. Reporter the board also decided to move all sixth graders into junior high starting in the 22 23 school year. Its all part of their plans to try to come up with savings to cover a 6 million budget shortfall. In newark, Katie Nielsen, kpix 5. And the school board voted to close Snow Elementary School and send those students to graham. Other students will be sent to two other schools to be determined. And disney is moving ahead with plans well, a live look in San Francisco tonight where supervisors are fighting to save a program that leases hotel rooms for Homeless People during the pandemic. The city has said that it plans to move 500 people out by the end of the year and close all 2,300 rooms by june. Well, today four city supervisors announced that they will introduce legislation to eliminate those deadlines and instead move people out when Supportive Housing becomes available. Plan to convert hotels into permanent housing is the most aggressive action california has ever taken toward ending homelessness. And its also leading to lawsuits in cities like milpitas. In our original series project home, we take a look at project home key, the states controversial and rare opportunity to house the homeless. Reporter across california people are really, really angry about this. Reporter a series of housing decisions are being head in record time. Thats the biggest thing, how fast everythings happening. Reporter without community consent. I think my chief concern right now is the lack of Public Engagement from our community for this project. Reporter its called project home key. The states rare opportunity to provide housing for thousands of unhoused californians during an unprecedented housing crisis coupled with a pandemic. The catch . The money runs out december 30th. Its federal funding from the coronavirus aid relief fund. So hotel owners can elect to sell their properties to the state and then those hotels will be turned into housing for the homeless. Neighbors are never consulted. Well, if things are done in record time, maybe you havent done the correct research and information gathering that you need in order to make the facility as successful as it needs to be. Reporter in milpitas its led to a lawsuit. Community members have signed a petition opposing turning the extended stay into permanent housing for 132 Homeless People. This is not how democracy works. I mean, theres and we said this before, i mean, theres a total lack of transparency, and theres a total lack of representation. We had no voice in any of this. We should go with the volunteer cities first instead of saying, hey, were the state of ra and were going to voluntold you. Reporter ashley works for the county and is overseeing three key home applications there, one in san rafael and another in santa rosa. The timelines that have made us do business differently, we submitted the application without having done that that Due Diligence with the understanding even with the state that that Due Diligence would happen after the fact. Reporter there are 95 projects under consideration statewide, and 600 million up for grabs in this use it or lose it scenario. So many feel like they werent included in this process. Do you see why they feel that way . Absolutely. Like, this is a much faster timeline than we would ever want to do on a project. Reporter there are more than 151,000 unhoused californians right now. Project home key could create nearly 6,000 permanent units of housing if all projects under consideration move forward. Californians have a history of pushing back against homeless shelters or lowincome housing projects. Thats why the Legislature Passed a law this summer allowing project home key sites to circumvent local control. We need local control. Local control for exactly this, the people went against this project and arent happy with it because they had no knowledge of it. Reporter so is the process in place for a reason . Yes, we should do the right thing, but the right thing is to find a workable solution to a complex problem. Reporter or is process a privilege that californians simply cant afford during this unprecedented time . Near the midst of a pandemic, and this is how the state has recommended that we respond to the pandemic is by ensuring that some of the most Vulnerable People in our communities are housed. Reporter so residents in milpitas filed both a temporary restaining order and a lawsuit. A judge struck down that temporary restraining order this week, but the lawsuit is moving forward with a hearing in december. Ken and liz . There have been some projects that have not gone forward or have not been successful, like the project, but that was over a price. Community hasnt made a difference yet. Not sure if it will. A new audit finds that since the start of the pandemic, the edd has sent out at least 38 million pieces of mail which included full Social Security numbers. The agency was reportedly informed of the issue a year ago. The audit urges immediate changes. Edd officials have promised to have everything fixed by next summer. Tonight, b. A. R. T. Is making a last ditch effort to avoid mass layoffs. Ridership has plunged 87 during the pandemic. Now board is offering early retirement. About 40 of employees are eligible. You dont get clouds to form when you have that air. Clouds might blow in, but theyre not going to drop rain on us. Dry weather continuing into this weekend, and dry weather is a continuing theme with the latest long range outlook from the climate prediction center. This is the threemonth outlook that takes us there meteorological winter. We call it december, january and february. It shows a signal towards below average precipitation for the bay area. Its not as strong as that signal for southern california. This is a very typical la nina pattern, but after a dry winter last year, thats the last thing we need, because were already in drought conditions, severe to even extreme drought across the bay area. That same threemonth outlook calls for above average temperatures, a slightly stronger signal towards those temperatures once you factor in the, again, threemonth outlook here. The stronger signal is farther off to our east and southeast. And well just wait and see what the winter brings us as it rolls around. Right now its pleasant out there. Any fog that does form is going to be confined and not as thick and stubborn as what we had this morning. Low 50s in oakland and San Francisco. Otherwise, nerve the 40s. Already down to exactly 40 degrees in santa rosa. Youre likely to dip into the mid30s. In general, cooling off another 3, 4 degrees as we head through the night. A normal looking temperature map for mid to late november. Mid to low 40s by tomorrow morning. A good looking day tomorrow for a good looking pup. This is hogans handsome boy posing there. Temperatures in the mid60s in san jose. Hogan can bask in the sunshine by tomorrow afternoon. A few passing clouds in the morning, but those are high up in the atmosphere. And thats what keeps the fog from forming at ground level. Were not going to use any of the suns energy to burn through the fog. Itll warm us up a little more than where we ended up today, but not much. These temperatures normal for this time of year. 60s around the bay, mid to upper 60s farther inland as temperatures within a degree or two of whats average for november 20th. Temperatures are going to stay very similar as we head through the next several days. Not much change day to day. The good part is this is a sevenday forecast without record high temperatures or gusty winds or high fire danger or poor air quality. The only bad part is its a sevenday forecast without any rain.
