So in the meantime, were looking at some patchy fog this morning but definitely not as foggy as yesterday morning and temperatures in the 50s and 60s. Pleasantly warm this afternoon with daytime highs right around where we should be for this time of year. But record heat, a high fire danger, and poor air quality as we look to the weekend and early next week. With offshore winds returning for us. Lets talk about that red flag warning that will be in effect from saturday 9 00 p. M. Until monday 8 00 a. M. For the north bay mountain ay llll cause thany ofregu to 35 to 50 and low relative humidity values 10 to25 . More about that weekend forecast coming up. But now lets check in with gianna and still the slow ride through the Altamont Pass. Yeah, its been a tough commute today and in fact all week for that Altamont Pass ride. So supercommuters, you will have a lot of brake lightnings as you head out the door. Taking westbound 580 from 205 out of tracy in fact all the way on to 205 itself at least all the way to Mountain House, a lot of brake lights. The latest trouble spot is a motorcycle hit a tire in the roadway. Its now blocking one lane possible i awell. So its right at greenville. Thats where the trouble spot is. Once you are past that portion, things look really good at least as you get on the 680 dublin interchange. But in the meantime it will take you just about 58 minutes so pretty much an hour to go from 205 over to 680. Ill take a look at traffic at the bay bridge in my next report. Im anne makovec at the live news desk. And lets take a live look at capitol hill right now where Ruth Bader Ginsburgs casket is set to arrive in about a half an hour. And she will become the first woman and first jewish person to lie in state at the u. S. Capitol. Funeral services are going to take place this morning set to start at around 7 00 our time. And once again, former ginsburg law clerks are going to be linning the steps and serving as honorary pallbearers this morning. They were a constant presence at her side over the last two days on the top of the Supreme Courth30 yrsof ofbe independent. Thousands of people came to pay their respects. Now cbs news is going to carry a special report when those Funeral Services get underway and of course we will have that for you here on kpix 5. Back to you. Taking a live look at San Francisco. The city has been among the most successful big city in the country in crushing covid19. Except when it comes to the latino community. Now it has launched a new initiative to change that. As we recently reported, latinos make up 15 of the citys population but 51 of those testing positive for the virus. Many of them are front line workers who will go home to a crowded multigenerational household. But there is still this disparity which means that we have got to be aggressive and very deliberate about what we should be doing with this particular community. So to help out. 28. 5million will be going to covid19 testing including pop up hubs. Also food support and housing subsidies and even eviction prevention. Right now, there are a lot of tenants and landlords struggling the make ends meet and a Company Called zumper is launching a first of its kind rent guarantee program. That means if tenant cant cover rent for some reason other than covid. The landlord still gets paid for roughly 10 million small landlords across the country. Cash flow from monthly rent is critical to keep them afloat. That monthly rent payment to landlords can disappear when times get tough and they are offering a way to make sure they dont lose out just because the tenant is struggling. Some landlords are worse off than the tenants. They count on the income and they need to pay their mortgage and their bills. At its core, were trying to help the Property Owner make sure they get their 12 months of rent. Its called the instarent guarantee. Heres how it works. If you find a tenant through the app and agree to pay them 2 of the monthly rent, you can guarantee you wont lose out if your tenant cant pay. Attorney Daniel Bornstein encourages landlords to read the fine print. Zumper is trying to limit the likelihood of a failed relationship within your unit. To ensure that they dont have to actually cover the rent. So if you sign a 12 month lease and a tenant becomes month to month on the 13th or 14th month, they dont guarantee rent after that 12 month period. So they will only cover apartments that are less than 110 of the median market rate of 4,000 a month. The tenant has to have a credit score of 650 or higher and income of three times the monthly rent and no history of evictions to qualify for coverage. And if you have lost rent due to covid19 or any future recession, it wont be covered. For some, its buying peace of mind which for small landlords can make all the difference when inviting someone to stay in their home. A backup beyond Mountain House at this point. A tough ride for the most part and in fact most of the week for that Altamont Pass commute. Unfortunately Altamont Pass road, Patterson Pass pretty busy as well. I did see a bit of brake lights westbound 580 in that Castro Valley y area. Looks like thats now been cleared. So other than that, traffic is friday light. So tgif if you are taking 880 nimitz freeway both directions no delays there. Northbound 101, pretty clear out of the south bay. A pinch of slowing northbound but into san jose into the peninsula, traffic is really light this morning. Not seeing any brake lights. Looking pretty good so far from the bay bridge toll plaza. Westbound commute heading out of the east bay, into San Francisco, definitely friday light. Weve got a few cars a few brake lights there as they come off the 880 overpass. But overall nothing really to deal with heading into San Francisco and if you go to the san mateo bridge this morning, we did have a broken down vehicle near the highrise. So you will see a few brake lights as you get more on the westbound side over towards san mateo but coming out of hayward traffic is moving, for the most part, at the limit. Its 6 15. Thats a look at the morning drive. Lets check your forecast and its going to be nice today but mary, thats going to change. Definitely take advantage of our beautiful weather for today. And down to 49 degrees for santa rosa as we start off our day. Not really looking at that much fog compared to yesterday. So just some patchy fog in spots and otherwise clear skies. And good to moderate air quality as we go through our day with that air quality forecast. So this afternoon, looking at mid 60s along the coast around the bay and upper 60s to low to mid70s and inland topping out in the low to mid80s with that sunshine. So the satellite and radar what you can expect near normal daytime highs for today. With that zonal flow. But for the weekend, High Pressure will be building in for us offshore winds return and that means hot weather as we look to the weekend. With temperatures into the triple digits by sunday, monday and for next tuesday. Red flag warning so now upgraded from a fire weather watch to a red flag warning for areas highlighted in red. From saturday 9 00 p. M. Until monday at 8 00 a. M. And thats for the north bay mountains and east bay hills and valleys. The dry and gusty offshore northeasterly winds and gusts up to 35 to 50 miles per hour. Watching this very closely for you with critical fire weather conditions. Also talk about the heat. So were talking about triple digit temperatures as we look to sunday inland. Near record highs if not breaking some record high temperatures and then for monday, gets even hotter still. So were in it. At least from sunday, monday and even for next tuesday. Lets talk about hour smoke concentration forecast. So looking at good to moderate air quality for today. But changes as we look to saturday, some hazy skies but watch as that smoke pushes in for sunday and monday. From wildfires burning to our north and east. I dont think it will be as bad as what we have seen. But still looking at some hazy skies for the end of our weekend and early next week. Those daytime highs for today, in the meantime, 80 degrees for santa clara and for san jose. Also for cupertino. For the south bay. For the east bay, mid 80s for you in concord and also for Pleasant Hill and low to mid 80s for the trivalley. Here at cbsn bay area lets talk about past to pay respects to the longtime judge, law professor and advocate for gender equality. Even someone Justice Roberts called a rock star. She died one week ago today at the age of 87. As you can see, these are the east front steps of the capitol where Speaker Nancy Pelosi and the democratic leader in the senate, Chuck Schumer are waiting for her casket and family. This will be a chance for house and Senate Leaders to say farewell. We will hear in the ceremony from house Speaker Nancy Pelosi. Well also hear from rabbi lauren holtz blatt who spoke on wednesday at the ceremony where she lay in repose at the Supreme Court. The rabbis husband was one of her law clerks. Well also hear from opera star denise graves. Shell perform because of Justice Ginsburgs wellknown love of opera. As we watch this ceremony, i want to bring in jan crawford. Shes with us and covered the Supreme Court throughout Justice Ginsburgs almost entire tenure there. Jan, i think its a good time to talk about the legacy of Justice Ginsburg. Well, i mean, its almost hard to put into words. Because her legacy on the law began back when she was a lawyer. I mean, her first appearance at the Supreme Court was in 1973 when she was an advocate working at the american civil libertiese already. She told the allmale justices in that famous ask, i ask no favor for my sex. All of i ask of my brethren is they take their feet off our next. That was in 1973. 20 years later as a justice, she continued that fight for gender equality and on discrimination throughout the rest of her career. Just so everyone knows, the name of that case she argued. She was an out of the box thinker. Not only as a lawyer but as a justice. Because of that, she had a tremendous impact on the law and on society as we saw during the last two days of mourning at the Supreme Court where thousands of women of all generations, young girls, came out to pay respect and give thanks. I do want to dig for one second into that case. I think it is worth reminding people about frontier, that case. It involved an air force, someone who served in the air force but denied benefits. Explain. Justiinsburgaw was a tnking 10 roa whatthe law be sheketas gender discrimination against men and saw that as a way to persuade justices that gender discrimination in all forms was wrong. It was a really out of the box way of looking at the law. It changed the law. And history. Lets touch with nancy cordis on capitol hill. Walk us what we should expect today. Norah, now that the hearse has arrived at the u. S. Capital, the casket will be unloaded and carried by an honor guard. House Speaker Nancy Pelosi, democratic leader Chuck Schumer waiting at the top of the steps to greet the casket, which will then be carried into statuary hall here at the u. S. Capitol where Justice Ginsburg will lie in state. You went through the sort of nuts and bolts of this brief ceremonial welcome by Speaker Nancy Pelosi. But i do want to focus on denise graves and the fact that she is going to be singing twice at the ceremony and yes, it is absolutely a nod to ginsburgs love of the t that denise gravesad a multidecade friendship with Justice Ginsburg who saw her in performing carmen and fell in love with her performance. In fact, their friendship ran so deep that ten years ago, when Justice Ginsburgs beloved late husband marty passed away, denise graves sang at the memorial service. So they have a lot of history of great friendship and Justice Ginsburg herself said long before she dreamed of becoming a lawyer or a judge, certainly a Supreme Court justice, the first thing she can remember wanting to be was a great diva. But because her voice, in we are words was monotone, she said she was told by her Grade School Teachers that she was a sparrow, robin. She should mouth the words when the other kids were singing. That dream was dashed early on but it led to a lifelong love of music and the opera that will be respected today. Thats a great story. Nancy cordes, thank you. Joining us now is jeffrey rosen, long time friend of Justice Ginsburg and president and ceo of the his latest book, conversations with rb. R. Gg. Jeffrey, thank you for joining us. You have called her one of the most influential figures for constitutional change in american history. How can we describe how shes changed this country . Justice ginsburg had a vision. And that vision was that the constitution should grow evermore em braes sif. That was her word. A distinctive word. I asked her what it meant once. She said i mean embracing the leftout people not just grudgingly but with open arms. Because of her tenacity, brilliance, and astonishing accomplishments as an advocate, she made it more embracing. To embrace women of color, lgbtq people, immigrants all because she felt it was a performance of the promise of the declaration of independence that all men and women and human beings are created equal. How many people in our lifetime can we say have transformed the constitution because of their vision and that is the magnitude of this great womans achievements. If you had to characterize one case right now that many people may not be familiar with just because they dont study the law as closely as you or jan crawford, what case would you choose . The [ inaudible ] another case that meant a lot to Justice Ginsburg when she was an advocate is called widenfeld case. That involved steven wise enfeld whose wife died and he wanted to care for his young son. But the Social Security law only allowed Survivor Benefits to women, not men, on the stereotypical assumption that only women would be Single Parents or caregivers. Advocate ginsburg realized this was unfair, it limited the opportunities of both men and of their children and of women as well. And she took it up to the Supreme Court and convinced the allmale judges of their time to extend benefits to women as well as men. It was a brilliant example of what jan called her Strategic Vision in realizing that the constitution has to extend promises to all people, men and women alike. On a personal note, i love that you met her in an elevator bonding over opera. We do. I was a young law clerk. She was in the elevator, i couldnt think of anything else to say and i said, what operas have you seen recently and we had a lifelong friendship over that. Its so meaningful. She said denise graves will sing. She had a lifelong friendship with the justice and just, gosh, last week, so much has happened, the night before Justice Ginsburg died, the National Constitution center convened her favorite Opera Singers to sing personal songs to her in tribute as part of our Liberty Medal ceremony and denise graves was one of the four singers she chose. She sang the most wrenching piece and it will be so extraordinarily moving to hear her sing today. Sounds like such a beautiful ceremony. I also want to take a moment to just talk about the two days that the Supreme Court and the thousands of people that waited in line for hours to pay their respects. People kneeling, people praying. People brought their little girls. I mean, the pictures of the little girls dressed up in black dresses with the white lace irls dressed up as wonder woman and superman. You know, to have an effect on the law and changing the country over her three decades, but i think as chief justice explained, she also became a cultural icon in her later years in life. People really feel like they knew her. You saw that i mean, youve seen it a while. Certainly expressed at the Supreme Court. This is a personal loss for them. They know who she was. What she went through. How much we must pause and give thanks for the sacrifices and efforts she made that will make this country women. Young, old. She influenced generations of women. Because she became this cultural icon, which by the way, she got a big kick out of. She thought she was referred to as the notorious rbg. She embraced some of that later in life, which is to me a reflection of how she was willing to always think about new things and things that may not be familiar to her and learn new things. She enjoyed that. But that made her even more. She was on saturday night the sketches on saturday night live about her. That made her even more in a way resonate with people of all generations. So i thought it was so moving, the lines, hours long. At one point when i was walking by on wednesday, there were multiple lines, blocks long. They would merge into one. People would see a line. They wanted to see her and give respects. They just got in it and waited. It was a wul aph some. Were singingym aringstor nickname, notorious rbg . She thought it was funny. All of these cultural iconic moments, she embraced and rolled with it. She was asked about them in interviews and would go to law schools and universities and people always wanted to talk about that or the saturday night live sketches, she would be featured in. Correct me if im wrong, was that title given to her after her dissent in Shelby County versus holder . Someone randomly threw it out there. Its one of these things where a woman came up with this and it was one of these things where it picked up steam and you saw, it was all of a sudden its on mugs and tshirts and the crown. I mean, it really took a life of its own. As we await this ceremony to begin on capitol hill as justice Ruth Bader Ginsburg becomes the first woman to lie in state at the capitol, i want to bring in law professor, one of Justice Ginsburgs former law clerks. Professor, thank you so much for joining us. Tell me what this day means to you. Well, i mean, i think its really beautiful that somebody who was so important to expanding we the people, to expanding equality in this country is getting the kind of recognition from the government to be lying in state. I think that there have been a lot of women who have made really great contributions and so in some ways its a shame that shes the first. But i think its great that shes able to do that and the people that admire her are able to see that. And what was she like working for her as a clerk . I know that she treated her clerks like family. She really did. I clerked for Justice Ginsburg her first two years on the Supreme Court. From 1993 to 1995. And i mean, it was the most formative professional experience and the greatest privilegeyrofet i ever have. She was a very exacting boss. She worked very, very hard and she worked until all hours. She always did her best work. She expected those things of us, too. She expected us to work very hard to always do our best works and never phone it in because something wasnt that big a deal. And she expected us to be really thoughtful and to give her what she needed to exercise her really terrific judgment. So that was our job. And professor, the New York Times did this wonderful piece about how her clerks viewed her as a generous mentor. Who kept them to high standards and it was this phrase, get it right and keep it tight. What did that mean . So it was really important to her that every word be correct in every piece of writing. That no word be unnecessary. So i mean, just for example, we would cro outbs be thout they w. So it was really important to her that the work be dead on accurate in all of its particulars. That its exactly what she intended to say. It not use extra words to say that. Her meticulousness remembered by her clerks. As we take our first look inside statuary hall where the ceremony will begin. The former Vice President , joe members of congress and including her former trainer. Very famously, the workouts of the notorious rbg. Which she believed into her 70s and 80s to stay healthy. Her trainer is there. That kind of goes to the legend that is Justice Ginsburg, right . I mean, s went on the seectephe colbert show and tried to do some of the workout along with her. She just always i mean, she was this person as were hearing this morning, brilliant lawyer, incredible, tactical writer, precision of language. But she also had a sparkle in her eye. Shes been a favorite of the right for some time. The president interviewed her for the last vacancy when he picked justice kavanaugh. She is far and away the frontrunner. Theres not been a final decision. With the president , i think we have to wait and see on saturday that this is actually the pick. That is certainly the expectation here in washington and on capitol hill. Senate majority leader mcconnell has said he has the votes to confirm her before en. Senators now are preparing for her to be the nominee and go through those confirmations hearings sometime next month. But the chief justice at times would kind of switch over to the liberal side to rein in almost his conservative colleagues. Not only will this dilute his power because theres going to be six conservatives now. It will mean that that will mean that this court could be much more boldly conservative on a number of issues, especially social issues, which tend to divide the justices the most deeply. On what issues could it matter the most . The Supreme Court in every area of our lives has something to say, whether its our relationships with our spouses, our medical choices, how we work, employment decisions. I mean, its hard to under state. Its almost ery aspec justices are asked to decide disputes. It was a question that i asked the Vice President this week when i interviewed him. I mean, this president ial election could end up at the Supreme Court as it did 20 years ago with bush versus gore. It could. I mean, its 2020. So we may as well get ready for Something Like that, too. I dont believe that the Supreme Court of eight justices, some people speculated we needed an extra justice now so theres not a tie. I do not believe john roberts or any of them would allow the court to remain deadlocked 44 about the presidency of the United States. They would figure out a way. It would be a tremendous blow to the court, its institutional integrity and the public may not looks ifpt that. Is going to be able now to, with the votes, get his nominee because of the divided 44 Supreme Court. On that note, lets bring in nancy cordes. Whats your understanding about how quickly the senate will move, nancy . Well, norah, lindsey graham, the chair of the Senate Judiciary Committee Said yesterday that hes aiming to hold a confirmation hearing within about 12 days of the president naming his pick tomorrow. That is a very rapid timeline. He says hes determined to stick to it. Its possible there are a lot of things that could end up slowing things down. Part of the reason that republicans here on capitol hill seem to favor Amy Coney Barrett over some of the president s other cho t the liy much the fact tno he positions. Shes been through this process recently, in 2017 when she went through another brutal confirmation process to be nominated and confirmed to her federal Appeals Court post. So they believe that picking her would enable them to stick to that very rapid timeline. And the reason that they want to move so quickly, because they want to have all the options on the table. If they decide to push head with a confirmation vote before the election, theyll have time to do that. And so we do definitely sense a preference here on capitol hill for Amy Coney Barrett, although Many Republican senators ive spoken to have said they would be very pleased with any of the individuals on the president s short list. I was ahiboutlooking the impaf her cait mt be hard for her to put into words. How do you want to be remembered. She wanted to be remembered as someone who cared about the law and advanced equality and was a good judge. Theres a quote certainly as someone who said she said id like to be remembered as someone who used the skills to the best of my ability. She was once asked whats the difference between herself and a brooklyn bookkeeper, which was her mother. She said a generation. Right. That ows, i it shows how sh advanced progress for women. Her recognition that she was in a place to be able to do that. Where her mother could not. She took that seriously. That also helped drive her foforward. You know, i was struck by how much she herself faced discrimination. Yes. Yet, didnt going back to her first days at Harvard Law School when she was one of nine women in the class. Law professor asking them basically what were they doing there taking the place of a man.
