And im len keise. Well go to a live News Conference with bart officials underway right now. Good afternoon. Im here with the business and Consumer Service and Housing Agency to give you an update on the states effort around testing our renewed Testing Task Force with two new cochairs and our focus on some exciting news around new testing guidelines and an effort to make sure that were doing all we can in the state so the tool of testing is one we continue to rely on. How the spread will continue to move in our communities and we began doing that care within our hospitals and clinical delivery system. Then moving into phase two where the governor wanted to increase our testing capacity. We went from 2,000 tests a day to the early parts of april and late march to identifying the Testing Task Force as a key solution about galvanizing our testing and tocus on supply chain issues and organizing our Testing Systems across the state to identify our instruments and i haves and we all know that testing in california is a vital piece of our response not only to focus on taking care of patients and also to understand the patterns of transmission across the state in vulnerable communities and different parts of our state so that we can respond effectively and suppress transmission as we go forward. Working with academic partners to understand how pooled testing might be a strike thaty in populations and environments and really scale and allow precious testing resources to go far. Following the ability and challenges to get supplies at different times but also to look at different types of testing modalities and to really galvanize our research and our Testing Laboratory and community to begin to explore which new test modalities might be available in california. Today in announcing new cochairs with the Testing Task Force and that new mission to not only continue building up our testing capabilities, working on some important supply chain challenges that have reemerged with the increased demand of testing nationwide while other states across the nation. I want to announce our founding chief for the centers of infect us disease at the California Department of Public Health to really incredible leaders to clinical leaders who understand testing as it relates to covid 19 but Public Health responses are more broadly and are perfectly suited to help usher in the next phase in the testing journey in california to make sure the populations that need it the most get it in a timely way. With that, i want to turn to the doctor to make a few comments. Great, thank you so much secretary gally and let me start by thanking you and thanking the governor for your outstanding leadership, dedication, and commitment through this challenging time for our state, our country and navigating this significant Public Health crisis. I serve as the chief Health Officer at Kaiser Permanente to be asked to cochair this refocus covid19 Testing Task Force and to continue to move our state testing strategy forward building on the outstanding effort that the task force has done over the last few months. We support our members and communities across our footprint. E in cases makes it clear with a lot more being done to protect our communities from this unprecedented pandemic. In every one of those Public Health challenges, testing has been the forefront of our response. Its very clear that for us to be effective, we have to have a robust and well working testing system. Ensuring that we adopt the work that we are doing to the continuing challenges and evolving nature of this pandemic. I am truly excited to be here to provide some service to the people of california and look forward to it. Thank you very much. Thank you, both, and thank you for your agreeing to join as leaders of this dassing force. The know the members of the task force that made incredible contributions will appreciate your leadership and focus and as we continue youve been watching a Video Conference call from the state health and Human Services gally whos introducing the Testing Task Force and talking about strategies moving forward to get testing to people, to everybody and especially those in need just saying that testing must be available, affordable, and reliable. Of course this conference will continue on cbsn bay area calls today from bart and other transit agencies from across the country amid the quest for more federal funding asking for billions of dollars. Yeah, they are saying it is necessary in order to avoid devastating and permanent cuts to their systems. Taking a live look on capital hill where a coalition of Transit Agency is asking for the senate to approve 30 billion for federal funding as bus systems and train systems are in a position similar to bart, ridership down almost 85 , below prepandemic levels and revenue expected to drop over 1 billion over the next three years. The about city is spending more on ppe and deep cleaning efforts and barts current budget is continuing on receiving 250 million in federal funding for their losses and the board says the agencys financial future is heavily dependent on future funding allocations. We collectively must keep transit a viable option from an environmental sustainability point of view and economic point of view. As it stands right now, bart has a 2. 42 billion budget for fiscal year 2021 including hundreds of millions in cuts and postponing Capital Projects and implemented a one year hiring freeze.
