The two bay area counties now on the governors watch list after a bike in cases. Good evening. Contra costa county and Santa Clara County both on that list after a spike in hospitalization rates. Wilson walker is in Contra Costa County where those reopening dates are now up in the air. Reporter here in martinez where they are taking advantage of the street space on this nice friday evening here. Next week was going to be a big week in the county for more reopenings. Indoor dining, gyms, hotels, a lot of personal care services. Now Health Officials are having second thoughts. Yeah i was hoping for it but i have been expecting delays based on what i have seen going on in other states here. Reporter after four months in the takeout business, chef dave would like to get his hot stuff cafe tables back on july 1. He would understand the pause. I worry about my health and my employees if people arent healthy coming in here and sitting in here and contaminating other people so i have concerns about that also. Reporter Contra Costa County is on the watch list of counties that are raising concerns and it landed on that list because it reflects a number of trends we are seeing across california. Hospitalizations went up some 3. 3 in the last 24 hours. Here hospitalizations have increased 42 over the past week. The percentage of test coming back positive is also up and then there is the shift in who is testing positive. Seniors are doing a great job. I dont see a lot of young people with masks on and it that is a concern. And antidotal observation but here are the numbers back in april. 38 of cases here where those 40 years old or younger, now it is 55 . The concern among Health Officials is the rapid spread among younger people will eventually reach the more vulnerable. It is really important to be with friends and people and we are feeling starved for that. For the greater good we have to be super cautious. What is driving up the numbers . The county said it is people getting out of the shelter routine and heading back to more normal routines. As simple as that. The decision on the next phase and whether to hit pause on the july 1 move will come on monday. Wilson walker, kpix 5. Heres a look at some top stories this hour. In response to the increase in the cases. San francisco and marin county announced they will pause plans to reopen businesses originally set for monday. This includes outdoor bars, salons, barbers, museums, and tattoo parlors. While cities like minneapolis grapple with how to restructure their police department, the Sunnyvale Department of Public Safety could serve as an example. Each of the 200 officers are trained in fire, police and emergency medical services. The city has only two homicide cases in the last three years. Whether this model would work in other cities is up for debate. A teenage suspect was injured by gunfire this month when officers responded to reports of looting at a hayward cvs. Now we are getting our first look at body cam footage. Hey. [ shouting ] shots fired, shots fired. It is a chaotic scene. Officers were detaining two men inside of a parked car when several other cars started to peel out of the parking lot. One of those cars suddenly made a uturn driving toward the officers. One officer opened fire at the car believing the driver was trying to hit him. The driver, a 17yearold from stockton was grazed by a bullet. He and three others were taken into custody. The shooting is under investigation. East oakland is getting a 28 million upgrade. The citys better neighborhood, same neighbors received the grant to fund several projects. Reporter starting today is what people have been marching in the streets over. And that is a selfdetermined sense of safety, security, dignity and justice. And that is what these homegrown leaders are delivering for this community today. The east oakland projects include 55 units of affordable housing. Over one mile of community trail along the san leandro creek. Thousands of trees to be planted throughout the area. An aqua phonic farm and a bike repair program. The commissioner in palo alto is resigning over a heated debate over whether or not to open the private foothills park. The city council decided to push off the topic until after the summer break. The commissioner who led the effort to open up the park to nonresidents criticized the council or its decision. He said opening the park would be part of a broader effort to promote social justice and inclusiveness. That needs to be done right now. The park has been closed to non residents since the 1960s. City council has not yet set a new day for when they will consider that proposal. A daly city woman died after hiking through the grand canyon. The woman was with two others hiking the south k trail when temperatures soared to 114 degrees. Authorities said she became dizzy and stopped breathing. The National Park service is investigating. Tattoo parlor in san jose. It started as a brush fire and spread to the shop along west san carlos avenue. The owner said they finished installing some coronavirus precautions at the shop in anticipation of reopening soon. Now they are left with smoke and water damage. The shop was empty when it caught fire. No one was injured. Driving tests rev up again. Why it could take several weeks to get an appointment. Airlines say get ready for more full flights. What you can do if you want more space. Coming up, a another airline is starting to open up its middle seats again. Airlines have been blocking the middle seat since april. Now, American Airlines said it will start booking those middle seats again come july. It also says that passengers can change their reservations to a more open flight if they wish. United and spirit already made the move to book flights to capacity. Southwest, delta and jetblue are still blocking the middle seat or restricting passenger loads. California resumed behind the wheel driving tests today. If you need to take one make sure you plan ahead. The dmv will take several weeks to clear the backlog of tests for first time drivers licenses. They are implementing new safety precautions. Those taking a test must wear a mask, undergo screening questions and take a temperature check. Two windows must be rolled down during the drive. The hope to regain the upper hand on this that is wreaking so much havoc. Reporter the new surge in covid19 cases is causing alarm. We have recordbreaking high is every day. That means that the pandemic is far from over. Today Governor Newsom addressed a possible change in testing strategy. It is called group or pool testing. You see this at blood banks. Reporter tiny samples taken from different people nasal swabs are combined into one big sample and then tested for the virus. If that sample comes back negative you alert everybody that there tests have come back negative. If the sample comes back positive you have to alert everybody that they may have been that individual. Reporter the whole group gets tested individually. With Community Spread it is an efficient way to quickly pinpoint where the virus is incubating. It is a useful technique and has been used for 60 or 70 years. Reporter in in texas disease specialist just published a scientific paper on pool testing. He found while the method doesnt detect every positive case in a batch, it actually works. We show that given what we know now about Coronavirus Infections it seems like the benefits are going to greatly outweigh the loss of detection that you get. The loss of detection is going to be minimal. Reporter in addition to getting a new grip on the virus, doctors hoer grip on remembering what to do. Always wear a mask, wash your hands frequently or use hand sanitizer. Try to do activities outdoors. Reporter the doctor adds nature to practice good social distancing. It is official. Beta breakers in San Francisco has been canceled for 2020. The organizers moved the race for march to september to try to work it out but they announced today they dont feel confident that it will be safe to host large crowds due to coronavirus. The race will now move to a virtual format. Participants can independently log their runs in an online competition and you can sport a costume on your run. They couldnt find it but then it was spotted several times overnight including on this persons ring camera. Now neighbors are on high alert. Everybody is talking about the mountain line. We have raccoons and possums and things like that but never a mountain line. I wouldnt believe it but some other witnesses could confirm it was a mountain lion. Police say it was spotted in neighborhoods and all across the city. Even near a shopping mall. They are asking residents to please keep an eye out. Time now to get a check of the weekend forcast. Lets head over to paul heggen. A few changes as we head into the weekend. The one thing that wont change is the pattern we have seen every evening this week. Fog will spread back in over downtown and spread inland. It will be a little tougher to shake tomorrow. For low cloud cover and fog to go back up the coast it will take a few extra hours. A little bit of light drizzle near the coast and around the bay. We are going to see cooler, breezy conditions on the way for sunday and it will be windy for the second half of the weekend. Your chances of a trace of rainfall will be around 10 tomorrow and into the early hours on sunday. On sunday afternoon it will mix the atmosphere around. Plenty of sunshine i sunday morning. Late sunday morning, rather. Highs reached up to the low 90s in concord. No such luck for San Francisco. 60s there. We can just barely see the top of the tower in the distance as fog is taking over. 80s in san jose. 70s for oakland and santa rosa on either end of the 70s. Current temperatures in the 60s, 70s, 80s and 90s. Just below 70 in oakland. A nice evening for the north bay in the 70s. In santa rosa a little toasty. Upper 80s. In Solano County it is 90 degrees. Here is the fog spreading out through tomorrow morning. Near zero visibility. It will just take its time trying to go back up to the coast. A stronger onshore breeze will kick in with an impact on temperatures tomorrow but a more noticeable impact by sunday for inland portions of the bay area. We start off in the 50s tomorrow morning. Temperatures will be close to average for this time of year for highs. On saturday about five degrees above average for san jose. Temperatures close to what is typical. Low 60s along the coast and you may have a hard time to get to 60 degrees with onshore wind. Mid to upper 70s in the south bay and upper 80s for the santa clara valley. In the east bay reaching up to the mid to upper 80s. A little toasty or as we head further east. Around 90 degrees for antioch and brentwood. High temperatures above 70 degrees in the bay. Mid to upper 60s for the city. In the 70s farther north. Upper 70s and low 80s for the north bay. While it will be hot further to the north, it will not be as hot. Lake and mendocino counties have been in the triple digits and they retreat to the 90s tomorrow and 80s on sunday. Looking way ahead to a week from tomorrow, fourth of july is the eighth day of the seven day forecast but we want to look ahead to the holiday. Typical ea fourth of july weather. Low 60s on the coast and upper 60s around the bay. Inland temperatures in the upper 80s and we will see our usual fog pattern retreating to the coast and making its way farther inland as we head into the overnight hours. Temperatures next week a little bit warm for inland portions of the bay area. Approaching 90 degrees but a typical late june and early july pattern. Muir Woods National monument is the latest and one of the last rights in the National Park service to reopen. But it is going to look different for visitors. Don ford explains. Pandemic leak closed for more than three months stopping tens of thousands of visitors from around the world from seeing some of the largest trees on earth and new rules. We recommend that you bring a mask and you stay with your groups. We will do our best to distribute folks along the trail. Reporter one of the biggest changes is for the time being no more visitor shuttles. You must walk, bike, or with strict reservations only, drive in. They have to show that to our arcing attendant and they will have a parking space. Reporter reservations are made online and there are only half as many Parking Spaces as before. News that the woods would open next monday was spreading faster than a virus. I am probably going to go take a look. I might give it a couple days or a week. Reporter doctor grant colfax with the San Francisco department of Public Health said the city had moved into orange phase, basically the Positivity Rate had picked up here in San Francisco along with the increased caseload and that is why the pause button has been hit. For hairstylists waiting to get back to work, the weight will have to be just a bit longer. After the mayor announced a pause on mondays planned reopening of hair salons, nail salons, outdoor bars, museums and the zoo.
