Napa county leads the way in reopening. Reporter the heartbeat in napa county started to beat again as the restaurants open their doors tonight as the number of cases in napa county was so low. We saw it coming. We guessed today would be the day. We are one of the first open. We happen ready. Reporter this is the day he has been waiting for for nearly two months. His chef was back in the kitchen. We have been doing dine in to home with take out and now it is nice we can sit here and have a meal and wine. Reporter he opened ten days ago but then forced to shut down only to reopen again tonight. That is relief. Even in the smallest way. I was lobbying for any opening to get back in the groove, get us going. Reporter he estimates business gone down more than 60 during the shelterinplace order. He received a federal Paycheck Protection Program loan that will help as the restaurants operates on limited capacity. The reopening of restaurants has given wineries hope it will be their turn next. We will shift to Outdoor Service only. No inside tastings. And we want to start with Bottle Service only so we can smartly limit the interactions. Reporter they will also limit tastings to patios. Today is a stream of cars drove into this drivethru testing site in san jose. People didnt even have to get out of their cars to get a test kit. Swabbed themselves and drop off the kit in a large bin. The whole process only takes 3 minutes. It is free and no insurance is require. Now we are moving to testing people who are at risk who are asymptomatic or without any symptoms whatsoever. When you have an idea of medically what is going on, use it. It takes a lot of anxiety away. The push for expanded testing comes as the county prepares to allow Retail Stores to reopen starting monday which will place more people at risk. Reporter police say the man killed in an officerinvolved shooting today was the suspect in the murder of a homeless man earlier this month. Reporter police say the incident started when police tried to stop a car. Witnesses report gunshots just before 2 30 p. M. I heard eight rounds and then four rounds. Very rapid and then a pause and then four more. Reporter the driver of this sedan was shot dead by police. Officers discharged service weapons. At this point we are still investigating. Reporter the chief would not elaborate on the interaction so it is not clear what prompted the officers to open fire. Had the subject was a man shot in the shooting death of a homeless man may 1 of this year. Reporter on that day Police Reported a 65yearold homeless man was shot and killed. No other details were released to the public. The suspect who was shot dead by police today was a man in his 20s. They are not releasing his identity right now. Joe vazquez, kpix 5. New tonight at 11 00 p. M. Huge news on the future of Seton Medical Center in daly city. The hospital was slated for closure earlier this year over the objections of many in the community. Since march the state has been leasing beds there as the potential surge site for coronavirus patients. Tonight the state announced it will stop using Seton Medical Center for that purpose by the end of next month. He tells a Southern California medical group is now poised to buy the facility. The hospital is still there, the hospital is still going to operate as a hospital so clear up any rumors, once the state leaves the hospital closed down, that is not happening. The Hospital Group will cover half of the 40 million Purchase Price with the rest split between the county and a local nonprofit. The Attorney Generals Office needs to approve the sale. Alameda county has the most coronavirus cases in the bay area surpassing Santa Clara County. Reporter Alameda County and Santa Clara County are similar in population size and now in the number of confirmed coronavirus cases. But the Public Health director says it is something they saw coming. Reporter for weeks county Health Departments across the bay area have been keeping tabs on the new cases of covid19, especially as counties start to ease stayathome orders. As we loosen we anticipate to potentially see bumps in cases. We want to see the trend over several days and hope it will stay stable. The number of new cases have stayed flat but it is now giving Alameda County the unwanted title of the most confirmed coronavirus cases of any county in the bay area. Since the start of the outbreak, back in january, santa clara was leading with the largest number of cases and then the numbers started to level off. At the same time the cases in Alameda County kept growing. The number of cases increased but the number of new cases is 30 to 60 for the last few weeks. Numbers that were expected as more people were able to get tested. We look at the percent of the tests that are positive and that has been stable around 5 for the last several weeks. Reporter the fact the numbers are staying stable even though the stayathome orders are eased is a good sign. We cant determine for sure how much an impact it has and why we are waiting to make a new decision. Alameda county Health Officials are not sure why the number of cases continues to grow but said as long as the growth rate is steady and hospitals are not overwhelmed they will continue with the reopening plans. In Alameda County, katie nielson, kpix 5. A strong warning from the department of justice. The agency says that california churches are facing unfair restrictions under the lockdown. And today the d. O. J. Officials sent a letter to the governor saying keeping churches closed violates the the Fourth Amendment and it also says the state is placing a bigger burden on churches. Places of worship are limited to Online Services right now. The governor does have the authority to restrict religious services under a narrow set of circumstances. Is it so minor saving lives in a way that only in a minor way violates someones right. Governor gavin newsom has yet to comment. San francisco is getting creative to encourage social distancing.
