Good morning, it is finally friday and weve made it through another week and we are looking at hot temperatures inland, into the low to mid 90s for some of the hottest spots inland and just a touch cooler along the coast and around the bay with onshore wind. It is kicking in but it is still going to be a warm day as we go through the afternoon around the coast and the bay. Here is a live look with our Treasure Island camera with mainly clear skies, we are in the 50s as we start off our friday and heres what we expect taking you through the day. Mid70s in San Francisco, upper 70s in oakland, 87 in san jose, oakland checking out at 93b0. So looking above average for this time of year but changes for the weekend, i will have more on what to expect including mothers day and lets check in with gianna for a look at traffic. Good morning, taking a look at the roadways we have a few things to look out for, chp is working on an accident along highway four eastbound, it is not causing a lot of delays but it is blocking one lane so if you are headed to the roadways taking highway four eastbound youve got one lane blocked, chp and crews are on scene. Looking around 880 things are moving nicely both directions with no delays despite some roadwork southbound and northbound headed through west oakland and taking a live look at the bay bridge, so far so good with no delays out of east bay into San Francisco. Im taking a live look at capitol hill and there is a new proposal that just dropped that could fatten your wallet. Sen. Kamala harris turning sen. , joining sen. Bernie sanders to introduce a bill to give money to americans during the coronavirus pandemic, it would provide everyone with an annual income of hundred of under hundred 20,000 a month with two grand a month, even children could be eligible and it would retroactively pay people from march until three months after the Public Health emergency has ended. Every us resident who meets that income threshold would be eligible to get this payment whether or not you filed a tax return. And debt collectors would not be able to seize this. It will be an interesting fight on capitol hill. Back to you. Happening today the new monthly jobs report will give us a clear picture of the economic devastation from the coronavirus. Back in february the us Unemployment Rate was at 3. 5 , the lowest it has been in half a century. Todays report puts it anywhere between 15 to 20 . Yesterday we found out that an additional 3. 2 Million People filed for Unemployment Benefits last week. That brings the number of jobs lost over the past seven weeks to more than 33 million. That is about one in every five americans who had been employed three months ago. Those staggering numbers are putting americas leaders in a tough spot this morning. Counties are beginning to ease some restrictions under the governor stayathome order and now three bay area counties have told us they will relax the rules. Solano, napa and sonoma. Phase 2 will allow many retail shops to reopen for pickup and delivery, manufacturers and warehouses will also be allowed to reopen but counties will be allowed to keep tougher restrictions if officials dont feel it is safe to relax them. For some Business Owners in napa county it is just too soon and they say they are not ready to reopen despite getting the green like. Starting today clothing stores, shops, toy stores and florists can offer Curbside Pickup but one store owner says after speaking with other owners in downtown napa she will not be opening. I mean we are in the middle of the pandemic, our numbers in napa county are low but so is our testing. We were really late on the testing game. So that is not reflective of reality. From saturday, mandatory face coverings must be worn inside businesses and workplaces, if social distancing cannot be maintained. Other bay area counties say it is too soon, Claire County has only allowed construction and a few other businesses to resume, Officials Say reopening there would bring on a second spike even sooner. And some local Business Owners disagree. As long as we are practicing cleanliness and social distancing and having less customers like they do at the grocery store, i think other stores and retail shops should be allowed to open quite honestly. Some other counties are keeping current restrictions in place. San francisco also but it may be one of the next to interface two, the neighbor the mayor is eyeing an opening of may 18 for curbside and pickup only. Marine county has the same target and says retail shops can use the next 10 days to prepare. The dmv is opening some shops for some services that must be done in person, starting today offices in San Francisco, concorde, oakland, san jose and santa rosa will reopen. Customers must make an appointment and will be required to wear a face mask. The agency is urging people to use the Online Services when possible. A restaurant in san clemente is going against californias social are in place orders opening its doors for diners and serving people at its bars. I think its great. Strong reaction from locals after the only restaurant in san clemente denied the stayat home order and is serving a set tables. I think its reckless because when i walked by there i had my mask on and was checking it out and nobody had a mask on and people had shirts off in close proximity and i think these folks dont believe that this is real. The nomads canteen owner says the move was essential for the livelihoods of employees and says he is only serving at 40 capacity, social distancing and working with health agencies. Were doing the best we can, the first weekend we got run over and we had a protest, they are not Wearing Masks or any of that and we werent ready for that. You can see today weve got three security guys and two waitresses and that tells you how difficult this is. They are following all the rules, they were cutting people off and keeping a limited amount of people in the restaurant and i think if everybody follows that social distancing that is going on there shouldnt be an issue. Just down the street we are open for drive through and take out and the dining areas closed. The manager of this burger place is worried that one business making the rules could postpone reopening for everyone else. If people are seeing a spike in the virus they wont want to reopen everything. Sweetie the Orange County Sheriffs Office says the restaurant is not breaking laws but that it is in violation of a state health order, any penalties will have to come from the state. Developing this morning the owner of a pleasanton store has been charged with price gouging during the pandemic. According to Court Documents an investigator found nine items at the store that significantly jumped in price including onions, green beans, tea and two from brands of noodles, some of which the das office say went up by 300 . The maximum price increase allowed during a state of emergency is 10 . The increase in price was exorbitant, higher than any other case that we looked at. The shop, the shopper who filed the complaint says original prices were crossed out with black marker but were invisible. On the back you can see the normal price marked out. The owner of the bazaar faces nine counts of price gouging, we reached out for comment but have not heard back. A booming business, a local butcher thriving right now. We are looking at temperatures in the mid50s in concorde, upper 50s in oakland, mid 50s livermore in San Francisco and upper 40s for santa rosa this morning. This is what you can expect, mainly clear skies to start the day and temperatures will peak inland so its going to be even hotter inland this afternoon. But a little bit of an onshore flow along the coast and around the bay so that means a little cooler by the water today. But still its going to be a mild to warm day there as well and not as warm as we look to the weekend. We will cooldown for the weekend and especially into early next week when we have some rain chances for early next week. We definitely need the rain because we are looking at a severe to moderate drought for parts of the bay area. Last year at this time we were done with our drought but unfortunately with this incredibly dry winter we had we are now back in it. So we definitely need that rainfall for the next week and ill show you that, it doesnt look that impressive as far as amounts, just like precipitation but we will take what we can get. Here is a live look with satellite and radar and that strong ridge of High Pressure is in place, that pattern sticks around one more day, so lets take you hour by hour on future cast. Good morning, taking a look at the roadways now im going to show you travel times out of the south bay, we have a handful of accidents new to the Traffic Center in the first trouble stop, spot is not far from us seventh street, its a traffic hazard with a broken down vehicle but smoke was seen coming from the vehicle so it could be a fire. Chp is headed to the scene and it is blocking one lane but we arent seeing delays. We will keep a close eye on that. Guadalupe parkway a trouble spot reported at south 17 n. Of bear creek, there is a traffic hazard blocking lanes and eastbound highway four right at baby road, that is where crews are working on an earlier accident that has been out there just about 45 minutes, a few cars tangled up and one lane blocked through there, they are waiting on tow trucks to get on scene to clear the lanes, there are not any available now apparently. The roadway along 880 looks great, we typically have slower speeds around this time due to roadwork but that is not the case this morning, both directions of the nimitz to a great start and if youre headed out of these bay into San Francisco everything is clear here.
