Reporter well, it is after 5 00 here, which means the people of santa cruz get their beaches back. This is a new arrangement and one that a lot of people arent exactly thrilled with. You know, i miss the beach. And i really feel that if people are acting, you know, within accordance of social distancing and staying far from each other, i dont see the point in staying off the beaches. Reporter on a perfect afternoon to be on the beach, you had better be getting in or out of the water. Even people who looked like they might be going swimming were stopped today. Yes, its difficult. I think because, you know, were trying to obey the orders in place and help flatten the curve. But at the same time, its difficult when your Outdoor Access is, you know, indefinitely cut off. Reporter not for surfers, of course, that continues, but the sand was off limits to the people and dogs who otherwise would have enjoyed it today. Now, Authorities Say the goal is to discourage crowds from out of town giving locals the beach in the mornings and evenings. Not everyone here is on board with that. We dont believe that the 11 00 to 5 00 thing does anything other than cause even more disruption and more anger and more frustration. Reporter that seems to be the challenge for santa cruz, managing crowds on days like today without delivering too much punishment for those who live right here. And i do believe its mostly do keep people from out of town from coming over the hill and packing the beaches, which i definitely do agree with because that doesnt really seem to be, you know, following the shelter in place if youre coming from a different county to go to the beaches. Reporter that distinction between the locals and folks coming from out of town, that keeps coming up with everyone we talk with here, including the authorities. Theyre trying to kind of navigate that line, give the people here their access to their resources without having crowds come from over the hill, as they say. The situation goes on. The space is reserved only for emergency vehicles. Beach parking lots also closed in San Mateo County where drivers are being threatened with citations if they park along highway 1. Another bay area city is rolling out slow streets. Its a program to make it easier for people to get out and exercise while keeping their distance. Redwood city released this map showing the initial ten stretches of city streets closing to most vehicle traffic starting this weekend. The idea is to encourage people to walk or bike on the street where there is more space to spread out. And more streets could be added at a City Council Meeting on monday. Similar programs have been approved in oakland, in San Francisco, san mateo and palo alto. The slow streets in San Francisco helped caltrans make quick work of a Major Construction project. All lanes are now back open along highway 101 near the 280 interchange. Replacing the deck at the circle was originally supposed to take place over three weeks in july. Instead, workers got it done in eight days. Cleanup will require some lane closures. B. A. R. T. Is working on a big upgrade project in the east bay. Starting next weekend, it will start replacing the rails and track components near the station. Many of those components are originals dating back to 1973. B. A. R. T. Recently completed a similar project at the lafayette station. The project will require temporary late night lane closures along highway 24. Also, weekend b. A. R. T. Service between lafayette and rockridge will be suspended through july 5th. A free bus bridge will be available for affected riders, but there likely wont be too much demand. Daily b. A. R. T. Ridership has fallen by about 94 since the pandemic began. Combined saturday and sunday,de steps to protect seniors and essential workers at the citys nursing homes. Beginning next week, the citys requiring that everyone at its 21 nursing facilities get tested every two weeks. This comes after major outbreaks at several bay area nursing homes, including that one. Last month at least 67 people at Central Gardens and the western edition tested positive for covid19. With more than 1,500 confirmed cases, San Francisco accounts for nearly one in five of the 8,500 cases spread across the greater bay area. More than 300 patients have died. Statewide, there are just overod nearly 2,200 deaths. An east bay principal is doing what he can to help students whose parents have tested positive for covid19. Also when cal fire starts prepping for fire season. This year theres an added concern. Weve had major disasters occur at the same time, but covid19 has added a different dynamic. Reporter the Deputy Director for cal fire says theyre overhauling how they prep for fire season and other emergencies. One of those changes is happening with base camps. The traditional base camp, which can hold up to 6,000 firefighters, we may do three different base camps, additional housing units, a larger feeding area where we can have the social distancing. Reporter cal fire tells me its also making social distancing a priority for training. Making it different than previous years like you see here. Theyll be spacing folks out, having classes on, and making sure crews are protected. We are making sure we have the most up to date ppe, that our crews are exercising that. The red cross will be shifting more towards having hotel rooms instead of shelters for wildfire evacuees. California inmate Fire Fighting crews will be isolated from general population for 14 days before they head to the fire lines. Cal fire is cautiously optimistic with the upcoming fire season while handling the coronavirus. With all of the money being dedicated to flattening the curve, cal fire says it has more than enough in the bank for fire season. Under the emergency fund, were okay right now. All of these numbers coming in right where they should for this time of year. Heres Something Else wed expect in may. Low gray clouds coming in. Theres your may gray filling in the bay. But thats not the only place with clouds. Weve got a whole variety of them. These are higher clouds overy. Fact, you can see them when you look inland as well. Theyre from a weak little storm falling apart. This is what brian was talking about in terms of a chance of rain. Green lighting up on the far northern part of the state. If we put it into futurecast, most of this rain falls apart by the time it gets down here. Theres a chance we could get a sprinkle out of this betweenand. But its going to fall apart quickly. And if we look at it in terms of where its going to fall, where you can measure it, the map did get colored in here with light shades of green around ukiah and santa rosa, but not enough to measure. So if youre going to be out and about, dont be surprised if you notice a little fleck of rain, drop on the windshield. Thats all this will amount to. As far as what this means for temperatures overnight, pretty much where wed expect them to be. Low to mid50s tomorrow morning. Well wake up with a marine layer and low clouds. Tomorrow is sunny. Done with the chance of rain and cloudiness tomorrow. Across the south bay, low 70s for daytime highs. 72 for san jose. Its a subtle warmup, i should add, starting tomorrow. Today a caravan of about 80 vehicles made its way down to salinas carrying much needed goods, including food, hygiene products, as well as gloves and masks. I think a lot of people forget that the farm workers are the one that is pick all the food and basically they are the ones feeding america. And a way to tell them they are not ane. That in the city, we care for them. As californias growing season kicks into high gear, many farm workers cant afford to stay at home. And because many are undocumented they dont qualify for federal stimulus checks, dont have regular health care and dont have many worker protections. Volunteers will be distributing all of these supplies in the coming days and weeks. Farm workers across the west could see dangerously hot work days double by the year 2050 according to a new study out of span ford and the university of washington. Right now it found that farmers experience an average of 21 days a year where the temperatures exceed safety standards. Thats at about 80 degrees fahrenheit. If Current Trends continue, that number could hit 62 by the year 2100. Thats where im going to pick up on the forecast because we have 90s showing up at the end of this sevenday forecast. So itll be noticeably warmer, and im going to start with that. Take a look at the map over my shoulder. This takes us to the end of this next coming week. And it shows you where the temperatures are going to be either noticeably below average or noticeably above average. Or at least the degree of confidence were going to do that. This is a really strong signal. Weve got a deep blue bullseye over here for the east half of the country, meaning were going to be noticeably below average for the second half of this sevenday forecast over there. But for us, the deep ter shade of red, the higher degree of confidence temperatures are going to be above average. Let me show you what that looks like and what it means. Concord, 73 the average daytime high. We hit 72 today under the clouds. And well do that again tomorrow. Theres sunday at 74. But then we start going up. By thursday and friday in the low 90s. San jose, you now. Same average daytime high at 73. But a couple of degrees lower. Not a big difference, but at least a little cooler. Well top out at 89. Now, lets get into the bay and look at how much lower the numbers go. Oakland 81. 67 would be average this time of year. We were there today, well be there again tomorrow. Low 80s by the end of the week. This will likely be the kind of warmup as we get to thursday and friday thats going to mean its even warm at the coast and beaches. But not today. E o t. May gray is in full effect and those low gray clouds over the Golden Gate Bridge are confined in and around the bay. You get outside of the immediate opening to the gate in the bay and while there are clouds out there, its not that low marine layer type. These are the clouds coming in from that weak system trying to bring rain for tonight. So high def doppler shows you the rain up here which falls apart. We need to draw our attention to the southern end and look at showers here that are Holding Together as they move through Mendocino County. If we put it in the futurecast and play it forward, theres a small chance here we could see some of those showers between now and about 11 00 tonight hold together and work their way along 101 and maybe bring a drop of rain or two Sonoma County. I dont want to to be surprised or taken off guard if you see a drop of rain. Its not enough to measure. Lows stay mild. Low 50s for most of us a few mid40s further inland you go. For daytime highs tomorrow, just like today, those numbers are almost identical. Remember, that warmup doesnt start really until we get into about the early, middle part of this upcoming week. Youll probably notice by monday and tuesday, but its really wednesday and thursday and friday when we notice that. Now, weve already hit 89 officially for inland spots. Santa rosa, you did it a week ago friday. Concord did it as well. Havent hit 90 yet. If we do it, itll be our offici 9 the season. Noticeably warm by t second an antioch woman celebrated her 100th birthday today. She marked the occasion with relatives and the extended family she shares with her brothers in arms. Kpix 5s john ramos was there. The coronavirus has been spoiling a lot of parties days, but teresa conleys wasnt one of them. On her 100th birthday, teresa thought she was going to have a quiet brunch with her daughter and soninlaw at their antioch home. In fact, i was about to take a nap and my daughter said you cant theres something going to happen outside. Reporter thats when her normally quiet life got a little louder. Shes one of our sisters, our grandmother. Shes one of us. So it doesnt matter what, you know, well do it. Reporter an honor guard of firefighters, police and veterans on harleys woke the neighborhood up with a little rolling thunder. Teresa served in world war ii, mostly in alameda and achieved the rank of a navy chief petty officer. But thats about all her family knows about her service. Truthfully, we dont know a lot about what she did. She took an oath of secrecy, and she wont share. Reporter five generations of family and friends offered their driveby affection as teresa tried to maintain the stoicism that is the hall mark of the greatest generation. I hope shell like it, and i hope it makes her feel special because she is special. Reporter and after bestowing a special blessing on teresa, her pastor, father robert, decided to appeal the social distancing rules to a higher authority. And i know im not supposed to touch you, but im touching you anyway. Oh, we love you. Reporter the whole thing only took about ten minutes.
