She said the cell phone alert may have done more harm than good because it went out just ten minutes before the wall of mud tore through these neighborhoods not giving people enough time to get out of the way and driving some into areas where they were more vulnerable to the devastating mud, water, boulders, and trees. Were just going low over the town and slow trying to look for survivors. Areas that may have not been searched yet. The thick, wet mud made it difficult to land. Despite the challenges he and five others in the unit are credited for saving three people. It was a somber moment for sure. They were thankful to be out when they could. But you could see it in their eyes that theyre more worried about whats behind them. The 129th rescue unit res recently helped in the napa and sonoma wildfires. Tears in their eyes thanking us. It still impacts him. It gets to you a little bit but you cant let it. Youre here to do a job and theyre relying on you to do that mission. Instead of taking me to jail they picked me up and carried me up the stairs and put me in bed. His last dui was on october 30, 2015. I blacked out and hit seven cars. Doug said it was the kindness of the officers who arrested him, looked after him, and even took him to aa meetings that helped pull him out of his downward spiral. I dont look back on it as a negative experience. I look at it as the greatest helping hand that probably ive ever been offered in my life. Below market rate units are part of the citys Affordable Housing program. Bmr units are neglected even though rents are going up. Not only that he says there have been rumors. In the past employees have been placed into the below market units. Theres supposed to be a wait list for the affordable units in high demand due to the housing crisis. That information is concealed from us so we dont know exactly how fair it is. But theres certainly been plenty of stories about people jumping ahead. Turns out bmr landlords arent happy either. Its a disservice to all parties involved. She says shes heard of more than 100bmrs currently available for rent but not occupied. The program was designed to get Affordable Housing to hard working people, to teachers, to firefighters, it wasnt to sit empty. Our owners want these units filled. She blames red tape at city hall. It can take months to try to get somebody qualified and then moved into. In some cases we have owners who we represent who had units vacant for six months. According to city records 291bmr apartments were available for rent last year. 198 of those are now occupied. But thats only 68 . Even though more than 50,000 people applied. Are we perfect . No. But we have made Great Strides in recent years. Director of the Mayors Office of housing. Sometimes it may seem like it takes too long but theres actually a lot of work that has to go in to make sure that people are getting into the right units and that they are eligible for those unit stcompls she says the new online portal for bmr rents has streamlined the application process. We consistently hear because of the complaints i just mentioned from tenants that the system is too slow, too come behr c combersome and unfair. This program is so important and fair and great. And it works beautifully to 99 to 98 percent of the time. There are problems that occur. Just as there are problems in the market rate in the private building stocks. As for rumors of favoritism. That was in the category of older programs that came to my office through the redevelopment agency. She says the city has no direct control over older Affordable Housing stocks. The developer was allowed to keep the waiting list themselveses and just work through the waiting list on their own.
