Fires, which gave them plenty of time to get ready and notify residents in the high risk areas. They put up 30 signs around town and mailed out 3,000 notices to homeowners. Weve done a lot of messaging to the community, making sure they knew the risks of the area. Reporter based on the storms forecast, the city has already scheduled street crews to work through the night tomorrow in case there are any major problems. Based on the conditions were anticipating tomorrow, you will likely see city crews checking the storm drain inlets and making sure the water is flowing like it is supposed to. Reporter another major concern is flooding here in mountain grove. The drain pipes are made of plastic and they melted during the fires. The storm drains in older neighborhoods like coffee park were made of concrete and steel so they didnt experience the same types of problems. Is there any concern about Hazardous Materials from the fires possibly spreading in the storm . Reporter we actually asked the city about that earlier today and what they said was the epa made site cleanup a top priority so thats already been done. Also, the city has been monitoring the Water Quality in some of the creeks nearby and said they havent found any signs of major contamination from the rains weve had in the past. All right. Katie, thank you. Sonoma county released a map showing the areas of concern as the storms move in. If you live in any of the highlighted areas, you should be prepared for possible debris flow. People in burlington can protect their homes from the rain by filling up sandbags. The city put out a station on california drive across from the high school. Bags, shovels and sands are provided. In San Francisco, the flood barricades are up at the corner of fulsome and 17th. The barricades help divert storm water away from overwhelmed drains. Where is this thing . Clouds have been building across the bay area for much of the day today. They soon could be delivering, in fact almost certainly will be delivering some serious rain. The latest on the high def doppler shows nothing in the moment. Theres a few light showers moving out right now. Low pressure is driving a system south of the gulf. Low pressure is off of los angeles, bringing subtropical moisture up. The two systems collide and we get rain and occasionally heavy downpours with total as much as 3 inches in the upper elevations of the north bay, 2 inches at the peak and east bay. That will be a mess, 3 to 6 inches of rain by Tuesday Morning and pretty good rain for the south bay. No wonder there are flood watches posted because of those burned areas in the north bay with 2 to 4 inches of rain now expected where once there was fire. So monitor the forecast, including this one. After recent moves by the feds to ramp up enforcement on cannabis laws, how long will the lines last . We have a report on the haze of uncertainty hanging over the industry tonight. I think in terms of marijuana, i think in legalization, i think that should be a state issue. Reporter President Trump appears to be departing from candidate trump. Until a few days ago the rule was as long as a person is complying with state laws on marijuana they were safe from federal prosecution. This provided stability for the marijuana industry. Investors knew they would be safe as long as they followed state law. On january 4th the attorney general, jeff session, issued a moment, repealing the rules limiting federal marijuana prosecution. It said theyre unnecessary. Now marijuana cases have to be treated like any other case. That eliminates some of the industry stability. Its creating confusion. Witnesses told investigators the woman was going more than 100 miles an hour up highway 242 in concord yesterday. Four other cars ended up in the wreck, four other people from the cars were taken to the hospital, three have major injuries. They are all expected to survive. The 35yearold suv driver was treated for minor injuries and arrested on suspicion of felony dui. Her name has not been released. Tonight its unclear what led up to a catastrophic wrong way crash on i5 that left six people dead. It happened overnight near woodland, northwest of sacramento. We spoke to a man who witnessed the deadly wreck. Reporter these are witness photos taken moments after a white chevy suv plowed into a silver dodge along northbound i 5 in yolo county. The driver of the chevy was on southbound i5 when they crossed over the median into the northbound lanes, colliding with the dodge. Jeremy morgan pulled up to the scene just after the crash and described everything he saw. Blowing horns, it looked like an explosion going off. Reporter the driver of the chevy was instantly killed along with five others who were riding in the silver dodge. Chp is investigating whether drugs or alcohol played a role in the fiery crash. Twisted wreckage and broken glass on a busy road in san ramon. This happened at about 3 00 this afternoon. Three females in one of the cars had major injuries. The chp helicopter was called in to a airlift one of them to the hospital. The man driving the other car has minor injuries but its not yet clear how the accident happened. A stretch of the road remains closed in both directions at this hour. The search is on in fremont tonight for a group of four wouldbe thieves who opened fire on two men during a botched auto burglary. There is a group with a key piece of evidence at the crime scene. Reporter its not a sight you see every day in fremont, heavily armed officers with k9 units swarming a neighborhood. A neighbor came outside to see a group of four people breaking into a car in the driveway. The wouldbe thieves pulled a gun and shot the homeowner in the hip and his housemate in the chest. It sounded like a couple booms, like two shots. Reporter a neighbor heard the shots and came out and heard the victim calling 911. That he got shot and the people ran away to the back. They ran on foot and evacuated the truck. Reporter the crooks took off running, but they left behind a huge clue. Getaway car. Officers surrounded the area and set up a perimeter, even flew their drone equipped with infrared cameras and found nothing. As of noon, they were combing over the scene for evidence. The driver eventually stopped in the citys southern district. All four occupants of the car were detained. The suspects range in age from 15 to 17. Theyre all booked in juvenile hall. Winds will gust to 50 plus in the afternoon and evening, especially, introducing the threat of downed trees and power lines. The future cast, we will begin to have some light rain overspread the south bay tonight at 9 00. By tomorrow morning, in time for the commute, we begin to get first more light showers and then some of the more powerful stuff coming in monday noon and evening and again for the evening commute, wham, we get showers, some of them heavy downpours at times. It wont be unrelenting rain. Well get a break from time to time. In terms of the storm time line, its like this. From now through midnight, a few light showers in the south bay which will spread north. Tuesday well get rain spreading from the coast to inland with a few downpours here and there. Monday afternoon through monday night, winds will pick up and well get more rain. It will be breezy tomorrow afternoon. There are also winter storm warnings posted in the mountains. Snow, as much as 3 feet at the sierra crest. Showers tonight will spread north and east after midnight mostly. Rain and wind for monday morning, through tuesday midday. Santa clara county is opening up nearly 200 additional shelter beds as the bad weather moves in. Extra space will be available at the bill Wilson Center in santa clara. With Recreational Marijuana now legal in california, will Law Enforcement still need pot sniffing dogs . Some say no. We felt like we couldnt use him the same which we could prior to the change in the law. Reporter the bay area, many Law Enforcement agencies are keeping their cannabis sniffing k9s. The longer they work, their value goes up. Reporter these dogs can be worth up to 15 to 20,000 apiece. This Police Officer trains the dogs for certification. At the schools, at the jails weve done searches for them where theres contraband. They cant Bring Marijuana in there. We also go to shipping companies. Dogs play a vital role for us in prosecution. Reporter like in federal narcotic searches where pot remains illegal. The new law does pose new problems. While dogs like indy are trained to sniff out marijuana, heroin and cocaine, theyre not taught to single out which one they found or how much. A dog alert alone is no longer enough for a police search. T there wouldnt be a further search being done if the dog couldnt distinguish between marijuana and other controlled substances. Reporter police now need more evidence to search. We need to ask for questions. Reporter in other states with legalized marijuana, Law Enforcement adopted different solutions. Some police in washington have stopped training dogs to sniff out pot. From my view, i think a dog that is certified and has been fully trained on marijuana, i think it would be difficult to take it completely out.
