This morning a 21yearold man is now in custody and right now police are searching a home in the london suburb of stan well in connection with that suspect. This comes just hours after Police Arrested an 18yearold. Heavily armed officers stormed a london suburb searching for more suspects. Surrounding neighbors were ordered to leave for their safety. So its pointed down. I could see the gun. I was like, what is going on . Both men were arrested under the terrorism act. Following these arrests, british air officials have lower the countrys threat level from critical to severe, meaning another attack is still likely but no longer imminent. Here is the weather. Violent protests took over city streets for a second day in a row. It comes just after a Police Officer was acquitted of killing a black man in 2011. The officer on trial was accused of shooting the man five times and then planting a gun inside his car. The judge said there was not enough evidence to convict the officer but that verdict sparked violent confrontations with police. That officer is no longer on the force. It feels like a burden is listed, but the burden of having to kill someone never really lifts. At least 33 people have been arrested. And dueling demonstrations played out in several u. S. Cities over the issues of confederate statues. In richmond, virginia, a group called the new Confederate States of america held a rally yesterday calling on state officials to keep a statue that honors general robert e lee. Counterdemonstrators say the statue is a painful reminder of slavery and that it should come down. State television has released new images from the latest Ballistic Missiles test. It flew over japan friday going about 2500 miles, far enough to hit the u. S. Territory of guam. State television also aired these images of north korean leaders enjoying the event. California is one step closer to becoming a sanctuary state. A bill that would limit how local and state police can interact with federal immigration officials is now on the governors desk. This week the senate and assembly passed the bill. The boats were essentially along party lines. Governor brown helped to negotiate the final version of the bill and is expected to sign it. That gop vice chair Howard Epstein thinks the governor should reject the bill. I am hoping he vetoes it and show some common sense. Why do these people think they only have to cooperate with laws they approve . Now, if passed, the bill would prohibit lawenforcement officials from asking about a persons immigration status and from participating in Immigration Enforcement efforts. Although a release date for prisoner can be shared with immigration for people with violent criminal history. If signed by the governor, california century state status would take effect january 1st. One of the key players on the century law was governor jerry brown who refused to back the bill unless changes were made to satisfy Law Enforcement concerns. Lunch shaming is the practice of students getting different meals at a bill that would ban so called lunch shaming. It its on its way to Governor Brown stuff. Lunch shaming is the practice of students getting different meals at school if their parents can afford to pay and they are not signed up for the free or reduced lunch programs. Some School Districts in the bay area have already stopped the practice of giving a conspicuous meal to students without lunch money, but the bill also calls for schools to help families sign up for those free or lowcost lunch programs. Lawmakers have also passed several bills designed to tackle californias Affordable Housing crunch. The bills include a 4 billion bond for housing projects in the fee on real estate transaction documents to help fund subsidized housing. The Assembly Speaker says despite these efforts, the issue is likely to come up again given the scale of our housing shortage. This is the start of an engaged effort, a continued effort on addressing the housing crisis. We know that even though weve accomplished quite a bit this year, we are not done. California has a shortfall of about 1. 5 million Housing Units compared to demand. Some of the new legislation will streamline regulations so the developers can build projects more easily. None of this came easily, however. Joining us to talk about some of the behindthescenes things we are going on just to try to call to sell something called housing. I understand it in the final play you actually had to go out and search for two lawmakers in order to get them to show up to vote for this. Thats true. I think they were a little confused about where they needed to be, but they did get there to help us address the worst housing crisis in our states history. What was going on here . Off and on on this for two weeks. Youve been trying to round up the votes. Every time i turn around, somebody was leaving the capital. They didnt want to vote no, they just didnt want to be there. What was going on . This is the legislative process. Finally, after many years of a crisis, we did an amazing thing last week. The legislature came together and with the super majority vote passed a historic package of 15 bills that not only invest in building housing but moves forward streamlining in housing creation as well as holding cities accountable that have not been building housing at all. What was tougher to do, pass the bond or put the bond before voters . Are getting lawmakers to agree to their counties and cities having to build housing . We always get this thing where you put money in and the vote will say, i dont want that kind of housing in my neighborhood. San francisco says we dont want to mess up with our aesthetics. Other people say its too crowded. All of it is hard, frankly. The fact that this package is so comprehensive, the fact that we as we have cities around the bay who have said no to building housing. If you go to brisbane, berkeley recently said no to very reasonable housing, the city of santa clara. A lot of city say they want to do more but actually either dont plan for it or do it at all. In this package, we not only require those cities to plan. We hold them accountable. If you dont build housing when you say you are going to, folks can bring lawsuits against you. The state can come down on you. We can withhold funding and make life difficult for you. We will see if this works or makes it more difficult. Ive got to move on to sanctuary states. The governor, basically, he pulled a lot of things back on this bill. He said it went too far. Whats your opinion of sanctuary state . Whats it going to do and not going to do . As the son of immigrants in a state that has succeeded because of immigrants and immigrant workers and immigrant families, we need to make sure that our immigrants feel safe in our communities, but just as importantly, sanctuary city and sanctuary state policies have actually made us safe. When our immigrant witnesses and victims of crimes know that they can work with Law Enforcement, they get that cooperation. We are safer, and the flipside of that, when it doesnt happen, we have heard this year from the police chief of los angeles that reports from the Latino Community of sexual assaults have dropped 25 percent because of the fear that somehow Police Officers that was part of it. Originally introduced through the state senate, it would have barred most California Law agencies and wouldve made it very tough. Instead it would have allowed many people with serious crimes to stay in the california area and be defended against deportation. So what changed . What changed . Governor brown and others thought it was appropriate that if you, regardless of your immigration status, if you committed a serious or violent offense, you are probably going to go. That probably is appropriate. That being said, if you havent done that, we dont want to have ice telling the Police Officer, you are now deputized as an immigration agent of donald trump. Thats what we dont want to have. We dont want the fear in our communities that come from that. So what we have is a compromise. This is the political process. Its probably the right one to make sure our communities are safe, our immigrant communities are welcome, and we are doing what we can to resist. Does the governor sign it . I think so. Heres more on the federal probe that now involves the bay area tech giant. Reporter the crosshairs of the investigation into russian interference in the u. S. Election and landed squarely on Silicon Valley, specifically facebook. Special Counsel Robert Mueller and his team served the social media giant for a surge with a warrant. Jeff harp is a former assistant special agent in charge of the San Francisco fbi office. He says search warrants are handed out lightly. Very important that he shows to the judge, the magistrate who signed this warrant that, yes, we have information to show it is a crime that was committed or we have information to show that the crime was committed and the evidence is here. And unlike requests by the house and senate that were brushed off by facebook last week, this search warrant wasnt ignored. Companies may have to recognize the search warrant. They can be held in contempt. Who gets held in contempt, the ceo can be held in contempt. As for the information gathered, he says it will be terrified will be by his word. An email is a sliver of a raiser of data when it comes to looking for information that he would be looking for with facebook. And the future of daca is up in the air, although the president and Democratic Leaders say they are in talks for a deal that would allow Daca Recipients to stay in the country. Democrats want to pass to citizenship, but the president says thats not on the table. Theres also the issue of the border wall. Democrats say thats a nonstarter, but it was a cornerstone of the president s campaign. He insists its not going anywhere. We are working on a deal for daca, but a lot has to do with the amount of security. We want heavy security of the border if the democrats are going to approve it, then we will not do what they want. Congress has six months to work out a deal and there are an estimated 800,000 Daca Recipients who could be at risk for deportation of congress doesnt save the program. I is the former San Francisco mayor willie brown what he thought about President Trump well, is he really dealing with democrats . It starts with donald trump. He would not want credit in most of the jurisdictions where his people are, but he can now come to visit california. He can go back to visit new york. He can do a number of things he couldnt do before he wised up and invited nancy and chuck to dinner. There is a risk here. Democrats are the minority. He still needs about 25 republicans to vote for any bill you want to get past. You also have to go through committees and be on the floor to be voted. You just cant wholesale alienate Mitch Mcconnell and paul ryan in the process. The idea that hes going to chuck and nancy may work on some level, but you got to be careful not to alienate the republicans at the same time. It seems like something he may be at risk of doing. You are focused on some legislative achievement. Thats not where chuck and nancy happen to be. Not trump and particularly not the 800,000 kids who are affected. It will stay in place as done by obama until there is a legislative response. Believe me, who cares how long it takes. I wanted to ask you about that. He is of the opinion you could just let it ride. We have attorney generals from some states saying its got to end and others saying you cant and it. Thats making its way through the court, so there is something in the background that could drop the hammer on all of this. Any solution here that doesnt involve congress is going to end up in court one way or the other. You are darned if you dont and darned if you do. If you keep doing it by the department of Homeland Security like obama did, then back in court, back where they started when Jeff Sessions said, we can send this, its pretty well unconstitutional. It never ends. By the way, i understand california is changing some of its rules. If you cant beat them, change the rules. State lawmakers have voted to move the 2020 president ial primary in california to march. This is an effort to give the state more influence in choosing the nominees. Under current law, the primaries are in june. In 2016, that meant that california voted after donald trump and Hillary Clinton were already the presumptive nominees. The new bill will go to Governor Brown for consideration. California could become the first state to require president ial candidates to release their tax returns in order to appear on the state ballot. Lawmakers just sent Governor Brown a bill requiring candidates to publicly share five years of returns or forfeit californias Electoral College votes. President trumps refusal to release on tax returns has sparked similar legislation in dozens of states from new jersey to hawaii. I love this bill. Correct me if im wrong, it doesnt cover california officials, so the very people that were voting on this wont have to do it. They will just make the president. If you think about who has been arrested and whos been removed from office for misuse of funds and financial irregularities, its california legislators. Republicans tried to amend this law to make it apply to everyone and it was shocking. It didnt make it in. Im shocked. Earlier this week President Trump said he would be willing to support legislation to protect Daca Recipients but only if the package includes a massive Border Security upgrade. Joining us to talk more about this is congressman mark from concord. We are going to go into the negotiations for daca, the dreamers. 800,000 of them. He appears to be ready to deal something, but what do the democrats want in return . The devil is in the details. Leadership has said that there is no wall money which i think is imperative, and it depends what security measures they want. We have been told by experts that the wall is a mistake, but there are other things we could do and i think we could support. I know i could. He is going to say you want a path to citizenship. He says no to that. Is that a dealbreaker . This is what the essence of governing is. Giveandtake back and forth. You see where the votes are. I think we should have full Immigration Reform. This could be the beginning of that discussion. First of all, we have to make sure these kids are protected. But if we are going to make sure these kids are protected, some questions have to be answered. One is, for example, do we have a cut off date . Those who were here certain dates are okay, those who came after art. The American Public will want to know that. Under daca, they had up to 13 years. They didnt get arrested. They would be able to set up so to Pressure Congress to do something as well. This is more extreme as you have said in the lead into this because you have the Texas Attorney general and nine other attorney general threatening to go to court. Do you think democrats would be willing to say no more that there is a cutoff point here . You kids coming across. Family came across today, would they be covered by daca, or does it stop . I think thats what the negotiations are about. How do we have meaningful Immigration Reform which means enforceability . We need a lot enforceable and does the right thing. So this discussion is a good one. We are relying on the president of the United States that has been hard to work with. If democrats say we dont want a deadline, we want families if they continue to come so it depends. They wont go for security and they want a pathway to citizenship and they are not serious about reform. You are left holding the package. This is what some democracy is supposed to work like. It is supposed to go through the process. There is a give and take. There is a willingness to compromise here. If we have a compromise, the next thing comes on getting it through congress. They both have built in these rules in recent years that make it virtually impossible for things to even come up for a vote. You have a hazard rule that says explain that to me. It is not a law or anything. It is an inhouse role. Is enforced by the democrat and Republican Leadership that says the bills will not come into the floor through the process unless there is a majority of votes within the Republican Caucus to pass the bill. So there is no bipartisan give and take when you have an enforced rule by the Majority Party saying they are not willing to talk to democrats. Why do we, washington, everybody fight so hard to get there and be on the big stage. Why are they so adverse to taking any kind of action . At least the controversy. This is what happened in dc. In california, the legislature, you try to Work Across Party Lines as much as possible. Still very partisan, but here you are not allowed to. This started with newt gingrich. It was a deliver policy to say we are not going to work with the democrats. If you Want Congress to work, there has to be compromise and transparency and there has to be this kind of debate so the public can follow it. This idea of filibusters not being able to take it up in the senate, whatever happened to just voting . A filibuster rule has been in place for many more years. There is some benefit to it. You have to count to almost 20 states to come up with equal population of california which has two u. S. Senators, smaller states youve got 20, 23 states that have votes in the senate. A filibuster rule is problematic. For my perspective right now, its the only thing thats getting people to compromise. Having said all of that and laid that out, do you think something can work out . Yes, i do. One thing we have seen through the first year of this administration is when the public responds, which they have on daca, the same with the Affordable Care act. They could not get a law passed because the public reacted and said, we wont accept this. All right. His prediction is a bit murky, but hopefully youll get an answer on daca. That answer i am going to take. Can you be a little more definitive on the weather today . I can tell you what we can keep in mind for your sunday. We do have a few clouds out there coming through. The person she listened to most was her mother. Most often the talk was about education. My mom talked to me as an adult and i remember i told her, i was like, i want to be an artist.
