We have been tracking a couple of problems that have been occurring in that backup. It looks like one car has just broken down. Its in the center divide. Expect major delays to continue throughout much of the morning as emergency crews remain on the scene and they conduct their investigations. So again, all lanes closed along westbound 580 approaching eden canyon road. Your ride along Dublin Canyon road from san ramon, foothill road, to eden canyon, its just under 30 minutes. Likely to keep getting longer. We have been seeing delays back up beyond hopyard at this point along westbound 580. So youre slow through the Altamont Pass things pick up briefly and slow again through dublinpleasanton. So southbound 680, thats seeing brake lights. 880 travel time in the green. This morning, cloudy out there and some people have drizzle. Its moist and damp. Nowhere near the action we had at this time yesterday when we were seeing all kinds of lightning. Right now green off the coastline. A few areas of spotty showers and light amounts of rain coming down. I just checked and this cell right here at walnut creek east of 680 is bringing down about twotenths of an inch of rain at the moment. Twotenths of an inch of rain in this area as well just south of livermore. It should head towards highway 680 towards fremont. A lot of these were moving east to west. Or it may just die down and just bring you some drizzle out there this morning. Also, we are seeing those winds pick up today. Hayward now popping up to 11 mileperhour sustained winds. Fremont 9. Pleasanton 10mile perhour winds. Oakland picked up west southwest winds at 15 Miles Per Hour. Vallejo 11. Fairfield 20 Miles Per Hour. So well talk more about the windy conditions later on this afternoon when they will really pick up and about the cooler temperatures coming up in just a bit. Top democrats announced a deal on daca. The city of alameda has slightly eased up on its warning about water in the Alameda Point area. The water is still not considered safe to drink. But it is okay for baths and showers. More than 250 homes and about 60 businesses west of main street are affected. The city has been giving out free bottled water. The tap water smells musty and tastes bad a couple of days ago. According to public works Irrigation Water got into the Drinking Water supply because of equipment failure. Pets shouldnt drink the tap water and while its okay for showers and baths, city officials urge people to run the water for 10 minutes before using it. Bart has been losing money because of fare cheats who use the Transit System without paying. Now the board of directors will consider a new system to crack down on those people. Anne makovec is live in San Francisco this morning with more on the pesky problem reporter they are talking about implementing a proof of payment system. That would mean Police Officers and a team of civilians would walk into trains and other paid areas with little handheld devices making sure each person in each area does have a ticket for that area. And that is because they have had a lot of problems with this. This is part of a multipronged approach to try to catch people cheating the system. They recently posted people at various stations to give tickets to fare evaders up to 400. These cheaters have contributed to the bart systems 15 to 25 million loss every year and a lot of it is due to building flaws. Its easy to jump bart fare gates or sneak into paid areas other ways. Bart is now working on raising barriers and moving elevators. But it admits this is a problem. You know, you can go to any bart station basically and see people from all walks of life who feel that fare evasion is acceptable. Reporter but as of now bart is prohibited from ticketing juveniles. The proposal they are look at today would be different. It would be an administrative fine not criminal. So they can fine teenagers if they are caught without a ticket in a paid area. A weapon stolen from a San FranciscoLaw Enforcement officers car has been used in a murder in the earlymorning hours on august 15 when a 23 yearold man was shot south of mission. He was taken to the hospital where he died. Police say that three days earlier, the gun used to shoot Abel Esquivel was stolen from the person car of an officer. We have confirmed the gun was used in a homicide. But we have personnel investigation going to determine the circumstances under which how that gun was stolen, how it was secured. The gun used to kill abel was the officers personal weapon according to a press release from sfpd. In 2016, state of california enacted a law requiring all individuals including Law Enforcement officers to lock all weapons in unattended cars in the trunk or lock box attached to the frame. The city of San Francisco has similar policies. Now investigators are trying to figure out how the weapon was stored. Highway 17 is open again. Police in campbell shut down the southbound lanes near hamilton avenue for most of the night after a man fired more than a dozen shots at officers. Kpix 5s Katie Nielsen is in campbell with the latest reporter michelle, were here at Cypress Avenue in campbell where all of this happened. Police say a man shot at officers almost a dozen times. Take a listen. [ gunshots ] reporter some of those gunshots you could hear. It started before midnight when someone in the 700 block of Cypress Avenue called police to report someone was prowling around their house. When officers arrived they saw the suspect and he jumped a fence into a backyard and started shooting. Police say the man fired more than a dozen shots at officers over the course of ten to fifteen minutes but the officers never returned fire. All of this happened right next to the sound wall of highway 17. There were safety concerns about cars driving by the freeway so the decision was made to shut down southbound highway 17 until we were able to get the situation under control. Reporter police say they did arrest the man when they found him hiding in a nearby creekbed. Now, if you take a look behind me, you can actually see there are still police cars and crime scene tape here. Thats because officers are waiting until the sun comes up. They need to try to find more evidence like any bullet holes in nearby homes or cars so again they will be here the rest of the morning looking for more of that evidence and even after a dozen shots were fired, officers say its amazing no one was hurt. At approximately 4 30 this morning, there was a collision that occurred between a car and a big rig. And that first big rig had to brake suddenly and unfortunately, the big rig that was following that one hit it from the behind. The driver of the second big rig succumbed to his injuries. So im on my way to the scene. Traffic on 580 is a mess. Avoid the area if you can. Unfortunately, a tragic accident this morning about 4 30. It is tragic. We are actually looking at live pictures now from chopper 5. And it looks like maybe one lane may be open now . I understand that the far right lane, the number 4 lane, is open and people exiting at eden canyon. Im trying to make my way up the right shoulder to the collision scene but there are people everywhere out here. And it just looks like that backup just goes for so long. What can people do . You said they were exiting off eden canyon. People just have to wait if theyre stuck . Unfortunately, at this time, until were able to get the lanes open, its going to be hard for us to get the people that are between 680 and eden canyon off this area. So if you can avoid 580 west of 680, so it means you need go up 680 or down 680 to go wherever youre going, please do that. Once you pass 680 on 580 itself, its going to be a parking lot. So were looking at live pictures again from chopper 5. We see that crews are out there. This is going to be a big mess to clean up. Do we have anytime frame as to when it will be cleaned . Not at this time. Part of the probably will be to unfortunately wait for coroner to arrive on scene and after that, we are going to have to wait for the tow trucks which in this case are going to be the big heavy duty tow trucks. And with their size, they are not going to be able to use the shoulder like we are trying to do. So logistically this is a mess. It looks like quite the mess. So do you think that that all would take maybe about an hour or two hours . No. Definitely more than an hour. But i dont want to put a time frame on it. I dont want to get peoples hopes up but i will definitely be out here and available for interviews and calls. So ill do my best to keep everybody updated. Chopper 5 is live over the scene of a deadly big rig accident where multiple lanes on westbound i580 near Castro Valley are blocked. Kpix 5s jackie ward is live near the scene with more. Reporter were right next to where the accident happened. We are waiting for the coroner and tow trucks to arrive still. This is where the backup is on westbound 580. As we were driving on eastbound 580, we estimated that the backup was maybe two or three miles. But that was before we got off the exit just after eden canyon. Chp says this backup is probably closer to 4 miles. So what we know right now, one person is dead. A big rig traveling on westbound 580 swerved to avoid a big rig that was stalled on the freeway but the big rig that was not stalled ended up rearending the stalled big rig. The driver of that second big rig in the back died. A car was clipped in this accident as well as far as we know that driver was not seriously injured. Just before 4 30, a sig alert was issued because all lanes were blocked. But now as you can see, one lane on the right is crawling. Traffic is exiting on eden canyon road. One of the big rigs had a 53 foot trailer on it so this could take possibly until 10 00 this morning to clean up. Because of this backup, there are other roads with delays. I know Dublin Canyon road where we are right now its bumperto bumper. Well send it over to jaclyn, who has more details for you. Thank you. And yes, we are seeing delays build along all the surrounding surface streets as well as 580, which is already a slow ride. Heres a live look at 580 as you approach tassajara. Traffic on the right side of your screen is at a stop westbound. From 205 to 680, travel times showing speeds in the red, 45 minutes, that backup from the crash near eden canyon is affecting your ride heading from the Altamont Pass all the way into Castro Valley. So youre gonna want to avoid 580 if at all possible today until they reopen the lanes. We are tracking major slowdowns along Dublin Canyon road and thats a little over 30 minutes making your way from 680 from the san ramon road, excuse me, to eden canyon road. A lot of folks starting to use southbound southbound 680 as their alternate or northbound 680. But just keep in mind no matter which route you take, its going to be extra crowded this morning so give yourself extra time and you may want to use mass transit. We just checked in with bart. It looks like all their trains are operating on time this morning. That may be your best bet. Heres another look at 580 heading westbound. Those headlights. And this is right as you are approaching 680 there. And you can see traffic coming to a standstill. So again, avoid 580 until those lanes reopen. Police were called to the home last night after a report of domestic violence. When investigators arrived, three children were found dead in the apartment. According to investigators, the mother of the children was the victim of domestic violence. Police say the suspect, 33year old Robert William hodges, is her husband. No word on his relationship to the children. President trump and the first lady will travel to florida today to get a firsthand look at the ongoing Recovery Efforts and destruction that Hurricane Irma left behind. A criminal investigation has been launched into the deaths of eight nursing home patients. Officials say it happened after a power outage knocked out the airconditioning there. Dozens of others had to be carried out on stretchers and wheelchairs. Many treated for respiratory distress and dehydration. We also took the precautionary measure of checking all the assisted living facilities in the city. One of them was excessive heat in the home due to power failures and we had them evacuate. In a statement, the nursing home said in part, the staff set up mobile cooling units and fans to cool the facility. And our most important concern was to ensure they were hydrated and as comfortable as possible. Live in campbell, Katie Nielsen, kpix 5. 15 marines were rushed to the hospital after being injured during a Training Exercise at Camp Pendleton in southern california. Five of those marines are in critical condition. They were participating in a predeployment landbased training operation yesterday morning when their vehicle burst into flames. The accident is the second largest multiple injury incident in the last two years at the marine corps base. Marine corps officials are investigating. Reconstruction is under way at oroville dam in butte county after a major failure just seven months ago. Last winters problem with the oroville dam spillway forced widespread evacuations. About 700 workers are laying multiple forms of concrete to stabilize the ground below. My First Impression of the spillway when we came on site was, holy cow i had never seen anything like it. The department of Water Resources says that it is confident it will make the november 1 deadline for the largest portion of the primary spillway. Were getting close to hour three. This is westbound 580 as you approach eden canyon road. Now, this backup youre looking at is westbound 580 at tassajara. So this accident is creating the backup stretching into livermore at this point. Delays are building on surrounding streets. Chopper 5 is live over the scene. Were tracking this accident. You can see emergency crews on the scene. That big rig is on its side and two big rigs involved in this accident as well as another vehicle and thats going to be quite some time before they can clean up all of those lanes there. So do expect delays. If you can avoid 580, use an alternate route this morning. We are seeing a big backup building along Dublin Canyon road. Also southbound and northbound 680 very slow as you are making your way through dublin pleasanton. And again, traffic backed up into livermore at this point. Mast is on time. Bart has no delays. Thats going to get you wherever you need go a lot quicker than your morning drive on 580 or any surrounding surface streets. This is just over two hours for drivers headed along westbound 580 from 680 to eden canyon road. Only one lane is open at this time. Traffic is below five Miles Per Hour through that stretch. Over at the bay bridge toll plaza, its slow, but not as bad as 580. We are in the red about 30 minutes along the eastshore freeway. Another 25 minutes from the maze into San Francisco. A cloudy morning for a lot of folks and also some drizzle out there. Taking a look here at our hi def doppler, you can see theres some areas just a little bit of green showing up there but nothing that is actually falling to the ground bringing measurable precipitation just enough to maybe require those windshield wipers. Also this cell off the coast but we dont expect that creep on n all were really going to see is some clouds which is a significant difference compared to yesterday at this time. So cal fire is now reporting 2,000 lightning strikes occurred yesterday with 71 different fires all around Northern California because dry lightning look at the rain totals, not much. Thats what we got over the past 24 hours with those cells that came through yesterday morning. Not much rain so it causes problems when theres lightning. Today though all we are going to get, more clouds, some cooler conditions, and, yes, that drizzle will stick around for the morning. Later on today the winds pick up. Further north they gust as high as 30 Miles Per Hour. Around San Francisco bay 20 to 30 Miles Per Hour this afternoon. The east bay 10 to 20mileper hour sustained winds later on today. Thats all going to reach us around 7, 8 00 tonight. You will really start to hear those trees rustling out there. The highs today san mateo 69. Union city a cool 69. Im jackie ward live in Castro Valley alongside an incredible mess on 580. Lets take you to where the traffic is. Youre looking at westbound 580 now at the scene of a fatal crash. Chp and emergency crews are on scene. Good news is a tow truck just arrived about 10 minutes ago. Still, chp says that this collision is causing probably a fourmile backup as you can see from chopper 5. The view is just incredible. What we know right now is that at least one person is dead following a crash between two big rigs and a sedan. It happened about 4 10 a. M. A big rig traveling westbound 580 swerved to avoid another big rig that was stalled on the freeway. But the big rig that was not stalled ended up rearending the stalled big rig. The driver of the big rig in the back died. A car was clipped in this accident, as well. As far as we know, that driver was not seriously injured. Right now, traffic is slowly creeping by in the righthand lane. We believe that some lanes still remain blocked though. Eastbound 580 also seeing a backup because we have a lot of lookyloos who are goose necking and checking out the scene of the accident. But once they clear the eden canyon road exit, eastbound traffic is moving freely. This may take until at least 10 00 to clean up because it is an incredible mess out here. But President Trump says no agreement was reached. This morning, mr. Trump tweeted, no deal was made last night on daca. It followed a dinner the president and two democrats held to discuss the immigration program. The white house suggested there was an effort to find common ground. A boost in security is expected tonight in ucberkeley as conservative author ben shapiro heads to campus. Police are preparing for protests to get violent. The Berkeley College republicans invited shapiro and hope the event remains peaceful. The president and first lady go to florida today to see the devastation left behind by Hurricane Irma. The storm knocked out a transformer and powered a nursing home airconditioning. Eight people died. A criminal investigation is under way. Campbell police have a suspect in custody and are searching for more possible suspects after Police Received reports of a prowler in a residential neighborhood. Officers say that they heard multiple gunshots when they arrived to the scene. No one was hurt. Today the bart board of directors will consider adopting a proof of payment ordinance to help in their crackdown on fare evasions. This new ordinance would impose fines on those caught on trains or in paid areas of stations without a valid fare card. And westbound 580 as you go through livermore is all jammed up all due to that deadly crash. The backup stretches to airway. 52 minutes between 205 and 680. Another two hours along westbound 580 from 680 to eden canyon. Then you will want to use an alternate route this morning or use bart. That is running with no delays. Neda .
