Couple of problems along 880. This is a new accident. Northbound 880 right at auto mall parkway. We have a car on the offramp but its blocking those lanes. And its creating quite the backup. You can see these yellow sensors. Speeds drop to 50 Miles Per Hour. Chp is on the scene. In oakland, this crash kenny mentioned is northbound 880 as you approach broadway. One lane blocked. And we have speeds dipping below 15 Miles Per Hour. Traffic backed up beyond fifth avenue at this point. Now the latest on a deadly earthquake overnight in southern mexico. According to the president of mexico, the earthquake was 8. 2 magnitude. It was off the west coast. There are at least 15 confirmed dead. Theres major damage in some areas as rescuers search for potential victims and survivors. About a million electricity customers had no power at one point but service is restored to about 800,000. And in many cities, people ran out into the streets fearing that buildings would collapse. Heres a look at cell phone video showing streetlights swaying on an overpass and major traffic below that. Authorities in mexico say that they are evacuating residents in porta madera as a precaution due to a tsunami alert. The latest on Hurricane Irma. The storm is now a category 4 and the death toll has risen to about 11. Dozens more have been injured. In florida, mandatory evacuations are under way. The governor ordered all educational institutions closed through monday. It is looking more and more likely irma will touch down in florida this weekend. People in the state are trying to out run the storm by air and on the ground. Gridlock is gripping i95 in miami to orlando. Some nervous drivers have caused 40 of gas stations in the miami area to sell out. Shelters are filling up with thousands of people and pets. Florida will have major hurricane impacts with deadly storm surge and life threatening winds. Carnival cruise lines canceled some caribbean trips from florida ports. Well have a live report from florida coming up in the next halfhour. Meantime, Authorities Say this teenaged pro surfer died in rough surf stirred up by irma. The 16yearold boy slammed into a reef off barbados. An autopsy shows he drowned. Neda is tracking the hurricane from the weather center. Irma is still huge. Even though its a cat4, still lifethreatening winds, flooding, storm surge, all that happening across cuba now and the bahamas is where its headed. Look at the futurecast. You can see the intensity of the amount of rain thats going to be coming through directly towards miami. Heres another image that gives you a good idea of the widespread rains of this storm surge and the amount of rain. So this is saturday 5 a. M. And thats when south florida, florida keys will already start to feel that impact. So a lot of people need to get out today if they want to escape Hurricane Irma and the winds and the floods associated with it. Heres the projected wind. They will reach florida by tonight. By saturday 80 to 165mileper hour winds could be likely for south florida. 40 to 80 Miles Per Hour for Anyone Around this range. So you can tell its just a widespread hurricane. Heres the tracker now. As it goes through the bahamas, look at these models, just north of cuba so its dipped down a little more than yesterday morning when we were tracking this. The models are sending it through the state of florida. A couple are keeping it to the east or west. Theres warnings on both coasts. Once it gets further into the u. S. , it could hit any of these states across the southeast. So thats certainly something to be concerned about and the winds will die down once it makes landfall. But still very dangerous winds. Right behind irma, jose. Jose now a category 3. Katia has been hanging out there right across mexico, gulf of mexico, for a while now. And jose is tracking to go towards the Leeward Islands and towards puerto rico before it heads north. So another hurricane back to back for those islands that have already been hit. You guys . Right now, some members of the California National guard are getting ready to leave the bay area and lend a helping hand in florida. Kpix 5s anne makovec is live at Moffett Field with more on this. Anne reporter yeah. They are set to leave this morning. Several dozen members of the 129th rescue wing from the National Guard base here in Silicon Valley. They are leaving florida sorry, leaving california, rather, headed to florida to provide searchandrescue support for those who will be affected by Hurricane Irma. Members of the same unit just got back from searchand rescue efforts in texas. About 90 highly trained members from the 129th rescue wing spent time in the flood zone. Some of them taking time off from their other jobs. This rescue wing has been deployed to other hurricane zones in the past. They helped in searchand rescue operations for hurricane rita and others. Local firefighters also in the hurricane zone this morning. Crews from California Task force 4 left from oakland yesterday to make their way to south florida. The 80member urban searchand rescue team is made up mostly of oakland firefighters and they also just got back from helping crews in texas dealing with Hurricane Harvey. So its been one mission after another for some of these ladies and gentlemen. Well hear from some of them before they take off later on this morning. Live at Moffett Field, anne makovec, kpix 5. A big disaster aid package for Harvey Victims gets a vote today. It includes a deal President Trump made with democrats to temporarily increase the debt ceiling to keep the government funded for the next three months. The house votes today with about 100 republicans expected to oppose the bill. Thursday the senate voted 80 17 on the harvey bill. All 17 votes were cast by republicans including Lindsey Graham who called it a protest vote. Frankly, its time that we walk out and shake hands and have a deal. And they agreed and i will tell you, it was, um, there was a lot of spirit in that room. If the house passes the bill, it will head to the president to be signed and replenish funds fema warned would run out today even as florida braces for Hurricane Irma. A new ucdavis study says a stretch of freeway in the bay area is number one in the state when it comes to road kill. Kpix 5s Katie Nielsen joins us live along interstate 280 in San Francisco with more on this research. Katie reporter yeah. Thats right, kenny. So this stretch of freeway the 23 miles that runs between San Francisco and Silicon Valley was rated the worst in the state in terms of cost per mile. In 2016, there were almost 400 collisions on 280 involving animals costing 875,000 per mile in maintenance costs and cleanup. Highway 101 north of San Francisco is second on the list with 225 collisions and 2016 at a cost of half a Million Dollars per mile. The animals that tend to cause most problems, deer, coyotes and other small wildlife like skunks, racoons and possums. They dont look both ways when they cross the road. They just run across. Reporter the davis study shows the tote cal cost statewide in 2016 was 276 million. One of the ways to prevent the collisions is by creating more of the wildlife undercrossings under the freeways and then also installing fencing along the side of the freeways. Were told most of the victims died at home. A different kind of Mountain Lion warning in the north bay. Officials are looking for the animal that may have been struck by a driver. Wednesday night, a driver told Santa Rosa Police that they may have hit the Mountain Lion near montecito meadow drive and chi natty road. They couldnt find t less than 24 hours before that car crashed, a Mountain Lion was spotted less than a while away. Its unclear if it was the same one. People are urged to look for the animal. 5 14. They were slow for a little while but it looks like everything is flowing freely in both directions. If you are making your way out the door and youre heading along 80, right near vallejo and fairfield, we are tracking backups in both directions all due to an accident right near American Canyon road. Its a car that flipped over. Its not blocking any lanes. But emergency crews are on the scene. And theres lots of flashing lights. Definitely a visual distraction and causing delays. So speeds drop around 40 Miles Per Hour as you are making your way through that cordelia junction. 680 not impacted at this time from that accident. Well keep a close eye on that. The eastshore freeway looking pretty good westbound as you make your way towards the bay bridge toll plaza. And the bay bridge toll plaza still seeing a few cars backed up in the cash lanes. But no metering lights just yet and we were getting reports of a car blocking one lane and that was on the incline so just past those metering lights. Looks like traffic is doing a okay so far. Well keep our fingers crossed. Hats a check of your traffic; over to you. Your traffic cams are showing it. We sure are foggy out there today. Heres a look at our satellite radar. You can see the marine layer thats hanging right around the coast right now. Its even extended as far as concord and livermore. Still waking up to some gray skies. Its still dark throw so it just looks overall black out there. [ laughter ] but also feeling a little bit of a drizzle, especially if you are along the coast and along the bay. Yeah, we have a little mist out there because of that marine layer. Heres the wider image. We have this low that was supposed to move east as most of them do. But this one kind of took off on its own considering the upper level trough and what its doing is hanging around right here. So its actually going to keep our temperatures cool for one more day. Wind speeds right now fairly calm out there except for sfo westnorthwest winds at 13. Here in downtown San Francisco, 8mileperhour winds but the rest of our area napa, vallejo, all seems to be fairly calm between five to sevenmileperhour winds nothing too extreme out there. Heres a look at the coit tower. Its back there somewhere. Obviously, you barely can see it because of the fog. And temperatures are staying cool in the low 60s right now. But heres all were going to get today. 81 for concord today. 83 fairfield. 73 for vallejo. And san rafael 79 degrees. So these temperatures are below average. San francisco youre only going to reach 67 today. And pacifica 65 degrees. San jose, a comfortable 79. So its not going to be too bad. Heres our average conditions where we should be this time of year. And heres where were going to be. About 3 to 5 degrees below average yet again so yesterday was below average. Today will be below average. But were going to rise right back up. Not to worry. We have warmer air coming through. So after this low leaves us alone and takes off well have High Pressure coming in. So by saturday, sunday thats when the sunshine will be back especially inland. Temperatures in the upper 80s for saturday, upper 90s for sunday, possibly triple digits for some folks in the inland areas. A comfortable mid80s across the bay, upper 70s across the beaches. So sunday may be a good beach day. Water temperatures always cold but, you know, just on the sand at least it will feel comfortable in the upper 70s. People are doing their best. This gas station is boarded up. They have run out of gas along with several in the area. If are lucky enough to fill up after long lines yesterday and hit the road, its a race to outrun this terrifying storm that the mayor of miami case a Nuclear Hurricane reporter final preparations are under way as florida residents watch and wait. Many seeing the damage Hurricane Irma, the most powerful atlantic storm on record, has left behind in the caribbean. It is caused untold damage and suffering in its wake. O maria reporter hundreds gathered in prayer thursday asking the countrys patron saint to spare them. The storm is expected to hit there late tonight and then bear down on florida sometime saturday night into sunday. Dont be complacent. We are not sure exactly where this is going. Listen to the evacuation orders. Think about your life. Think about your familys life. Reporter more than half Million People have been told to get out. Traffic has highways backed up for miles. People made a rush for gas. By one estimate, nearly 40 of the pumps in miami and Fort Lauderdale have run dry. Federal officials updated preparations for the storm this morning. Heed all local warnings. The goal is get out of the storm surge vulnerable area and thats winddriven coastal storm surge, flooding waters, coming onshore. Thats the most devastating hazard associated with hurricane. Reporter though much of the focus is on florida, forecasters warn irma could also punish areas to the north in georgia and the carolinas. If you have been ordered to evacuate, now is the time to get out. Authorities do not want anybody stuck on highways. If you have family and friends in the area, that might be a safer bet to hunker down with them. Shelters are opening up and people are flooding into them. They are asking them to bring three days of food and water to the shelters. They have no idea what the aftermath of this devastating storm is going to look like. Its obviously a dire situation, meg. For the people who decide to stay, how safe is it . Reporter thats a good question, michele. I heard the director of the National Hurricane center say that florida has some of the strongest hurricane codes and if you are in a house or a building that was built after the 1990s, you should be okay. However, we have never seen anything this catastrophic before. Hurricane andrew came through here and was absolutely awful. So this is worse. So we are going to have to wait and see. They are members of the 129th rescue wing based here at Moffett Field. And members of this team just got back from helping after Hurricane Harvey in texas. Here they are loading up their c130 planes for that mission. They got the call to redeploy about halfhour after landing here at Moffett Field. 90 guardsmen performed search andrescue operations in that hurricane zone. They are credited with saving 113 lives. This is team highly trained Guardian Angel pararescue men bringing two rescue helicopters with them to florida today. Firefighters, local firefighters, also heading to florida. Members of California Task force 4 left from oakland yesterday heading there. This is an 80member urban searchandrescue team made up mostly of oakland firefighters many of whom also just returned from Hurricane Harvey. So its one hit after another. She took the week off a couple weeks off actually and what a busy couple of weeks. Its been very busy. We had hurricane, heat wave in our area that we just discussed but yeah, this hurricane of course keeping us all very busy and wire tracking this for you this morning. To let and were tracking this for you this morning. To let you know when its expected to make landfall in the u. S. , its hitting cuba. The eye of the storm not making landfall on cuba but its expected to be north of it. Its dipping down a little bit as it hits the bahamas right now, as well. Look at this. Theres three storms, hurricanes brewing out there. We have irma, jose and cat yeah. And katia. These rine tense storms. These are intense storms. It will go to puerto rico before it goes north. This is the one that floridians are watching closely, irma westnorthwest at 16 Miles Per Hour. Wind gusts at 190, sustained at 150. So of course not as extreme as what they were just yesterday with the 180, 185. But this is where its expected to go, just north of cuba. They have hurricane warnings right now. Then by saturday, they are already going to start to feel the impact there for miami and then by saturday night into sunday, thats when its expected to make landfall. This is the cone of uncertainty still on the east and west sides of florida and then its going to move inland to georgia, tennessee. All these states, of course, people are taking precautions. The warnings have been in effect for several days now. So hopefully they are all preparing. Hopefully. All right. Right now, we are tracking pretty smooth conditions for drivers heading along highway 24. We have a live look at that right near tunnel road and this is on the oakland side. You can see the taillights moving westbound and traffic is moving right at the limit there. As you make your approach towards the bay bridge toll plaza, this is 580 right near highway 24. And you can see definitely getting crowded but we are still looking pretty good. Now, heres the foot of the maze. And traffic starting to back up towards the foot of the maze there. We do have the metering lights on. And your ride along the eastshore freeway, thats still moving at the limit. Its just once you get to the bay bridge toll plaza, thats where youre going to be tapping the brakes. 13 minutes across the upper deck into San Francisco.
