Flooding. Were also tracking other stories on this wednesday, including hurricane otis, ripping through mexicos southern pacific coast. We do have new reaction today from San Franciscos bravest. And making it in the bay is hitting the south bay. The reason Santa Clara County is not collecting as much in property taxes. Our scott budman breaks it all down for us, including how you are affected, even if you dont own a home. Ly but lets begin with a potentially dangerous rainy season. After a historically wet winter, the National Weather service says we should prepare for another round of above average rainfall. And today valley water in the south bay outlined what its done to prepare and how you can as well. Nbc bay areas ian cull joins us now. Ian, i guess lets go ahead and start with what we can do at home. How do we get ready for a potentially dangerous rainy season . Absolutely. They gave us a few tips today. One of them was interesting too. There is a fema online tool you can look up online and find fought you live or work in a floodplain. That can be critical information if we encounter another winter of days long storms. Valley water today said that its also offering filled sandbags already. They gave out 97,000 of them last year. You can pick them up at five different locations, all of which are listed on its website. And theyre also encouraging people to clear their gutters and drainage systems now to ensure water doesnt back up, creating a bigger flood risk. Last winter was an anomaly. This winter, it could be not necessarily repeat, but we could be wet again. So to get big backtoback wet years is something we dont see too often here in california. Okay, something we dont see too often in california. Valley water also showing today what it has done to reduce flood risk. Absolutely. And part of the reason theyre doing this too is its National Flood preparedness week. And today the water agency held a press conference in front of lower silver creek in east san jose. Thats where crews have taken advantage of the dry season to dredge out four feet of sediment so rainwater can flow more smoothly, reducing the threat of flash flooding. The crews have also removed trees and other obstacles in streams around the county, and cleared out thousands of storm drains. The sediment buildup happens naturally. And if we didnt come in and remove that sediment, we would gradry lose the capacity of the stream or creek to be able to convey water. Officials are also urging people to sign up for their countys alert system for localized alerts here in san jose, as weve been telling people for a while. Its alert scc. Ian, thanks. We are following developing news out of mexico where hurricane otis is breaking records. Otis made landfall as a category 5 hurricane early today, the strongest to ever hit Mexicos Pacific coast and the eastern pacific. Otis slammed into the tourist city of acapulco, knocking out all communication from the region. Storm developed from a Tropical Storm into a hurricane in just 24 hours. It intensified by 80 miles an hour in just 12 hours. Thats actually the fastest rapid intensification in the eastern Northern Pacific since 1966. Meteorologist rob mayeda has been tracking otis for us, looking into the hurricanes connection with climate change. Rob, lets start with you. Can you tell us where it is now . And what made this so unusual . Looking at the conditions right now, it has moved inland, essentially a remnant low, which is a big difference from where it was just 12 to 24 hours ago. You look back with the history of the storm, it was during yesterday afternoon, as you mentioned. It went from a Tropical Storm of winds of 65 Miles Per Hour. And in less than 12 hours, jumped up to 145mileperhour winds. You can see the eye of the storm right there, aiming in on acapulco. Now for hurricanes, some of the key factors we look for, which is different from our bay area storms is they thrive in this warm water environment. Ocean temperatures above 80 degrees, formation or strengthening thats out over the ocean, as opposed to land, because it is that ocean that is the fuel source. And not too much wind shear to essentially rip off the top of the storm. So with otis, you had the three factors in play. Ocean temperatures up to 88 degrees, unusually warm, and you had the strengthening over the ocean all the way towards landfall, and a relatively small storm in size such as it was. Those tend to develop more quickly, lowering the pressures more rapidly, which translates to stronger wind speeds. But this storm really strengthening off the charts in a 24hour period. It took these factors pretty much for the storm to gain strength so quickly. Reporter and the strength is really whats taking a lot of meteorologists, very experienced meteorologists by surprise, given what the Hurricane Hunter aircraft saw before the storm went to that strengthening phase. This is the tt things were off. They noted that the storm was well much stronger than they expected when they made their flight through the storm, and thats that data from the Hurricane Hunters that helps these weather models better initialize whats happening offshore. You can see the consensus for all of the weather models was for a Tropical Storm to arrive in the next 24 hours. But what happened instead with otis was going up to category 5. Really a very big miss when it comes to forecast considering where the consensus was. The likely cause will be tied to those Ocean Temperatures. We talked about those 88degree Ocean Temperatures off the coast of acapulco. That was that window of opportunity for that storm to strengthen all the way inland earlier this morning. All right, rob, thanks. Well see you in a little bit. Of course, there is no doubt the intensity of this hurricane tied to climate change, and mountaining Research Shows we can expect more of this. Here is climate reporter chase cain. Reporter hurricane otis wrecked Beachfront Hotels in acapulco, a popular resort town. Local officials tried to warn people in the final hours, but there was little time to evacuate because hours before landfall, forecast models showed otis being a Tropical Storm or weak category 1. It made landfall as a powerful category 5, the strongest hurricane ever to make landfall in the eastern pacific. Meteorologist tomer berg created this graph showing the forecast verse what actually happened, the dotted line. Otis intensified so quickly, it more than tripled the criteria of whats considered rapid intensification. Thats when a storms winds increase 35 Miles Per Hour over 24 hours. Otis gained 115. This rate of rapid intensification that were seeing is just off the charts and very scary, frankly. Its just a scary rate of intensification. But the problem is and my concern, myself as a hurricane specialist for nbc, is that im going to miss them too, you know. The Hurricane Center missed it. I might miss some because these rapid intensification cycles are happening at the drop of a hat because of the hot sea surface temperatures which are recordsetting hot across the planet due, of course, to man made climate change. The national Hurricane Center called this a nightmare scenario. Imagine thinking that youre facing some rain and winds of 65 Miles Per Hour. Instead you get winds of 165 miles an hour. A major category 5. There is also increasing research, including one study from just last week around Atlantic Hurricanes that shows that this type of behavior is increasing globally as we heat up the oceans because were burning more fossil fuels. So we can expect more of this with climate change. In washington, im National Climate reporter chase cain. All right, chase, thank you so much. In other news, were hearing from sf fire today about the suspension of cruises selfdriving vehicles in San Francisco. The california dmv pulled all of the companys Autonomous Cars off the streets yesterday. Agency is citing safety concerns and accuses the company of misleading investigators after one of its cars hit a pedestrian earlier this month. Crews said it fully cooperated with the investigation of that crash. However, the dmv says cruise misrepresented information by not sharing all of its video of the incidents. In a Statement Released today, sf fire said it appreciates the states concerns for Public Safety in San Francisco and that the Fire Department has had productive meetings with cruise and looks forward to collaborating with the company to improve safety. Now to our making it in the bay series. Despite a Strong Economy in the bay area, Santa Clara County is losing out on property taxes. Theyre actually way down. And it could have an impact on you or your kids. So youre going to want to Pay Attention here. Reporter scott budman breaks it down for us. What do they look like . This is interesting, because its not that home sales are worth less. Your home is still valued quite well and has been going up, but because there are fewer sales, both in the residential area and also the Business Commercial real estate, the county, and were talking Santa Clara County here, makes less money. Because they take a certain part in the taxes when we sell. And as you and i have talked about a lot, because of high Mortgage Rates and people kind of paralyzed to sell or buy, there is so little action in the market, and that hurts the tax base. Sure. Of the county. And thats why theyre struggling right now. I know you got a chance to speak with a county assessor. What are they telling you . He is saying for potentially billions of dollars lost for the year, and we havent really even seen it yet. Its going to catch up to us, though, because typically by now, a whole bunch of people, especially in a hot Housing Market like we had for like nine or ten years straight have bought and sold homes. Businesses have bought and sold offices. But now with not many people coming back to work, and not many people selling and buying houses, the whole market is just kind of frozen. Got it. And that means almost no sales, which means almost no sales tax. The bottom line for the county, and thats going to hit traditionally those who depend on that tax, ie schools and programs like that. We usually dont think about the county and how it impacts everyone else, right . So a lot of people at home, theyre okay, i get it. The county is not making enough money. But we want to know how will this impact me . How does this affect me . You got to speak with a business professor . Yeah, she pointed out that if this does trickle down to say billions of dollars in taxes that are lost because of all these lost sales, that affects largely the Public Schools that get about 60 of their tax revenue from this kind of thing. So Public Schools, pens, pencils, books, maintenance, and crucial lunch programs that are paid for. Sure. With tax dollars. And then even k through 12 into Community Colleges that also depend on this. So its going to hit fire and police and everything. But its really likely to hit the bottom line of our Public School system. And thats something that has done quite well lately, largely because of all that tax revenue. Sure. This is a rough year, and its a training year economically, because, again, homeowners are not suffering. Sure. Its not like 2008 when the value of homes went down. This is just few sales, which means the countys bottom line gets hit. Now all of us parents are thinking about our kids. What are we supposed to do . Probably a lot are. We saw the bond measures saying hey, if we raise money we can still supply the schools north lay off as many teachers. I wouldnt be surprised if the next year or two we start seeing that. Okay. And underneath those clouds, we do have some light rain. A few sprinkles at times around San Francisco, marin county, over towards walnut creek and concord. However, this storm is tracking inland. So it doesnt have a lot of moisture to work with. A few passing showers possible tonight. Clearing as we head into tomorrow morning. But watch the temperatures. Windsheltered valleys of the north bay, clueing sonoma, santa rosa heading up to ukiah and clearlake could be starting in the upper 30s, upper 40s elsewhere to start the morning. The wind out of the north will make the temperatures feel cool during the day. Bay area wide mid 60s to upper 60s for your forecast. Now heading into the weekend, sunshine. Thats the good news. But watch out for some gusty dry offshore winds. Well notice this picking up during the day on saturday. You see it right there. So gusty and dry at times for the weekend. Good news moving forward towards halloween right now. Looks dry. Some clouds coming in towards halloween next tuesday. But the real headline is the cool and breezy conditions as we head into the weekend. More wind at times both saturday into sunday, especially in the inland hills. Audrey . All right. He has been back and played the giants several times. 11 seasons as manage over the oakland as. When he would come to San Francisco and sit in the dugout, he would often look at the other side and wonder what it would be like if he could be the manager of the giants, hoping that one day could come. That day has arrived for sure. Lets face it. The team hasnt made the playoffs in the past two seasons. So what does melvin think he can do to turn things around . A big reason why they like melvin is he is great with the players, but he combines analytics, which is the new way with the Old School Way of playing baseball. He thinks he can bring an infusion of both. He believes analytics play a very key role. Obviously when he was with the oakland as, they used it. He thinks he can get some free agents into San Francisco. It is going to be a very big offseason for the giants. He has a lot of ties and managed a lot of players from asia, shohei ohtani. Several other big free agents that would help the giants this season. They believe he can combine both of those and get some players in here to help the giants get back to where they want to be. And thats being in the playoffs. For sure. So melvin has this game plan of what he wants to do. As you said, big offseason for the giants. So what does the team as a whole need to do to compete in a Strong Division . We have to see how its going to play out. He was with the San Diego Padres for the last two years. They had a lot of talent and a big payroll. When he was with oakland, they didnt have that and he took them to the postseason several times in his 11 seasons. Thats what he has to do. He likes the roster, the lineup the giants have, but admits they need a few additions. If we he can get those pieces, make them work, well see if they can contend with padres, the diamondbacks, the dodgers. The nl west is loaded. Its all about getting the last piece. San francisco, a block of grocery near the civic center is set to be renamed to honor a listeningtime San Francisco symphony conductor. Michael tillden thomas served for 25 years from 1995 until 2020. Now mayor breed is proposing to name the block between franklin mtt way. It is home to the symphony hall. Tilden thomas made his debut back in 1974. And breed says he is intertwined with the citys classical music, arts and culture scenes. The renaming still has to be approved by the board of supervisors. The wedding bells are ringing in Santa Clara County. The county Clerks Office has moved to brandnew campus, and with it two brandnew chapels for people to say their vows. This is the first time the county chapel has moved in its 24 years of operation. The new chapel seats 49 people. Theyll also be opening up an outdoor chapel that can be reserved soon. We service between 500 to 800 people a day that walk in and this allows for a lot more comfortable of an experience for our customers. Neighbors in what has always been considered one of oaklands safest neighborhoods say things are changing. People of montclair say they have become targets for catalytic converter thefts, and the recent incident went well beyond. Christie smith has more. Reporter my neighbor came over and told me that three people had tried to steal my catalytic converter from the bottom of my prius. Reporter this montclair resident doesnt want to appear on camera, but does want us to know theyre the latest resident to have their catalytic converter stolen. Early yesterday morning, she heard an exchange of voices outside. She says her neighbor heard something as well and tried to help scare a potential thief off from inside their home. She said she tried to dissuade them and put her two car alarms on to try to scare them away, but they were determined and they didnt leave. In fact, they started throwing golf balls. Reporter this is video of what happened next. The thief added vandalism to his list of crimes. She continued to yell at them, and they came over with a big saw that they were using to remove my bolted catalytic converter from my car. They took the saw and bashed in her back and side windows of her car, which is in her carport. Reporter the damage done is extensive, and the effort did little to stop the thieves who stole her prius catalytic cote
