It is an ongoing issue where no ambulances get dispatched, because there is not enough in the system, and an ambulance will not be dispatched until am ambulance is arriving on scene and requested. And the practice is called sdo17. It is standard dispatch order 17. And this is happening in gilroy as well. Sdo17 is extremely concerning, because it is tying the our resources to the scene much longer than we have ever experienced. Reporter hayes says it is not rare for a crew to be there for 45 minutes. Any delay to get transported to the hospital for further definitive care can have major impact to someones health. Reporter in the statement, the county said that standard dispatch order 17 can be used to conserve resources to ensure that ambulances are used on resources that have verified patients who do not require transports. And yet people say if they dialed 911 for a medical emergency, they expect to see an ambulance. She says that there is always accidents at home, and so am ambulance response is crucial. Some say it is three ambulances in the department that they have had to use more frequently, and gilroy has one, but each time they are going to have call another ambulance, it is going to put another apparatus out of usage, and it is a sobering shortage that could have life or death consequences. They are Lillian Hanan and payton cobb of hollister. The two kids died at the happy happy Day Care Center in almadin valley. The police did not provide much information. Reporter two children upon arrival were discovered to be in severe distress and transported to the hospital. A third suffered nonlife threatening injuries and the police are trying to investigate how they got to the pool and through that fence. And what charges will be filed. And the licensing of that happy happy day care, and our investigaive unit is looking at the citations of that dare care center and what has been found. Yes, we have received that they have received half a dozen citations since opening three years ago and including two immediate safety violations, and records show that the pool where the children drowned was an issue for the inspectors from the very beginning. According to the records posted at the california social services, happy, happy day care was a capacity for eight children in january of 2021, and since then, it has received six citations including new employee background clearance, too many infants in the day care, and no disaster drill within past six months, no mandated reporter training, and failed to notify parents of their rights and failed to properly record 15minute sleep checks on infants. But the pool was a concern for the inspectors. One inspection reported that they found fourinch gaps at the end of the fence that had to be reduced to no more than two inches. They instructed the family to extend the fence to the entire length of the yard so nobody could climb out of the window and get into the pool. The owners made the changes and got the license, but activists like doug forbes whose child drowned can at another Day Care Center said that the regulations are not strong enough. So if you have a pool, it does not mean that a human being is going to properly close that pool fence, and it does not mean that a human being is going to properly supervise the Young Children at all times. 88 of child drowning deaths happen while an adult is nearby. Children 1 to 4 drowning is the number one killer of that age group. So here is my question for you, because a lot of people would feel that maybe the Day Care Centers like this shouldnt have pools to begin with, but there also, if they are allowed, shouldnt there be multilayers of protection, the pool fence and an alarm on it, and from the video, maybe a pool cover, and i dont understand why they are not required to have more layers of protection. Excellent question, and speaking to doug who you have heard from, he has done much work analyzing the cases since his daughters passing, and he has looked at the sites of day cares since and he said that we can study to prevent it, and he says that kids who are playing around or near the pool should be wearing a life jacket. And a coast guard approved life jacket. Parents in their own home have gates and pool alarm and i remember when my kids were little, they would hit water, the alarm would go off, and there are things available to prevent this tragedy.
