us more chance to actually start paying our bills. >> more bay area businesses breathing a sigh of relief as covid restrictions are lifted with all nine counties in the red tier. the news at 5:00 starts right now. good evening. thanks for joining us. >> we begin with a big step forward for the bay area's recovery from the coronavirus. the last two counties still in the purple tier changed today. >> we spoke with businessowners. >> reporter: at main street kitchen and bar it's a new day. they can now offer indoors at limited capacity. >> people are back inside, which is a great feeling. it's only 25%, but we take it however it comes. it really feels like the restaurant is back live. it feels great. >> reporter: a sigh of relief as businessowners watched other counties move into the red tier weeks ago. >> it gives us more chance to actually start paying our bills. it's so hard when it rains. to be able to sit some people inside, that's just a big thing for us. >> reporter: some customers called ahead. >> it feels like the first step in the right direction. we are moving towards getting a little more back to normal. it feels great. >> reporter: changes are happening here, too. sonoma county has been in purple since august. the only county that never advanced. >> we thought moving slowly, opening indoor by coming wednesday, which is march 17, to get everything getting ready by sanitizing stations, social distance setup. >> reporter: the move to the red was made possible because the state met a vaccination goal in communities hit hard by covid-19. even still today, people mentioned staying cautious. >> there's a light. >> reporter: in walnut creek, nbc bay area news. we got to red. one bay area county is starting to see orange. san mateo county could be the first to make the move to slide into the orange. it has to have a case rate below 3.9 per 100,000 people. in january, the case rate, 36.3. wow. today it's down to 3. the positivity rate also has to be below 4.9%. it's 1.2%. it meets that criteria. it expects to go orange this week. if that happens, most indoor businesses can increase capacity, restaurants will be at 50% capacity. wineries, breweries, distilleries can move indoors at 25%. offices that are not essential can bring employees back to offices. remote work is still recommended. these opening couldn't have come at a better time. we are expecting more rain. here is a live look in walnut creek where the skies are dark. the wind is picking up. rob, you are not just talking rain but maybe hail and some snow. >> yeah. if that wasn't enough, we have a wind advisory later tonight starting at 10:00. rain, wind, low snow and, yes, maybe hail tomorrow. let's show you the radar. you can see how the rain is now filling into the central bay. starting to leave parts of northern sonoma county where the rain started this afternoon. san francisco into oakland, see the rain there, too. starting to approach the northern end of the santa clara valley within the next hour or two. that rain line will push south. fast moving storm that's being pushed along by gusty winds. northwest winds picking up around midnight. 45 to 55 mile per hour gusts, this includes near san francisco early tomorrow morning. the areas in purple on coastal sections of marin county, sonoma county, san francisco down towards half moon bay and staying pretty cold and gusty during the day. highs tomorrow are going to be in the low 50s. the wind advisory starts at 10:00 tonight through 11:00 a.m. tomorrow and during the day tomorrow as the cold air comes through, we will see the chance of hail, isolated thunder and snow, maybe as low as 2 to 3,000 feet. a closer look at the snow totals we could see around the bay area and sierra snow coming out of a trying year for the world is the speedy development of highly effective vaccines. he urges everyone to get the vaccine as soon as they become eligible for it. elementary schools in the alameda unified school district will reopen tomorrow for in-person hybrid learning. they will undergo testing. the district was set to welcome back students last week. they pushed the date back to be better prepared. getting a vaccine appointment may be getting harder. starting tomorrow, new groups will be rolled into the vaccine eligibility. people between the ages of 16 and 64 who are considered high risk. that means cancer patients, people with down syndrome or who are immunocompromised. that's not just people with medical conditions. homeless people and transit workers are also eligible. they will get their shots. the vaccine will add one more layer of protection for customers, workers april their -- and their families. the government shipped 16.3 million doses to california, 15.7 it will pull up the closest site to you. the rock is reopening. alcatraz is welcoming back visitors tomorrow. that's because san francisco is now in the state's red tier, which allows museums to reopen at 25% capacity. indoor tours at the landmark have been closed since last march. some indoor parts of the owed prison, including the iconic cell house, will be open. masks will be required. there are things we like during the pandemic, like indoor dining. parklets are popular across the bay area. the city issued 1,700 permits for restaurants to build the outdoor dining spaces. they have transformed some neighborhoods. on friday, the mayor said she's determined to make sure the shared spaces stay. laws to make them permanent will be introduced to the board of supervisors on tuesday. to a story in our making it in the bay area. the cost of living here in the bay area. oakland can allow four plexes in areas zoned for single family homes. the mayor introduced a resolution that directs the city to look into the impact of that move. it would allow more housing to be built in certain areas, including neighborhoods near bart stations. earlier this month, berkeley voted to end single family zoning by 2023. berkeley moved. oakland is considering it. san jose considering something similar to ease the housing crisis. up next, lifting teachers up during the pandemic. the to each other and to show their support by flocking their lawns with flamingos. you heard me correctly. joining us is angie scott, she's a teacher. one of the educators behind the idea. thanks for being here. how did this get started? what's going on? >> thank you for having me. this was actually taken from a high school fund-raiser. the united teachers of santa clara decided to kick off our member engagement committee by honoring and our district. with our facebook page, we are celebrating ideas and lessons and strategies to do -- to increase the student engagement. but also to appreciate one another. these 20 flamingos are used to celebrate birthdays and to highlight the passion that our teachers have for our students. usually it stays four or five days and they fly off to honor another teacher. >> how does it work? someone get nominated or you say, yeah, she's a great teacher, i have to get a flamingo on her lawn? >> it's nomination. someone nominates a colleague and leaves a special message for us to put on their doorknob. so everything is by distance and in a safe environment. they stay on the lawn. they are not only surprised. they have been honored to be recognized by their colleagues. we also post these pictures on social media. what happens is it's not just one teacher that is honoring someone else. it then becomes a slew of teachers that respond to the flock and give accolades in regards to what that teacher has done for them as well. it's really been an uplifting part of this tough covid times. it's left lasting smilesology faces and everlasting joy in the hearts. i have to say, the teachers don't realize that being part of the flocking committee, it actually feels more rewarding to do that. we get to see the smiles on the faces and the tears in their eyes as they read these messages that are left for them. it melts your heart to know that you are lifting the spirit tell all the birds, of all the things you could put out there, why flamingos? >> you know, honestly, it was a fund-raiser at a local school. people pay to flock someone else. they travel in flocks. we are not just doing pink or yellow. we are doing our purple flamingos. they travel in flocks. it's fun to be part of. >> thank you. a different st. patrick he's day celebration in dublin, california. it has a parade and other public events. it is named after the dublin in ireland. this year, in california, an irish marketplace is what they will have. shoppers can find items and support local businesses. they plan to celebrate all week but with virtual events and some reservation-based events. the parade, the pancake breakfast, that will wait until next year. she's upset. >> i am. >> she's wearing green. >> that's true. >> i wouldn't lie about that. rob joining us now. >> the radar is wearing green, too. we are seeing some of that on our radar right now. we see rain in san francisco. cloudy view. it's turning breezy. we see the winds out of the southwest. 53 at the cloudy skies over towards walnut creek. winds out of the south at 14. wind will be part of the story as we move forward. san jose, southwest wind at 17. currently 57 degrees. there it is, the rain. it's already starting to push out of the north bay. this is a fast moving storm. the wind is actually helping to push it out quickly. you see san francisco to oakland, climbing over looks like heading to the tri-valley. see the rain on the bay side of the east bay. see the upper peninsula seeing rain not quite into san jose. the next hour or two we will see rain push into san jose and the south bay. for the morning, we go from rain this evening to scattered showers with snow levels between 2,000 to 3,000 feet. a chilly start to the morning. highs tomorrow in the low to mid 50s. showers at times. daytime heating, there's a chance we might see isolated thunder which means low freeing levels, may have hail in addition to the low snow levels. hour by hour, the most widespread rain between now and 11:00 tonight. that clears out of the south bay. tomorrow morning, snow ongoing above 2 to 3,000 feet. a chance of snow by 3:00. heating of the day involves, the time we could see hail and isolated thunder. that's around 3:00. the atmosphere begins to stabilize. you see showers move out. rain chances start to wind down. given how quickly the storm is moving, rain totals generally and north bay mountains. here you go, snow. this gets interesting. east of san jose, santa cruz mountains, mount diablo, probably see some snow at times later tonight into monday. all this means for the sierra, winter storm warning conditions could see almost a foot of snow out of the storm bit time we head into monday night. a midweek break tuesday into wednesday. thursday and friday comes round number two. that will carry over into next weekend with the form of more showers. wind tonight, advisory at 10:00. the wind may wake you up at times on the coast. that's through 11:00 a.m. monday. tuesday and wednesday, we catch a break. more rain due in thursday into friday. what you are looking at is the last official week of winter. we move into spring by the end of next weekend. the storms, they keep coming in. as you saw the sierra getting snow. the snow pack at 60% of average, making late season gains there as we go through the week. back to you. >> visiting time and an afternoon slot. everyone needs a ticket. capacity is being kept down. the rides and puppet shows are closed. play areas will be open and some animals will be in their pens. more that drone video? >> we think so. we think so. >> she thinks so. one of the very few bright spots of dealing with the pandemic over the past year is seeing so many people do something good. a family has been helping their community in a very unique way. >> we profiled the sutton family last april. they created the sutton girls farmers market, packed their stand with fresh produce and canned items and gave it away. it came from their garden as well as contributes from neighbors and businesses. all good things must come to an end. after running it for a year, today was the last day. we want to
