My first thought is anger, frustration, sadness comes next, and were all trying to scramble to figure out what to do on how to make things work. Reporter were back here live outside bar cava. This is where they will operate starting tomorrow. Youre looking at all of the heaters. Theyre actually setting them up right now. You can see the heaters, the propane tanks. These guys are actually lucky they were able to find them because im told they are nearly impossible to find right now. Again, Business Owners are scrambling. So stressful for all those Business Owners. Lets take a deeper look at what the states restrictions actually mean because it can be confusing. Lets talk about the most restrictive tier. Thats that purple tier. This list on the left shows the businesses that must move everything outdoors. Like jodi just showed you, that means restaurants, gyms, places of worship. Other businesses like retail and malls can continue to operate indoors but they have to stay under that 25 capacity. Hair salons, barbershops, nail salons and other personal Care Services can also stay indoors but they have to continue doing proper safety precautions. Right now six bay area counties are in the purple tier. Thats los alamitos, contra costa, napa, santa clara, solano, sonoma county. However, counties have the option of putting even more restrictions in place. So the list we showed you is the bare minimum of whats required. Here are the changes in the red tier. Wineries and card rooms must stay outdoors. More businesses can move indoors as long as they follow restrictions. Movie theaters, restaurants, places of worship must cap capacity at 25 . Gyms can only have 10 capacity inside. Three bay area counties are in the red tier marin, San Francisco, and san mateo. Hospitals are overwhelmed and overflowing. So how do we prevent this from happening here . Nbc bay areas Marianne Favro is in san jose with a closer look. Reporter here at Regional Medical center of san jose, they have at least 44 confirmed cases of covid19. Thats more than double what they saw just three weeks ago. 388, thats the number of new covid19 cases reported today in santa clara county. As the county grapples with the surge in cases that started at the beginning of the month, a few weeks later, another concern. Were beginning to see a rise in covidpositive patients needing hospital saycare. Reporter many of those patients are at Regional Medical center of san jose where the number of Covid Patients jumped from 18 to 44 in three weeks. Onethird of the current Covid Patients are in icu. We are dusting off all of our contingencies, which includes having being able to expand our icu bed capacity, having staff available to staff those beds, and then also making sure that we have all our personal protechtive equipment available for our staff. Reporter throughout santa clara county, 145 people are hospitalized with covid. And while there are enough hospital beds available right now, Health Leaders are concerned because a previous backup plan may no longer be available because of the statewide surge. In the past, while we knew that we could rely on asking for help from other jurisdictions if we needed it, thats not the case now because everyone is quite busy attending to their own residents and their own communities. Reporter here at Regional Medical center, while all 14 of the hospitals negative pressure rooms are filled up, it still has plenty of other beds available. The challenge now is making sure theres enough staffing. In san jose, Marianne Favro, nbc bay area news. Not just the bay area, lets take a look statewide, especially as we head into the holidays. This is where we were last week. 13 counties in purple here in the bay area. Down south as well. 22 counties in red. Also plenty of orange and yellow tiers. Now lets take a look at today. Watch this purple wave here. You see most of our state now in purple. 41 counties are in purple. Thats 70 of california. 11 counties are in red, 4 in orange, and only 2 are in yellow. And there could be even more counties in purple, in that purple tier, by the end of the week. Jessica. Thanksgiving is just ten days away and your countys covid color could significantly impact your plans. Heres what the Governors Office is suggesting. If you live in a purple or a red tier, gatherings should be outdoors only. The entire bay area would fall into this category. Let me say that again. The entire bay area falls into that outdoor category. Gatherings should be kept short also. High risk individuals should not attend, even if its outsides. Counties in the orange or yellow tier can gather indoors if youre wearing a mask. But doors and windows should be kept open to allow for better air flow. If they happen indoors, covid likes the indoors. If they happen pretty close by with people, covid likes to interact when people are close, likes it when we take off our mask. All of these things which are features of higher risk activities often that we see in small, private gatherings with people we know and miss. Dr. Ghaly said if youre family is going to travel for the holidays, he recommends staying within a two to three hour drive from home. Again, theyre stressing driving. Now, one step closer to a covid vaccine. Another drug manufacturer announced promising results that could get fda approval soon. Janelle wang joins us now with the latest news. Janelle, this time were hearing about the moderna vaccine. Yeah. Jessica, this is the second Pharmaceutical Company in a week to come out with really promising results. Last week it was pfizer. This week its moderna, which is based in massachusetts. Both companies released preliminary findings from their phase three trials. Today moderna said its vaccine is 94. 5 effective at protecting people against the coronavirus. Its trial involved 30,000 people. Both pfizer and moderna now hope the fda will soon grant them emergency use authorization. So now what were going to be looking for is, you know, any kind of longterm side effects, and theyre going to be thinking about scaling up production. Scaling up production for a vaccine, be it moderna or pfizer, is not going to be easy, and we need multiple vaccines out there because they are difficult to produce, and you need very specific types of production plants to produce them. So its not a bad thing. Its not like who gets there first . Its the more the better, the more the merier . In this particular situation, thats the case. With vaccines, its not always the first one thats going to be the best one. In this particular case, it seems like there are two very good and promising candidates kind of out of the door, and theres probably going to be more than that. The difference with modernas vaccine and fiezers, it does not need to be stored in subzero temperatures, just standard refrigerati refrigeration. Dr. Fair says it doesnt matter because a lot of facilities have ultra cold storage, and the more vaccines we have, it will reach more people faster. So its very likely a vaccine will be available by the end of this year. But of course it will be available to health care and frontline workers first, then people most at risk, including the elderly. As for the rest of us, that will be, dr. Fair, estimates another 6 to 12 months for wide distribution. And you probably will not have a choice. Its whatever vaccine is available in your area. But it is promising. Two vaccines, moderna and pfizer, in the forefront and more expected to be maybe authorized and approved by the fda by the end of the year. Thats encouraging news at this point. Well get you outside to storm ranger, our mobile doppler radar. Its dry from the north bay to the south bay. A wide view of the storm which is just offshore. Its a cold front. Thats actually going to mix in with a little bit of a weak Atmospheric River. There is a decent amount of moisture with this that would help to boost our rainfall totals. At 7 00 in the morning tomorrow, most of the storm front is lining up offshore, but then as we head through tomorrow into the evening, rainfall passing over the bay. We can use every drop we get even though weve had rainfall recently. Our local reservoirs not doing that good in the south bay. Lexington reservoir just 29 of normal. Among the many layers of governor newsoms announcement today, youth sports, dr. Mark ghaly said his updated youth sports guidance plan is not ready to be released as previously plans. That means the current rules remain in place. Bottom line, no cif competitions are allowed until further notice. Right now bay area high schools are planning to begin football practice next month for a shortened season in the near future. But, again, youth sports, that big announcement that was supposed to come today has been postponed. Some School Districts now will have to rethink plans for reopening classrooms. Parents at san jose unified had to decide today if they would send their kids back to class in january. The governor might have just made that decision easier for them. A purple tier means no schools with kids in grades k through 6 can reopen unless they receive an emergency waiver. Counties that move to red can bring kids back to class but with many more restrictions. In san joses franklinmckinley school district, the board already voted to stick with Distance Learning for the remainder of the academic year. We have one of the highest positive rates in the county within the zip codes that we serve in. So those were some of the contributing factors of the decision that the board took. We should add if your school is already open, it can stay open. Schools in that purple tier, again, that already opened can stay open with new restrictions. A fastgrowing sport with a funny name is causing some consternation in an east bay town. Its called pickle ball, and its popular among cooped up seniors and millennials. But a lot of fed up neighbors in berkeley say its too noisy for them. Nbc bay areas melissa colorado says the complaints are putting players and spectators in a real pickle. Reporter pickleball is what keeps this 67yearold from oakland active even after two hip replacements. The sport is a mashup of tennis and ping upon. I understand its noisy. Reporter that whacking sound is made with a player uses a paddle to hit a plastic ball with holes. These four courts are the size of one tennis court. So for the city, its very economical, and especially forrous seniors, who by the way pay a lot of taxes. You know, this is a great utilization of the space. Reporter but its where these pickleball courts in berkeley are located. Go take your tape measure and measure from the fence to the house. Reporter sandwiched between two apartment complexes along hopkins street. Thats way too close. Reporter thats causing frustration for residents like ingr ingrid. Its just very wearing on your ears. Its just bang, bang, bang. Its seven days a week, 12 hours a day. Reporter dee ann horn says weekends are the worst. She sayrhared these photos show people lining up to wait for their turn. 86 people who live on both sides of the courts signed a petition urging the city to transform the pickle ball courts back into one tennis court. Have you played pickle ball . I have never played pickle ball. I tried it for the first time. Its noisy. I get it. If youre living right near it, it probably would drive you crazy hearing that all day. I dont think anybody is going to be playing pickle ball over the next couple days because jeff says its not going to be pickle ball season outside anymore. You got that right. The folks that arent a fan of hearing that noise, i think tomorrow is going to probably get them a break from hearing that. Maybe good news for you on that front. As we get you into the storm system were following right now, it actually looks like a weak Atmospheric River is going to tap into it. So we look pretty good here to get some of the highest rainfall totals weve seen so far this season. As we bring you into that microclimate forecast, you can see the cold front offshore that im watching. Its still a little bit of ways here. Then theres that weak Atmospheric River tap thats going to help boost up those rain totals. I really think at this point that rain will start returning to the bay area as we move through tomorrow morning. So we have a lot to get to. Lets bring it right into the timeline, and youll see 7 00 tomorrow morning, we get that rain right near guerneville, possibly some heavier pockets at 7 00 in the morning. Then as we advance this into the late morning hours, around 11 30 in the morning, it would be on the move with rarn over the north bay, down to about oakland and San Francisco and starting to push down the peninsula. Then as we roll through the afternoon, that will be our best chance here for the south bay to get some rainfall. Not as much as the north bay but definitely looking at that rain making it down to san jose. Then well start to see this break up by 11 30 at night. Its a longer duration system than weve been used to lately. Thats where we could get in on some higher totals. The north bay, as we also move through tomorrow, also including wednesday, anywhere from threequarters of an inch to one inch in mill valley right up to santa rosa. The rain numbers start to drop off as you move south but still some healthy numbers here. Could be overdoing it a little bit. I think well be in the rain shadow here in the south bay, but definitely picking up at least a quarter inch down there for the south bay. And a lot of the peninsula and the coastline in that a quarter to about three quarters of an inch. Rain will bring snow to the sierra. I think at this point were good for close to two feet at some of the highest levels. Great news for snowpack. Its now our third snowstorm for the sierra three weeks in a row. Temperatures not going to change a whole lot through the day. My morning forecast begins in the 50s for the south bay, peninsula, and the trivalley. Have you down here in the east bay to 55. San francisco 56. The north bay 53. So just a couple of degrees of warming because of the cloud cover and the rain staying put. This will leave us with 58 in santa rosa. 63 concord. 61 palo alto. 64 in morgan hill. My extended forecast keeps a chance of some scattered rain on wednesday. Doesnt look as heavy as what were going to get tomorrow. Then well dry out as we move into the upcoming weekend. And for the inland valleys, well stay with these comfortable 60s next seven days with the best chance of rain tomorrow. Then a spotty chance there on wednesday as well. So no pickle ball weather tomorrow. Its just good weather to, well, stay inside and finish the project you havent had a chance to the past seven or eight months with our lockdown.
