We have enjoyed coming to get their doughnuts for as long as hes been alive and were definitely going to miss them and we wish them the best. Proposals for new business and Residential Development are now being considered. This is something a lot of families have been waiting months to see. San francisco is getting ready to reopen playgrounds. It is going to happen on wednesday. There will be changes to keep everyone safe. Food and drink wont be allowed on the playgrounds. Masks are a must for anyone over the age of two. The city is also installing hand washing stations. Playgrounds are already open in other counties. Well, we can all feel it, the conditions outside. They are improving. Take a look at this side by side image here. These two photos, kind of makes us all feel better. On the left is what california looked like one month ago. Thats the big difference. You can see it was even vin smo. Thats what it felt like if you were outside, rob. So we can thank you for that. Yeah. We havent had many good news stories, at least in terms of the weather. But this weekend was pretty nice. Clear skies in terms of the air quality. Still looking pretty good right now. Here is the issue as we head to the middle of the week. It all has to do with the offshore wind we will start to see pick up by the middle of the week in addition to our temperatures climbing back into the 80s and 90s inland. 61 degrees currently. A high of 72. Now, later this week, there is a chance we could see some 80s closer to San Francisco as we take you over towards the east bay right now. It is 83 degrees for a high in walnut creek. Most locations add five degrees to your temperatures today. Still in the low 60s in walnut creek. San jose 64 degrees. So Anoushah Rasta brought this up. Look at the air quality. Still green across the board. A little bit of moderate closer to richmond, but overall a much improved picture. But with the change in the wind, might see more smoke creeping into the north bay, something we will be watching closely. The fire intensity has dropped off. For the morning, it will be chilly. 40s around the north bay. Dress in layers for the morning as we got those 40s to start the day. And temperatures for the afternoon going back to summerlike numbers. Mid80s around san jose. Closer to 90 degrees. Climbing closer to 90 degrees. 80s oakland and freemont. Low 80s down towards pal low alto. Up from 72 today. Closer to 75 degrees tomorrow and north bay temperatures for tomorrow in the mid to upper 80s. So here is the culprit. And typical pattern for october. Storm passes to the north. High pressure behind it. And thursday we are pinpointing this day. The estimated wind gust speeds up around napa county, the hills of the north bay where we will probably see some fire weather watches being issued as early as tomorrow. The timing will be wednesday night into thursday morning. Obviously the north bay. There is your high fire danger window. You see the highs flattening out. Hopefully that means it should weaken slightly. That will allow for cooler temperatures mid way threw next weekend. Looks like as early as wednesday, thursday and friday, those temperatures staying pretty warm and valleys likely getting into the 90s as early as tuesday and then staying as warm as the mid90s by friday. A roller coaster ride as we start to cool off. While we had mostly highs in the 70s, as you can see these numbers starting to rise back to summerlike levels, we have to watch those gusts though wednesday night into thursday. Its an unfortunate pattern we often see in october. Storms not quite Strong Enough to bring us rain just yet, but reset the wind pattern. Back to you. Rob, thank you. Still ahead, after a brief hiatus, bali is back in the city. Yeah, a lot of changes, but its back. We will show you the only in San Francisco scene. Plus the morning drive leads to an unbelievable effort. The owl stuck on a fence that rallied a whole community in east bay. The unfair money bail system. He, accused of rape. While he, accused of stealing 5. The stanford rapist could afford bail; got out the same day. The Senior Citizen could not; forced to wait in jail nearly a year. Voting yes on prop 25 ends this failed system, replacing it with one based on public safety. Because the size of your wallet shouldnt determine whether or not youre in jail. Vote yes on prop 25 to end money bail. Traffic and air pollution will be even worse after the pandemic. Thats why we support measure rr to keep caltrain running. They then took it to the wildlife experience in walnut creek. Veterinarians were there to help. The barbed wire is out. Right now hes pretty stable, which is good. We were giving him time to destress. Our first goal was to get him in and make sure he had pain meds on board. That owl now resting and they are hopeful to make a full recovery. Seven months into the pandemic and with no end in sight, is it time to reevaluate the way we live with covid19 . Some doctors are convinced the lockdown measures meant to protect us from the virus could actually be hurting us instead of sheltering all of us should we only be shelters some of us . Reporting on a controversial approach to fighting covid19. I see no reason why swimming pools should be closed. Chlorinated water is like the best way to kill coronavirus. Reporter this doctor believes many of our current restrictions are unnecessary and not actually supported by science. People have been going to the beach tonjoy nature. Something that has practically absolutely no risk. Hes an Infectious Disease expert and professor of medicine at stanford. Dozens of his colleagues at universities like harvard, yale and ucla say it is time for a more targeted lockdown with stronger measures for the most Vulnerable People and fewer restrictions for everyone else. We know 95 of the population has practically minimal risk. He believes most indoor facilities can reopen safely, including restaurants, bars, gyms and even schools so long as communities wear masks, social distance and track any covid19 infections. He believes that many of our current rules should be lifted. Reporter there are Health Officers all throughout the bay area that would argue these restrictions are actually saving lives. I believe that many measures within the bundle of shelter in place do save lives. But there can be many negative ramifications and many negative consequences from stay at home and lockdown orders. Phenomenal defense. Reporter but major sporting events and large conferences should still be avoided, he says. And he is also calling for stronger protection at hospitals, prisons and nursing homes. The cdc found nearly a third of all covid deaths in the u. S. Were in nursing homes. These are really disaster places when things get out of control. Reporter rather than just random testing, he recommends frequent testing of everyone at those facilities, similar to what professional sports teams have been doing. We know who we need to protect. But the large majority of the population should be allowed to go back to their lives. It is unlikely that in the Current Situation we are really saving lives. I think probably were killing people by following some of these measures forever. Reporter killing people . I think eventually we do. Absolutely we have seen the negative impact of people being fearful of medical care. Reporter chief of emergency medicine at San Francisco general hospital. Have you had patients die that you think likely may have survived had they come here earlier . Absolutely. And i would say it is not just a few of those. At least every week we are seeing somebody who is going to suffer and is suffering severe consequences from having delayed care for fear of coming to the hospital. Reporter 29 of americans are avoiding or delaying medical care due to fear of catching the coronavirus. Thats according to the american cleg ollege of emergency physic. But some say it is the best weapon he has to fight covid19. I want to tell you a little bit about this acceleration. This doctor in Santa Clara County recently told reporters she believes a lack of restrictions caused a summer spike in covid infections. I think people got a sense that because things were open that it was safe, right is this but the truth is that covid19 is still circulating widely in our community. Were kind of squandering the sacrifices people made during lockdown. Reporter he believes reopening too soon even with restrictions for Vulnerable People is too risky. If an elderly person or something who is chronically ill has a really tight circle, theyre more likely to come into contact with somebody in their own household who then brings the infection home. Reporter but he argues a more surgical lockdown can protect those most vulnerable. We have to balance everything. And, you know, it was a gorgeous, uplifting day. Things are about to change. But it was a heck of a day. Yeah. And for the weekend it was actually pretty refreshing. We had probably the best air quality we have seen. It did begin with drizzle or light rain. We saw that yesterday afternoon around San Francisco. But today a very different view. We started to lose the sea breeze. The north winds picked out. That will clear out our skies. That is the first sign of a warming trend that will take us through the middle and finish of the week. Lets take you out to San Francisco right now where were still seeing mostly clear clouds. 61 degrees with a high of 72 a bit earlier with the sunny skies you see. 59 degrees. Well see a few 40s and 50s tomorrow morning. San jose in the 60s currently with a high close to 80 degrees. Here more on the air quality we talked about. Still green across the board, this will be a two component issue here for our air quality moving forward. How active are the fires still burning to the north. The glass fire two as containment continues to improve on those fires. Will it push smoke south across the bay area . There is that possibility up around the north bay as we head to the middle of the week. 50s and 60s. Jacket weather through 9 00 a. M. By lunchtime tomorrow, 70s from San Francisco to oakland. And then by 3 00 in the afternoon, concord and antioch as well. You could see livermore close to 90 degrees and another patch of red there. But gill roy, another spot with temperatures close to 90 degrees. Look at this temperature trend for livemore. Staying there through friday and even San Francisco in oakland. Those numbers in the mid to upper 80s possible thursday and friday. And once again High Pressure building back. This is a typical october pattern as storms bypass us to the north. High pressure builds in behind them. Here is the area to watch for fire danger. The north bay hills of a thousand feet wednesday night, perhaps into friday morning. Many of those areas in the north bay could see fire weather watches for wednesday night into friday. And then now next weekend, High Pressure starts to back off the coast. Weaken slightly, which we hope will bring in cooler temperatures. San francisco staying in the 70s. A couple chances there friday and wednesday. For the valleys more low to mid90s. But the hills we may see posted i think for those elevations of above a thousand feet in the north bay. Then lets hope the cooler changes and the sea breeze picks back up and we maybe see more sights like the one we saw this weekend. It was a Welcome Change to see dridsle and light rain earlier.
