Overwhelmed by the news and felt it was a step in the right direction. The family says taylor was 33 and a father who also suffered from Mental Health issues. The d. A. s office says taylor went into a walmart on april 1th, grabbing a bat and a tent before trying to walk out of the store without paying. They say a Security Guard called police and taylor said he would wait for officers to arrive. What happened next was captured on body camera video. Officer Jason Fletcher arrived at the store and encountered taylor. After trying to grab the bat, investigators say the officer used his taser, and that it led taylor to stumble forward. The d. A. s office said taylor proved no threat in that position and that the officer did not attempt to use other deescalation measures, instead shooting at taylor. The entire incident unfolded in less than 40 seconds. Taylors grandmother explained she thinks theres much more ahead. You are surprised, but were praying that this is that its going to go where we want it to go. And so were not we know we have a long way to go and a lot of work to do, so we cannot get our take our eyes off the prize. That we have to continue to fight. The community spoke with a consistent and pervasive voice that they wanted charges in this case. Its consistent with the law, and it was consistent with the demands of that community, and the way elected officials are supposed to work. The North Valley Baptist Church has already racked up more than 50,000 in fines for having services indoors. And the church is gearing up to do it again in less than an hour. Robert handa joins us from that church. The pastor is clear, he says hes holding these services. Reporter yeah, they seem pretty determined here at the North Valley Baptist Church. They are getting ready to Start Services fairly soon. They are here on delacruz boulevard. They hold wednesday evening classes, and when they do, the congregation goes inside, and theyve been doing it for about two weeks now, and that is raising the stakes in the churchs fight with santa clara county. To go inside for what is considered illegal indoor church services, members of North Valley Baptist Church have to walk past front doors plastered with violation notices from the Public Health department. Those violations have already led to 52,000 in fines and counting. Late last night, the pastor posted another public plea to government agencie harassment. You cannot take our right to assemble, county, state of california. It must stop. One, im asking you to stop all fines. Two, im asking you to remove all fines. Reporter but the yoimts Business Compliance unit says this church should be fined as one of the rare businesses not complying with the county order. The Enforcement Team says out of 150 businesses contacted for possible violations, 40 required inspections and only two, including the church, have not complied. What we really need to see is a commitment to carefully, thoughtfully, and appropriately following Public Health directives. Thats vital for the safety of certainly for these well. But we have seen people arriving for the 6 25 p. M. Services. And these could be very costly services. Right now, the fines have escalated to about 50,000 a week. Since oscars murder in 2009, there has not been an officer charged that im aware of in the state of california for an unduly shooting of a person of color. So theres hard work been put in for years on top of years. Ab953, the racial identifying profiling act, and most importantly, the last two, 1421 sponsored by senator nancy skinner, and ab392, california act to save lives, the most restrictive use of force legislation in the nation, talking about deescalation tactics have to be used. You recently testified before the legislature for a bill to desert fie Police Officers who are fired for misconduct, to make it harder for them to join another police department. It failed. Why do you believe it did fail and why do you think this legislation is so critical . Desert fi cafication of poli officers not conducive to the relationship of the community is extremely important. So i feel the reason why this bill fell at this time is the California Police union, or the Police Unions here in the state of california really felt that this bill would impact the way they handled their Police Officers that are charged for murder on their police force. And so we wanted to see Police Officers not be able to have the ability to leave oakland and go to new york and be rehired after theyve been involved in a shooting here or vice versa. An officer in new york involved in a shooting and some to oakland. So its become very important to figure out ways to make sure that this dont happen. And the decertification legislation we put forth that failed was important in that regard. Small steps taken since the death of your nephew, since the killing of your nephew, and since the killing of george floyd. Obviously, a Strong Movement now. What do you think needs to be done to break the cycle and rebuild the trust between police and their communities . Officers being held accountable. This officer, i believe his name was officer fletcher who killed, as we know, Steven Taylor, should be held accountable for the wrong he committed. And that is the murder in Steven Taylor. So i believe that when we hold officers accountable for failing to follow legislative laws that have been put in place specifically ab392, and fail to deescalate when they could have deescalated or circumvented the ability just to use their weapon, would be im telling you would be tremendously important that this officer is held accountable for wrongfully using his weapon at a time when he shouldnt. Steven taylor wasnt a threat. He was stumbling from being tased and the officer still shot him. This happens over and over throughout this state. Thats what the d. A. Agreed with. And all of these things gets nar minds going and thinking and helps with their vocabulary and comprehension. So that time, 10 to 15 minutes a day, which is ideal, is going to make a huge difference. In april, ucsf studied the impact of covid19 on low income xhup ci communities. A new Study Released today shows not much has changed. Reporter the bustling transit hub of San Franciscos 24th and mission. Hundreds of people winding through here each day. And according to a new Study Released today, many of them august, ucsf conducted covid19 testing twice a day outside the 24th street b. A. R. T. Station. We barely advertised for the study. They are lined up. Reporter 93 of positive cases were from the latin x community. The majority of the pcr positive persons were from the mission, southeast San Francisco, and from san mateo county. Reporter the findings mirror a study from back in april. It found that people most impacted by the virus were low income, living in dense housing, working jobs that wouldnt allow them time off to isolate. 33 of monolingual Spanish Speaking folks do not have proper access to the internet. Reporter john jacobo says the Study Reveals the lack of testing in the neighborhoods most impacted by the virus. The issue is that theres not enough access to testing or enough resources to provide people to isolate and shelter in place. Theres not enough Contact Tracing or case investigation. This is going to stay parked over the west for at least a threeday period so you can see that most of california, theres not a whole lot of places to escape the heat, now under excessive heat watches and warnings. So in my extended forecast, San Francisco goes up to the warmest weather on sunday at 78. And well stay with 70s monday and tuesday. For the inland valleys, 97 on saturday. 103 on sunday. Its going to be our hottest 101 as we roll into labor day. You can see concord could go up as hot as 105 degrees. Thats definitely going to be record setting for us. So if you have pets, good tip.
