They added the city to the watch list. Today a new round of closures and reopening delays go into effect. Affected shopping malls, restaurants and other businesses. We were excited to reopen safely. North beach had reopening plans and today they had to put them on hold indefinitely. Which means about a dozen people wont be coming back to work. Theres no business. Trying to survive for now. Hoping for the best. Many San Francisco nonessential offices and indoor malls also have to reclose or postpone reopening plans. City Officials Say there is no timeline for when customers or employees will be allowed back in. When you plan to reopen, try to hold off on preordering major amounts of stock, especially if you are dealing in perishable goods, because there is that chance that there could be a further delay. The chamber of commerce also had a couple of pieces of advice for Small Businesses. One, there is still ppp loan money available. Apply for that. And two, if youre a restaurant, take advantage of all the structures the city has built to allow more people to dine outside. In San Francisco, scott budman, nbc bay area news. They have lost so much money. Thank you, scott. There are many indicators local Health Leaders use to judge the growth of the pandemic. One is hospitalization rates. Those numbers, as you can see, are rising dramatically across the state. Take a look. The bluegrass shows the daily number of Covid Patients in the hospital. The yellow shows the number of Covid Patients in the icu. Back in march beginning of april, it was about 1,000 people hospitalized. The numbers, as you can see rose in midapril before slightly decreasing in may. But take a look at this. How the numbers have just jumped more than doubling in june. Right now, nearly 7,000 patients are hospitalized with covid19. Jessica . Thank you, janelle. Barbers and salon owners are gearing up to move their operations outdoors after there were no guidelines today. The owner in downtown martinez plans to open an outdoor salon there too. Under the guidelines, salons will be allowed to cut and style hair outside. However, salons will not be shampooing, coloring or doing relaxing because of drainage and disposal. If moving outside means they can reopen, theyll just do it. Weve got to be innovative and think of ways to keep our industry alive and to keep our clients hair needs met. Not just hair salons. The barbershop in downtown martinez hopes to wheel the chairs outside. Nail salons is try to figure out how it applies to their services. So often the discussion about covid19 is a numbers game. Its critical to remember every number is a person that often is in the fight for their lives. That includes Sergeant Gilbert polanco, one of 234 san quentin employees who contracted the virus. Hes in an induced coma at a South Bay Hospital while his family is in isolation. They, too, are infected. Nbc bay areas Damian Trujillo spoke with the family today about the realities of the battle with covid19. He spent more than 30 years fighting to keep san quentin prison safe. The family took gilbert to the hospital on july 3rd and havent seen the army veteran in person since. We dropped him off at the e. R. And i was just really it was hard to do. Theres no waiting roonl. You just have to drop him off outside. Adding to their anguish, both mother and daughter later tested positive as well. Selena has that lingering coug. both remain quarantined at home. Today more than 60 of san quintens ins cars ration the family says despite the lax controls, the guards did whatever they could to keep the virus out of san quin quentin. But they question whose idea it was to transfer them from prisons. We all are frustrated. Families are frustrated. Im sorry. The family says fighting the virus is a roller coaster. One day nurses tell them to prepare for the worst. The next day they say gilberts numbers look better. They believe its the fight in gilbert that will help him defeat the virus. This could be a big issue for a lot of people, especially High School Seniors that maybe were counting on trying to get into college through sports. Yeah. Its a big issue for so many Different Levels here. On the grand scheme of things, jessica, we get it. It hurts so much for the athletes and the coaches and the Community Members that rally around these teams as well. But heres the bottom line. The cif, the governing body for all of california sports. Officially delaying the fall season. So what does it mean . Well, football teams, yep, sports like football that were supposed to start next month, wont start until the Spring Season. Thats best case scenario. Today some of the players working out of Kings Academy in sunnyvale. This is one of the south bays top football programs. Just like all teams, theyre now officially on hold. I think we should play when its safe. Make the decision based on what they think is best for all the players. Thats the best attitude moving forward. Heres the list of the delays of fall sports. Including volleyball, crosscountry, competitive cheer, gymnastics, water polo. It impacts a lot of kids. What are some of the problems here . Thats whats interesting. Multiple sport athletes. What do they do . What about logistics. How can you squeeze all of the sports, all of the teams into one Spring Season . Essentially doubled all the sports and youve got a lot of guys theres crossover, guys play basketball and baseball. Thats an obvioious combo. Soccer and lacrosse. You cant play both. You have to choose between your two favorite sports. Nonot to mention, the coaches a trying to book trainers and weight room and field time and games. Thats the sentiment fueling hundreds of essential workers of color who took to the streets of oakland to take part in todays strike for black lives. This amazon Delivery Driver says the fight against Police Brutality is connected to the fight against racial inequalities. Based on the fact that were too broke, scared or ignorant to fight for ourselves. They marched to the mcdonalds on telegraph avenue, the same mcdonalds that was forced to shut down last month after workers say a coronavirus outbreak sickened more than 30 people, including workers the owner of that mcdonalds denied the accusation saying he provides ppe to his workers and that their health is his top priority. At least two mcdonalds employees walked off the job and joined the crowd of demonstrators who cheered them on. At highland hospital, dozens of front line workers with the Alameda Health system joined the nationwide strike to call attention to the need for more ppe and more staffing. Were here as essential workers and were dedicated to this community. A spokesperson for Alameda Health system says ahs is working with the county to figure out longterm solutions to address financial challenges worsened by the pandemic. In oakland, melissa colorado, nbc bay area news. The number of covid cases at child care facilities throughout california is growing. The state had confirmed nearly 250 new cases since our Investigative Unit revealed it last week. Katherine nguyen joins us now with what child care facilities can do to turn the tide. Candace thank you for joining us whochlt is testing them, the staff or the kids . The number that we have includes Staff Members, kids and parents as well. Parents who are dropping off or picking up the kids from that facility. While theres a lot of concern about kids getting sick, the data shows that its Staff Members and parents who are getting sick the most often, although kids do make up some of those numbers. Now, a lot of parents have no choice, they have to send these kids to Child Care Centers because they have to go to their jobs and they have to work. What do they say now after your report . Are they reconsidering . What are they thinking . I think theyre stuck in that impossible situation. We spoke to a couple and the wife was laid off. She has to look for work. They still need child care. We spoke to a dad out of oakland, a single dad who has sole legal custody over his 2yearold daughter. Theyre saying what you said. Theyre between a rock and a hard place. Do you decide on livelihood on paying rent or putting your family at risk. Theyre in the same situation. What are child care facilities doing to keep children safe . They have to follow protocols. What else are they doing . Can you list some of the things they have to do . The first thing is if youre a facility thats open right now, you can only have groups of kids. Theyre separating the kids into groups of 10 or 12 called pods or cohorts. The idea being, if theres an exposure or a positive case, you can close down that one unit. The bad thing is, if youre a family or smaller owned Child Care Center, thats your whole operation. The other thing were learning about, the few cases we tracked down of kids testing positive, kids in a daycare center, it was all about identifying the exposure and the cases quickly, communicating that to staff and parents right away and having the resources, all the contacts information there and shutting down as quickly as possible. In those couple cases that we identified, an outbreak was prevented. Whats the protocol. Lets say a staff member or student, a child tests positive. What happens after that . Once a child tests positive, that parent has to keep that child home. Now, if that child is at the daycare already, then isolate that child, get the parents to remove that child from the setting and then the Child Care Center notifies everyone. They notify in one case in novato that we talked about, they notified, of course, every Single Family there and every Single Family member and they actually got all the kids and all the families to get tested and theyve shut down for two weeks quarantine. Sanitized everything and in one case, they actually made these individuals, kids and the families members and the Staff Members and the Staff Members family members to get tested and they couldnt come back unless they had a negative test. All of this had to happen quickly. Time is of the essence here. In one case, they found out that theyre backtracking and asking the parents about when they started feeling symptoms. The kids had been there for a day and didnt realize they were positive at that time. That was a really scary situation. But sometimes you can only work as quickly as you can once thanks so much, candice. Probably the best bet to get everybody tested. Thanks for the update. Tonight making it in the bay report examines whether the coronavirus can shake up bay area living. In an anonymous survey, three out two out of three tech workers would leave san francicisco if they could work remotely forever. The goal would keep their salaries but no longer pay the prices here. Real estate analysts believe we could see rental prices dip in places like San Francisco and san jose. And increase in places like reno and boise, idaho. Okay. Lets give you an overhead view of the fog tomorrow morning. If all you remember is that its going to be foggy tomorrow morning, im going to be very happy with that. You can see these low clouds across marin, napa, contra costa alameda counties, foggy, low clouds for san jose, gilroy. We have that to start. By the afternoon, we will get sunshine moving on in. But with the foggy breeze staying in place, temperatures will stay down below average, about 5 to 8 degrees below where we should be. This will leave us with the warmest temperature in antioch at 82. But specifically kids between the ages of 10 and 19. Now, we here at my house have an 11yearold boy and we thought we had a free pass meaning he couldnt really spread the virus. However, that belief has changed in a big way, which means a lot of Elementary School kids can spread the virus. This could certainly change the way schools decide when to return to campus. This all stems from a study just released from south korea. We chatted with nbc medical contributor dr. John torres. A robust south korean study looking at children and their families, they found out children under the age of 10 dont spread it as much as adults. Part of the reason is because of their size. Theyre not breathing at our level, we dont get it in our face. Children 10 to 19, your son is 11 years old, hes in that group where they spread it at the same rate or possibly greater rates than adults. The reason it might be greater rates is because of their behaviors. The fact that theyre not necessarily social distancing or Wearing Masks as much as adults. This is going to give us caution when kids go back to school how we manage that. Obviously, getting them back to school is important but making sure they do it safely. Yeah. Bay area parents get creative as they look for ways to get kids back in the classroom. The clock is ticking, lawmakers up a deadline. Millions of unemployed americans are about to lose their pandemic assistance at the end of the month. Covid cases spiking across the country, unemployed families are struggling and congress is nowhere near a deal on another relief bill. The house passed a 3 trillion relief plan but it didnt make it through the senate. Democrats say the economy will only get worse without a new relief package. Today, Republican Leaders met with President Trump at the white house to work on their own bill. Kids in school, jobs and health care would be the theme of the proposal. Were going to make sure that we dont pay people more money to stay home than go to work. President trump also said he plans to begin daily coronavirus briefings again, possibly as early as tomorrow. One of the most Critical Issues arising from the surging virus in california is Distance Learning for Public Schools set to start in three weeks. Joining us now is the political analyst larry gerston. The governor mandated Distance Learning for the start of the school year. That was a disaster. Most educate tors will tell you for the last semester, kids work didnt go on, it was digital divide. It was a disaster. This order is pretty extensive across the board now. Right, jess. No. Nobody likes doing Distance Learning. But they like even less going to class if theres a good chance youre going to get covid19. Thats whats been settled here. The governor has gone ahead and mandated it. 32 counties representing about 90 of the states population. Unless youre talking about a lot of students here. California has 6. 2 million k12 students, plus another half a million in private students. If you were to go ahead and count all those people as a state, it would be the 17th largest state in the union after tennessees population. You can begin to see how many people are going to be affected and schools, by the way, have got to stick with this unless their improvement goes over 14 days. 14 days of declining illness in the county and the school district. After 14 days, then they may petition to open up their school. This is not looking good, at least in the shortterm for opening up and going back to the good old days. Not at all. Lets go over the issues of Distance Learning. Weve been talking about them for months. Not only is it hard to get the kids engaged. Some dont have the option of being engaged. Its tragic. You know, there are probably three major problems here that affect everybody. From kids to parents to teachers. You name it. Look, one has to do with infrastructure. There are about 700,000 to excuse me. 300,000 hotspots that have yet to be connected for these kids on laptops which gets to the other point i was going to make. That is, they need somewhere between 700,000 to a million laptops for those 6. 2 million kids who dont have them. Thats a lot to deal with. Infrastructure is a critical problem. The second problem has to do with student needs. Theres about 800,000 students with disability issues. Thats tough when youre doing it through Distance Learning. There are also 1. 5 Million Students who are English Learners. Thats about a quarter of the 6. 2 we were talking about. Finally, theres this whole question of English Learners themselves. How do they deal with this stuff. 57 of English Learners have not been attending these classes last spring. So the attendance issue becomes rather critical, particularly for that group. California has one of the highest numbers of latino student that is dont speak english of all the states in the country. Also, really this really breaks down the reality of this, this is going to break down between the v the haves and the have nots who who was online. It breaks down in a socioeconomic way very much so. You are so on the point. We talked about English Learners, but theres issues related to race. Theres a 20point gap between nonhispanic whites and asians and 85 attendance if you will and latinos and African Americans on the other. About 65 attendance. In other words, a lot fewer people at home if youre latino or African American actually participating in this whole thing. Then theres the question of income as you pointed out as well. The fact is higher income folks attend the classes at home, if you will, with greater regularity than the lowincome folks. These are also the folks that may not have the hotspots, may not have the laptops and they also need a lot of help. Its a serious issue and an issue that shows the disparity, the lack of equality and the fact that the chasm grows larger over the next month and maybe even a year. Thank you very much, larry. Shows us the creative steps some bay area students are considering in hopes of giving their kids a sliver of normalcy. Across the Bay Area School buildings sit lifeless, no kids running the class and no one filling the desks. Covid times have moved to kitchens and living rooms. Ive got a lot of kids. Kristen be vanderveer is considering forming educational pods for kids schooling. Thats where a group of parents go in together on teaching duties or hire a tutor to teach a small group in person. Some parents work. They arent able to take their kids through the Distance Learning and working at the same time. She hopes to form a pod of five or six students. It would give the kids social interaction, something thats missing from the computer screen. Were really building the as parents. Shannon mulligan says her organization has gotten dozens of calls in just the last week from parents looking to hire tutors for their pods. They can interact and have the teacher and answer questions and work with each other. I think theyre trying to make Real Life School situation for their children. For families who cant afford to send their kids to a pod or buy supplies. She wonders if its an uneven playing field. Theres been a lot of heated arguments within these facebook groups about, you know, about the issue because its a real worry for all of us. When a woman saw names on certain she felt the chain was perpetuating racial stereotypes, she launched a petition calling for the chain to remove racist branding and packaging from its stores. Because its subtle. Theyre micro aggressions which is a problem. They inevitably excessive baseline level of stereotyping, were more likely to accept larger transgressions. Trader joes hasnt responded to our request for a comment. Nearly 3,000 people have signed the young womans petition. Up next, ready to step up enforcement. A new task force will collaborate with police to seek out businesses that violate health and safety codes that are in place to help slow down the pandemic. The county set up an email tip line so neighbors can report businesses that arent following the rules. There are fines, too. 25 to 10,000 depending on the infraction. While the pandemic has prompted a legal fight between San Francisco and its hotels, several groups sued the city today over the Healthy Buildings ordinance. It mandates daily intensive cleaning of hotel rooms. They say when guests stay more than one night, the rooms dont need extensive cleaning and it increases Hotel Workers exposure to the virus as well as strong chemicals and cleaning agents. We would rather be spending our time working and trying to bring back our employees and instead, were having to file a lawsuit against an ordinance that was developed through our board of supervisors and not through the department of health. The hotels say theyre losing so much money taking the extra steps mandated by the city, it will cost them more and prevent some of them from reopening. Okay. They have supplies inside. Many kids go back to school online. The backpack might be shelved for a bit. Still the foundation is confident the School Supplies inside will be welcome in homes around the bay area, especially since so many families are struggling to make ends meet during the pandemic. Study material, pencils, folders they wouldnt normally get. Were helping the parents as well by supplying a couple months of r or maybe a quarter worth of the School Supplies the kids would normally use. It adds up fast. They estimate a backpack full of basic supplies can cost anywhere from 65 bucks to 100.
