Alameda county, almost 8,500. Santa clara county more than 11,000 new cases statewide since yesterday. Thats the second highest number since the pandemic began. 140 new deaths also reported. Another near record. Even with the rise in cases a bay area county just given the green light from the state to reopen some businesses. The state approved Alameda Countys request to reopen zoos and allow for Outdoor Dining. In union city the decision means more than just a chance to go and eat out. Reporter here at this restaurant in union city the general manager says the states decision to allow Outdoor Dining in Alameda County means she can now bring back laid off staff. Employees are gearing up to serve dozens of customers in this large patio in union city. Now that the state has given Alameda County the green light to reopen Outdoor Dining. Its so exciting. Reporter last week the state banned all Outdoor Dining in the county and placed it on the monitoring list with a surge in covid19 cases. Some restaurants opted to defy the order and serve outdoors, all adding up to a lot of confusion. But some Restaurant Managers say now that the state has given them clear guidance they can beef up staffing. It is great because theres no gray area. This is like, yes, you can do outdoors and we can bring everybody back. We can tell them, hey, youre going to be on the schedule. Reporter despite the states decision here at rice triangle, some employees are hesitant about allowing Outdoor Dining. I think we need to get very careful with that situation. Reporter today the state also gave the oakland zoo the go ahead to reopen to the public after four months. Everybody on the staff is just thrilled. We are so excited to get to have visitors back and everything really getting back to close to as normal as we can. Reporter zoo ceo joel parrot said the states Decision Just in time. A big announcement from the bay areas Largest School district, San Francisco unified will begin the next school year online. Campus will be closed. In a letter to the school community, the superintendent explained they made the decision after discussions with health leaders, families and staff members. The letter goes on to say the district announcing that for now to prepare for time in midaugust. We spoke with a parent saying it is not easy but it makes the most sense under these circumstances. I was disappointed at first because the kids already wanted to go back to school and see friends. Already got a backpack. Got a backpack already but it is for the best. I prefer them not to get sick or, you know, just i rather be cautious. Whatever your thoughts is, it is so challenging for parents here saying the kids adapted pretty well to distanced learning and many say that it can isolate and abandon children, especially for economically disadvantages families. The district said theyre working on a plan to improve that and hopefully to move to a hybrid model with in person and Distance Learning as conditions improve. San jose unified district leaders, students or parents, everyone said they would prefer cool in classrooms if its safe but after backing away from that plan friday because of teacher resistance, the association points out coronavirus numbers have only gotten worse. The Vice President of the school board said the communitys view definitely matters and acknowledged in his opinion the spike in cases makes it tough to avoid Distance Learning. Thank goodness we are not arizona or texas or florida but things arent good right now in the county and trending in the wrong direction. Reporter state superintendent Tony Thurmond echoed the sentiments. If school opened tomorrow most of the districts would open in Distance Learning. We should have a laserlike focus on Distance Learning well instead of four or five scenarios. Reporter they said the survey show very mixed feelings with large percentages both for returning to class and Distance Learning. In that case, the result of the survey could be released as early as tomorrow and may only make a final decision more difficult. In san jose, robert handa, nbc bay area news. Want to show you numbers of the bay area. The blue number represents the number of Covid Patients that are actually in the icu. You can see it was up here at peak and then in april peaking right here and then started to go down, about 400 cases in the hospitals. The number plummeted, kept doing well in may and now more than 600 cases in the hospital in july. Thats way beyond the other peak and a similar trend in california, hospitalizations hee for the state, you saw here starting in april, stayed pretty flat through may and june and in july started to go up again. We have seen a surge and now more than 6,000 Covid Patients are in the hospital. Double what it was just four weeks ago and as far as los angeles county, they report that the hospitals are already feeling overwhelmed. A key data point we have been tracking californias Positivity Rate is double what it was just a month ago. This is the percentage of people tested who came back positive. Right now, we are at about 7 . If it gets any higher we could see the governor shut down the state again like he did back in march. Janelle wang regions us with these details. We are getting close to a shutdown. The cdc said since the beginning that states Positivity Rates gets o be under 10 . Overwhelmed and we could see things get out of control. Governor newsom has always set a lower Positivity Rate of 8 . Right now, the states Positivity Rate is at 7. 1 . Over the weekend, it briefly hit 8 and that is the main reason why on monday the governor shut down many indoor operations statewide including the Indoor Dining and bars. The governor said hell shut down more things if the number gets higher so why is californias threshold of 8 versus the cdcs recommendation of 10 . Above 10 they say there are issues right now and need to be careful to take control measures to make sure it drops and i think he is saying, okay, going from 7 to 8 , the logical step is going to go 9 and 10 before we get it under control because any exposure today doesnt show up for a couple of weeks and i think trying to nip it in the bud, get it taken care of right now before they go up because getting to 10 and shuts down then it will get to 12 when things really start happening and so he is trying to make sure its early enough so when that swing goes up, that curve goes up makes sure to shut down early and hopefully not going up as much as if he didnt shut it down. It was hoping for a funding lifeline, basically a sales tax measure on the November Ballot but in order to get it on the November Ballot three counties must vote to put it there. San francisco, san mateo and santa clara counties, the rail line of the three counties cal train runs through and San Francisco is not on board. Last night was a key deadline and the board of supervisors didnt bring it up for discussion. Cal train is not happy, desperate for funding. Ridership is down 90 and may not survive. Today the San Francisco board of supervisors getting a lot of heat for not even introducing the measure last night at the meeting and today the supervisors gave their explanation. Our citys facing a 1. 7 billion deficit right now. Our own Municipal Transportation Agency is suffering. We are in a crisis. We have a number of taxes on our ballot for november. I cannot support a tax for cal train here in San Francisco with these issues and due to the fact that San Francisco has no true voice on the joint powers board. This would be true taxation without representation. Its inconceivable and irresponsible that nothing was introduced and now may be in a future without cal train. Cal traen says it has enough money until october but after that the future is uncertain but San Francisco is not budging saying theyre not going to pour money into a rail line when its leaders and voters dont have a voice on that board that oversees cal train so it seems like theres a standoff right now. Nobody is budging. Cal train does have a chance to get state funding and federal funding but right now they say its unlikely because the whole country is facing a financial crisis and getting hit hard in the pocketbooks. Thats a big issue for the city and the peninsula and Silicon Valley. Thank you. It is a really important question right now. For exactly the reasons you just outlined which is that its hard for kids to do Distance Learning, particularly the Elementary Schools but in the setting of rising cases, its also hard if we cant do it in a safe kind of way so i think that cases need to be either declining or flat and we need to actually have a lot of good Testing Capacity in place and i think that it is possible, though, to reopen schools under those circumstances and it should be an extremely high priority for us. Doctor, theres a Socio Economic debate. Working or Single Parents or no internet at home. Is it worth it, the health risks, to go to school for these parents and families . I think that as a society we can set it up so that the health risks are mitigated. It is covid19 so we cant make ate zero risk experience but i think with theres good data globally that people can do it, that other countries have done it. And the real quekeys are masks, physical distance and small, stable cohorts of kids. The data show most of the kids getting it from adults rather than kids bringing it home. Lets tack about health risks for certain age groups here. Low risk to high risk. Lets talk about Elementary School students. Are they a lot different than middle school or High School Students . Covid19 is really different from almost every virus we know of. We usually think of kids as being snotty and theyre the ones that pass along the illness to the adults. The surprising part and important part of covid is Elementary School kids are much less likely to get the infection and less likely to transmit it. So as we think about those kids who are most at risk for not being able to learn in Distance Learning and Elementary School kids, theyre less likely to pass it around. High schoolers and middle schoolers begin to transmit more like adults so the interventions or the ways we come back to school are going to be different depending on the age group. Is there guidance to tell the School Districts right now that are debating this decision . What would you tell them . I would say think about your teachers. Advocate for as many resources as you can see in order to get the ability to do good social distancing or physical distancing, to have masks on hand, to have hand hygiene and theres a Testing Capacity piece which is also really important to make it possible for people to feel safe and then also for kids to come back to school because sometimes kids very often are going to have symptoms that look like covid and unless you can get a test to come back to school the guidance is that they have to stay out for a while. So my suggestion to School Districts is work it is a partnership with the teachers and the families. Its doable. Especially if our Community Prevalence are able so get more stable or start to decline. Last question. If we talk three months from now, where are we going to be . Do you think things will be better in the next 90 days . I think a lot depends on the leadership and really, really hopeful that as a nation and also in our local communities that were going to be able to go back to where we were before where we can control the rising prevalence and also then allow for kids to start to go back to school and i do think that Elementary Schools should be able to go back sooner than high schools or middle schools, the theres probably hybrid learning curriculum to have in place for the older age kids but that there should be a real capacity and optimistic of a capacity for Elementary Schools go back.
