San jose unified is reviewing the results of a Parent Survey about a return to campus. Now as we reported last friday, the district backed away from a plan to have students return to classrooms after the Teachers Union said many instructors have refused to return under the current conditions. At that point the survey was sent to parents. Today the Teachers Union said it is tough to talk about a survey as covid cases continue to surge. I would say the more that weve learned since friday, the more adam ant they are that schools are not safe to return. The district will release the results of the survey by this friday. Coming up at 6 00, well hear more from the Teachers Union and a school board member. Well just in, courts across the state and the bay area continue to grapple with the budget shortfall. Today 50 Santa Clara County Court Employees were laid off. The union and the court are now in the process of negotiating a new contract. Well new mandatory closures in two bay area counties today. Some businesses in Santa Clara County and Alameda County have to shut down as of today because both of those counties have been put on the state watch list. They were on there for three consecutive days and that triggers the shutdown. They join sonoma, napa, marin and Contra Costa County which made the list on monday. Now those counties on the watch list have to close indoor fitness, indoor plays of worship, hair salon, barbershops and nail solons and indoor malls. It is whiplash because a lot of the businesses were just allowed to reopen on monday. Now here it is wednesday and theyre shut down again. In alameda, another form of whiplash. The county shut down outdoor dines over the weekend and today california approved a request to reopen Outdoor Dining and the zoos. Marianne favro is where the decision came just in time even though it is so confusing. Reporter for many restaurants including this one in union city, the states decision gives them the clarity they need to bring back laidoff staff. This chevys has a large patio and the restaurant plans to make full use of it now that the state has gain Alameda County the green light to reopen Outdoor Dining and give the gm the assurance she needed to put more employees back on the schedule. It is so exciting. It means the world to us because this is our livelihood. Reporter last week the state banned Outdoor Dining in Alameda County and later placed it on the monitoring list because of a surge in covid19 cases. Some restaurants opted to defy the order and keep serving outdoors. All of it adding up to a lot of confusion. But now restaurants like this one have the clear option to put tables outside. And the state said finally after four months the oakland zoo could reopen to the public. Everybody on the staff is just thrilled. Were so excited to get to have our visitors back and everything really getting back to close to normal as we can. Reporter the zoo ceo joel parent said the states decision comes just in time. The zoo had already spent most reserve funds and was in jeopardy of closing forever. Now they plan to reopen to the general public july 29th. Marianne favro, nbc bay area. Now San Francisco continues to hit the pause on its reopening plans because the city is experiencing a surge of cases and hospitalizations. However, it is worth noting that Hospital Capacity in San Francisco is below 30 which is in the acceptable range. The mayor said for businesses to reopen and stay open Everyone Needs to do their part by avoiding social gatherings and we say it a thousand times wearing the mark. As of right now personal Services Like hair cuts, massages, tattoos, Body Piercing and manicures and pedicures not allowed. Indoor dining that were scheduled to reopen and pushed to july 13th those are still on pause. The city plans to update the reopening plan this friday. These last few months have been difficult when it comes to visiting our loved ones in nursing homes. Now a new health order in San Mateo County will allow outdoor visits with masks and temperature checks. Indoor visits will be allowed for compassionate care, Urgent Health and legal and other issues. Visits must be scheduled in advance. Well all of this information could be confusing. We broke it down for you by county online. What is open and what is not county by county. Here is how it works. Businesses or people that receive repeated complaints about not Wearing Masks can get fined for violating state and local health orders. It would cost up to 500 for individuals and up to 5,000 for businesses. Lets go back to that stunning number that we told you about at the top of the newscast. The overnight number. More than 11,000 new cases confirmed just yesterday. So what does that mean about the state of the pandemic . Lets show you these. These are number of daily new cases since march 18th. This is for the state of california. You could see pretty much were flat. Got a little bit higher here in june. Cases started to rise. Then we see a dramatic increase in july. And then 11,000 confirmed races on july 7th and then again yesterday another 11,000 new cases. And the takeaway is that the state numbers are in a significantly worse spot than we were at the beginning of the pandemic. Well the medical establish. Is pushing back against the new Health Policy from the white house. President trump traveled to atlanta today as georgia is mired in one of the countrys worst outbreaks but the focus was on infrastructure, not on the virus. As covid cases continue to surge in 41 states, there are fears that Critical Data could be harder to access. The administration is ordering hospitals to send all patient information to a federal data base in washington, d. C. Instead of the cdc. The white house said it is to, quote, stream line the systems. Experts, though, are weary. This might be perceived as political and it could be political. The cdc is sidelined and this is another example of it. The cdc director is fine with the change but also issuing a grim warning predicting the combination of flu season and the coronavirus will make this fall and winter one of the most difficult times in u. S. Public health history. Well the rules are being implemented but the question is will people start to follow the rules and another state adding a mandatory mask law as nearly half of the u. S. Is now requiring face coverings in public. Janelle joins us now with the insight on how much it could reduce the number and were hearing from doctors about just the simple task of wearing the mask. Reporter they say it is the critical thing to get this pandemic under control. Not only will it reduce the number of infections but it could get this pandemic under control in less than two months. Today the state of alabama joined the list of states requiring masks statewide. 22 states in all, including california, according to npr, one of the earliest to implea. The mask mandate about a month ago. It is the entire west coast, including oregon and washington to the east coast including massachusetts, new york and new jersey. Dr. Redfield who heads the cdc came out with a statement saying exactly that. There are a lot of things that are important. Social distancing and washing your hands and not being in large groups but he pointed to Wearing Masks and cited a couple of studies in one of them there were hair dressers in missouri that came down with covid19 while they have the symptoms they treated 139 client. The cdc tracked the clients and none of them showed any symptoms over a couple of week period and so that is showing how effective because the hair stylists were wearing cotton clothe masks from home. On top of that a hospital in boston found that when they made masks universal it cut the rate of positivity from 1. 5 to less than half a percent. That is how well machk masks would work if everybody uses them and so as dr. Redfield said, four, six or eight weeks we could make good hurdles and get this under control. Reporter so as early as four weeks. That is one month. If everyone wore a mask. That is a number one thing people recommend besides washing your hands and keeping your physical distance. Now two of the worst hit states, florida and arizona, still dont have mask mandates across the state. They do it on hot spots and leave it up to counties and cities and a lot of states are doing that. Not making it a statewide mandate but leaving it up to counties to decide. Well stopping police from making traffic stops. It is a first of its kind idea in berkeley but how is that supposed to work. Janelle wang joins us now again with more on that plan. So police wont make any traffi Traffic Enforcement, right. Exactly. T. The Berkeley City Council debated this for hours and went into the middle of the night. The propose change, voting on it, having police stop enforcing all traffic laws and traffic stops. It comes after cities work on police reform. After the death of george floyd, and numerous studies have shown that black motorists are more likely to be stopped by police than white for minor traffic infractions. The plan would have Traffic Enforcement run by a different depts unarmed city workers. The berkeley mayor admits there are issues that still need to be worked out. But a person in the safety may not be what somebody in the flat land thinks and we need to have that conversation about what does health and safety mean for our community. Okay, the city council said this plan could also cut down the Police Budget by 50 . We reached out to the berkeley Police Department and just issued a brief statement saying it is too soon to determine how the decision will affect policing in the community. So still budget issues to be worked out, details to be worked out but if everything goes well this plan could go into effect early next year. They are thinking march or april. Thank you. Well making it in the bay area, this is our series about the challenges of living here. A new Analysis Finds bay area renters are among the most stressed out in the nation. Simply because rents are soo high here. To live in some areas, a low or middle income worker has to hold the equivalent of four full time jobs. Here are the numbers. The National Low Income Housing Coalition reports a worker needs to earn 43 an hour to afford a two bedroom place in alameda or contra costa counties. 57 an hour to afford a spot in santa clara and living in San Francisco, or marin on san mateo requires 64 an hour. Well smoke from a fire in Fresno County is starting to blow right here in the bay area. This is a live Traffic Camera in san jose. Not too hazy yet. But we could see a little bit of it there. It is the millennial fire broke out monday near coalinga. Some 50 homes had to be evacuated. The fire so far has grown to about 11,000 acres. And jeff, this is what you were telling us about yesterday to look forward to this. And that is what were seeing. Now whether can we get it out here . Well, it is going to take some time. Really once they get a handle on this fire, it grew quite a bit over the past 24 hours. Now at least 11,000 acres, only 5 contained. So well likely see some of the haze and smoke bubble up at times as we head through the next couple of days. If we get quick containment we should be done with it here soon. I want to start setup and what s happening right now with this. And you could see there is, well, quite a bit of fog out here off the immediate coastline. But the fire is down here towards fresno, alsocoal ingo and winds came out of the south today. So it is pushing the south off to the north. It wasnt super thick smoke but down in the south bay, also contra costa, Alameda County and parts of the north bay, we did have hazy sky and not as blue and that is why we have air quality advisory in effect through tomorrow. So as we get you outside to a life sky camera view here in a second. What youll see is not a lot of fog across the south bay but again smoke and haze off toward the distance. It is a really small veil of this haze but once again it really puts everybodys nerves on edge here in the bay area any time we get some sort of smoke moving close by with the recent large fires over the past couple of years. So were look at moderate air quality tomorrow from the north bay down to the south bay. If you are respiratory problems this might make you kind of limit your outdoor exposure. Your ears may better tated and you might see yourself coughing so be aware of that. Tomorrow morning, temperatures look really good here. We start off with 50s and fog near the coast, peninsula and the bay. Have you down to 5 peninsula. South bay at 59. Chilly in San Francisco, down to 55 and the north bay at 57. Through the afternoon tomorrow, we stay right about near average down here for the south bay. It will leave us with 86 in san jose. 85 in cupertino, 86 in gilroy. Close to 90s. The usual suspects back towards pittsburg and antioch and then things moderate and drop as you get closer to the bay. Were down to 77 in hayward. Peninsula looking at a mix of 70s to 80 degrees. I think some of the best weather will be right there in redwood city at 79. San francisco, lots of 60s for tomorrow. Breezy as you get closer to the coast line. As we do have 67 here in the mission. And for marin, napa, sonoma county, the best weather is across mill valley as we have more 70s coming our way tomorrow, at 73 degrees. My forecast in San Francisco has morning fog and some sun for the afternoon over the next several days. Temperatures in the 60s right exactly what we should be expecting for july. And for the inland valley, at 90 tomorrow and go to 95 on saturday. And there is no big wind events the next seven days so that is certainly helping out our fire danger quite a bit. I could see that smoke out here from Contra Costa County at my house today. Just a little bit hazy off toward the distance and my eyes were irritated so hopefully theyll get a handle on that fire soon. We are hoping. Thanks, jeff.
