Mayor london breed says restaurants will have to hold off to Indoor Dining indefinitely. Restaurants were set to begin serving customers next monday, outdoor bars were also going to reopen that day. But now breed is saying the city is seeing an alarm rise in covid cases. Hospitalizations increased 25 in the last week and because of that shes hitting the pause button. Our numbers along with numbers all over the country are going up. And we are not out of the woods yet. The mayor did not give a timeline for when those businesses can move forward again. However, she said there are no plans to roll back outside dining. Heres a look at the latest numbers. More than 29,000 reported cases in the bay area. Santa clara county and Alameda County continue to be the hot spots here. Alameda county almost at 7,000. Santa clara county, more than 5,000 reported cases. Now, as cases continue to surge, lets take a look at how we compare to the rest of the state. This graph shows the number of cases per 100,000 people over the last two weeks. The yellow line right there, thats the state average. For the last two weeks, 236 people per 100,000. Almost all of our local counties are below that yellow line. Thats good news. Below the state average. Two of our local counties, which are on the governors watch list, Contracosta County and Solano County are below the line. Thats good news. Below that yellow line. However, marin county, thats what stands out. Well above that yellow line, which is the state average. Marin county averaging 424 cases, people, per 100,000. Significantly higher than the state average. Showing why its on that governors list. Marin county, the numbers have a lot to do with the outbreak at san quintin prison. The prison had about 1,300 covid cases right now. More than 900 of those cases were reported in just the past two weeks. Jessica . Contracosta county updating its policy on wearing masks, saying they should be worn inside businesses and waiting in line to get into a business. San mateo county also got more serious today about masks. Board of supervisors passed a resolution urging face mask compliance and launching an Education Program on its importance. Violating the order can be a misdemeanor. He introduced todays measure hoping an outreach effort will encourage everyone to comply. Okay. Getting closer to a potential vaccine. The u. S. Government today announced it awarded 1. 6 billion to a company to help move testing along to get a vaccine out by early next year. Janelle wang joins us now with the details. Weve heard dr. Fauci and so many other people say over and over again that that seems really optimistic that well see something at the beginning of the year. Well, hopefully the government funding will help, jessica. The company is called nova vax, its based out of maryland. It will soon get the results of phase one and phase two Clinical Trials and hoping to move into phase three of Clinical Trials, and that means testing up to 30,000 people. It got funding from the government, a lot of funding. 1. 6 billion. Thats the largest amount ever awarded. To help speed up the process that normally takes years into months. It showed some efficacy in animal studios. And looking at whether or not it can generate the same kind of immu immuno response in humans to basically recognize different technologies of vaccines. When theyre promising enough, push them through phase three. Set up the infrastructure that might be necessary, hence republican reducing the timeline around distribution. The one thing that is going to determine whether or not the vaccine is distributed, the fda had guidance that was passed last week that said that they would look at any vaccine candidate that had about 50 efficacy and that has a track record of safety. And the results of the phase three trial are going to be important results in determining both of those factors. So 50 efficacy. What does that mean . A vaccine must decrease the devariety of covid by at least 50 for it to move on into the next phase and eventually production. Some Health Experts say thats too low. The fda should set a higher standard like 75 . While other Health Experts say 50 is too high. It should be lower because the pandemic is spreading, covid is spreading and the world needs a vaccine as soon as possible. Currently there are about 150 potential vaccines being tested out there worldwide. Moderna, weve heard about it. Thats based out of the east coast. Its actually moving into phase three of Clinical Trials this month. And nova vax, which we just heard about today, is hoping to not be far behind. Well, as you know, the pandemic affecting the world, cases still spiking. Its also affecting the world of major league baseball. Many of the people affected are black and hispanic. Today white tents and those orange cones set up at oaklands native American Health center. This is part of the countys way to reach out to minority groups for testing. The virus is hitting underserved neighborhoods hard as well. Testing is safe, confidential and free. We are very worried that people are getting sick at work. That people are gathering with family and friends when it is too early to do that. So we know you are tired, Alameda County, but the virus is not. Mayor schaaf says the Latinx Community is seeing an infection rate three times the typical spread. Not surprising, though, since so many in the fruit veil district and the communities there dont have the option of working from home. Well, President Trump is pushing for students to return to school in the fall. That push comes as the u. S. Races toward 3 million coronavirus cases. With outbreaks linked to large gatherings, schools are considering whether to keep students at home. The Trump Administration pressuring universities to return to inperson learning. Several universities, including harvard, princeton and georgetown Just Announced that half their students or fewer will be allowed back on campus. The American Academy of pediatrics is advocating for children to return to school as long as strong Safety Measures are in place, which is what many teachers are demanding and say is not yet in place. As universities move to online classes during this pandemic, a new rule that could have a major impact on foreign students this upcoming fall semester. According to the new federal immigration guidelines, International Students fully enrolled in online classes will not be allowed to stay in the country. Students must take at least some of their classes inperson in order to remain in the u. S. Stanford issued a statement saying its concerned about the new restriction on International Students and looking at how to best support them in completing their degrees. Our fire danger today much better than the last few days, however, we did have this grass fire in Contracosta County. It threatened dozens of homes, forcing several people to evacuate. Well, the parents of 6yearold jayce young shot and killed in San Francisco on the fourth of july are talking today. As they try to explain their pain. The citys police chief vowed to bring the killer to justice. As nbc bay area jackie ward tells us, right now, they dont even have a suspect. This aint right. My son was different. Standing at the podium alongside jayces mom keisha and jayces friends and family, jason young spoke from the heart about the pain after his 6yearold son jayce was taken from this world far too soon. Yall dont understand how hard it is in this city and how hard it is in these black communities to have to get up and have to pick one of your loved ones up and pick your families up after this stuff happens to your family. Jayce was watching fireworks in the bay view on july fourth when gunfire rang out in what police say was likely a targeted shooting on whitfield court. Jayce was not the intended victim. We talk about black lives matter. This boys life mattered. So we are determined in this city to get justice for jayce. Police will not confirm earlier reports of the suspect and are still pleading for members of the public to come forward with any information that may be relevant to jaces death. Supervisor walton also had a message to the community. Stop killing each other. It should be the message of ending gun violence right here and right now. Reporter a second person was also shot. Its the same shooting as jace. They are expected to be okay, though. A march for victims of gun violence is being held tomorrow at noon starting at San Franciscos city hall. That mural was city approved and painted in front of the martinez courthouse on saturday. Soon after it was completed, Nicole Anderson and david nelson, you see them both there, started painting over it with that black paint. It was all caught on camera and then spread quickly on social media. The couple now faces multiple misdemeanors, including a hate crime charge. Up next, no hot meals, only one bar of soap per inmate. Now theyre saying there are no hot meals and the men have to rely on crackers, cheese and bread. Melissa colorado has the inside story. It tastes like cardboard. Reporter this inmate tells us surviving covid19 behind bars just got a whole lot tougher ever since prison staff switched to handing out these meager packaged meals two days ago. We were stripped from all meals, hot meals, because the kitchen the kitchen cooks, the staff had it. Reporter johnson says inmates get three plastic wrapped meals a day but says there is not enough calories to keep inmates full. We reached out to san quintin to confirm if their kitchen staff came down with covid19 but have not heard back. So far more than 1,300 inmates at san quintin have tested positive for covid19. At least six people are died. The meals provided are not cutting. Reporter lacy terrells husband brandon is serving time for voluntary manslaughter. Terrell says the 33yearold started to come down with covid19 symptoms after a cell mate tested positive. These men are in there fighting off, you know, illness and disease, and i think that we all know in order to fight any type of illness, you need to be able to nourish our body. Reporter brandon has less than three years to serve before he can come home to his family in petaluma. Governor newsom said he is working on reducing the inmate population by nearly 1,000. I am going to individual by individual people with medical needs that are acute, people we are fasttracking expediting parole review. So i think there are some things that could help that. I would say right now confidence level is about a 5 that we will get to the world series. Im pretty sure at this point youre going to see an opening day. I think the 30game mark is also going to be a telling factor. How many struggles. How many challenges. How many things has baseball and its players and its staff gone through after 30 games . If the answer is things have gone smooth enough, i think that youll probably see a completion of the regular season. Youll see the playoffs begin. And at that point, youll likely see a world series. So its a chain reaction. So, fingers crossed opening day coming up the end of next week. What i want to point out today is the way the wind is blowing, the worst of any smoke and flames is blowing away from the bay area, away from gilroy. So thats some good news. I see winds tomorrow gusting up to only 20 Miles Per Hour and temperature up to 82 degrees. A little bit of patchy fog at the coastline but nothing too thick. Over to the east bay, 62 degrees. Patchy fog at San Francisco, 58, and a cool 59 for the north bay. My temperatures as we move through tomorrow down in the south bay, it does start to warm up just a little bit and thats because of this area of high pressure. Were seeing a little bit more of this heat moving close to us, and as i told you yesterday, if we didnt have the mild air to the north and this fog at the coastline, wed be sitting at 100 to 105 degrees. So these two things saving us from some dangerous heat. Albeit, it will still be warm. Lets get you the forecast. Down here in the south bay, were going to the upper 80s for parts of the south bay. 89 if east san jose. 89 if gilroy and los gatos. In the east bay, low 90s for antioch, pittsburg, walnut creek and danfu and danville. Palo alto at 82 degrees. There you go, temps drop off to a cooler 64 in daly city. Plenty of 60s tomorrow from the outer sunset to the mission. The north bay, 87 here in napa, 90 in novato and 82 in mill valley. My extended forecast in San Francisco, pretty simple. Next seven days, 60s, morning fog, afternoon sunshine and right through the inland valleys, also going with 90s the next several days. No 100s but it still will stay warm for us.
