Well, right now, kari, i see another blip at the bottom of your screen as we take a look at the maps, highway 85 shows a little more out of sunnyvale, a smooth drive otherwise. Well doublecheck but we know about the slowing youll see out of the Altamont Pass through west 580 and its there. Everything is fine getting over to the bay bridge but do note if youre coming through brentwood and clayton, if youre not a local stay off marsh creek road. Marcus, you have the very big reason why. Thats right. Thats that breaking news out of Contra Costa County. Firefighters are still there at the scene of this late night grass fire that threatened a lot of homes around there. This is near clayton Palms Mobile Home Park on marsh creek road as clayton runs. That fire started around 11 00 p. M. They managed to knock down the flames before reaching homes. It burned nearly ten acres and damaged power lines. Pg e says 150 customers without power this morning, of course we are still looking into what possibly cause this had fire. Bob redell is still there. Hell have a live report for us coming up at the bottom of the hour. Marcus, the white house and russia both denying reports that russia paid bounties for the killing of american troops. This morning the white house says President Trump was never briefed, while a spokesperson for president putin speaks for the very first time about that report. I want to check in with today in the bays tracie potts live in washington this morning with a new russian response. Good morning, tracie. Reporter laura, good morning. The white house says the president did not know, and russia says they were not involved. The kremlin spokesperson strongly denying this report, broken first in the New York Times that russia paid militias linked to the taliban to hunt down and kill u. S. Soldiers. And according to one official familiar with the intelligence, u. S. Troops were actually killed and so were some afghan civilians as a result of this. But russia is saying that whole story is wrong. Those statements indicate that those reports were not so trustful. Thats why wed better speak to those and the president of the united states. Reporter but its not just the times reporting this. Also the Associated Press says that the president was aware of this back in 2019, last year, quoting former National Security adviser john bolton saying that he told colleagues that he had briefed the president himself. Happening today for you two bay area biggest cities, in San Francisco minors may soon have the right to vote. And in san jose its all about the power in the mayors office. Thats where we find today in the bays kris sanchez live for us this morning and, kris, both issues getting a lot of attention, and no surprise there. Reporter were going to start you off here in san jose where the council may try to line the Mayoral Election along with the president ial election. Usually theres better voter turnout when you come to the president ial election years. Now if the issue goes to the ballot and passes, mayor sam liccardo would get two more years in office, would serve until 2024. The council is also considering shifting some of the powers of the city manager to the mayor in whats called a strong mayor government structure. If the council puts this on the ballot, san jose voters will have to decide this fall. The current impetus seems to be to give the mayor the power to eddie garcia to fire those who posted on social media. Currently i dont have that authority under the city charter. And we have advocated, several of us have, to change the city charter which, of course, requires the council taking this matter to the voters in november. Reporter now the San Jose Council will vote on that today, but while in San Francisco supervisors are going to talk about whether the voting age should be lowered to 16 for some local measures. That issue would have to go to the ballot for voters 18 and up to decide. Now theres momentum for sure but a similar measure did fail just four years ago. On this particular issue i would love to hear what you have to say, whether you think its a good idea for youngsters, 17, 16, to be able to vote on some of those local measures. It would make San Francisco the biggest city in the nation to do that if it goes forward. Ill post the poll on twitter and lets have that conversation on facebook, too. Continuing our coronavirus coverage, in the bay area were not alone this year in dealing with a painful possibility. July 4th beaches closing to prevent the spread of coronavirus. A similar, if not bigger story now playing out down in southern california. The l. A. County Sheriffs Department announcing the closure of all beaches, piers, and even those bike paths. This is all closed for the entire holiday weekend. Now this is due to the huge surge in cases down there. Those fines for trespassing are not cheap either. It will cost you 1,000 if youre caught and then fined. The mayor of pacifica and Half Moon Bay warned yesterday that people need to stay away the holiday weekend. Well, new this morning, a new statewide push over sunshine laws to expand them covering police use of force. East bay senator Nancy Skinner entered two bills yesterday, one would ban and strengthen the transparency measure that she authored back in 2018 by increasing Public Access to Police Records tied to wrongful arrests and searches. It would also prevent officers from keeping records secret when moving to another agency. A separate measure would change when Police Officers get called to nonviolent crimes. With the idea of using social workers instead. Skinners original sunshine measure was tied to sexual miscondu misconduct. A live look at the bay bridge toll plaza this morning, no relief for those drivers who cross it every day. Thats because a state Appeals Court has upheld a toll increase for seven bay area bridges approved by voters back in 2018. Now a Taxpayer Group sued arguing that the 55 voter approval was illegal. This is because it should have had a twothirds majority. The first 1 toll increase took effect in 2019, and youll pay a dollar more in 2022 and in 2025. Happening today it is Graduation Day finally for some high school seniors. Todays ceremony in San Mateo County will look a lot different this year. The Jefferson Union High School District is holding a virtual graduation for more than 1,000 seniors. Ceremonies are scheduled for terra nova, thornton and oceana high schools. Congratulations to them. Im glad they took the time, delayed a little bit, but we got graduation actually happening. They deserve that. I know. Well deserved. These poor teenagers, really college graduates, too. Just not getting that traditional ceremony. Everything is a little different right now. They will have a story to tell. As the sun comes up it is a nice start to our tuesday as we check out whats happening in walnut creek and then as we go through our temperatures were in the upper 50s this morning. You can see that trend. Were at 70 degrees at 9 00, still comfortable. At noon it starts to heat up. Were in the mid80s. We see some of our inland spots back in the 90s today. We are going to have a hot start to the week and then a cooldown by the end of the week. Ill have more on that coming up in a few minutes. I think its mostly coincidence but all of a sudden all kinds of companies are banning all kinds of things all at the same time. Lets go down the list. Youtube has kicked three people off its site who promote white supremacy. Reddit removed hundreds and twitch has removed Donald Trumps account altogether. Lets start with twitch, an online Video Streaming Service normally used to stream games, but the Trump Campaign uses it to show videos, and it added President Trumps very first speech as a candidate. The one where he says mexico is sending rapists to the united states. It shocked america at the time. Many thought the first day marked the end of his candidacy. When the trump account added that to twitch very recently twitch took the whole account down temporarily. Trumps account banned for something he said in the first minute of the first hour of the first day of his candidacy. Reddit took down a subreddit as theyre called, run by volunteer moderators and they say the moderators had been warned about the amount of racism that people were post iing to the fan secti. David dukes and richard spencer, this is file video here of spencer. The Southern Poverty Law Center called spencer one of the count countrys most successful young, White Nationalist leaders and an academic racist. Facebook watching more advertisers walk. The latest to bail out adidas, pepsi, which joins coke in leaving facebook ads, dennys, conagra and clorox. The ad boycott is temporary and many of them are leaving social media in general. This boycott created by the naacp, which has been just wildly successful. Marcus and laura, facebook has responded by adjusting some rules. Historically of all of the services, facebook has been the one that has been just the most uneasy about regulating speech. Youtube, facebook, twitch, reddit all making moves. I wonder if it was a collaborative effort. Thats interesting the timing of it. What are we going to do for our next pot luck, which i guess were not going to have anyway, but more proof this morning you cant have your cake and eat it, too. At least not if you shop at costco, which is facing a big slice of backlash this morning for pulling a popular bakery item. Last month it announced the end of its popular half sheet cake to make way for a new 10inch round. Now customers are demanding the sheet cake return. The uproar. Thats right. So they were fishing on a lake when they spot this had dog struggling in the water and when they looked closer they realized it was a young bear, though. It had a plastic jug stuck on its head. They jumped into action and after two attempts were able to remove it. Wow. Right . He was probably trying to eat something. I have a hummingbird feeder up in tahoe and, boy, that not only attracted the hummingbirds but attracted the bears as well. Im glad they were there. Perfect timing for that. We get a look at our sun rise this morning, we are starting out with a beautiful start to our Tuesday Morning. Our temperature trend as you make plans for the day in willow glen well be in the upper 50s, but you can see our trend going up as we go into late morning and the afternoon at 1 00. Were in the low 80s, and its going to reach into the mid to upper 80s here. As we go through our micro climates, morgan hill reached 90 degrees and well see some mid80s in downtown san jose. For the east bay well see some 90s here as well. Up to 93 degrees in antioch. Martinez will reach 87 degrees and some upper 70s for oakland. Half moon bay will be in the mid60s today. You head over to palo alto were up to 84 degrees. And for the embarcadero up to 69 degrees today. The north bay high temperatures anywhere from 70 in point reyes to 90 in clear lake and napa today reaching 83 degrees, so it looks pretty nice here but its still a little warm and our High Pressure is giving us more of a northerly wind. But more of an ocean breeze will pick up as we go to the next couple of days, and that will help us cool off as we get that natural air conditioning. But in time for the fourth of july holiday weekend, were going to start to warm up once again looking at the highs trending back into the 80s and 90s as we go through the sevenday forecast. We are warm today and tomorrow. And then a nice cooldown for thursday and friday. And then warming right back up again for early next week. And, mike, anything new popping up out there for the commute . Were pretty cool. Very nice, very pleasant right now overall. As we look at your map were seeing green sensors. Ill take you to the spot where we consistently see slowing because highway 85 shows me the slowing and it clears. Again, no construction and no problems in the south bay. That freeway, were looking out to the Altamont Pass where we see that build and even the Altamont Pass road we see slowing once you get into livermore, everything is just fine out of the pass. A look at the approach to the bay bridge, great. A live look shows you no backup. Yesterday we saw the metering lights turned on before 6 00. Only lasted a couple hours. Looks pretty light right now. Nbc bay area responds to a San Francisco woman who hit a detour trying to end her carsharing membership. Thats right. So she asked chris chmura and his Investigative Team for some help. Reporter good morning. Allison denihad a zip car subscription she paid 8 a month to drive a shared car for 10 an hour. Normal times that works but in a pandemic not so much. She tried to cancel. She sent dozens of emails, calls, and social media messages but got no response from zipcar. So she turned to us. She said it feels like such a small amount of money, but it is so extremely wrong that i cannot cancel my account, and they still charge me. We reached out to zipcar Corporate Headquarters in boston. A few hours later allison got that 24 refund she was looking for. Also, her account is finally closed. Zipcar didnt explain what took so long. It told us when a member emails zipcar we typically have a 24 to 48hour Response Time to review the account. Were hearing from lots of folks who have had trouble pausing or canceling various memberships during the pandemic but we say here is to keep records of your efforts to cancel the calls, emails and letters to beef up your case when someone finally responds. Firefighters still at the scene of that overnight fire threatening homes near mt. Diablo. Today in the bays bob redell is out live at the scene in the clayton area. What have you been able to find out, bob . Reporter good morning to you, marcus. Yes, this fire at one point did threaten the homes behind me. These are the clayton palms, a Mobile Home Park here on marsh creek road. Were way out here in clayton. You can see this is an area surrounded by dry brush and dry grass and that fire which started just before 11 00 last night across the street from the neighborhood, it burned up this hill. Cal fire had to call out several trucks to the scene in what feels like an overwhelming response. The battalion chief had one truck per acre burned. The firefighters kept it contained from the homes and they hope the small fire serves as a reminder for the rest of us. It is fire season. Were starting to see fireworks cause fires and were asking people to remember that all fireworks are illegal. Wed like to not have that out here in the wild land environment. As you can see behind us the fire starts quickly. Were here in the middle of the night and have had full consumption of fuel behind us. Reporter no one was hurt. A few people did leave to get away from the smoke. Power has been shut off to 150 people in the park. Pg e is working on restoring that. Cal fire doesnt know what caused the fire. Theyve been out here for several hours and expect them to be out here well into the morning doing mopup just to make sure nothing flares back up because there are fuels and it will be another hot day. People are very thankful for them this morning. We want to continue our coverage of the coronavirus. In the past 24 hours the bay area added more than 500 new cases. Contra costa county saw the biggest surge reporting 169 new infections. Santa clara county added 104. Governor newsom planning to head to Contra Costa County today, keeping people isolated in hotel rooms. Todays visit follows his approval of a 202 billion budget with a lot of cuts but also some extra spending. So that budget takes effect tomorrow. More than 700 million the governor can use for emergency pandemic relief. Colleges took a big hit with hundreds of millions of dollars slashed from both cal state and the uc system. The new budget agreement also cuts state workers pay by 10 and canceled raises that were supposed to get next month. It also gives newsom the power to withhold 2. 5 billion from cities and counties if they dont follow the rules to keep the slowing of the spread of the virus. A live look at sfo. We expect the European Union to announce a list of countries where travelers will be allowed to fly into any one of the 31 european nations. With the number of coronavirus cases surging here, the u. S. Is not expected to be on that list. Jackie ward has a look at the impact. Good morning, jackie. Reporter good morning, laura. The u. S. Has the worst covid outbreak with 2. 6 million cases. This is happening as the daily cases of new cases is surging within the past week, all part of why a lot of Health Experts do not think americans will be allowed in for at least the next 14 days. The first ten months of 2019 more than 16 million american travelers entered the eu and the u. S. Hosts about 10 million europeans every year. They say they loved having americans over but understands the need for caution. Its very important for us to resume normal air travel. We dont want to necessarily rush things. Reporter to further emphasize what we anticipate will happen, two eu diplomatic Officials Say the u. S. Is not on the list of countries. Back in march the eu imposed restrictions on nonessential travel to about 30 countries to ease the spread of the virus. Noneu citizens already living in europe are not included. If americans are not allowed in the eu for the next couple of weeks, that, of course, does not include britain because they left the eu back in january. However, britain does have this new rule where any visitor that enters britain has to selfquarantine for 14 days. Live from sfo, jackie ward, today in the bay. Similar to what theyre doing in hawaii. Thanks so much, jackie. Well, at least some frustrated Business Owners here in the bay area are cut off at the last minute from reopening. They say they understand it quite well. If you live in contra costa or alameda counties you may know a lot of businesses including gyms, bars, salons, restaurants, hoping to restart their Indoor Dining now being forced to press pause this is due to the recent surge in cases. One Restaurant Owner in downtown oakland says he actually understands. It is frustrating, but we have to obey by the guidelines. I dont want to rush anything to open a restaurant. Barber shops and hair salons were supposed to open this week. Three bay area counties are among the governors watch list for most high risk contra costa, santa clara and solano counties. So very concerning. We all continue to watch and try to give you as many updates as we can. I think we need an update on the forecast. What do you think, marcus and mike . I think we do. It happened at Yellow Stone National park last week. Park rangers say the woman actually purposely got too close to the bison. Well, no specifics on her injuries so far, but they say theyre kind of blaming her. She was trying to take pictures and got up to ten feet away a couple of times and thats when the bison turned and gored her. Got to be careful out there with wild animals. You do. So developing for you out of the east bay this is a new plan proposed by one berkeley councilmember, and it may change the way you get a parking ticket. So the San Francisco chronicle reporting unarmed silver servants would enforce Parking Enforcement instead of police. The department of transportat n transportation councilmembers say the vote on the measure could happen next month. No more classic questiofieds in washington. What did the president know and when did he know it . They say the president was briefed on the russian plot to kill american soldiers. Yeah, the claim is, good morning, that it was in his president ial daily brief. That claim coming from a republican, by the way. Now it is generally widespread knowledge that the president oftentimes does not read his president ial daily brief. The accusation is that russian intelligence offered the taliban a bounty on the lives of Coalition Soldiers in afghanistan including american soldiers. A select group of republican lawmakers were briefed on that intelligence yesterday. A group of democrats will be briefed this morning. President trump has said he was never briefed and that he was but the Intelligence Community didnt find the allegations credible, according to the president. This put the White House Press secretary in a pickle trying to explain why the president has not reacted to the allegations, why he hasnt been outraged by the news, why he hasnt demanded an answer from russia. A specific message from moscow, no, because he has not been briefed on the matter. So the white house secretary continues to insist the president has not been briefed even now which leads one to the question why not . If he really wasnt aware of it but it is the Biggest Issue right now in the white house and on capitol hill and lawmakers are getting briefed for the second day, why hasnt the president insisted on getting a briefing even if it is doubtful information in his words. This goes to the concern that President Trump is too cozy with russia, an allegation that has dogged his presidency. Remember, President Trump is pushing to allow russia back in the g7. He still wants that even after the allegations russia targeted american soldiers. A kremlin spokesperson will be on the today show and will deny russia put a bounty on american soldiers and has denied interfering with our elections and says it does not have troops in ukraine.
