Coming up, what the new term in the process is called social bubble and it will allow more facetoface today in the bays jackie ward is live for us in oakland to explain what the bubble is meaning for a lot of people and also this is a big thing for haircuts, too. Reporter unfortunately, no haircuts yet that is all part of phase three and Alameda County has not released a date for when that will be enacted here in Alameda County. Well focus on the social bubbles where we can see people facetoface or mask to mask as part of this reopening phase. This includes courthouses. Thats why were here. And this is because of the Progress HealthOfficials Say were making in this pandemic. First, what exactly is the social bubble . Alameda county is defining it as a group of 12 people or less from different households that should be maintained for a minimum of three weeks and people should restrict themselves to being in one social bubble at a time. Starting today that bubble is now allowed to hang out outside together. Here is what else is open again, child care and camps allowed, career internships. Alameda county released a clarification from the last order. Libraries may open for curbside pickup. Certain businesses with limited persontoperson contact including dog grooming and dog walking may also resume. Your dog can get a haircut and not you. Criminal and civil jury trials will resume today and jurors will be summonsed for new trials at that start on june 29th. Youll still have to wear a mask, social distance, and will have to be medically screened at each courthouse. Shes expected to survive. They kept yelling for him to turn off the car, but he was dead. And then the poor girl kept screaming. What i want to know why they had to take him out. Why couldnt they pull him out, arrest him. The stepfather said he was unarmed. The shooting sparked a drivethrough protest on saturday. San francisco supervisors are making a new push to protect Peaceful Protesters. Theyre developing a new ordinance they call it the right to protest safety act. Supervisor matt haney is the coauthor. He posted in part, quote, it was shocking and unacceptable to see the Peaceful Protesters come facetoface with officers armed with flexible baton rounds and chemical agent sprays, end quote. That measure will be introduced at an upcoming hearing. The National Guard troops are now pulling back from the california cities where theyve been deployed during the protests. The bls did say it probably messed up the unemployment number, the calculation of the Unemployment Rate telling people that as were temporarily laid off they counted them instead of completely out of work so the Unemployment Rate is probably higher. Some people ask if somebody could mess with the unemployment numbers, make them look better than they really were for some kind of political gain, and the answer really is no. The bureau of labor statistics is filled with career professionals who are dedicated to getting the number right or as close as they can. No one, not even the president , gets access to those numbers or knows what they are ahead of time. Almost nobody believes that a president could affect the unemployment numbers. Almost no one. In 2012 President Trump tweeted president obama had manipulated the numbers for political reasons. Were at 46 degrees in livermore. 49 in santa rosa. Oakland waking up and walking out the door to 53 degrees. If you want to head out for a run this morning around saratoga, participates of the south bay will be only at about 50 degrees so maybe some long sleeves needed to start out and then as we go into the rest of the day, still comfortable no matter what time you go outside for that workout. Its going to reach into the mid80s. For the north bay were reaching up to 82 degrees in napa and in san jose up to 80 degrees today. And as we go into the middle of the week its going to get hotter as High Pressure builds over the bay area its going to ramp up our temperatures by wednesday. And then the weekend we cool down once again as the storm system passes just to our north. Its going to bring down some cooler air for us and then as we go into the next several days were still up and down with the temperatures. Were in the low 80s today with those breezy winds, upper 80s tomorrow and then peaking at 90 degrees by wednesday. It wont be as hot as weve seen recently. Into the weekend were looking at our temperatures that will be cooling down a bit and for San Francisco will mostly stay in the 60s after a warm start to the week. At times it was really gusting and were still going to have those high winds today as we look at our red flag warning. Low humidity and gusty winds. When the humidity dropped and we have high winds and very dry vegetation, still that high fire threat. A midweek warmup coming up. Mike, youve been keepi an eye on the commute. Whats been going on out there . Its building more quickly than last week. Last week we had the curfews in place and people just held off. The Richmond San Rafael bridge, volume coming across nicely. Chp gave a warning about some gusty winds and we did see more traffic about five minutes ago. To the south, the bay bridge, more traffic as well. Another wind advisory from chp but no problems heading across that span. You see the taillights as the map shows you no problems with speeds but well watch for the build over at the bay bridge toll plaza, a smooth drive getting to the rest of the bay. The altamont also has a little slowing. Back to you. Thank you, mike. A Santa Cruz Community is mourning the loss of a deputy killed in the line of duty on saturday. He is described as a family man and a law t veteran. Roz plater is live where a memorial for the officer is growing. Roz . Reporter indeed it is and it has struck this community very hard. You see the memorial behind me, the flowers and the balloons and the cards overflowing the flag area now and spilling onto the entrance there going into the sheriffs department. T is all still very fresh. Shootout and the suspect attempted to get away with a carjacking. Two Good Samaritans stopped him in his tracks. Hes going to get up. Theres only two People Holding him down. Reporter now this is cell phone video showing tense moments after neighbors captured the suspect and held him down until officers arrived. It happened in the ben lomond area on saturday afternoon. Investigators say the suspect ambushed deputies after they arrived to investigate a suspicious van. The sheriff says the suspect opened fire injuring two deputies and killing 38yearold sergeant daymond gutzwiller, a beloved officer, husband and father. The community turned out in large numbers to pay tribute to him. Its devastating, its scary. Its not our quiet town. So i felt like i needed to go out the next day and do something to let them know i support the guy because its just tragic. Reporter now the suspect has been identified as 32yearold steven carrillo, an active duty sergeant stationed at Travis Air Force base. The fbi is also investigating whether there is a link between this case and the ambush killing of a federal Security Officer outside the federal courthouse in oakland on may 29th. Both involved a white van and a white van in this case had guns and explosives inside. Now we should learn more about the investigation at 2 00 this after moon when the sheriff scheduled a news conference, and well bring that you information once we get it. We are live in santa cruz. Hundreds of people from oakland to vallejo taking to the streets, again, demanding justice not just for george floyd but for People Killed at the hands of police and local officers. This is in recent days of protests and looting. Demands from some protesters to Defund Police or make other major changes, part of a National Movement picking up steam. San jose mayor sam liccardo says the Police Department needs reform rather than less funding. Bay bys Sharon Katsuda is live for us at the san jose Police Department with what reforms are already taking place. Sharon . Reporter thats right. Now mayor liccardo is saying the Police DepartmentNeeds Resources to help protect themselves and the public. Mayor liccardo has expressed support for the Peaceful Protesters and has directed the Police Department to stop using rubber bullets but he rejects the idea of defunding the Police Department. He saysreleased today will explain. In a statementyesterday mayor l defunding urban Police Departments wont help us do it. It is the wrong idea at the worst possible time. Last week the mayor called for a full review of san joses use of force policies. San franciscos mayor has announced a plan to defund the Police Department and put more money into africanamerican communities. On the other end of the spectrum the Minneapolis City Council is planning to disband the citys Police Department in the wake of george floyd. A vetoproof majority of city councilmembers made the announcement at a rally over the weekend. City councilmembers say they plan to invest in a Community LedSafety Initiative instepped of the Police Department. Our commitment is to end our citys relationship with the minneapolis Police Department to end policing as we know it and to recreate systems of Public Safety that actually keep us safe. Reporter meantime Police Officers, unions, and President Trump say defunding the Police Departments will only put the public more at risk. Reporting live in san jose, im Sharon Katsuda, today in the bay. All right, sharon, thank you. Well, today a public memorial for george floyd will take place in houston. Floyd died while a Police Officer pinned him to the ground with a knee to his neck. That was more than eight minutes long. Other services have already been held in honor of floyd in minneapolis and north carolina. Meantime the man charged with the murder of floyds death will appear in court for the first time. Former officer Derek Chauvin is facing seconddegree murder charges. Three other officers face charges of aiding and abetting, and seconddegree murder. The lane asked chauvin twice if officers should roll him over. Now when hes holding his legs he says to chauvin, well, should we roll him over because he says he cant breathe . Chauvin says no. You ask your sergeant should we do something and he says no, are we going to do it anyway . I dont think so. There will be no cameras allowed in todays court hearing. Firefighters are still battling a stubborn fire fueled by strong winds in Solano County that started saturday afternoon north of vacaville. So far 2,000 acres have burned. Its 40 contained and three structures are destroyed. At least another 100 are threatened right now. At this point evacuation orders have been lifted. Kari, i know that is going to be a tough job for firefighters. The wind gusts that were going to be seeing throughout the area, is that going to fuel that fire already . Yeah. Weve had so many small fires around the bay area over the weekend. I even thought i was going to have to evacuate my home because of the smoke got really thick. We are still going to have these fire conditions. I wanted to show you the relative humidity and also those winds. The color contour to show you where the high winds will be and we can see that the humidity will be dropping again today and thats whats going to possibly spark more fires because of the very dry vegetation around the bay area and it will get hot as we go through midweek. Weekend protests took place statewide including in San Diego County this is where people marched through chula vista. In sacramento an estimated 15,000 people rallied and marched to the state capitol. The chp eventually cleared protesters peacefully. Last night was sacramentos first full night without a curfew in nearly a week. Elsewhere in Southern California thousands marched on hollywood boulevard eventually protesters stopped at one of the busiest intersections shutting down that traffic. Many called for positivity and for the nation to come together. This is for my people but for all people, and i think thats becoming clear to everybody that this is about everybody. This was one of more than a dozen marches across l. A. County all in the wake of an announcement from top Law Enforcement leaders. Theyre now saying that those who have been arrested for breaking curfew, failing to disperse will not face criminal charges. Authorities still plan to go after those accused of more serious crimes. Now to the coronavirus and the newest numbers out of the bay area, six bay area counties are confirming new cases. 16,000 confirmed cases overall and 462 deaths. Some of the increased numbers locally are connected to a surge of cases at san quentin state prison. More than a dozen inmates affected there. According to the chronicle several inmates considered high risk for infection were transported from the California Institution of men in chino. They then tested positive after the transfer. Prison leaders say that none of the inmates were exposed to the general population. More retired generals are speaking out against the commander in chief. Scott mcgrew, the latest is former chairman of the joint chiefs of staff and a former secretary of state colin powell. Thats right. And before that he was a hero of operation desert storm. End quote. Back in 2016 President Trump waded deep into the middle of the kneeling controversy initiated by colin kaepernick. As one point calling them s. O. B. S, even encouraging owners to cut players who did not stand during the anthem. At that point numerous players began kneeling. Were starting out in the upper 40s here but we go from 49 to 75 degrees. Its still going to be a really nice day but those winds kicking up at times and thats the reason we do still have the high fire danger especially for Solano County over toward parts of the sacramento and san joaquin valley. Were going to reach into the mid80s in the inland east bay but most of us are still going to have some very comfortable air and this is about normal for early june with our temperatures along the coast in the 60s and 70s. And then as we go to the middle of the week its about to heat up again. The good thing is that it doesnt last long and it wont be as hot as the weather from the past several weeks when our temperatures spike. You can see at the bottom of the screen some of our micro climates will reach into the low 90s. By the time the weekend gets here a new storm system will pass to the north and will bring in a chance of showers further to the north. We get the cooler air moving in. So our sevenday forecast shows that well be in the low 80s today. Upper 80s tomorrow and then peaking at 90 on wednesday. Once again by the weekend its going to feel comfortable, breezy winds and highs in the upper 70s and the lower 80s. And this is still going to cause widespread damage as the storm continues to move northward causing much more rain, also the potential of some Severe Weather this will continue to move northward. This is near Half Moon Bay state beach campground. Crews responded to the scene yesterday afternoon and pulled two men to safety. Crews say that the strong waves caused the boat to flip. Maybe this is the new normal for clubs, at least in the netherlands, attempting to resume nightlife during the pandemic, people booked specific times to see a deejay but club goers are restricted to chairs at social distance. The Club Promoter says the original plan was to have the guests up dancing while standing apart but Health Leaders say they have to dance in their chairs for now.
