The storm system is still very close by the bay area, its something well have to watch but for the most part we are starting out dry with temperatures in the low 50s in san jose and well see it make it into the upper 60s and low 70s. Very nice. We do have a warmup in our forecast as we head into memorial day weekend. More on that is coming up in a few minutes, marcus. Thanks, kari. This morning another bay area county will open meaning more changes for millions more people. Phase two allows Retail Stores to provide things like Curbside Pickup, manufacturing can resume, and some offices are allowed to reopen. Entering that phase today is Contra Costa County you see here in the purple. They are following marin, san francisco, san mateo, and those counties as well as Alameda County eased those restrictions yesterday. Friday Santa Clara County will enter that phase, phase two. But lets talk more about whats happening today. Sharon katsuda is live for us in concord with how businesses are gearing up. Sharon . Reporter this new veranda shopping area used to be hopping months ago. I came here quite often. Then, all of a sudden, because of the pandemic, the businesses shut down except for some restaurants behind me. Local businesses in the area are getting ready for the change filling orders for Curbside Pickup. With the phase two reopening Retail Stores can reopen for Curbside Pickup or delivery, child care, limited manufacturing, car washes, pet grooming, landscaping, outdoor museums, open gallery spaces all allowed to reopen. Restaurant dining will also be allowed under strict rules, and outdoor gatherings where participants stay in their vehicles where Church Gatherings or gatherings for graduation will be allowed. And for those vehicle gatherings you will be required to have the Property Owners permission to be there, to be parked there in the parking lot, and you will have to have only people from the same household in those vehicles. In the south bay the city of san jose is looking for ways to help bring its business customers or customers business, at least on friday. Thats when theyre going to finally see somehaes here with social distancing, and some possible dining al fresco. Kris sanchez is live in san jose this morning. Theres a critical vote going on about this today. Reporter this is all about trying to give restaurants and other businesses room to move. Going forward could look more like this. This is a seating area thats pushed out into the parking lane of traffic here on lincoln avenue and willow glen with a little protection from a barrier, maybe some planters as well. This is the same kind of idea that would apply to the downtown san jose area and anywhere the city would identify as places that could be safe for al fresco dining, maybe even some sort of outdoor workout areas as well. Parklets would apply expanding sidewalk seating for restaurants. This could help to ease the pain for restaurants who say they could lose up to half of their so Seating Indoors because seating cant be as close together. They will have to work to allow restaurants and bars to serve alcohol outside. The plan already has early support from the citys business organizations. It will also, though, have to have the support of health department. The city council is expected to take a vote up on this issue at 1 30 this afternoon. San mateo also considering shutting down some streets so that the restaurants can pour outside. Neighbors hollering across the street, we love it. Santa clara county is not among bay area counties that have ordered masks to be worn, although it is strongly urged. San Jose Councilmembers today will vote on possibly requiring it within city limits. Cupertino and milpitas already have similar policies. After months of delays b. A. R. We believe it will be opening in a matter of days or weeks, not months. Later the vta, the valley transportation authority, which built and own the station along with b. A. R. T. Will be signing off on the projects safety and security certificate to indicate that all safety tests have been completed. This is a big deal. Its the last milestone before b. A. R. T. Passengers service can begin here. The question is when will that be . They will announce the opening date after thehe California Public utilities commission, has 14 days to sign off. It will be interesting how many people are riding given that ridership is down 90 during this pandemic. Thats b. A. R. T. Ridership. Berryessa and the milpitas stations are part of phase one, a tenmile extension. Both stations were supposed to open in the summer of 2018, but there are delays. Most recently issues with the trains not stopping exactly where theyre supposed to on the platform turned out to be a problem in the Communications System between the computers on the train and the sensors at the stations. It would allocate more than 13 billion to cover losses tied to a series of wildfires blamed on pg es equipment while not providing specific numbers the utility says that plan won overwhelming support from victims. Now according to the chronicle the school board voted to end the Academic Year early. Last week tens of thousands of students had problems submitting their answers so now the College Board, which administers the test, says students running into trouble will be given a unique email address to send answers to. Today were looking at temperatures mostly reaching into the upper 60s across the bay area, but there will be some low 70s for the north bay. Were looking at a high of 71 degrees in napa today. And some lower 60s for san francisco. Upper 60s for the south bay. Were also still tracking a chance of some spotty showers as the storm system remains very close by the bay area. As we get a look at our hour by hour outlook a chance of rain especially this afternoon that will be once again very hit or miss, but parts of the north bay as well as the inland east bay may have a slight chance of some thunderstorms. Other than that were in for a fairly quiet day and then our weather continues to quiet down over the next several days. Well see it warming up over the next few days, and look at how hot it gets as we lead into memorial day weekend, looking at highs into the upper 80s, even low 90s in time for memorial day. They had restrictions down to one lane but northbound has recleared all lanes just about a half hour ago. We are looking at, however, the north bay where 101, you see the slowing around spencer, a crash since about 10 40 last night. Sounds like they still have lane activity there in one of your lanes as you approach the exit. Its a distraction but i dont see any major problems. A live look shows you the golden gate bridge. A very easy drive, the reason you shouldnt have a lot of problems but watch for flashing lights and you see theres leftovers from the rain, dirty lens there. Investigators say that this all started as an argument between several people along west 23rd street. This is not too far from west grand avenue this is around 8 00 last night. Both victims were found near the crime scene. One was stabbed multiple times, both were taken to the hospital. Were still working to find out their conditions. So far no arrests. New details, prosecutors have filed four mur charges against a man they say drove the Dodge Durango that flipped over multiple times on highway 85 last week killing four passengers on wednesday night. It closed all southbound lanes in san jose for hours. The driver and another passenger survived with minor injuries. Investigators say the driver had a suspended license from drunk driving and was more than twice the legal limit when he lost control about 100 miles per hour. Hes being held without bail. Governor newsoms proposal to spend another 3 billion on pandemic related items is raising a red flag for state lawmakers. Now this week legislators are debating the governors request. Yesterday the budget analysis raised some major concerns. It comes in the wake of the states recently announced 54 billion budget deficit and critics point out lawmakers have given the governor 1 billion to spend for the crisis expecting a surge in patients that never materialized. Starting monday undocumented immigrants in the bay area can apply to receive Coronavirus Relief from the state. Households can get up to 1,000. Individuals 500. Undocumented immigrants in most bay area counties can apply through Catholic Charities of california. Those living in the north bay can get help through the Human Development corporation. The movement to expand vote by mail for novembers president ial election is growing. Senator Amy Klobuchar has an emergency bill to do just that in the u. S. Senate.
