A Major Development in the fight between elon musk and Alameda County. Late tonight the county changing its tune after reviewing Governor Newsoms plan for reopening manufacturing. County leaders now say theyre okay with tesla reopening its plant in fremont yesterday. Youll recall musk sued Alameda County over the weekend before he started making cars without permission. County leaders say they held a productive talk with tesla about its safety plan for workers, and they are now on board with tesla ramping up this week for full production on monday. Now, the standoff between tesla and Alameda County caught the attention of president trump. Today the president tweeting his support of elon musk, writing, quote, california should let tesla and elon musk open the plant now. So thats the question, open, wait a bit, or hold off until summer. That is the dilemma tonight for counties across the state after the governor gave the green light for restaurants and malls to ramp up. Staying a full stop, though, los angeles, which will likely keep its stayathome order through july. As for the bay area, ian cull is in san jose to show us why caution is driving the decision here to reopen. Reporter the architect of the Bay Area Health order says she understands that people are getting antsy but says the strict restrictions must remain. She admittedly pointed out that the numbers are starting to look better, but theyre still not good enough. A look at the Santa Clara County data dashboard shows the number of coronavirus cases is leveling off, and there are only about half as many covid19 patients in the hospital as there were on april 1st. The site also shows none of them are on ventilators. So why arent we reopening with most of the rest of the state . Health officer dr. Sara cody briefed county supervisors by phone. We have exactly the same conditions that we had in march, so that if we did ease up, we would see a brisk return of cases, hospitalizations, and a brisk return of deaths to be quite blunt. Reporter so the bay area isnt loosening the restrictions right now. Dr. Cody says on average, every person infected here still spreads it to at least one other person. Once that number drops below the one transmission average, things can start opening again. We are stabilizing, so we are not seeing an increase in case counts, but were not really seeing a huge decrease either. Reporter today the White House Task forces dr. Anthony fauci echoed a cautious reopening approach during his remote testimony before a Senate Committee. But dr. Fauci indicated as long as there is adequate testing, Contact Tracing and social distancing, commerce can slowly resume, even schools opening up. I would hope by that point in time in the fall, that we have more than enough to respond. Reporter in san jose, ian cull, nbc bay area news. So where do the infection rates stand now . The south bay saw a spike in new cases today. Santa clara county reported 28 more cases. A disappointing jump from just two new cases yesterday. A couple of other counties saw increases as well. San mateo added 33 cases. Alameda reported 32 additional cases. Now, those numbers not keeping a lot of people in the bay area still from fantasizing about dining out after hearing the governor give the okay for dinein seating in restaurants. No rush, though, to get a reservation. There are still lots of hurdles, but some communities are getting creative as the wait for Bay Area Health officials to give the okay. Nbc bay areas Terry Mcsweeney has more from sausalito. Restaurants, many of them open for takeout, but this would allow patrons to start coming back in. Reporter the todo list for restaurants includes physical distancing, which for smaller restaurants like the ones on caledonia street in sausalito, means too few tables to make a profit. Jordan dodds went on sauce lee know nextdoor and suggested closing caledonia to cars so tables could go in the streets. The idea caught fire. More than 200 responses including one from sausalito mayor susan clevelandknowles, who says shell consider it. I think its a really good idea. We need more business, and people want to come out. Reporter Gavino Chavez loves the idea too. He was working at a cook out here, 55 hours a week. Thats all gone. They should open again like the usual schedule. That would be nice. That would be a lot for me because i like to work. Reporter at fast food francais where chavez used to work, closing caledonia could help ease the pain. At least half of our staff is totally unemployed right now, so im super lucky to have like half the hours that i used to have. Reporter Restaurant Owners tell me theyre very excited about that huge response to the idea of closing caledonia street. They see it as a pentup demand, one they may be seeing in the very near future. In sausalito, Terry Mcsweeney, nbc bay area news. Governor newsom also says shopping malls and offices can reopen but with some changes. That includes offering Curbside Pickup and Opening Office buildings only if people cant work from home. Face coverings recommended for all customers and workers. The state also wants workers to be reteenly screened for covid19 symptoms. Others ask that store as just hours for juvulnerable populatis like the elderly. So far, no bay area county has committed to those guidelines yet. Now, two Northern California counties will be the first in the state to reopen. Dinein restaurants and walkin shopping will be allowed in butte and el dorado. New at 11 00, cities across the bay area are facing some very tough Financial Decisions during the pandemic. That includes san jose. Youre looking at a live look at downtown. Tonight city leaders released a proposed 4. 1 billion budget for the upcoming fiscal year. It includes an expected deficit of nearly 72 million. Thats a budget shortfall greater than they saw during the dotcom bust of 2000. The city manager, though, says decreased staffing, new revenue sources, and strategic use of reserves are a few of the ways that they hope to balance their budget. Now lets give you a live look at capitol hill where in a few days, the house is expected to vote on another coronavirus package. House Speaker Nancy Pelosi unveiling it today. And at 3 trillion, it is the largest in history. It would send a second round of stimulus checks worth up to 6,000 per family. Also included, hazard pay for essential workers and an extension of unemployment benefits. Now, the face of the White House Corona Task force, dr. Anthony fauci, testified before a Senate Committee today while selfisolating in his own home due to potential exposure. Fauci answered a variety of questions about the fight against covid19 and gave a sobering response when asked about reopening the country. If we do not respond in an adequate way, when the fall comes, given that it is without a doubt that there will be infections that will be in the community, then we run the risk of having a resurgence. I would hope by that point in time, in the fall, that we than adequately. But if we dont, there will be problems. Dr. Fauci, though, did say he is optimistic a vaccine will be found, adding that there are multiple candidates being tested right now. Okay. Some got yanked home, others wont even get a chance to go. Distressing news for lots of College Students and their parents. The California State University system announcing it will hold almost all of its Classes Online for the upcoming entire fall semester. I know im going to miss out on a lot of rites of passage. Reporter Sarah Mcelroy is a senior at San Ramon Valley high school in danville. Shes already missed out on her senior picnic, prom, and graduation. Now her first semester at cal poly will take place online. Missing orientation and wow week and maybe even dorms, so its a lot of my freshman experience that id love to have and its just hard knowing i might not get it next year. Reporter thats because the csu chancellor announced that almost all classes in the fall will happen virtually. The gates are locked here at cal state east bays campus in concord. Thats because this campus went to online courses back in march. Now, that will continue with limited exceptions for things like labs and medical courses. The overarching mission from universities is to provide people with high quality degrees. We still want to do that. Its just going to be done in a different way. Reporter students who have been accepted into the csu system in the fall have until june 1st to accept their offer of admission. The mcelroys now have two daughters attending cal poly in the fall. They know the online decision is a real downer for sarah. This isnt the plan she had. This isnt what she worked four years in high school for. So theres a big pivot thats about to happen, and the unknown is whats hard. Reporter in danville, cheryl hurd, nbc bay area news. Walking a fine line between celebrating graduation and keeping people safe during the pandemic. Health officials are urging schools to consider virtual graduations. Today, though, Contra Costa County announced it would allow drivethrough ceremonies or even small gatherings of up to 25 students if schools follow strict social distancing guidelines. Other counties are looking for creative solutions. Students at Overfelt High School will be offered a special oneonone ceremony. It will be by appointment only and they can only bring six family members with them. The principal says his students deserve to be honored. We have to do something for them. Were going to do as much as we possibly can while still keeping everybody safe. Heres how it breaks down. Each countys Health Department is responsible for setting the rules based on what infection rates and other factors look like in that particular county. Still ahead, bay area beauticians unite. The action theyre taking against the state in hopes of reopening their salons. And check this out. Yep, goats gone wild. A herd wreaking havoc in the south bay in a neighborhood. Check out this video tonight of a herd of goats just scampering through the streets in san joses east foothills. Now a few times a year, about 200 goats clear brush on the hill behind the homes. Tonight, though, the goats managed to break some boards on the fence, and they went running. Their taste of freedom brief, though. The rancher got them back into the fenced area in about five minutes. But it was quite a sight as they all herded together. Another strange twist tonight at San Franciscos millennial tower. A cast iron frying pan fell out of a window and almost hit someone on the sidewalk below. Jaxon van derbeken tells us the window wasnt supposed to be open because the building as a notorious safety issue with the windows to begin with. Reporter at the millennial tower today some residents opened their windows to let in a little fresh air. After being told to keep them closed during mondays high winds. That precaution was in response to what happened back in february when an open window blew off the high rise and plunged 40 stories down. But not everyone followed instructions on monday. One resident used a cast iron skillet to prop open a window. This time the window didnt fall. The skillet did. According to this alert to residents, narrowly missing a neighbor on the sidewalk. The city supervisor says the city is lucky the shelter in place order kept most people inside. Those sidewalks are usually just packed, and somebody would have been killed. So im pleased that this is one of the only good results of the shelter in place orders other than the fact that the coronavirus isnt spreading. Reporter mondays incident prompted another notice by the building to its residents, advising against propping open windows, calling it a life safety requirement. The problem apparently involves the bracing mechanism that holds the windows open. The building has hired engineers to figure it out. Supervisor matt haney whos district includes the building says its long past time for millennial to get a handle on all its problems. It really needs to be fixed from top to bottom, and i really feel awful for the residents and people who live in that area who have to look up every time they walk by because you dont know what might be falling down. Reporter millennial tower officials call the incident unfortunate and said theyve stressed to residents the need to keep their windows closed in high wind. Jaxon van derbeken, nbc bay area news. Are your roots showing . Are you looking a little scraggly, youre probably ready for a professional haircut. However, the state health order wont allow salons or barbershops to reopen. But as nbc bay areas jean elle reports, stylists are asking the court to step in and that i that. I believe that we can get back to work in such a manner as to keep ourselves safe and our guests safe. Reporter Denise Russell is ready to goeet back to work at special effects day salon and spa but its not allowed. Russell and californias 500,000 licensed beauty professionals havent been told when they might be able to get back to cuts and colors or what will be required to do so. Reporter while she waits, she is supporting a lawsuit filed today against governor gavin newsom and other state leaders. He needs to actually come into court and justify reporter attorney harmy dylan says the health order is unconstitutional and should be struck down by the court. The classification of any business in california, including our clients in this case as essential versus nonessential was made without due process, was made without any opportunity to be heard or equal protection. Reporter while the lawsuit makes its way through the court, russell is stocking up on masks and face shields, preparing sanitation and spacing protocols so she and her staff are ready when they are allowed to get back to work. Several south Bay Hospitals are joining a nationwide search for a covid treatment. Snare claire medical center, saints louise regional are now taking part in a plasma study to see if plasma recovered from Covid Patients can help people currently fighting that infection. If you give it early, the patients will recover. Maybe they wont need to be connected to a ventilator if they are able to fight the infection early enough. The study is still in the early stages but similar plasma treatments have been successful in fighting viral infections like ebola and polio. Hailing our heroes from the sky. Today the blue angels continued the salute to frontline workers with a flyover of chicago. Tomorrow the California National guard will do similar. Jets will take off from fresno, head north flying over sacramento, before turning south to the bay area and then looping back over l. A. They are set to fly over kaiser and richmond and oakland around 10 40 in the morning in the south bay just before 11 00. That sounds wonderful. Lets check in with chief meteorologist jeff ranieri. What kind of skies are they going to be seeing . Well, we will have some clouds moving in, but i think the south bay might have the best chance and parts of the east bay to see some of that activity off towards the distance. We are again tracking some on again, off again rain chances. So lets gbring you into that microclimate forecast. I have made a few adjustments with the rain holding off a little bit longer. I think overall well start off with a dry picture and some sun and clouds for the peninsula. Partly cloudy for the trivalley and also the south bay with temperatures in the low to mid50s. Well begin with more of an overcast sky over San Francisco and the north bay. So lets get you a better fix on that rainfall. Youll see by 8 30 in the morning things have slowed down with any kind of rainfall here offshore. This is a very small, weak disturbance, so now heavy rainfall. Once we hit 11 30, well see some of those spotty showers over San Francisco and those clouds starting to increase over the bay. Then by the afternoon i have some of these spotty showers over the east bay, south bay, and the peninsula. Temperatures tomorrow dont really adjust a whole lot. Weve had several backtoback systems over the past couple of days, and each one of them has brought some cooler than average air. So its just keeping us across the board very similar. 69 in san jose. 67 in cupertino. For the east bay, 70 in antioch. Vallejo at 64. The peninsula will also have plenty of mid to upper 60s from san mateo down to palo alto. San francisco, 60s as well right over the marina and downtown. 63 degrees and 60 respectively. Over to the outer sunset, 62. The north bay, 62 in clearlake, and you can see as we get closer to the bay, a little milder with 65 in sonoma. My extended forecast, tomorrow has trace amounts to 0. 15 of an inch on that rain chance. We hold on to a spotty chance into thursday. Were dry friday. Next system approaches on saturday. Mostly cloudy skies. Then by sunday well see around a quarter to a half inch of rain with chances of rain lingering into monday. Temperatures in the 60s here for San Francisco. My inland valley forecast, we go up to a much warmer 80 on friday. Then down to 72 on sunday. Now, i want to get you a closer look at that timing on that sunday rainfall and what youll see here is that i think by 1 00, 2 00, and 3 00 in the morning on sunday, that storm starts to move in. Then everybody should have some wet weather by sunday at 11 00 in the morning. So the great news right now is these backtoback systems helping to hold off the major heat, and at least keep that fire danger a little bit lower. Starting tomorrow, some parking lots, some sports facilities, including tennis and basketball courts will reopen. Park managers will decide whether its safe to open them. Only People Living in the same household will be allowed to play together. Proper social distancing, face coverings, all that still a must. Were back in a moment. New Research Shows the coronavirus attacks those who smoke much more severely than those who dont. Researchers at ucsf studied about 12,000 covid19 patients, current or former smokers had nearly double the risk of the virus getting worse compared to nonsmokers. They were also more likely to face significant complications. United airlines has announced a new social distancing policy. Starting next week the carrier will notify passengers 24 hours in advance if their flight is expected to be full allowing them to either cancel or rebook. United says at checkin, it will also let you know if a flight is more than 70 full. However, the airline says due to significantly reduced schedule, it cannot always guarantee there will be enough empty seats to allow for social distancing. This comes after this photo surfaced of a united flight from new york to San Francisco carrying 25 doctors and nurses who had been treating Covid Patients. You can see the middle seats are not blocked off. Infectious disease experts say a sneeze or a cough can travel at least two rows in an airplane.
